Firm Overview - Master Builder – Architecture, LLC (MBA) is a design firm providing

Architecture, Planning, Interior Design and Project Management Services specifically

tailored to our client’s needs. “Time Tested Design” – like the ancient Master Builder,

MBA is highly skilled in all facets of the design through construction administration of the

built environment. With over 37 years of experience in a wide variety of market types

including Educational, Religious, Government/Civic, Commercial/Industrial, Medical and

Single/Multi-Family Housing we have the experience, capabilities and resources to

complete projects of any size. We take great care and pride in providing excellent client

services, creative and innovative design solutions with the goal that we not only meet but

exceed our client’s expectations.

Leadership - MBA was formed in the fall of 2011 by Robert Semborski,

Principal/Architect after working with several of the areas larger

Architectural/Engineering firms. Rob has lead project teams on many of our region’s

largest projects. While this has been an honor, a privilege and rewarding, Rob feels some of

his most rewarding experience has been client and professional relationships. His

qualifications and experience include Marketing, Contract Administration, Facility

Assessment and Master Planning, Project Management from Conceptual Design through

Construction Administration, Interior Design/Furnishings, and Post Construction Services.

Teamwork - MBA has the experience, capabilities and resources to complete projects of

any size and market type. Our team under Rob’s direct supervision includes CAD

Technicians with more than 25 years’ experience, an Architect with 16 years’ experience

and an Interior Designer and Computer Illustrator with 9 years’ experience. We partner

with specialized and highly experienced design consultants as required that Rob has

created long standing, trusted relationships with during the past 37 years. Rob assembles

and leads a team that may be specifically required for our projects from start through

completion, providing a highly experienced single source, direct contact throughout.

A one-story facility to address accessi-bility, security, control, observation and safety issues.

Three academic area “houses” for grade-level grouping creates a school within a school.

Each “house” includes classrooms which surround an interior core of offices, team rooms, and a computer lab.

The library/media center is located at the “hub” of the school.

A separate wing houses a two-station gymnasium with one full-sized basket-ball court and a cafetorium which can be opened up to the gymnasium for large group functions, and be used as space available for community events.

Northern Lights Elementary School is a 650 student PK - 5 facility that was one of two new schools that were a part of the Superior School District’s 47 million dollar bond ref-erendum.

One-story facility addresses accessibility, security, control, observation and safety issues.

Administrative offices located near the main entry for control, security, and safety.

Separate academic wings called “houses” which create a school within a school.

Each “house” has its own color scheme (red, blue and green) to create teams of 125 to 140 students for each grade level.

Each “house” includes Social Studies, Mathematics and English classrooms which surround an interior core of ad-ministration/guidance counselor offices, science classrooms/labs, team rooms and a computer lab.

The library/media center is located at the “hub” of the academic core.

A gymnasium/cafetorium wing with a separate entry, called the “Community Events Entry” for after-hours commu-nity or school events.

The Superior Middle School is a 1250 stu-dent facility with a “ house-hub” design, which won the 2004 IMI Golden Trowel Award - Best in PK - 12 School Category.

State-of-the-art Science Classrooms and Labora-tories including a Greenhouse with future adja-cent roof garden potential.

2000 seat Multi-purpose Stadium with synthetic surface track and field for football, soccer, la-crosse, track and field events, recreational and physical education activities including Conces-sion/Storage and Ticket buildings.

Additional site amenities include a baseball field, separate student, visitor and staff parking, bus loading/ unloading and shipping/ receiving.

The project involved working with many regula-tory agencies; environmental, health and safety requirements; and external consultants includ-ing an Environmental Impact Statement, Water Resource Management Ordinance, Storm Water Management Best Practices, a Nesting Eagle, Traffic Impact Analysis, Neighborhood Planning, LEED Silver Qualified and Infrastructure Com-missioning.

East High School is a $57 million 1650 student 9-12 facility which involved a major expansion and renovation of the former Ordean Middle School in a 7 phase construction process. The project is con-sidered one of the “flagship” facilities of the Duluth School Districts Long Range Facilities Plan.

St. Louis County CourthouseSally Port Addition and Misc. RemodelDuluth, Minnesota

The Sally Port Addition involved construc-tion on a constrained site; historic design sen-sitivity and compliance with the Duluth His-toric Preservation Commission requirements. The Addition includes a two vehicle secure in-mate transport garage; centralized control/pro-cessing station; five holding cells; three interview rooms; shipping, receiving and storage function including a service elevator; and sophisticated security systems and controls.

The Sally Port Addition and associated remodel is strategically located so inmate circulation does not interfere with the public.

First Floor remodel included the Arraignment Courtroom, Judicial, Recorders/Vital Records and Sheriff’s Offices.

The Second Floor included remodel of the Ad-ministration Offices including the County Com-missioners Conference Room and County Ad-ministrator’s Office.

All six floors were updated with new HVAC, elec-trical and security systems. This phase also in-volved accessibility upgrades including private and public toilet rooms and building entrances.

St. Louis County Courthouse, constructed in 1909, is on the National Register of Historic Places. This Classic Revival Style building, designed by the famed architect Daniel H. Burnham, is one of the three fa-cilities that form Duluth’s Civic Center. I have served as Architect/Project Manager (2006-2011) on vari-ous remodel projects and an addition to this historic facility.

A Long-Range Strategic Facilities Plan is the tool MBA develops to help clients plan for the future. It's a prov-en, systematic approach that allows you to adequately anticipate and budget for necessary maintenance, up-grades, repairs and replacement of building systems, including energy upgrades which can result in mainte-nance and operating cost savings and rebates.MBA examines every facet of your building operations. The Cathedral School Exterior Envelope Upgrades project is a phase of a Master Plan that was developed for Cathedral of Christ the King that includes; the Cathedral which is the mother church for the Diocese of Superior, the Rectory/Business Office and the PK - 8 School located on a 5.5 acre campus.

• Both the Master Plan and Cathedral School Exterior Envelope Upgrades project involved extensive planning, coordination and working closely with; the Parish Leadership Councils and Committees, Facility Advisory Committee, the School Building Committee and the Diocese of Superior.

• Presentation Drawings and Budget Projections were developed for use in a Capital Campaign process for the Cathedral School Exterior Envelope Upgrades project.

• The Cathedral School Exterior Envelope Upgrades project involved new high performance energy efficient window systems; masonry restoration, roof repair and glass block metal wall panel system infill which will result in energy savings and additional instructional wall surface area.

Superior Terminal Building Master Plan

Robert Semborski has enjoyed a long and successful working relationship with Enbridge Energy.

Recently MBA was retained to provide Master Planning Services for a Proposed New Terminal

Facility. The Project involved site analysis of eight alternative site locations, Space Programming,

Conceptual Drawings, Sustainable Building Systems Analysis and Budget Projections for a

proposed new facility.

The New Superior Terminal Facility is a new 58,000 S. F. Office and Maintenance/Storage Facility to house the Terminals Mechanics, Electricians, Maintainers, Gaugers and Administrative staff.

• The use of precast concrete panels provides low maintenance, energy efficiency, sustainable benefits and speed of construction execution.

• The T-shape design allows for convenient anticipated expansion in three directions. The short leg of the Tee houses administrative functions, the Terminal Control Center, Security Office, small and large Conference and Training Rooms located at the core/center area. The long leg of the Tee houses Locker Rooms, Shipping/Receiving and Shop/Storage functions.

• Site development involved Wetland Mitigation and unique storm water management practices; equipment lay down yards and Terminal control and security access measures.

Stack Bros. Mechanical Contractors, Inc.New Vehicle Storage and Office BuildingSuperior, WI

The new Stack Bros. facility is a 20,000 S. F. pre-engineered steel building with a 3,200 S. F. Office and a 16,800 S. F. Vehicle and Equipment Storage area constructed within the Hill Avenue Industrial Park in Superior, WI.

• Site development involved Wetland Mitigation and unique storm water management practices; equipment lay down areas, semi-tractor trailer and other large vehicle circulation and security access control measures.

• The large Vehicle and Equipment Storage area is designed to house and allow circulation for large vehicles and equipment such as hydro-vac excavators, bulldozers, backhoe/excavators, dump trucks and semi-tractor trailers. There are special plumbing provisions that allow for independent water loading of the hydro-vac excavators.

• The Office area is designed with many high end finishes such as terrazzo, carpet tile, ceramic tile and beautiful woodwork; team and personalized spaces.

Municipal Services Building

Superior, WI

The City of Superior Municipal Services Building is an 89,000 S.F. Pre-engineered Steel

Building Structure that houses the City’s Building Grounds and Maintenance; Central

Equipment; Street Division; Parks and Recreation and Traffic Signals and Sign Departments.

The primary building use is Vehicle/Equipment Repair and Storage.

Phase I of the project is currently in the Bid Phase. The Total Budget Projection equals

$4.1 Million. Construction is anticipated to begin this spring and be complete this

summer/fall.

The Base Bid Scope of Work generally consists of roofing improvements including

removal of the existing standing seam metal roof system, structural upgrades, roof

overhang additions and a new 82,500 S.F. EPDM roof system with a R – Value that

exceeds R – 45.

Add Alternate Bid Items include additional structural roof reinforcement; make-up air

handling unit replacements and miscellaneous ventilation and exhaust system

improvements; security and access control system improvements.

Luke has extensive experience working as a Landscape Architect in Wisconsin, Colorado and Minnesota. His expertise in all aspects of site planning, park design, grading and landscape design makes him particularly well suited for Landscape Architecture services. He has managed the design of a wide range of projects, from parks to commercial facilities and projects both public and private.

Raised in Duluth, Luke received his Masters Degree in Landscape Architecture from the University of Minnesota. Returning to Duluth after working in other locations allowed him to bring his diverse range of design and project experience to the opportunities in the Northland.

As a project manager, he has successfully completed numerous projects varying in funding from $8,000 to $12.1 million dollars. His familiarity with the preparation of rezoning submittals, conditional use permits, variances and site plan review documents as well as his design, project management and public presentation skills enable him to represent a project from its design inception through permitting and construction.

His experience includes a strong background in commercial development projects, park planning, park design, trail masterplanning, urban design, residential design, construction documentation, construction observation, graphics and public presentations. He also has extensive skills using AutoCAD, Photoshop as well as word processing software.

Throughout Luke's career, he has worked with and oversaw the work of civil engineers, architects, surveyors and technical personnel. His familiarity and experience in preparing planning, stormwater management and environmental documents further add to the depth of service Luke can offer a client.

Prior to working with Winston Associates, Luke worked for three years with RLK Associates in Minnetonka, Minnesota.

He adds diversity to each project from studies in Australia, extensive travels throughout Europe , South America and the United States.

As principal engineer of the firm since 1997, Jon’s design experience

includes a broad range of structural systems and delivery methods. He

leads a highly qualified structural design team that provides engineering

purpose of existing facilities, Preservation of Historic facilities,

Civil Project Engineer

David leads Northland Consulting Engineers civil team. His 19 years of

professional experience include geometric highway design for local,

state, and federal aid projects across northern Minnesota. In addition to

his highway design, he has teamed with various architects and

developers on numerous private real estate developments. David is

known for his ability to work with client, agencies and the public as part

of a multi-disciplinary team. His work experience includes subdivision

planning, utility coordination, permit preparation, designing water main

and sanitary sewers, creating thoughtful project memorandums and

project management. As project manager, David provides

comprehensive involvement in a project, for the preliminary design

phase to the final design and construction management.

David’s most recent responsibilities include, commercial site designs,
