WOW! What a great Annual Banquet! Our events committee did a fantastic job! It was a great venue, great food and great people to share it with. It was just awesome.

February is here and that means Home Show. This year’s Home Show will be Feb. 19 and 20 at the Bismarck Event Center. I look forward to seeing what new and exciting products our vendors will show. Here’s to a great Home Show.

I talked about change during my speech at the Annual Banquet, someone asked me afterwards “How do you control change?” The BMHBA uses surveys to gather information. A good example would be the Home Show. Our vendors answered questions via Survey Monkey; one of the questions was whether to eliminate Sunday from the Home Show. It was over whelming the response from the vendors to eliminate Sunday. This is just one example. Please answer those surveys that are sent to you, it is a good tool to gather information quickly.

Like taxes, change is guaranteed…and essential to thrive. Our Parade of Homes Committee is currently contemplating the results of the Parade survey, which was prompted by member feedback regarding the Parade of Homes timelines. Stay tuned as we listen to your recommendations to improve our association for members and the greater community.

NNAHB analysis of the latest Economic Census data shows that, on average, residential construction establishments were able to cover their hard and soft construction costs and generate positive profits in 2012.

The 2012 data show that the direct costs of construction – consisting of construction payroll, costs of construction work subcontracted out to others, and costs for materials/supplies – vary from 65% of total revenue of specialty trade contractors to 87% of the business receipts of multifamily general contractors without land costs. For single-family general contractors (who build on land customers own), the direct costs of construction consume on average 81% of the total revenue.

For single-family general contractors, 7% of total business receipts go to pay wages of construction workers. Specialty trade contractors, who maintain larger construction payrolls and subcontract out a minimum amount of work, spend on average 19% of total revenue on construction payroll. In sharp contrast, multifamily general contractors who subcontract out most of the work, spend only 3% on the construction payroll. Their biggest expenditure is the cost of construction work subcontracted out to others, 63% of the total revenue. This by far exceeds the typical spending on subcontractors by single-family general contractors – 36%, residential remodelers – 28%, and specialty trade contractors – 10%.

Because multifamily general contractors outsource most of their construction work, they spend relatively less on materials, components, supplies, and selected power and fuels – 21% of total business receipts, compared to 37% by single-family general contractors, 31% by residential remodelers, and 36% by specialty trade contractors.

When it comes to company overhead, the Economic Census collects data on wages of non-construction workers (including supervisors above the working foreman level) and various operating expenses separately. For operating expenses, the data are collected individually on rental payments for buildings and machinery, capital expenditure, retirements, expensed equipment, software, data processing, communication services, repairs and maintenance to building and/or equipment, utility

payments, marketing, professional services, government taxes/fees and other expenses.

As of 2012, non-construction payroll accounts for 8% of business receipts of remodelers and specialty trade contractors. Single-family and multifamily general contractors spend 5 and 6%, respectively, on wages of non-construction workers.

Residential remodelers and specialty trade contractors report the highest non-labor overhead expenses, 16 and 13% of their annual receipts, respectively. For single-family general contractors, the non-labor operating expenses consume 10% of the revenue. Multifamily general contractors, who subcontract out most of their construction work, report the lowest non-labor

overhead – 6% of annual receipts.

The reported residual profit is the leftover revenue after deducting the direct costs of construction and overhead expenses reported in the Economic Census. The Economic Census does not directly collect data on owners’ compensation. Consequently, in unincorporated companies, proprietors’ income is captured in the residual profit. However, in corporations, owners’ salaries would appear in the non-construction payroll.

As of 2012, the highest residual profit is reported by specialty trade contractors, averaging around 11% of the total business receipts; the lowest is reported by multifamily general contractors – 2% of the total revenue. Single-family general contractors and residential remodelers average around 5 and 9% of the annual business receipts in residual profits, respectively.

Considering that different builders calculate overhead and profit differently, the Economic Census data might not be directly comparable to a particular company’s financial definitions. However, the Economic Census data provide a general operational benchmark for home building companies.

Since land costs are not collected by the Economic Census, operational benchmarks for land developers and speculative builders (who build on land they own and control) are not considered in the NAHB study.

CITY & COUNTY

A North Dakota League of Cities report indicates Mandan’s consolidated mill levy, at 280 mills, ranks the fifth lowest among the state’s largest cities for the second consecutive year. Mandan’s levy for 2015 is 1.26% of value on a residential property or 1.40% for a commercial property. These percentages of value are down from 2014’s share of 1.41% and 1.57%, respectively.

Mandan entities (City Commission, County Commission, Mandan Public School District and Mandan Park District) lowered levies for 2015 to help offset an average valuation increase of 14% on existing residential property and 19% on existing commercial property. Increased state legislative funding for education and a state credit equal to 12% of property taxes provide further property tax relief. Factors behind differences in mill levies include sales tax base and whether it benefits from natural resources such as oil, gas and coal. Market values also vary by city.

MANDAN PROPERTY TAXES COMPARE FAVORABLY

Thanks in no part to me, the BMDA Economy at a Glance has become a tremendous resource for the business community as it consolidates several leading economic indicators into one place. However, it doesn’t tell the whole story of Bismarck-Mandan’s growth if the reader only uses the year over year or month over month comparisons found within. In order to more fully understand just how impressive our community’s growth has been, I think we should look back a little further.

For instance, just look at how the combined populations of Burleigh and Morton Counties have grown since 2002:

That population growth has been accompanied by similar job growth. The annual average employment comes from the Quarterly Census of Employment and Wages program, so it allows for multiple counting of jobs i.e. if you work two jobs, you’re counted twice. It’s also by place of work, so if you lived in Steele for example and worked in Bismarck, you’re counted in Bismarck.

And those jobs are found at increasing number of business establishments. Also known as worksites, these are generally a single, physical location where business is conducted or where services or industrial operations are performed (e.g. store, factory, farm, etc.) and can be either private or public.

True, we don’t have year-end numbers for 2015 yet so we don’t know how these trends continued into last year. However, it’s safe to say that our community’s growth is not a recent phenomenon given that it’s been doing so for more than a decade. And based upon our community’s economic diversity, slate of upcoming projects and more, I expect it continue that way into 2016.

The City of Mandan monitors several local economic indicators. The following 2015 statistics were recently released by the Business & Community Development Office.

Residential building. The City Building Inspection Department issued permits for 224 new residential units in 2015. While that’s the lowest level seen since 2010, construction activity had been at record highs in recent years.

Commercial and industrial building. The city issued permits for new construction, remodeling and addition projects totaling a record $52.5 million, more than double last year’s level. The previous record was set in 2012 at $50 million in commercial and industrial projects permitted.

Value of all building activity. The value of all projects for which building permits were issued in 2015 totals $93 million, almost on par with last year’s $94 million. The record was $139 million in 2013.

Real estate sales. The Bismarck Mandan Board of Realtors reports a 4% increase in the average sale price of residential property in Mandan for 2015 compared to same period in 2014. The average for the year was $238,939 compared to $230,632 in 2014. This is on 360 units sold, compared to 391 units the year prior. The average time on the market for 2015 was tighter at 53 days compared to 66 in 2014. The statistics include single family home, condo, twin home and duplex sales reported through the multiple listing service. The City of Mandan Assessing Department recorded 947 property deed transfers for the year.

Local usage taxes

• 1% sales tax. Total collections for 2015 finished the year down 7% at $2,485,386 compared to $2,673,946 last year. However, that’s still the second highest level ever and up 63% compared to the 2010 level. The City of Mandan as of Oct. 1 now has an additional 0.75% sales tax that goes toward funding for a voter-approved sports complex. That portion generated $248,926 in November and December collections.

• 1% restaurant and lodging tax. Collections are up 3% at $419,682, compared to $407,418 in 2014.

• 2% hotel occupancy tax. Collections are down 19% at $57,046, compared to $70,293 in 2014.

Taxable sales and purchases. Statistics on the 2015 fourth quarter will not be available from the North Dakota Tax Department until later this spring. The total through the third quarter was $206 million. That is down 3% compared to the same period for 2014, but comparatively stronger than state levels, down 14% for the first three quarters.

Looking at taxable sales and purchases by industry sector, Mandan levels for retail trade were actually up 3% for the first three quarters of 2015 as compared to the same period for 2014. Retail trade accounted for 47% of the total for the first three quarters. Mandan industry sectors showing the most significant decreases are wholesale trade, manufacturing and construction.

Job openings. North Dakota Job Service reported 2,361 online job openings in December for the metro area, Burleigh and Morton counties. That’s down 27% from a year ago. For the state, there were 13,524 open and available positions in December, down 29% from a year ago.

Eye on the Economy:EXISTING HOME SALES WEAK DESPITE GOOD

JOB NUMBERSSales of existing homes weakened at the end of 2015,

despite ongoing good news for job creation. According to estimates from the National Association of Realtors (NAR), the seasonally adjusted volume of home resales declined 10.5% from October to November and were 3.8% lower than a year prior. This marked the first year-over-year decline since September 2014. However, much of this decline was attributable to new mortgage disclosure rules from the Consumer Financial Protection Bureau that likely resulted in delays for some sales.

Similarly, the NAR Pending Home Sales Index, a forward-looking indicator for home sales, declined in November. This was the third decline in the last four months; however, the index remains 2.7% higher than a year ago.

In contrast, new home sales posted a small increase in November, rising 4.3% from a downwardly revised October pace to a 490,000 annual pace. On a year-to-date basis, new home sales were 14.5% higher than for the first 11 months of 2014. Builders are also adding to inventory with rising demand. New home inventories rose to 232,000, the highest since January 2010.

Strengthening job creation should continue to promote home building activity in 2016. And the December Bureau of Labor Statistics report offered positive news. The economy produced 292,000 more jobs for the month, plus an additional 50,000 jobs recorded due to upward revisions for

prior months. The unemployment rate held steady at 5%.

The residential construction industry – home builders and remodelers – added 23,100 jobs in December after a cycle-high job gain set in November (31,500). These two months followed a period of lackluster employment gains for the sector. The overall construction industry continues to see elevated levels of unfilled jobs, as does the economy as whole.

The combination of lower unemployment, rising unfilled jobs and a declining labor force participation rate suggests wage gains should be expected in 2016. However, if the economy is able to bring in part-time and underemployed workers into the labor force, then those additions may act as a check on wage increases. Nonetheless, builders should be prepared to face higher labor costs in 2016 as labor market conditions tighten.

FEMA MUST GET ITS FLOOD REMAPPINGPROCESS RIGHT

NAHB Chairman Tom Woods told Congress that it is vitally important that the Federal Emergency Management Agency gets is remapping process right so the National Flood Insurance Program can continue providing affordable insurance to property owners.

Participating in a roundtable held by the House Financial Services Committee’s Housing and Insurance Subcommittee, Woods said that for flood maps to be fair and accurate, they have to take into account all local conditions and flood control structures, including levees and dams.

“There have been reported cases of FEMA neglecting to factor in these privately funded flood control structures, or drawing in rivers or streams where none exists,” Woods said. “Consequently, many properties are incorrectly mapped into floodplains, which result in home owners being forced to purchase unneeded flood insurance.”

“It typically takes years for these mistakes to be fixed,” Woods added, “often requiring a lengthy and costly process for the community, builder and home owner.”

NAHB continues to work closely with lawmakers to ensure communities and home owners are protected, and testified before the House panel on this issue.

The Occupational Health and Safety Administration (OSHA) announced a decision to further delay enforcement of the new Confined Spaces in Construction Standard, this time for an additional 60 days. The agency will now hold off until March 8.

The temporary stay applies to construction on single-family homes, duplexes and townhouses in federal jurisdictions. And OSHA has said that any employer making good-faith efforts to comply with the standard, which became effective Aug. 3, 2015, will be exempt from citations.

TEMPORARY STAY FOR CONFINED SPACES RULE

IRS EXTENDS DUE DATES FOR HEALTH CARE REPORTS

The IRS extended the due dates for new health care information reporting forms in 2016. Insurers, self-insuring employers, other coverage providers. Providers and certain employers must now furnish individuals with either Form 1095-B or 1095-C by March 31, 2016. The due dates for issuers filing these forms and the associated Form 1094 with the IRS are May 31, 2016 for paper filers and June 30, 2016 for electronic filers.

The IRS has posted a set of questions and answers (visit https://goo.gl/XpYfGb) that introduce the new Forms 1095-B and 1095-C. The questions and answers explain who should expect to receive the forms, how they can be used, and how to file with or without the forms.

Beginning on Jan. 1, 2016, the standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be:

• 54 cents per mile for business miles driven, down from 57.5 cents for 2015

ARE YOU FULLY PREPARED TO SHINE IN A STABILIZING MARKET?

As the economy continues to move from recession to recovery, there is plenty of opportunity for builders and remodelers who are prepared to take advantage of it.

Streamlining Operations. Automation can have a long-lasting, positive impact on a business if done correctly. Successful automated systems delegate routine and repetitive tasks, enabling staff members to do what they do best — solve problems, work with clients and provide exemplary service.

Estimating, purchase order and scheduling systems are often overlooked when streamlining operations, but taking them into consideration can have a profound effect on business success.

Builders often fail to recognize that the best part of an estimating system is its job-cost function. How can an automated estimating system be beneficial if it’s not routinely checked against actual costs? Failing to check variances on each project results in the same mistakes becoming part of every new job moving forward. Estimates should always mirror the job-cost system and vice-versa.

Builders and remodelers also fall into the trap of thinking that one more job during a given time can make them more profitable. The reality is that the additional job can cause inefficiency, lost time, lost profits and poor customer relationships.

The goal for any business should be to do more jobs over a given period of time by increasing the efficiency and speed, or velocity, of the projects. A well-thought-out schedule that is continually monitored and has achieved buy-in from your team will increase that

needed velocity.

And with regard to purchase orders, they’re not just unnecessary paperwork. A successful purchase order system validates estimates. All materials and work should come directly from the estimate and additional materials or work orders should be flagged as a variance. Reviewing the variance purchase orders on a regular basis can help illuminate errors in estimates and change orders. Purchase orders can also automate record-keeping and save you time.

Keep in mind that faulty automating procedures replicate mistakes faster and more frequently, often without being noticed.

Solidify Hiring Practices. As the industry begins to emerge from the downturn, you have a once-in-a-business cycle opportunity to find and bring on the best personnel for your company. Begin your search by carefully evaluating where you need help most. Determine what you do best, what you don’t like to do and where you can reap the most benefit.

Remember that the goal is to increase efficiency. Simply adding people may not serve that purpose. Understanding your systems and processes will help you define jobs and responsibilities. Detailed, written job descriptions and responsibilities will aid in finding the right fit.

Evaluate Products. When the market is good, it seems that whatever we build or remodel is successful. But when the market tanks, the reverse is also true. The key is to build what you know — not what you think will sell. And then identify what you do well,

what consumers are demanding, and how you can best satisfy that demand. Find your niche and make the most of it. To do that, determine the selling price comfort level of your target consumer. Working from there, deduct your desired margin. What you’re left with is your cost of delivering that project.

Often builders calculate in the opposite direction to their detriment. They start with their product cost and then add their markup. Not surprisingly, when the job is complete they find themselves priced out of their target market because by customer move-in, with all the costs fixed, all they can do is cut their margin.

Evaluate Diversification. As markets improve and work becomes more plentiful, make sure to evaluate what to keep doing and what to move on from. Determine which services will provide profit or become a drain on your core business. Remember, your goal is to work more efficiently and at a greater profit while building customer satisfaction. You cannot afford to blur your focus with products or operations that do not support those goals.

“Time is the greatest enemy against collectability,” according to Thea Dudley, vice president of financial services and customer care at Guardian Building Products in Greer, S.C.

This opening statement spoke volumes during a recent seminar Dudley led at the 2016 International Builders’ Show in Las Vegas where her focus was to help builders learn how to improve their collections process from vendors and customers.

“The more time you give [the customer to pay], the greater the risk,” she added. Dudley urged builders to do the following:

• Bill promptly and correctly.• Set expectations with the customer

regarding the billing process.• Follow up with the customer and hold them

accountable for making payments on time.• Be persistent and ask open-ended

questions. (Example: “Why haven’t you been able to make your payments? And, “What do we need to do to get this straightened out?”)

• Plan out your next steps.• To reduce collection issues, Dudley

suggested the following tactics:• Initial inquiry call – ask the customer if they

received the invoice and if they have any questions.

• Follow-up call – offer solutions and hold customers to their commitments.

• Subsequent follow-up call – tell the customer their payment is important and offer to send your sales representative by to collect, for their convenience.

• Documentation – write everything down to document all actions, including phone calls, emails and texts.

To ensure customers pay their debts on time, Dudley said that builders should consider charging interest on overdue bills, start collection work immediately when bills are past due, and don’t provide additional services to the customer until their payments are up to date.

When all else fails to reasonably address delinquent payments, Dudley said the next steps could include:

• Sending an attorney demand letter• Filing a mechanics lien• Using a collection agency• Engaging in mediation or arbitration• Taking the case to small claims court• Engaging in litigationNAHB members who have general questions

Time to get involved Hello NDAB Members! This month, I would like to talk with you about getting involved your local HBA. What can I, as your President, and NDAB or your local HBA do to get you involved? Part of any successful organization is its people, and we know we have the best

members around! We need you to get involved and to tell us what events, services, and legislative issues you would like to see covered in 2016. There are already plenty of opportunities, whether it be serving on committees or just helping out at a local GM Meeting, so let us help find a fit for you. Contact your local office today for a list of upcoming opportunities. Another topic I would also like to talk about is an experience that I had this past month in Dickinson. I went to Berg Elementary School and gave a number of presentations on the housing trades and jobs in our industry. There was five thirty-minute sessions with 25-30 6th graders in each set. It was amazing to see the interest in industry and the trades. The kids where full of questions and wanted to know about what we do as builders. I would encourage you to explore opportunities to do this in schools in your own community. Educating our youth about the home building industry is one of the best things we can do to create and grow our future workforce. This “career day” is an example of how I got involved with my local HBA. You can also consider getting involved at the state and national levels if you find an interest you want to pursue. Volunteering at the National Level As we return from Las Vegas and look back at our week of warmer weather, great company, and new information we are reminded of all of the great opportunities to be involved with Na-tional Association of Home Builders. NDAB members from across the state, and represent-ing each of the six local associations, traveled to Las Vegas to be a part of NAHB Board of Direc-tors meetings and the International Builders Show. Annually, NAHB hosts the International

Builders Show (IBS) and next year will be doing so in Orlando, FL January 10-12. At these meetings, committees made up of Build-ers and Associates meet to discuss what is happening in the build-ing industry, how our membership numbers are doing and how to increase them, as well as looking at issues across the nation. They also discuss BUILD-PAC, they recognize their peers with various National awards for the work they do, and they have an opportuni-ties to network. One important volunteer position that is held for a two-year term is the National Area Chairman (NAC). For the last two years our very own Ralph Applegren out of Grand Forks was the Area 10 NAC voted into the position by his peers from Area 10. Area 10 is made up of members from North Dakota, South Dakota, Minnesota, Wis-consin and Iowa. At each of the NAHB meetings, Area 10 mem-bers gather for a meeting and at every meeting we are reminded that Area 10 brings the largest number of participants! In fact, of the 140,168 members that make up NAHB total membership, 12,962 are Area 10 members. At IBS, we had standing room only. This is a good reminder that those representing us at the National level are important and to have your voice heard, you need to be active at your local level. We thank Ralph for all of the valuable time he put forth representing not only ND but also Area 10 as our NAC. We are pleased to announce that our new NAC comes to us from Iowa and future Area 10 meetings will be extended to three hours to provide more time for open discussions and our special guests have more time to present information and answer ques-tions or hear ideas and concerns. Another fun gathering at IBS is the North Dakota Reception. We are pleased each year to invite North Dakota attendees and our friends to a reception with great food, drinks and of course fun company. We have around 200 people stop by and we recognize the student chapter attendees for their hard work and the competi-tion they participate in. We thank those that stopped by this year making it another successful and fun evening. The BMHBA has been busy following ordinance updates in Bismarck and Mandan, Burleigh and Morton Counties. All are reviewing and updating dated codes. Eyes are currently on permit cost changes and development standards.

A housing analysis conducted by Bismarck and Mandan outlines a need for an additional 7,786 owner-occupied homes by 2030. The HBA is working on a task force to explore implementation of the study’s recommendations.

Members elected a new Builder board member at the Fall GMM on Nov. 24 to fill Past President Vance Vetter’s seat. The 2016 board of directors will be sworn in at the Annual Banquet on Jan. 14.

The BMHBA ushered in a new year at the Annual Banquet on Jan. 28. The event featured the inauguration of the 2016 board, a review and preview of association activity and the comedic act of Karen Rontowski.

The Home Show is anticipated to attract more than 7,000 spectators Feb. 19-20 at the Bismarck Event Center. More than 400 booths have been purchased to date. In addition to Free Friday, the Show will feature $50k Saturday courtesy of Capital Credit Union.

February Fun Night is now Fun Night at Jerome’s and will take place on March 3. A date change prompted the name change. We encourage all to attend as we crown a chili champ and enjoy company and products provided by member Jerome Distributing.

member volunteers delivered over 700 packets!

The BMHBA ushered in a new year at the Annual Banquet on Jan. 28. The event featured the inauguration of the 2016 board, a review and preview of association activity and the comedic act of Karen Rontowski.

The Home Show is anticipated to attract more than 7,000 spectators Feb. 19-20 at the Bismarck Event Center. More than 400 booths have been purchased to date. In addition to Free Friday, the Show will feature $50k Saturday courtesy of Capital Credit Union.

February Fun Night is now Fun Night at Jerome’s and will take place on March 3. A date change prompted the name change. We encourage all to attend as we crown a chili champ and enjoy company and products provided by member Jerome Distributing.

Directors Vance Vetter and Eric Brenden represented the BMHBA at IBS in Las Vegas last month. They joined EO Dot Frank at the event, which included education, the expo and committee meetings.

We raised $600 ,by donation and a raffle ticket drawing for a centerpiece, to donate to two families for a Christmas surprise. The families received a complete thanksgiving dinner along with a sweatshirt, hat, and heavy gloves for each family member. We are so thankful to everyone who helped and especially the Schwartz family and Father Hochhalter for putting it together and delivering it. The families were delighted and very appreciative and Father said it was a great experience. Thanks again to everyone involved.

Ty Orten with the DSU Heritage Foundation presented a program on the new foundation at our general membership meeting.

Membership drive plans were revealed at the meeting. Six teams were put together with a goal of 50 new members by May.

The final count is in! The friendly competition to “Build a Sock Stash” between committees brought in over 3,000 socks to Churches United for the Homeless.

The HBA of F-M held World of Thanks, which is an annual event for members to deliver packets to fellow HBA members. Each packet includes the 2016 HBA of F-M Directory & Consumer Guide, a development map, committee list, important dates and health plan information. Forty-five

member volunteers delivered over 700 packets!

The Home & Garden Show is 80% sold out. New items at the show this year include: a kids treasure hunt, an expanded kids Lego competition and a new show app that will allow consumers to see the show floor plan and more information on vendors.

The New Year Celebration & City Night is on Jan. 28 at the Radisson in Fargo. Mayors from Fargo, Moorhead, Oxbow and West Fargo will be in attendance and participate on a mayoral panel. NDAB Past President LeRoy Kurtyka did the honors of installing Stacy Schumacher of Garon Corporation as the 2016 President. He also installed the 2016 Board of Directors. The group enjoyed hearing about the UND football program by our guest speaker UND Head Football Coach Bubba Schweigert.

We are looking forward to the February 11th Builders after Hours to be hosted by Sterling Carpet One Floor and Home.

The Contractor’s Education Day will be February 18th at the Red Roof Inn TownHouse. There will be a full day of classes for the contractors.

Our Home Design & Garden Show is scheduled for April 1, 2 and 3 at the Alerus Center. Booth sales are going very well.
