DA Region has a new regional executive director

Agriculture Secretary Proceso J. Alcala has appointed a new

Regional Executive Director for DA-Region 8 in the person of Director Bernadette F. San Juan, the first-ever lady director to assume as DA-8 Chief. In a simple turnover ceremony which coincided with the First Regional Management Council (RMC) Meeting held recently at the Main RIARC, Babatngon, Leyte, Dir. San Juan humbly introduced herself as a former NGO worker; a foreign affairs director from 2000 to 2006; an OFW, having previously worked as Director of Regent College in Cambodia; and an educator as she was then affiliated with the academe particularly with the University of Asia and the Pacific, Perpetual College of Las Piñas and the Miriam College. A closer look at Dir. San Juan’s resume revealed that she has had an impressive educational background and record of service from her undergraduate course to her postgrad studies. She was a consistent recipient of various scholarship grants and awards. She was a Grants-in-aid Awardee for her Bachelor of Science in Geography at the University of the Philippines, Diliman, Quezon City; a Partial Tuition Fee Scholar for her Masters of Arts in Education at the Center for Research and Communication (now University of Asia and the Pacific), Pasig City, and an Aurelio Calderon Scholar for her Doctor of Philosophy in Development Studies at the De La Salle University, Manila. She first joined the government service as Personal Assistant to the Assistant Secretary for Human Rights and Humanitarian

Affairs of the Department of Foreign Affairs (DFA). She also used to hold various designations as a consultant, training specialist and part-time lecturer at the Center for Research and Communication from 1991-1998. Subsequently, she got some consultancy jobs at the Bishops-Businessman Conference of the Philippines Livelihood Foundation, Inc. (BBCPLFI); Development Advocacy for Women’s Volunteerism, Incorporated (DAWW); National Mapping and Resource Information Authority, and as a researcher or training specialist for the Haribon Foundation for the Conservation of National Resources, Inc. Needless to say, her wide exposure to the different sectors had practically widen her horizon, honed her capabilities and talents to handle a bigger, more grounded and challenging job in the government service, particularly in the Department of Agriculture as Assistant Regional Technical Director/Special Assistant for Technical Concerns at the Office of the Secretary (OSec) from September 2010 to October 2012. Her new assignment in Region 8 is virtually her second regional posting following a successful stint as the Regional Technical Director for Operations and Extension in Region 11 from January 2, 2013 to January 28, 2014. Shortly after her arrival in Tacloban on January 29, Dir. San Juan immediately buckled down to work. She made a courtesy call to her predecessor, RED Antonio G. Gerundio, and called a special meeting with Dr. Wilson A. Cerbito and Dr. Jenny Lyn R. Almeria, both Regional Technical Directors of the DA-RFO 8. To have a full grasp on the

ongoing Agri-Fishery Rehabilitation Program, she presided over a consultative meeting with the Regional Management Council where the simple yet historical turnover of the RMC Chairmanship was subsequently held with RED Gerundio handing over the symbolic key of responsibility to RED San Juan before an audience composed mostly of heads and representatives of the different attached DA Bureaus, and some Regional Field Office staff and personnel. Mr. Francis Rosaroso, DA 8 Information chief, said all RMC members were delighted to welcome Dir. San Juan to Eastern Visayas. Each one of them presented the status and progress of their respective agency’s rehabilitation program and gave time for the new RED to comment, suggest and share some insights as additional inputs to further improve the implementation of the said program for the benefits of the Yolanda affected farmers. “The rehabilitation needs of the agri-fishery sector are too humungous. Hence, it requires closer coordination and collective action on our part,” said the new RED. I therefore look at my assignment here as part of management’s decision to infuse a new blood. Somebody who is somehow detached and unaffected in order to get things going for the region, she added. She also enjoined all RMC members to extend their full support and guidance. For her part, she fondly hopes to build a transformation of work values, under a leadership that gives utmost value to transparency, active involvement and open-communication among all key players. With DTI regional director Cynthia Nierras and DTI provincial director Desiderio Belas Jr. and the president of Small Business Corporation Visayas Area president Ma. Luna A. Cacanando, DTI Secretary Domingo released checks to the first 17 borrowers. Of the borrowers, six are existing clients. GK is looking for volunteers for the manpower at about 10-15 volunteers/group for each house. Bayani Challenge aims to build relationships among different sectors, groups and nationalities, creating peaceful and more caring communities that are ready for any eventuality. I t is also the platform to gather and inspire volunteers who are key players in innovating and implementing plans that address poverty and other social challenges. This is also the opportunity to raise extraordinary resources that complement funded or unfunded programs of the local government. (PIA 8)

Other four existing clients with approved loans and their checks were already released to them, include Dower Enterprises with P1.5 mill ion approved loan, Golden duck Enterprises 1 mill ion pesos approved loan and Guiuan Lucky Emporium with approved 1 mill ion loan while Christian Enterprises with approved loan of P2 mill ion, P500 thousand of which was released. Over all the total accounts approved were 17 accounts, the total loan amount approved were 22.20 mill ion, the total amount released was about P14 mill ion. Director Belas said that during the distribution of checks Sec. Domingo personally talked to the proprietors of SMES as to how their business are doing, showing compassion to those whose loss was great and encouraging them to move on. He said that this opportunity can change proprietors’ l ives and to be better in their respective businesses. (PIA 8)
