GENERAL NOTICEMINNESOTA BOARD OF ANIMAL HEALTHEXHIBITION OF LIVESTOCK & POULTRY IN

MINNESOTASUMMARY OF STATE RULES FOR 2010

EXHIBITIONS

General requireMents: Livestock and poultry that exhibit symptoms of any infectious or communicable disease, including ringworm and warts, may not be exhibited. All animals must be examined by the official veterinarian on the day they are admitted to the exhibition and at least once daily during the exhibition. All animals imported into Minnesota for exhibition must be accompanied

by a certificate of veterinary inspection and satisfy the Board of Animal Health importation requirements.

Cattle: Cattle originating from Minnesota’s Ma zoneAnimal movement certificate. All cattle that are moved from the MA zone to exhibition must be accompanied by an animal movement certificate approved by the Board.Whole herd test. All cattle originating from Minnesota’s MA zone must originate from a herd that has had a whole-herd tuberculosis test within 12 months of exhibition.Individual animal tests. With the exception of items (1) and (2), each animal for exhibition must be negative to an official tuberculosis test conducted within 60 days prior to being moved for exhibition purposes. 1. animals that originate directly from an tuberculosis accredited herd 2. animals less than two months of age

All cattle originating from the MAA zone which are being exhibited in the MA zone must be officially identified.Permit. Exhibitors whose cattle have originated from the MAA zone must obtain a permit from the Board prior to exhibiting these animals in the MA zone.Individual animal test. Call the Board office to determine if a tuberculosis test is required.Cattle originating from Minnesota’s Maa being exhibited in the Maa zoneNo state requirements.

Note: Always check with exhibition management to make sure they have not imposed any restrictions or additional requirements on the exhibition of Minnesota cattle, particularly those which originate from the MA zone. For Minnesota State Fair tuberculosis testing requirements, call 651-288-4417 or visit www.mnstatefair.org.

sheeP: All sheep, including wethers, must be identified with official identification approved for use in the Scrapie eradication program.

sWine: Swine must be individually identified and must: (1) have had a negative official pseudorabies test conducted within 30 days prior to the opening date of the exhibition; or (2) originate directly from a qualified pseudorabies-negative herd; or (3) originate directly from a Stage IV or V county or area. As of January 15, 2009, all 50 states are currently pseudorabies Stage V (Pseudorabies Free Status).

For Minnesota State Fair tuberculosis testing requirements, call 651-288-4417 or visit www.mnstatefair.org.

hOrses: All horses must be negative to an official test for Equine Infectious Anemia (EIA) within 12 months prior to the opening date of the exhibition. A test is not required for suckling foals accompanying a negative dam.

POultrY: Poultry, with the except of pigeons and waterfowl, must be individually identified with a leg or wing band and must: (1) have had a negative test for pullorum-typhoid disease conducted within 90 days prior to the opening date of the exhibition; or (2) if under five (5) months of age, originate directly from parent stock tested and found negative for pullorum-typhoid disease within the last 12 months. In addition, turkeys must be tested negative or originate directly from parent stock that is tested negative for Salmonella typhimurium, Mycoplasma gallisepticum, and Mycoplasma synoviae. Poultry must be accompanied by a testing or origination certificate approved by the Board.

nOte: sWine & POultrY slauGhter Classes: All swine, and poultry entered in the class which are kept isolated in a separate building from all other livestock and poultry at the exhibition and which are slaughtered during or immediately following the exhibition, do not require tests or individual identification.

DOGs: Dogs over six months of age must be accompanied by a certificate of rabies vaccination issued by a licensed veterinarian.

Entry Rules & Regulations1. Entries in Cattle and Sheep departments must be in the hands

of the Secretary by 10 p.m., Wednesday, July 28. Livestock to remain on grounds until Sunday, Aug. 1.

2. Entries in Home & Hobbies building must be in by Wednesday, July 28 at 5 p.m. Articles must be in place for judging by 5 p.m. of that day. Judging will be on Wednesday evening or Thursday morning.

3. Entries in Flower department must be in by 5 p.m., Wednesday, July 28.

4. All articles entered are to remain on exhibition until 11 a.m., Sunday, Aug. 1. The society will not be responsible for loss or damage, every precaution will be taken.

5. No animal or articles unworthy of premium shall receive one even though there be no competition nor shall any animal or article receive a higher premium than its merit demand.

6. No changes or alterations will be permitted after the books are placed in the hands of the judges; all persons making entries must be sure that the article or animal is placed in the appropriate class, or it will be the duty of the judges to rule out any article or animal not answering to the entry.

7. Exhibitors or stock will be required to keep the stalls open and stock uncovered from 10 a.m. to 10 p.m. during each day of the exhibition. Exhibitors must keep stalls clean and neat during the fair.

8. Any person attempting to interfere with the awarding committee during the adjudication, shall forfeit the premium he or she might otherwise be entitled to in that division.

9. No article or animals shall compete for more than one cash premium, except as part of a collection or herd, as for a sweepstake premium.

10. All protests and appeals from the decision of the awarding committee must be in writing to the secretary before the close of the fair. Final decisions on protests will be made by the Board of Directors.

11. The base date for computing age of all entries in the dairy breeds shall be September 1st and March 1st.

1. ONLY shavings can be used for bedding. 2. Negative Coggins tests are mandatory, sleeping sickness, tetanus, influenza and strangles vaccines are

highly recommended.3. Horse must be kept clean.4. Halter should be hung on outside of stall. (Use old, cheap halter) No halters left on in stall.5. Trophies awarded for overall high point rider (regrardless of number of horses shown) in each age

division.6. Buckets must be chest high.7. Manure must be picked out at all times. Barns must be cleaned before 10 a.m. every day. Stalls must be

cleaned out and freshly bedded by that time. Shavings must be used. It is expected that all exhibitors help keep the barn and surrounding areas clean at all times.

8. Horses must be exercised every day. Exercise hours are between 6:00 and 10:00 a.m. and between 4:00 and 6:00 p.m.

9. There will be no water fights allowed on the fairgrounds.10. No hay nets may be left in the stalls overnight. Canvas bags are acceptable.11. Do not share water buckets or grooming tools with others.12. Safety Rules: –No racing –No riding in the barn –All horses must be led in the barn and surrounding area –Maintain a safe distance between horses

–Boots with heels are required; no tennis shoes –No horses allowed in south end of barn and horses exercised in arena area ONLY; not allowed in any

other part of the Fair Grounds –4- H Exhibitor - When riding helmets must be worn.13. You must provide your own hay, shavings, grain, and all equipment for cleaning purposes. Please label

your equipment.14. Stall decorations must not interfere with ventilation or view of the animal. This will be determined by the

barn supervisor. No nails or screws can be used on stall fronts. All staples must be removed and all stall decorations must be removed at the end of the fair.

15. Each horse will be inspected for symptoms of infectious or communicable diseases. No lame horses will be allowed.

16. Horses must be stalled at all times other than entering or exiting the barn.17. Horses must be uncovered during fair hours except show days.18. Any animal that is sent home at the discretion of the fair vet after it has shown will not forfeit any

premiums or awards.19. Any horse known to bite or kick must be restrained or replaced. This will be decided upon and enforced

by the barn supervisor.20. No Smoking in the horse barns.21. All exhibitors must clean stalls at the end of the fair or pay an assessed cleaning fee of $10.00 per stall.22. the barn supervisor has the responsibility of enforcing all rules.

Minnesota State Livestock Sanitary Board rules and regulations will be strictly enforced by Dr. Warren Hartman, official veterinarian, and full information may be obtained from him.

All livestock exhibitors must bring their own feed and bedding. All livestock ex-hibits must be in place by Wenesday, July 28 by 10 p.m.

CattleAll livestock tests and certificate costs must be borne by the exhibitor.Registration papers shall be presented for all entries on demand from superin-

Beets, Carrots, Parsnips, Turnips, Rutabagas—Root crops should be uniform and not pithy or coarse in texture. Tops trimmed off 1 1/4 inches above the crown. Side roots trimmed off but not the tap root. Clean by brushing.Broccoli—Heads should be dark or purplish green and com-pact. Avoid yellow flowers in head. Stems cut about 5 inches from top of head.Cabbage—Stems cut about 1/2 inch below the head. Remove blemished or broken leaves. Leave 1 or 2 wrapper leaves.Cauliflower—Heads should be white, compact and free of small leaves and ricy texture. Stems cut so as to leave 4 to 6 leaves. Outer leaves trimmed to 1-2 inches above the white head. Use soft bristled brush to remove dirt from heads.Celery—Remove roots of stalk and trim butt to form a triangle for pyramid. Trim diseased and broken leaves on outside until color is uniform.Sweet Corn—Select ears that are well filled out to the tip. Kernels should be milky and juicy. Remove outer husks but allow a short shank and the inner husks to remain.Cucumbers—Pickling: Select fruits 3-5 inches long. Specimens should be the same stage of maturity and uniform in size, shape and color. Slicers: Select fruits that are straight, dark green and 6-10 inches long. They should be uniform in size, shape and color. Leave stems attached. Kohlrabi—Roots removed just below the ball. Remove all but the upper 4-6 leaves. Select specimens that are uniform, medium size and not hard or woody. Skin should be easily punctured by thumbnail. They should be clean but not washed.Storage Onions—Have specimens uniform. The neck should be small. Do not peel to give a slick appearance. Only such outer scales that are broken or discolored should be removed. Small basal roots should be left intact but trimmed to a uniform length of 1/2 inch. Wipe or brush but do not wash.Bunching Onions—Peeled roots, tripped tops, cut uniform 6-8 inches.Potatoes—Tubers should be uniform in size, shape and color. Avoid specimens with defects or disease. Carefully brush to clean.Summer Squash—Select specimens that are uniform in size, shape and color. Leave about 1/2 inch of stem and wipe fruits clean.Winter Squash and Pumpkins—Fruits should be uniform in size, shape and color and free of defects. Leave stems attached to the fruits.Swiss Chard—Select plants that are fresh, crisp and have bright green leaves. Trim off roots and trim butts to a pyramid shape. Trim off diseased and broken leaves on the outside until the color is uniform.Tomatoes—Select fruits that are uniform in size, shape and color. Remove stems. Fruits should be uniformly shaped and

free of cracks or blemishes.

Condition your plant material before using in designs or entering specimens. Take a tepid (room temperature) pail of water to the garden in which to immediately place your speci-mens. Use a sharp knife or shears to cut stems on a slant. Cut in late afternoon/early evening or early morning. Avoid new growth - it wilts easily. Recut stems under water preventing air pockets. Place pail in basement, without drafts, to cool. Remove foliage below water line of your specimen entry. Pickup items Sunday, Aug. 2 11 a.m. to no later than 1 p.m.

Wadena County Fair challenge is NEW and EXCITING this year! We have chosen a wallhanging pattern that you get to make up with your own fabrics, embellishments etc!

Finished projects returned to Ben Franklin by Friday, July 9, not to exceed pattern dimensions. All entries must have participants name and phone number securely attached to the block. Judging will be done by voting from the public at Ben Franklin Crafts, Wadena, MN.

All entries will be returned to their owners and the WINNER receives a wonderful sewing light. SECOND PLACE will receive a great gift basket from Ben Franklin and THIRD PLACE will receive $20.00 gift certificate! Stop in now to get your pattern because the fair is in July - get your creativity going! To be considerate of 4-H members who REALLY want to go to the State Fair: please discuss with your

family before the County Fair, IF you win a State Fair Trip, “are you going to be able to accept it?”.
