Minutes of a Regular Council meeting Monday, February 28, 1977 held in the Council Chamber on Monday, Time: 7:OO p.m. February 28, 1977, at 7:OO p.m. 'Lr All the members were present except Alderman Jones who is on vacation. Also present were the Municipal Manager and the Municipal Clerk. The Assistant Manager was present until Council adjourned for the public hearing. A. ADOPTION OF MINUTES: 1. In connection with the minutes of the Regular Council meeting of February 21st and in regard to Resolution L-188 which had been seconded by Alderman Millar, Alderman Millar had been shown as opposed to this motion. He stated he wasn't and it should in fact have been Alderman Fomich who was shown as being opposed to the motion. It was Moved by Alderman Ross Seconded by Alderman Beale That the minutes of the Regular Council meeting of February 21st be adopted with the above correction. RES .NO .L268 Carried B. DELEGATIONS : 1. Mrs. Simmons of 12737 - 15th Avenue and Mrs. Wong of 12674 - 15th Avenue, were present concerning the busses using 15th Avenue and creating a hazard to children walking on 15th Avenue. Mrs. Simmons s t a t e d 1 5 t h Avenue is used as a loop for two blocks off 128th Street. She stated 15th Avenue is a local road and a residential street, that busses should not be using it. She understood busses were restricted to arterial and collector roads. The road is narrow with ditches and there are no sidewalks. Visibility is not good. Mrs. Simmons stated the speed limit of 30 m.p.h. is excessive and no bus could stop in time to prevent hitting someone. the road. Children and elderly people have to walk on Mrs. Simmons stated that over the past eighteen months they have sent in petitions and letters to B.C. Hydro and nothing has been done in regard to their request. In fact, B.C. Hydro have added two busses to the route. She stated she understood the Shopping Centre had placed reinforced concrete there for the busses to use, but they are not using the area.

2 . M r . Thornhi l l of 7459 Wilsh i re Drive w a s p re sen t concerning f inan- c i a l a s s i s t a n c e towards t h e provis ion of f a c i l i t i e s f o r a t h l e t e s and funding from the pub l i c i n t h i s regard .

M r . Thornhi l l f i r s t gave c r e d i t t o Mayor M c K i t k a f o r h i s e f f o r t s t o raise funds f o r t h e t r a i n i n g of Karen Kelsall as a gymnast. H e s t a t e d , however, t h i s i s only t o t h e b e n e f i t of one a t h l e t e and t h e r e are many o t h e r a t h l e t e s w i th equal t a l e n t s t h a t are passed by and are unable t o cont inue competing because of l a c k of f inances .

M r . Thornhi l l a l s o pointed ou t t h a t many of our a t h l e t e s need l a r g e sums t o f inance t h e i r t r a i n i n g and they have t o t ake i t i n a s p e c i a l American school because the f a c i l i t y i s n o t here .

H e r e f e r r e d t o t h e proposed Cent ra l Valley Spor t s Centre which i s being proposed by t h e B.C . Spor t s Federat ion. This Centre i s t o be t h e s u b j e c t of a major fund r a i s i n g program i n t h e near f u t u r e .

M r . Thornhi l l l i s t e d f i g u r e s t o show t h e number of a t h l e t e s t h a t t h e r e are i n B.C. involved i n s p o r t s . H e pointed ou t t h a t f o r compet i t ive f i g u r e ska t ing f o r i n s t ance , an annual c o s t of $4,000.00 f o r t h e competi tor i s no t unusual.

H e requested Council cons ider d i r e c t i n g f u t u r e fund r a i s i n g programs t o t h e B.C. Spor t s Federa t ion and he r e f e r r e d t o t h e proposal made a year ago whereby Surrey could have had a com- p l e t e family r e c r e a t i o n c e n t r e a t no c o s t , bu t t h e Municipal i ty had i n s i s t e d t h a t t h e non-profi t o rgan iza t ion pay f u l l lease payments on Municipal land p r i o r t o t h e cons t ruc t ion of such f a c i l i t y being completed. H e s t a t e d the p r o j e c t could no t go ahead as a non-profi t o rgan iza t ion cannot pay r e n t on land when i t has no revenue coming i n u n t i l cons t ruc t ion is completed.

M r . Thornhi l l suggested t h a t i f w e are going t o have r e c r e a t i o n development, l e t ' s support those t h a t are prepared t o b u i l d i t without t axpaye r ' s a s s i s t a n c e be fo re we assist o t h e r s wi th Municipal t axes .

The Mayor pointed out t h a t Canada does no t have f a c i l i t i e s f o r t r a i n i n g of gymnasts. H e f u r t h e r s t a t e d t h e Munic ipa l i ty w a s n o t making any concessions t o developers and taxpayers w i l l no t be requi red t o pay f o r p r i v a t e development.

M r . Thornhi l l s t a t e d t h e B.C. Spor t s Federa t ion have a s p o r t s complex i n t h e works f o r t h i s s i d e of t h e F rase r River . H e f u r t h e r s t a t e d t h e B.C . Spor t s Foundation are funding a t h l e t e s .

3. M r s . Maude Neso of 18132 Fraser Highway w a s p resent p r o t e s t i n g t h e recent dec i s ion of Council on r ac ing a t Meadowcreek Farm.

She wanted t o know what Council w a s going t o do about Meadowcreek Farm and horse r ac ing the re . She s t a t e d t h e f a c i l i t y i s a l r eady t h e r e and i t should be used. She could not understand why Council would no t approve of i t .

4. M i s s Co l l in s of 14293 Kindersley Drive w a s p re sen t concerning the establ ishment of a s o c i a l c lub i n Surrey.

They are reques t ing Council approval of t h i s c lub. It w i l l be a c lub t o a l low card playing such as poker.

They have taken up a p e t i t i o n and rece ived support from i n d i v i d u a l s and bus inesses .

No dr inking w i l l be permit ted on t h e premises.

Miss Co l l in s s t a t e d they have checked wi th t h e R.C.M.P. who have no prel iminary ob jec t ion provided they o b t a i n Council approval .

Martin s t a t e d t h e proposal had been r e j e c t e d by t h e Minis te r of Highways on t h e grounds i t would c o s t several m i l l i o n d o l l a r s t o bu i ld t h e approaches f o r t he t h r e e l anes on t h e b r idge and t h e t r a f f i c count w a s too h igh i n t h e a f te rnoon t o warrant t h i s expendi ture .

M r . Martin submitted a drawing of t h e b r idge approaches and e x i t s as they p resen t ly e x i s t , wi th measurements. H e s t a t e d on t h e south s i d e of t h e b r idge a t t h e end of t h e cement d i v i d e r , t h e r e is t h e equiva len t width of four lanes i n e i t h e r d i r e c t i o n which would make i t unnecessary t o b u i l d a d d i t i o n a l approaches. H e s t a t e d a t t h e n o r t h end of t h e b r idge t h e t r a f f i c d iv ides i n t o t h r e e l anes wi th t h e f i r s t l a n e tak ing t h e Sapperton e x i t .

M r . Martin s t a t e d f o r t h e t r a f f i c coming south on t h e no r th s i d e of t h e b r idge t h e r e w e r e two l a n e s on t h e McBride Boulevard merg- ing i n t o one. Then t h e r e is one l a n e from Royal Avenue and t h e one lane from Columbia S t r e e t which i s p resen t ly c losed o f f from 4 : O O p.m. t o 6:OO p.m. each day. H e s t a t e d t h e approaches, t he re fo re , are s u i t a b l e f o r t h r e e l a n e s going n o r t h and t h r e e lanes going south i n t h e a f te rnoon, and t h e only requirement is manpower t o p l ace lane markers i n p o s i t i o n . This c o s t would be o f f s e t by t h e saving of gas consumption by 3,500 v e h i c l e s per

veh ic l e . hour who would a l s o save a t least f i f t e e n minutes each day per - M r . Martin suggested t h e Min i s t e r has no t rece ived a l l t h e in fo r - mation and he should be asked t o recons ider t h i s matter and implement t h e proposal on a t r i a l b a s i s f o r t h e morning rush hour t r a f f i c . H e requested Council t o communicate t h e i r op in ions t o t h e Minis te r of Highways on t h i s matter.

t h e Government had approved of a new p i l o t p r o j e c t i n t h e Work Shop which is t o provide counse l l ing and t r a i n i n g f o r t h e handi- capped. A gran t of $160,000.00 f o r t h i s p r o j e c t has been made t o t h e Work Shop.

I n regard t o t h e Annacis I s l and c ross ing , he s t a t e d t h e r e has been too much oppos i t ion , p a r t i c u l a r l y from t h e Burnaby Municipal i ty . H e s t a t e d t h e i n i t i a t i v e f o r t h e c ros s ing has t o come from t h e G.V.R.D. and t h e o t h e r mun ic ipa l i t i e s .

I n regard t o having a meeting of Council w i th t h e t h r e e l o c a l M.L.A.'s, he s t a t e d he w a s prepared t o t r y and a r r ange a break- f a s t meeting on a Saturday morning f o r t h i s purpose.

I n regard t o t h e ques t ion of whether anything has been done about adequate p o l i c i n g and t r a f f i c c o n t r o l on t h e freeways i n o rde r t o expedi te t r a f f i c , he w a s asked i f t h e Minis te r of Highways had done anything on t h i s matter. n o t aware bu t he s a i d he would check wi th t h e Minis te r of Highways.

The Mayor expressed concern over t h e announcement by t h e Min i s t e r of Education today, t h a t t h e f i r s t $5 m i l l i o n of damage on schools i n t h e province would be deduc t ib l e i f t h e damage w a s done by f i r e and vandalism, and t h i s would have t o be picked up by t h e l o c a l taxpayer . H e s t a t e d one of t h e problems, p a r t i - c u l a r l y wi th f i r e s and vandalism i n schools , i s t h e r e has been no t e e t h put i n t o t h e l a w t o d e a l w i t h de l inquent j uven i l e s .

The Minis te r s t a t e d most of t h e l e g i s l a t i o n dea l ing wi th j u v e n i l e s i s a f e d e r a l government r e s p o n s i b i l i t y . H e s t a t e d t h e r e w i l l be some p rov inc ia l l e g i s l a t i o n a t t h i s s e s s ion . H e s t a t e d t h e premium f o r insurance on schools became too h igh and it was b e t t e r t o use t h e s e funds f o r a ca re t ake r o r b e t t e r s e c u r i t y on t h e schools .

The Mayor s t a t e d t h a t Judges and t h e l e g a l element i n t h e c o u r t s are l o s i n g t h e human element when dea l ing wi th people i n c o u r t . H e asked t h a t t h e government cons ider p u t t i n g l a y people i n t h e cour t as Judges, as i n t h e p a s t .

Alderman Schrenk asked i f h i s Department w a s going t o support t he Y-Riders' Program as requested by Council.

The Minis te r s t a t e d he would r e p l y t o t h i s matter w i t h i n 1 0 days.

Alderman Schrenk a l s o asked what t h e government w a s doing about Meadowcreek Farm.

The Minis te r s t a t e d t h e farm has approval of r a c i n g from t h e Land Commission. It i s now up t o Council as they would have t o d e a l wi th i t through a Land U s e Contract .

Alderman Schrenk s t a t e d t h e E r m a Stephenson School which had caught f i r e , is now being r e b u i l t wi thout s p r i n k l e r s . She f e l t s p r i n k l e r s should have been i n s t a l l e d .

The Minis te r suggested t h e School Board be asked t o approach t h e Min i s t e r of Education on t h i s matter.

Alderman Watkins asked i f school t axes were going t o be taken of f proper ty as they are high.

The Min i s t e r s t a t e d school t axes are high and he blamed both t h e School Board and t h e Minis t ry of Education f o r t h e s e taxes .

Alderman Watkins a l s o asked about t h e completion of t h e f i n a l f l o o r of t h e Surrey Memorial Hospi ta l and expressed concern over t h e l o s s of matern i ty beds a t t h e Peace Arch Dis t r ic t Hospi ta l .

The Minis te r agreed t h e s e w e r e matters of concern and he under- stood a meeting had been held between t h e Minis te r of Heal th and t h e Surrey Memorial Hospi ta l Board concerning t h e f i n a l f l o o r .

Alderman Watkins a l s o asked i f anything w a s being done about t h e br idge over t h e Nicomekl River on 152nd S t r e e t . H e s t a t e d t h e government should be prepared t o pay the g r e a t e s t po r t ion of t h i s c o s t .

The Minis te r s t a t e d t h e government had made an o f f e r las t year i n t h i s regard and he f e l t Council w a s i n a p o s i t i o n t o nego- t i a te f u r t h e r . U

Alderman Watkins a l s o asked about t h e proposed I . C . B . C . head- q u a r t e r s and whether o r n o t i t w i l l be coming t o Surrey.

The Min i s t e r s t a t e d the present lease goes u n t i l 1979 and a dec i s ion w i l l have t o be made be fo re then i n regard t o t h i s bu i ld ing . He s t a t e d Surrey has a good chance of g e t t i n g t h i s f a c i l i t y . Alderman Millar asked i f t h e proposed rest area i n t h e v i c i n i t y of 160th S t r e e t and 104th Avenue n o r t h of t h e freeway w a s going t o be b u i l t . t h e Department of Highways on t h i s matter.

H e s t a t e d t h e Chamber of Commerce had approached

It w a s understood t h e rest area had now been b u i l t f i v e m i l e s f u r t h e r east.

The Mayor thanked t h e Minis te r f o r t h e landscaping done a t t h e 176th Street overpass and t h e freeway.

The Mayor expressed concern i n connect ion wi th t h e proper ty owned by t h e B.C. Petroleum Corporation and t h e vacant houses i n t h e area where t h e r e f i n e r y w a s t o go. The p r o p e r t i e s are no t paying t axes and t h e houses are s u b j e c t t o vandalism.

The Minis te r s t a t e d t h e ru les of t h e Welfare Department are t h e r e and as long as t h e people meet t h e requirements, t h e r e are funds t o assist them and s t a f f a v a i l a b l e t o handle t h e cases.

Alderman Vogel s t a t e d , p a r t i c u l a r l y i n regard t o t h e Colebrook Dyking Di s t r i c t , t h e Department of Highways holds a cons iderable amount of land b u t pays no dyking taxes. Taxpayers are paying t o maintain t h e dykes which p r o t e c t t h e p r o v i n c i a l government property. H e f e l t something should be done i n t h i s regard .

The Mayor s t a t e d t h e Municipal i ty had received a d d i t i o n a l revenue from t h e p r o v i n c i a l government and w e should n o t be concerned over t h e s e t axes .

Alderman Vogel pointed out t h e funds being rece ived are no t assist- ing , however, t h e Colebrook Dyking Dis t r ic t taxpayer .

The Minis te r w a s thanked f o r being p resen t and answering t h e ques t ions of t h e Aldermen.
