PARIS — Launch delays continue to slow the deployment of a

global satellite-based ship-identification system by Com Dev

International of Canada but the company on June 9 told

investors that the service should have six payloads in orbit by

late this year. Cambridge, Ontario-based Com Dev’s exactEarth

Ltd. subsidiary represents what is likely the highest growth

potential in Com Dev’s business portfolio, which remains

centered on providing satellite on-board electronics components.

Com Dev Chief Executive Mike Pley said the global commercial

satellite market continues to grow but that some of Com Dev’s

customers have opted to delay contract awards. In a conference

call with investors, Pley said government contracts have also

been slowed by agencies trying to manage their cash flow. In

Com Dev’s case, this has meant government customers

extending existing authorizations to proceed on certain work

without cementing the deal with a firm contract. Under Com

Dev’s accounting rules, these monies are not booked as revenue

until the actual contract is signed.(後略)

PARIS — Satellite telecommunications ground equipment

provider Comtech Telecommunications Corp. on June 8 said a

merger or acquisition remains a top priority as it transitions from

being heavily focused on U.S. military work to a smaller, albeit

more international, company. In a conference call with investors,

Comtech Chief Executive Fred Kornberg said Melville, N.Y.-based

Comtech, which had $589 million in cash as of April 30, “has

passed on some” acquisition possibilities in recent months as it

seeks better prices for prospective target companies. Kornberg

set no deadline for an acquisition, but said the company would

consider expanding its existing stock-repurchase program if a

suitable acquisition candidate does not emerge in a reasonable

time. “An appropriate acquisition remains high on our to-do list,”

Space group disbands after failed Vandenberg project

The Santa Maria-based California Space Authority, an aerospace

industry group that abruptly ended plans for a

half-million-square-foot business park on Vandenberg Air Force

Base property earlier this year, is being dissolved. Governed by a

statewide board of directors, the space authority is a private

nonprofit group whose headline members include Lockheed

Martin, Boeing, Northrop Grumman and Raytheon. However, it

has managed more than $16 million in taxpayer funds since the

1990s. Over the past decade, the group’s major focus was the

California Space Center, a proposed 500,000-square-foot

complex just outside of the only space port on the West Coast

at Vandenberg Air Force Base in Santa Barbara County. In

January, the space authority told the Business Times it was

within months of signing a final lease with the Air Force and

breaking ground. But in March, the space authority halted those

plans. The group said it had determined that the space center

would have had to navigate Santa Barbara County’s strict

environmental review process, which would have added three to

five years of hearings and approvals before construction could

start. The space authority signaled its intent to move the center

within the city limits of Lompoc, where city leaders welcomed

the project. It is unclear whether those plans will proceed in the

wake of the space authority’s dissolution. “The California Space

Authority, Inc., (CSA) has initiated the process of dissolving the

non-profit corporation in accordance with state law and the

by-laws of the organization,” the group said in an e-mail

statement to supporters. “The CSA board of directors voted

unanimously on June 6, 2011, to begin the dissolution process

and the members of CSA subsequently voted in favor of

corporate dissolution. CSA will cease to operate effective today,

The state's leading agency dedicated to promoting the aerospace

industry is no more. Janice Dunn, former Deputy Director of the

California Space Authority, tells KSBY News the CSA has begun

the dissolution process. It will cease operations effective today.

Dunn says at the time of dissolution, there were three employees

left. They have all lost their jobs. It's not only the Space

Authority that the Central Coast is losing. The CSA was in the

process of bidding on land in Lompoc to build the California

Space Center. Dunn says that in the past few months, the CSA

lost about $5 million in federal funding for the project. Dunn says

the CSA sent a letter to Lompoc's Mayor on Wednesday, letting

the city know that the CSA is stopping negotiations for land on

which the Space Center would've been built.

Lompoc Record that an expected $5 million in federal funds did

not come through. The authority worked as a liaison to the state

and federal governments. Its board of directors includes major

defense contractors. The group had been working with the Air

Force to develop a 500,000-square-foot center at Vandenberg

Air Force Base. Those plans were halted earlier this year and the

group was negotiating with the nearby town of Lompoc. A call for

develop the California Space Center, will dissolve. Officials

announced today that the CSA Board of Directors agreed

Monday to begin the dissolution process, with members voting in

favor of breaking up the organization. CSA will cease to operate

effective today. Janice Dunn, former deputy director, said a lack

of funding led to the decision. In the past few months, the

organization learned an expected $5 million in federal money

wouldn't be coming through. The dissolution also means an end

to plans to develop the California Space Center, envisioned as

providing education, entertainment, cultural activities and office

space. Until earlier this year, CSA had been working with the Air

Force to develop the Space Center on land along

Lompoc-Casmalia Road (Highway 1) where the former

mobile-home park sat. More recently, CSA officials began

negotiating with Lompoc city officials to develop the project on

land near Ken Adam Park. Dunn said officials have notified

Lompoc leaders that the CSA is terminating negotiations for the

land because the organization is in the process of dissolving.

signals used for aviation and other applications within U.S.

permitted to deploy a hybrid satellite-terrestrial broadband

network as currently planned, a pair of technical reports released

June 9 concluded. The reports, one by a White House-chartered

panel and the other by a technical association that supports U.S.

federal agencies, come in advance of an analysis of the

interference issue being conducted by a technical working group

led by LightSquared and including government and industry

experts. That analysis is due June 15 to the U.S. Federal

Communications Commission (FCC), which is weighing whether

to levy additional licensing requirements on the struggling

company. After considering what they said were all possible

mitigation options including reducing the power of the planned

LightSquared base stations and outfitting GPS receivers with

special filters, the authors of both newly released reports found

there is no practical way for the high-power LightSquared

terrestrial network to coexist with myriad applications that rely

on relatively low-power GPS signals in an adjacent part of the

electromagnetic spectrum. Reston, Va.-based LightSquared and

its predecessor companies since 2003 have been planning a

nationwide L-band mobile broadband communications network

that relies on a pair of large geostationary-orbiting satellites and

tens of thousands of broadcast towers on the ground. The

company has invested roughly $1 billion so far, has one satellite

in orbit, and is seeking several billion dollars of additional

financing for the ground-based portion of its network. Jeff

Carlisle, LightSquared’s vice president of regulatory and public

affairs, did not dispute the specific technical methods or findings

of either report. But he said the interference issue could be

mitigated by network modifications including lowering the power

ceiling for the ground-based transmitters of LightSquared’s

The outcome of talks due for completion this summer about final

requirements for the next increment of U.S. Air Force GPS

satellites could affect the constellation’s ability to support

next-generation FAA air traffic requirements. USAF is finalizing

plans for the next increment of GPS III satellites, dubbed GPS

IIIB, and questions loom about what new technologies will be

included. Lockheed Martin’s 2008 win of GPS IIIA over Boeing

included a $1.5 billion development contract, which covered the

first two units, and follow-on priced options for up to 10 more.

The program was envisioned at the outset as following a block

approach, with the IIIA including a new L5 civil signal and a higher

power M-code signal for military users. Block IIIB would

incorporate higher data-rate crosslinks, allowing control of the

entire constellation from a single ground station in the U.S.

rather than depending on each satellite to overfly ground nodes.

The IIIC is eyed as the host of a new high-power spot-beam that

could be used to penetrate jamming within a particular footprint

on the ground. Lockheed Martin is now in talks with the Air

Force to solidify requirements for the IIIB increment. At play is a

goal to reduce the per-unit price while also allowing for insertion

of new technologies. “We are poking at those original

requirements and in some cases, we are finding that there is

some soft underbelly there,” says John Frye, GPS III capability

insertion manager at Lockheed Martin. In question is how many

crosslinks to choose for IIIB, Frye says. Though each satellite

was originally slated to carry four multidirectional crosslinks,

some are pushing to halve that number. Today, each GPS

satellite communicates with the ground every 12 hr. With

crosslinks, that will shrink to every 15 min., Air Force officials

say. However, reducing the number of crosslinks could affect the

service provided for FAA’s next-generation air traffic control

architecture. “We are beginning to think maybe if we go to two

crosslinks, we can reduce the cost of that crosslink network, still

provide most of the function, but not do some of the wonderful

things we were expecting in IIIC such as supporting the integrity

operations, which was an FAA certification issue,” Frye said. “It

is becoming clear that the FAA is probably not going to certify

the GPS constellation for FAA-certified flight safety operations

… We have done some homework, and while we can’t meet the

desired performance for autonomous navigation, we can do very

well on two crosslinks.” FAA officials say they do not have a

direct requirement for crosslinks. “All we need for NextGen is a

healthy constellation of 24 satellites to be sustained, and the

addition of the new GPS L5 signal, which is expected to be

available on a minimum of 24 satellites by 2019,” according to an

FAA official. Frye hypothesizes that a two-tiered solution,

drawing on today’s WAAS, could ultimately fulfill FAA’s needs

for improved air traffic control without driving cost into the IIIB

satellite. Each crosslink consists of an electronics box and

antenna mounted on a two-axis gimbal and a boom on the

spacecraft. “Given the experience [the FAA] was having with

the WAAS system, no one believes there is a practical way for

the FAA to certify the GPS constellation,” he says. “It would

probably make sense to have a two-tier solution. Have GPS be

what it is, maintain WAAS for those that need it and not drive

that cost into every one of those GPS satellites.” USAF is

weighing the design and capability trades and should have its

priorities outlined by August.

homeland security equipment. Federal officials and GPS industry

advocates have been lobbying Congress heavily to pressure the

FCC to resolve any interference issues before letting

LightSquared turn on its service. “ We request that the

Commission only approve LightSquared’s waiver (to offer

service) if it can be indisputably proven that there will be no GPS

interference,” the lawmakers wrote Tuesday. A bipartisan group

of 34 Senators wrote a similar letter to the FCC last month. By

our count, the House letter was signed by 17 Democrats and 49

Republicans, including four committee chairman: House Armed

Services Chairman Howard “Buck” McKeon of California,

Science Space and Technology Chairman Ralph Hall of Texas,

Small Business Chairman Sam Graves of Missouri and House

Foreign Affairs Chairman Ileana Ros-Lehtinen of Florida. “We

acknowledge and respect the concerns of House members about

this issue,” LightSquared executive vice president of regulatory

affairs Jeff Carlisle said in a statement. “We want to make sure

that these concerns are addressed as we work with the GPS

community to test their receivers and determine the extent to

which they are experiencing interference.” An FCC spokesman

had no comment on the House letter.

terror suspects -- small satellites, known as CubeSats, which

can be quickly and inexpensively built and launched. "Orbital

assets can provide persistent, worldwide coverage -- anywhere,

anytime," Wes Ticer, spokesman with the U.S. Special

Operations Command at Florida's MacDill Air Force Base, told

Discovery News. The Special Operations Command is evaluating

the results of its CubeSat debut run in December. The miniature

satellites, which can fit in the palm of your hand, launched aboard

the Space Exploration Technologies' Falcon 9 rocket that put the

company's first Dragon capsule into orbit. "This effort was a

proof-of-concept technology demonstration," Ticer wrote in an

email.

NEWS: DIY Kit Puts Satellite in Orbit for $8,000

Special Operations Command is evaluating CubeSat capabilities

and considering using the satellites for future missions, he added.

Keeping an eye on terrorists from space has some distinct

advantages over ground- and air-based systems. Satellites can

operate around the world, including areas not accessible by

aircraft. CubeSats also can be less expensive to build and

operate than some aerial systems, Ticer noted. Tracking

satellites are part of the military's growing focus on what it calls

"high-value target" missions, such as the May raid that netted

al-Qaida chief Osama bin Laden, noted Special Operations

Command's Doug Richardson, who presented the program at a

conference in Tampa, Fla., last month. Special Operations'

CubeSats weren't the only ones hitching rides from SpaceX.

Other clients included Northrop Grumman, which partnered with

Applied Minds, a Glendale, Calif.-based technology incubation

firm, to test a micro-satellite called Mayflower that deployed a

solar cell. "Microsatellites are an important part of our future in

advancing and maturing technologies," Northrop's Paul Meyer

said in a statement. Mayflower rode the Falcon 9 to an altitude

of about 180 miles. The company expects follow-on flights to

higher altitudes to test spacecraft propulsion, communication and

positioning systems. Special Operations Command did not

disclose information about the specific tracking technologies

tested aboard its CubeSats. "The goal was to investigate the

ability to build a satellite quickly and at low cost, use the satellite

to retrieve data signals from ground transmitters and have the

satellite perform command and control tasks. All objectives were

achieved," Ticer wrote.

get, the more likely they’ll overheat. It doesn’t take a rocket

scientist to understand what typically happens next: The

electronics fry. In the world of electronics, thermal control is

always one of the limiting factors -- particularly in space where

there is no air to help cool down electronic components.

However, Jeffrey Didion, a thermal engineer at the NASA

Goddard Space Flight Center in Greenbelt, Md., and Dr. Jamal

Seyed-Yagoobi, a professor at the Illinois Institute of Technology

in Chicago, Ill., have collaborated to develop a technology that

may overcome current limitations. They have formed technical

partnerships with the U.S. Air Force and National Renewable

Energy Laboratory to address the thermal-control concerns.

Called electrohydrodynamic (EHD)-based thermal control, the

technology promises to make it easier and more efficient to

remove heat from small spaces -- a particular challenge for

engineers building advanced space instruments and

microprocessors that could fail if the heat they generate is not

removed. "Today, higher-power computer chips are available, but

they generate too much heat," said Didion, who is leading the

technology-development effort also involving Matthew Showalter,

associate branch chief of Goddard’s Advanced Manufacturing

Branch, and Mario Martins of Edge Space Systems, an

engineering company specializing in thermal systems in Glenelg,

Md. "If I can carry away more heat, engineers will be able to use

higher-power components. In other words, they will be able to do

巨大な爆発現象「太陽フレア」画像を公開。太陽フレアは７日に発生。

激しく燃えているように見える領域では、フレアによって電気を帯びた粒

子が大量に放出されている。太陽フレアは、オーロラを引起こすほか、

地球周回人工衛星や無線通信に悪影響を与えることがある。日本

時間の９日から１０日にかけて影響が出る可能性があるが、ＮＡＳＡは、

三菱重工、１４年度の民間機売上高２倍に

三菱重工業は６日に開いた事業説明会で、航空宇宙事業の軸足を民間機に移すと発表。２０１４年度に民間機売上高を１０年度比２・

３倍の３２５０億円に引上げる。防衛関連縮小をカバーし、１４年度の

同事業の売上高目標である６５００億円を確保する。１０年度の営業

損益は３４億円の赤字だったが、１４年度に１７０億円の黒字に転換

する。「防衛予算の伸びは期待できない。民間機を拡大し、安定した

収益源に成長させる」（小林孝常務執行役員）とした。民間機は小型

ジェット機「ＭＲＪ」受注、米ボーイング旅客機「７７７」「７８７」などの国

際共同開発に力を入れる。将来の事業比率を民間機６０％、防衛

関連３０％に逆転させる方針。船舶・海洋事業の１４年度売上高は

約２１００億円の計画。１０年度の同３０２４億円よりも低いが、営業

古川飛行士、あす宇宙実験の旅－微小重力など調査

ＪＡＸＡの古川聡飛行士が日本時間８日５時１２分、カザフスタンのバ

イコヌール宇宙基地からロシア宇宙船「ソユーズ」で飛立つ。ＩＳＳに約５

カ月半、長期滞在する。長期滞在は日本人として３人目で、ＩＳＳにあ

る日本実験棟「きぼう」などでさまざまな宇宙実験を行う。多くの飛行

士がＩＳＳへの航行に利用してきた米のスペースシャトルが７月にも退役

今回、ソユーズ打上げ発射台は、１９６１年に人類が初有人宇宙飛

行に成功したガガーリン飛行士が飛立った発射場。初飛行となる古川

８日に打上げられるロシアのソユーズ宇宙船に搭乗する古川聡さん（４

７）ら日米露の宇宙飛行士３人が、６日午前１１時（日本時間同午

後２時）、バイコヌール市内の飛行士用ホテルで記者会見。風邪など

がうつらないよう、ガラス越しに会見した古川さんは、「素晴らしい仲間

に恵まれた。飛行に向け準備は整っている」と力強く語った。東大病院

外科医だった古川さんは１９９９年、宇宙飛行士候補者となった。しか

し、米スペースシャトル計画スケジュールが大幅に遅れたため、今回が

初の宇宙飛行。ＩＳＳでは、宇宙飛行士の脳波や心音などのデータを

一括して解析する宇宙医学実験支援システム検証試験など、様々

な科学実験を行う。東日本大震災被災地との対話も計画。古川さん

は会見で、「被災地の一日も早い復興をお祈りしている。必ず明日は

良い日になる」とエールを送った。

宇宙船搭載 SAR-GMTI システムの開発にはエンジニアリングの実現の

観点からを多くの国々が携わっている。この論文では,一つの送信機用

の開口と 2 つの受信機を用いた宇宙船搭載 SAR-GMTI を示す。コン

ピュータシミュレーションの結果はクラッタ効果を抑制し,信号対クラッタ比

(SCRs)の先鋭度を高め,それによってレーダシステムは容易にパラメータ

を確立し,クラッタ中に埋没している場合でさえ,地上でゆっくりと移動す

る標的を検出することができることがわかった。記載した方法に従い,中

国で最初にテストされた航空機搭載 SAR-GMTI を使用して,ECRIEE

によって設計された航空機搭載戦場偵察用レーダから記録された実

際の測定データの一部を処理した後,地上をゆっくり移動する目標の連

続的な実飛跡を得た。

スマートフォンを試験する米陸軍評価部隊（昨年暮れ、ニューメキシコ州ホワイトサン

米陸軍は、アップルのｉＰｈｏｎｅ（アイフォーン）、グーグルの携帯電話向け基本

ソフト（ＯＳ）「アンドロイド」搭載機、それにタブレット型端末といった民生品携

帯端末が軍事利用に適しているかを調べる試験を来週 6 日から 6 週間、米

砂漠地帯で行う予定。陸軍は同時に、前線からのデジタル情報入手を可

能にするさまざまなアプリの試験も行う。例えば、監視カメラからの映像をスト

リーミング配信するアプリや、遠隔地にあるデータベースから最新情報をダウン

ロードするアプリが対象だ。陸軍は全兵士にスマートフォンを与える計画を立

てていない。しかし、ピーター・キアレッリ副参謀長は最近、試験で端末実力

が証明されれば、「陸軍は今必要としている兵士に必要な分を購入する」と

述べている。陸軍が展開したいと望んでいる多くのアプリ、例えば無人飛行

機から撮影したフルモーションビデオを視聴可能にするアプリは、現在戦場に

インターネット検索大手の米グーグルは、中央アジアのカザフスタン向けの同

社ウェブサイト（Google.kz）を事実上中止し、トラフィックをグーグル・ドット・コ

ム（Google.com）に転送している。カザフスタン政府が同国内にあるサーバの

みを使用するようグーグルに要求してきたためだ。グーグル幹部は最近、国内

コンテンツに制限を課し、国内トラフィックを分離しようとする一部の国の政府

の動きによって、インターネットが分断されていると懸念を表明。同社エリック・

シュミット会長は今月開かれた会合で、「インターネットが国別になってしまう

のではないかと非常に憂慮している」と述べた。グーグル広報担当者は 8 日、

同社から盗んだデータを使って防衛大手ロッキード・マーチンのシステムに侵

入したことを初めて公に認めた。ＲＳＡアート・コビエロ社長はインタビューで、

「ほぼすべての当社顧客」に対し、セキュリティ監視か「SecurID」交換を申出

ると語った。SecurID は、企業社員が自社コンピュータに安全にログインする

ための認証用トークン。数千社で定着している。コビエロ氏はロッキードのトー

ービス「Ｇメール」が中国からのハッカー攻撃を受けたと発表したことについて、

「米中間のインターネットのセキュリティに関する新たな紛争を引起こそうという

悪意を持った政治的動機に基づく主張だ」と述べ、グーグルを激しく非難。同

社はこのほど、山東省済南を発信源とするハッカー攻撃で、米政府高官な

どの電子メールアカウントが盗み出されたと明らかに。人民日報は「グーグルよ、

狙いは何か」と題する社説で、「グーグルは国際政治戦争に自ら飛込むよう

なことをすべきでない」とし、「国際的な空気に変化が生じたならば、グーグル

は政治によって標的にされ、市場から見捨てられるだろう」と警告。この社説

は、中国内でグーグルに対する反発が強まっていることを示している。同社は

昨年、中国が米企業や人権活動家を標的にした巧妙なハッカー攻撃を行

G メールへの不正アクセス、ホワイトハウスがターゲットに

米政府関係者によると、グーグル電子メールサービス「G メール」への中国の

ハッカーによる不正アクセスでは、ホワイトハウスのスタッフもターゲットになって

いた。ハッカーは、政府スタッフが個人電子メールアカウントを使って業務を行

っているのではないかと考えていたようだと、議員やセキュリティ専門家は述べ

た。ハッカーによる「フィッシング」攻撃は G メールユーザ数百人に及んだが、米

政府はそのターゲットの中に政府高官が含まれていたことを認めた。ホワイト

ハウス関係者は、具体的に誰がターゲットになっていたのかは明かさなかった。

オバマ政権は 2 日、政府に関係するメールは漏えいしなかったと繰返した。だ

が、議員や外部コンピュータ・セキュリティ専門家は、このところのホワイトハウ

スの状況をみると、スタッフはルールに反し、個人アカウントを使って業務上の

やりとりをしていたのではないかと言う。米連邦捜査局（FBI）と米国土安全保

障省が、グーグルとともに調査に当たっている。「この容疑は非常に重大なも

のだ」と、クリントン国務長官は 2 日に語った。この事件を説明した政府担当

イトハウスのスタッフ全員が、個人電子メールを業務に使用しないというルー

ルを守っていたら、デリケートな情報は何も出てこないはずだ」と下院監視・政

府改革委員会ダレル・イッサ委員長（共和党）は言う。「残念ながら、ホワイ

トハウス全員がこのルールに従っているわけではなく、不必要なリスクを生出し

ていることは分かっている」米政府関係者に対する電子メールハッキングにつ

中国国防部は 25 日、インターネットの安全防護水準を高めるため広州軍

区に「ネット藍軍」を創設したと発表。このニュースが伝わると西側では「サイ

バー戦部隊ではないのか？他国へサイバー攻撃を仕掛けるためではないの

か？」との疑念の声が再び上がった。これに対し国防部は「『ネット藍軍』はい

わゆる『ハッカー部隊』ではなく、国防当局が自らの必要に基づき臨時創設

したネット防衛訓練機関だ。国際社会は行過ぎた解釈をすべきでない」と回

答。実際、国際社会においてネット部隊の保有は真新しいことでも何でもな

い。早くも第 1 次湾岸戦争で米軍はイラクに対しサイバー戦を仕掛けた。今

では情報化とネット化の進展に伴い、世界各国共にサイバー戦能力強化を

重視し、ネット抑止力を構築し始めている。中国は大国として、この新たな

趨勢も緊密に注目している。1991 年の湾岸戦争で米はイラクに特殊工作

員を派遣し、イラクが仏から購入した防空システムのプリンタにコンピュータウイ

ルスを含むチップを仕掛けた。イラク空爆を実行する前に、米特殊工作員は

遠隔操作でこのウイルスをアクティブにして、イラク防空指揮センタのメインコン

ピュータシステムのプログラムを混乱させ、防空システム「C31」機能を失わせ

た。これを契機に人々はサイバー戦を重視するようになった。およそこの頃から、

ネットワーク安全性が戦略的高度にまで高められた。

■世界のサイバー戦競争は米国が率先

米国防省は 09 年 1 月の 4 年に 1 度の報告書で「ネットワーク中心の戦い」

（NCW）を米の中核能力と位置づけた。これに続きオバマ大統領は全国のネ

ットワーク・セキュリティ状況に対する期限 60 日間の全面評価実施を命令す

るとともに、国のネットワーク・セキュリティ問題を統括し、将来のサイバー戦に

備えるポスト「インターネット・ツァーリ」設置を宣言。5 月 29 日に米軍戦略司

令部は兵士 2000～4000 人によるネットワーク戦「特殊部隊」創設を進めて

いることを明らかに。09 年 6 月、ゲーツ米国防長官はサイバー司令部を創設

し、既存サイバー戦力統合を図る方針を発表。2010 年 5 月 21 日、ゲーツ

米国防長官はサイバー司令部の正式始動を発表。同司令部は 10 月に完

全運用に入った。サイバー司令部は米戦略司令部指揮下にある。後者は

スペース・情報対決と進攻打撃能力を有機的に結合し、スペース・グローバ

ル攻撃、グローバルな範囲の大量破壊兵器拡散防止などの任務を行う機

関だ。これは米がサイバー戦をグローバル作戦として扱っていることを示してい

る。国境のないネットは、事実上グローバルな戦場となっている。そして米サイ

バー司令部創設の主目的は「敵対国とハッカーのサイバー攻撃」を叩くことに

ある。この目的のため、米は必然的にネット上で攻勢に出ることになる。

■米国が多くの点で優位に

第 1 に米は世界で最も多く応用され、最も広範に普及しているインターネット

の発祥地だ。第 2 に米は技術を押さえている。誰もが知っているウィンドウズ

OS もインテル CPU もその技術は一貫して米の手中にある。第 3 に米は最も

整備されたネットワークを持つ。現在米は膨大なネットワークシステムを擁す。

国防総省ネットワークシステムだけでもコンピュータ 700 万台があり、コンピュー

タ・ネットワーク 1 万 5000 を運用している。このうち陸海空各軍、巡航ミサイ

ル、後方勤務関連のネットワークは170余に上る。米のネットワーク技術は世

界で最も成熟していると言っていい。第4に米は最も強大なネットワーク・サポ

ート・システムを持つ。世界に存在するルートサーバ 13 個のうち、唯一のメイ

ン・ルートサーバは米に置かれ、残り 12 個のうち 9 個も米、そのほか英、スウェ

ーデン、日本に 1 個ずつ置かれている。米はネットワークの連結に必要な衛

星や海底ケーブルも押さえている。ネットワークの情報フローのノードは基本

的に米が押さえているのだ。第 5 に継続リードを可能にする豊富な財力があ

る。昨年のサイバー司令部創設発表後、ある米軍需企業幹部は米政府の

ネットワーク・セキュリティ予算が年間 100 億ドルに達することを明らかに。世

界のどの国も及ばない額だ。こうしたことから、ネットワークの仕組みの重心は

米に偏っており、米にはネットワーク覇権を維持する資本もあることが容易に

来月に迫った米スペースシャトルの退役を機に、世界の宇宙開発は新局面を迎える。

ＩＳＳへの有人飛行は当分の間、ソユーズ宇宙船が世界で唯一の手段となり、ロが影

響力を強めるのは確実だ。米はＩＳＳへの輸送を民間に移管し、２０３０年代の火星旅

行を目指して新型宇宙船の開発を急ぐ。ロはソユーズ運用と並行して火星有人船開

発にも乗出す。中国は独自宇宙基地や月探査計画を着々と進めている。宇宙先進

各国が２１世紀半ばを視野に長期的有人戦略を進める中で、日本は不透明感が漂

う。２０２０年まではＩＳＳ実験棟「きぼう」で実験を続けるが、その先は白紙状態だ。米

が月への有人飛行を計画していた数年前、日本も相乗りで月を目指す機運が高まっ

た。しかし、オバマ政権による同計画廃止で日本は足場を失い、将来展望を描けない

でいる。宇宙機構はＩＳＳへの人員輸送をロだけに頼ると一極集中のリスクが大きいとし

て、将来的に国産有人船開発が必要と主張する。しかし、東日本大震災による財政

逼迫（ひっぱく）で実現可能性は一段と遠のいた。日本がＩＳＳ計画や有人活動に投じ

る費用は、現行枠組みだけで総額１兆円規模に及ぶ。きぼうの実験が始まって間もな

く３年。有人戦略の土台を固めるためには、運用実績だけでなく、実験の具体的成果

【ワシントン＝古森義久】東シナ海や南シナ海における中国軍の攻勢的な行動につい

て米海軍大学研究部門の「中国海洋研究所」のピータ・ダットン所長は産経新聞との

会見で、中国は国際法に反する形で独自海上管轄権を拡大しており、防衛ライン拡

張や近隣諸国への影響力を強める目的で海洋進出に努めていると指摘。中国の海

洋戦略研究で全米有数の権威とされるダットン氏は、中国軍事動向について「制海

権を強める目的でミサイルシステム強化を目指しており、水上艦と潜水艦の能力を高

めている」と述べ、とくに０２２型高速ミサイル艦とウクライナから購入した空母ワリャーグ

を警戒すべき対象と指摘。同氏は中国海洋戦略の長期目標として、▽海洋の防衛

ラインを沿岸からより遠方へ動かす▽海洋資源コントロールを強める▽近隣諸国への

影響力を強める－ことなどをあげた。近隣への影響力に関しては「中国は、東南アジ

ア諸国を中国主導を受入れる集まりにまとめようという意図」を有しており、その意図が

海洋戦略の重要部分になっていると分析。ダットン氏はこうした戦略実現手段として、

「軍事力増強で制海権を広め、紛争を中国の望む形で解決できる能力を高めること

を重視。そのためには海軍力に加え、衛星での情報収集や通信、サイバー攻撃能力

強化を図っている」と述べた。軍事手段以外にも国内法を根拠に国際的「合法性」を

主張していくのが定型だという。同氏はまた、中国の海洋の主権と管轄権の解釈が根

本的に「国際的に異質だ」と強調。具体的には（１）２００カイリの排他的経済水域（Ｅ

ＥＺ）で、沿岸国は経済資源の利用以外は独占的権限を持たないことが国連海洋

法の解釈だが、中国は外国軍の艦艇の航行を認めない（２）中国は過去の帝国や王

朝時代の版図という歴史要素を領有権主張の根拠とし、現在の国際秩序に挑む傾

向が強い－ことなどを指摘。中国が東シナ海や南シナ海の領有権紛争で国際機関

の裁定や多国間交渉を拒んでいることも「永続的な摩擦」を生む結果になっている。

Rolls-Royce is poised to end uncertainty over the Airbus A350 jetliner with a plan to develop a new engine for the plane, according to industry

sources. The A350 comes in three sizes and will compete with the Boeing 787 Dreamliner, as well as the 777 mini-jumbo jet. The A350-1000, the
