Transit Oriented Development and Boston’s Fairmount Indigo Line

For the Boston Redevelopment Authority, The Cecil Group is leading a team preparing a comprehensive strategy for TOD and neighborhood revitalization along the Indigo Line. This includes urban design studies and guidelines for infill development at 10 station areas, providing new access and mobility to more than 100,000 residents. The urban design strategies support economic development and community identity in this multi-ethnic, multi-lingual corridor.

ATLANTIC WHARF URBAN DESIGN AND PLANNINGBoston, Massachusetts

The Cecil Group was responsible for the urban design and assistance in the environmental planning (MEPA) for a one million square foot mixed-use hotel and office development on Boston’s waterfront. The site planning required careful integration of a new 30-story office tower among existing historic buildings. Consequently, the environmental docu-mentation for this project included all of the State and local scoping issues for environmental assessments, waterfront analyses, urban design concepts, and historic preservation issues. The project helps extend the Financial District to Boston’s revitalized waterfront edge.

DOWNTOWN FRAMINGHAM PLANNING STUDYFramingham, Massachusetts

The Cecil Group prepared a planning study and urban design strategies for the comprehensive revitalization of downtown Framingham. The study included the analysis of transportation alternatives to alleviate traffic congestion caused by the intersection of two main local arterials and the MBTA Boston-Worcester commuter rail line. A key goal was to integrate transportation with land use and urban design strategies in a unified and coherent downtown improvement plan. In addition to an Urban Design component, The Cecil Group developed streetscape and landscape treatments to enhance the public rights-of-way and implement the vision of Downtown Framingham.

The Massachusetts Chapter of the American Planning Associa-tion recognized this study with an Outstanding Planning Award.

SOUTH NORWALK TRANSIT-ORIENTED DEVELOPMENT MASTER PLAN; WASHINGTON VILLAGE/ CHOICE NEIGHBORHOODS PLANNorwalk, Connecticut

The Cecil Group created a Master Plan for the revitalization of a neighborhood around a train station. While Norwalk has a strong employment base and heavy commuter ridership, the multi-ethnic, low-income neighborhood has a deteriorat-ed housing stock and vacant and underutilized commercial properties. With Transit Realty Advisors as subconsultant, the Cecil Group developed a Transit-Oriented Development (TOD) strategy that leverages the strong mixed-income resi-dential rental market and provides space for small business growth. The plan improves pedestrian and bicycle connec-tions to the station and redirects commuter parking and traffic to locations and routes that reduce impacts on the neighborhood. Implementation focuses on public/private redevelopment partnerships for key, City-owned properties.

As a follow-up, The Cecil Group is working with a multi-disci-plinary team to redevelop Washington Village, an outdated public housing complex. The Cecil Group helped prepare a successful HUD grant application, and is helping obtain implementation funding. The Cecil Group’s efforts ensure that redevelopment concepts relate to the larger neighbor-hood revitalization initiatives of the TOD Master Plan. The firm is preparing urban design standards, infrastructure in-vestment strategies, implementation programs, and zoning.

HINGHAM SHIPYARD MASTER PLAN AND LANDSCAPE DESIGNHingham, Massachusetts

The Cecil Group created a master plan and architectural design guidelines for the comprehensive redevelopment of 130 acres of this former shipyard along the historic South Shore. The waterfront development includes housing, retail, and restaurant uses. The Master Plan reorganizes and im-proves the ferry connections among Boston and the South Shore communities and the gateway to the Boston Harbor Islands State, Regional, and National Park Areas.

The Cecil Group also served as the landscape architects for the entire development, including 500 residential units, 500,000 square feet of commercial uses, several waterfront parks, and a public promenade. The landscape design serves to help transform this former shipyard into a fine-grained mixed-use community through the use of hardy coastal plantings, materials, and pockets of civic spaces that are inspired by the picturesque traditions of New Eng-land coastal towns.

PARK AT THE FORMER LAWRENCE MILLSLowell, Massachusetts

The Cecil Group was retained by the Massachusetts Divi-sion of Capital Asset Management to lead a team of profes-sionals in the redevelopment of the long -abandoned for-mer Lawrence Mills complex. The Cecil Group served as the prime consultant, site designers and landscape architects. They coordinated a team composed of civil engineers, ar-chitects and other specialized professionals. The site plan features exhibits that interpret the former waterpower canals that were threaded through the site. The design uses land-scape features to forge a new riverfront pedestrian link be-tween the University of Massachusetts campus and down-town Lowell. An interior park and new infrastructure system are designed to support housing and office developments and aid in visually and economically restoring this historic site.

SALEM WINTER ISLAND PARK MASTER PLANSalem, Massachusetts

The Cecil Group developed a master plan to help the City of Salem achieve its goals of energizing and guiding the successful renovation and redevelopment of Winter Island Park. The proposed park design helps to enhance Winter Island’s unique natural resources, preserve its historically significant properties, increase the public’s access and en-joyment to the park and enable the park to operate in a fiscally sustainable manner. The master plan incorporates low impact design in order to minimize paving and erosion and preserve shoreline edges and includes learning spaces such as an interpretive trail and an outdoor amphitheater and stage for public educational and cultural programs. A significant public participation program was undertaken as part of the master planning process in order to respond to resident and stakeholder suggestions and concerns and to help build public consensus for programming elements.

FALMOUTH STREETSCAPE IMPROVEMENTSFalmouth, Massachusetts

The Cecil Group was responsible for the planning, rede-sign, and construction documentation of the streetscape and civic space reconfiguration of historic downtown Fal-mouth. The design process included extensive community participation through a workshop process. The project in-cluded the redesign of important spaces such as Town Hall Square, Noonan Park, and Academy Lane.

HARTFORD BOWLES PARK REDEVELOPMENTHartford, Connecticut

The Community Builders Incorporated (TCB), an affordable housing developer, retained The Cecil Group to prepare a site master plan for a large parcel in northwest Hartford. The City of Hartford wanted to transform the site, which had been a postwar-era affordable housing development, into a mixed-income community with better quality housing and open space. The Cecil Group developed several moderate-density, pedestrian-friendly residential prototypes—includ-ing townhouses, stacked flats, and apartments—and site plan alternatives to accommodate the target yield of 460 units. A network of new streets with sidewalks and street-facing buildings expands the site’s one roadway into a more complete community, while an open space system with a community center threads through the area, creating both active and passive recreation areas. Small-scale agriculture, rooftop farms, and rooftop solar panels help make this a green community.

Community planning is one of the most important issues for civic discourse and democratic action at the local level. Plan-ning is best completed in a process that facilitates this dis-course. Properly executed, the planning effort is typically a path of discovery of great ideas that make great places and improve the overall quality of life.

The Cecil Group sees community planning as a special op-portunity to build public and political consensus through cre-ation of a shared vision, while at the same time building the required capacity and support for actual implementation. We approach each site, neighborhood, and community plan with a focus on the best means of communication through speech, presentations, explanatory writing, online media, and graphics that clearly convey ideas to share among diverse groups of people. Coupling the factual evidence with community desires, we craft a vision that highlights the unique and best attributes of the community that will result in success. We conclude our plans with the ‘who, how, where, and when’ for achieving the desired outcomes.

SOUTH ORANGE VISION PLANSouth Orange, New Jersey

The Cecil Group developed a long-term, sustainable vision for South Orange’s downtown area and its future growth. The plan built upon the momentum the village has been enjoying from its initial burst of redevelopment activity sur-rounding the South Orange train station. Modeled after New Jersey’s Smart Growth principles, the plan supports transit oriented development, a walkable town center, sustainable development and preserved green space. Working through an extensive public participation program, and using a team of engineers and real estate market specialists, the resulting urban design provides for increased economic growth while retaining the locally-unique community center and creates a guide map for the village to insure a smooth implementa-tion.

SOUTH WEYMOUTH NAVAL AIR STATION REDEVELOPMENT PLANWeymouth, Abington, Rockland, Massachusetts

The former South Weymouth Naval Air Station comprises approximately 1,400 acres in three adjacent communities near Boston. SSTTDC and Lennar Partners engaged The Cecil Group, as part of a multi-disciplinary planning team, to assist in the master planning phase and the land transfer from the Navy and to guide the project toward construc-tion. Specific responsibilities included open space and recreation planning, site planning, environmental planning, permitting assistance and public participation processes to bring these three towns to a consensus vision for this unique development opportunity. The plan creates a mix of uses that meet the goals and principles of smart growth and sustainable design.

LEE EAGLE AND LAUREL MILLS REDEVELOPMENT STUDIESLee, Massachusetts

The Cecil Group prepared a detailed analysis and redevel-opment plan for a former paper mill in Lee. Several re-use concepts were developed and assessed for the potential to support and leverage other opportunities within Lee’s down-town. Prepared as a MassDevelopment initiative in concert with the community, the project included collaboration with RKG Associates, the on-call real estate advisor. The Cecil Group applied its expertise in architecture and mill restora-tion projects, along with its understanding of key regulatory constraints associated with flood plain, building code, and other issues. The redevelopment strategy entailed “editing” the existing building complex and re-organizing the site to support appropriate scales and types of development.

This project received an Outstanding Planning Award for a Small Municipality Planning Project from the Massachusetts Chapter of the American Planning Association.

AQUIDNECK ISLAND WEST SIDE MASTER PLANNewport, Middletown, Portsmouth, Rhode Island

The Cecil Group led a large, multi-disciplinary team of planners, designers, engineers and economists to create a comprehensive and environmentally sustainable master plan for a 10-mile stretch of coastal area along the west side of Aquidneck Island. The planning effort focused on resolv-ing key growth issues and creating strategies for land use, transportation, economic development, sustainable growth, and the protection of natural and cultural resources. The Aquidneck Island Planning Commission, a joint municipal planning commission representing the Towns of Portsmouth and Middletown, the City of Newport, and the Naval Station Newport, coordinated this master planning effort.

The Plan received an Outstanding Comprehensive Planning Project award from the Rhode Island Chapter of the American Planning Association.

Increasingly, the interests of institutions and the communities in which they are located are focused on patterns of growth and development. The traditional limits of institutional campus planning and community development activities are becoming intermeshed. Institutions need a high-quality setting to attract and retain students, staff, patrons, and clients; and changing needs often require acquisition of additional land and facilities to accommodate growth. Local neighborhoods and communi-ties are increasingly empowered through regulatory and po-litical processes to control their future, and municipalities are actively seeking the advantages of employment and amenities associated with the institutions within their boundaries, along with direct income opportunities in lieu of taxes.

BATES COLLEGE MASTER PLAN UPDATELewiston, Maine

The Cecil Group, working with Harriman Architects + En-gineers, was engaged by Bates College to update the col-lege’s Master Plan. The resulting plan includes an action plan ensuring effective alignment of the next phase of in-vestments with the academic mission and campus environ-ment that distinguish Bates College.

The refined strategy provides pragmatic adjustments to re-flect emerging campus priorities while adding a clear focus to the steps that will need to be taken over the next few years. Specifically, the planning effort involved identifying possible areas to expand existing facilities and locate new facilities, enhancing campus features and spaces, incorpo-rating utility infrastructure improvements and campus sus-tainability planning, and determining maintenance needs of existing facilities.

The planning followed an inclusive process that ensured that the entire campus community was engaged, under-standing, and supportive.

JEWELRY DISTRICT/OLD HARBOR PLANNING FRAMEWORK STUDYProvidence, Rhode Island

The Cecil Group prepared a planning framework to help set the stage for several planning initiatives that will shape the future of this district, which lies at the edge of the city’s downtown. The Cecil Group worked with a committee of stakeholders in the district including representatives of area institutions, businesses, and residents of the Jewelry Dis-trict/Old Harbor neighborhood. The project applied a multi-disciplinary team which compiled evaluations of the eco-nomics, land use, circulation and infrastructure to provide a pragmatic basis for planning. The process identified shared goals among the stakeholders, and provided recommenda-tions and examples of key tools that can be applied to help transform the district.

SAINT ANSELM COLLEGE CAMPUS MASTER PLANManchester, New Hampshire

The Cecil Group led a multi-disciplinary team to create an overall master plan for Saint Anselm College. The 115-year old Catholic college is comprised of 60 buildings situated on over 400 acres that overlook the City of Manchester. The campus master plan directs the physical development on campus as it refocuses its academic mission for the future. Vehicular and pedestrian circulation, campus infrastructure, signage, and open spaces are some of the key issues ad-dressed. The master plan creates a range of strategies that encourage institutional growth and excellence, while main-taining the strong Benedictine traditions of Saint Anselm College.

XAVERIAN BROTHERS HIGH SCHOOL MASTER PLANWestwood, Massachusetts

The Cecil Group worked with Beacon Architectural Associ-ates and school leadership to create a campus master plan for Xaverian Brothers High School in Westwood, Massachu-setts. Xaverian Brothers High School is a private, Catholic, all-boys high school with an enrollment of approximately 900 students on a 35-acre campus. The process included an assessment of the school’s needs, development of a building program, analysis of the campus constraints, evaluation of alternative campus plans, and refinement of a preferred campus alternative to meet the projected needs of the school. The primary components of the master plan include a new wellness center, academic space, athletic fields, parking, and campus improvements to maintain competitiveness with peer institutions. The strategic plan-ning for the campus included considering land acquisition strategies and the positioning of Xaverian’s facilities to align with the school’s mission and goals.

ARCHITECTURE The Cecil Group pursues design processes that produce highly creative and functional buildings. The professionals at The Ce-cil Group apply their multi-disciplinary backgrounds to develop an in-depth understanding of each site and its desired pro-gram to create a design that best meets client needs. The firm provides end-to-end architectural services, from architectural planning and conceptual work to construction documentation.

The strength of The Cecil Group lies in its multi-disciplinary practice – the firm has proven adept at leveraging the power of its various disciplines to create superior architectural design. Notably, the Cecil Group completed a series of projects for the Tweeter Center, the largest outdoor performance facility in the United States. The team brought together architecture and landscape architecture design principles to create an 8,000-seat improvement project, which opened in 2002.

OAK BLUFFS FERRY TERMINALOak Bluffs, Massachusetts

The Cecil Group was the design architect, site program-mer and site designer for the Oak Bluffs Ferry Terminal. This project solves many pragmatic circulation issues as-sociated with the large numbers of passengers, cargo semi-trailer handling, pick-up and drop-off, and luggage handling. The Cecil Group prepared evaluations of passen-ger and vehicle flows to determine the most cost effective approach to reconstruction. The firm was also responsible for the design of the ferry terminal building and related ticket window functions. The Cecil Group worked closely with constituent groups to ensure that all new enhancements reflect the historic character of the town and enhance the travel experience.

This project received an American Council of Engineering Companies/Massachusetts Excellence in Engineering Silver Award.

BOSTIX TICKET BOOTHBoston, Massachusetts

The Cecil Group recently completed the design and renova-tion of the BosTix ticket booth in Boston’s Faneuil Hall Mar-ketplace. The existing 30 year old structure had deteriorated due to age and required a complete renovation. The new booth design creates a dynamic presence for ArtsBoston and a renewed vitality directly adjacent to Faneuil Hall and the Freedom Trail. The design evokes elements of a theatre marquee with its lit sign band and cantilevered overhang while still staying in character with ArtBoston’s other booth location in Copley Square. The design further complements its surroundings with traditional materials including a copper roof and restored weathervane. Because of the challenging small footprint, a spatially-efficient structure was required. The Cecil Group designed a customized and multi-function-al exterior frame to provide a lively and engaging threshold to the arts community through a series of digital displays that show theatre posters and upcoming event information.

OLD SALEM JAIL REDEVELOPMENT PLANNING AND DEVELOPER SELECTION SERVICESSalem, Massachusetts

The Cecil Group assisted the Salem Redevelopment Au-thority in advancing the redevelopment of the historic and abandoned jail complex in the downtown. The Cecil Group prepared design studies and redevelopment feasibility studies to help establish the range of market-supportable uses, prepared the Developer Request for Proposals, helped market the property. The Cecil Group then provided professional assistance in the review of the proposals and in the subsequent designation of a preferred developer and a project. This project included community participation and close coordination with historic preservation agencies and advocates.

STEVEN G. CECIL AIA ASLAPrincipal

As the founding principal of The Cecil Group, Inc., Steve brings over twenty-five years of pro-fessional experience to the firm, including urban design, planning, landscape architecture, and architecture projects throughout the United States and abroad. His practice brings creative so-lutions to planning and design challenges that are attentive to their cultural, environmental and community context. Steve brings a commitment and special skills in community participation as

a dimension of the firm’s successful planning and design projects. Prior to forming The Cecil Group, he was a founding principal of Cecil & Rizvi, Inc. and served as Director of Urban Design and Landscape Architecture at both CBT Architects and SOM/Boston.

KENNETH J. BUCKLAND AICP LEED APPrincipal

A Principal with The Cecil Group, Ken has over twenty-five years of planning experience with expertise in environmental planning, municipal affairs, and zoning. He has worked as a planner in several municipalities, including Falmouth, Massachusetts, and Stamford and New Haven, Con-necticut. He has also worked in the private sector for SEA Consultants in Cambridge, and Nitsch Engineering in Boston, as well as served as principal in his own firm. In addition to his significant

efforts in visioning, strategic planning and implementation, Mr. Buckland has focused on land use and environmental management plans.

JOSH FIALA AIA AICP LEED APAssociate, Urban Designer

Mr. Fiala is an architect and urban designer who brings over eleven years of design experience to The Cecil Group. Mr. Fiala leads the development of visualizations and associated urban design scenarios to support the goals and strategies of many of the firm’s urban design projects. His work includes the award winning urban design and master plan for downtown Framingham and the award winning redevelopment strategy of an abandoned mill complex in Lee, Massachusetts.

In addition, Mr. Fiala focuses on urban design and zoning regulations ac-companying transit-oriented development throughout New England. He received his urban design and planning education at the Massachusetts Institute of Technology and architectural education at Ball State University. While at MIT, he was a Norman B. Leventhal Fellow, interned at the Boston Redevelopment Authority, and completed urban studies in Italy, Taiwan, China and India.

MICHAEL KLUCHMAN RLA LEED APSenior Landscape Architect

Michael Kluchman has over 20 years of landscape architectural experience on a wide range of project types, including open space analysis and planning, urban design, public housing, streetscape design, park design, and academic, corporate and residential landscapes. Sustain-able landscape design and site technologies have been the focus of Mr. Kluchman’s career, including LEED Neighborhood Development Pilot Projects, LEED building projects, and sustain-able grounds maintenance guidelines for public and private institutions. He has designed award-winning residential landscapes that feature sustainable, innovative site design. Mr. Kluchman also has significant experience in many aspects of environmental permitting, including wetlands and protected wildlife areas; brownfields reuse; and onsite storm water management devices, such as rain gardens, bio-swales, and underground infiltration and rainwater storage systems. Mr. Kluchman holds a Master of Landscape Architecture from the Rhode Island School of Design.
