Attention is drawn to the Notice No 772 dated 20.03.2019 vide which the marks of71,912 candidates were declared who appeared for the computer based test /examinationheld on 06 & 07 Oct 2018 and 10,11,14, & 29 Nov 2018 for the post of Assistant Teacher(Primary) in Directorate of Education, GNCTD, Post Code- 89/17. Attention is also drawn tothe Result Notices Nos. 777 dated 22.05.2019, 790 dated 14.08.2019 and 806 dated09.09.2019 vide which results were declared for the post of Assistant Teacher (Primary) inDirectorate of Education, GNCTD, Post Code- 89/17.

2. However, subsequently, on analysis of documents/data collected i.e. BiometricData and Photograph Captured before and after completion of exam etc. at the time ofconduct of examination for Post Code-89/ 17 -Asst. Teacher (Primary) by DSSSB, ithas been found that Ms. Rani, whose details are mentioned in table below, was foundindulging in unfair means, malpractices and criminal activity like Cheating,Impersonation, Forgery, Conspiracy etc. during the above said post code exam:-

3. Further, it is not out of place to mention here that the Candidates appearing invarious examinations being conducted by the DSSSB have repeatedly been warned notto resort to any unfair means/ malpractices and further, that:-

"Any attempt to commit or abet, as the case may be all or any of the actssuch as (i) Impersonating, and (ii)Procuring impersonation by any person,may in addition to render himself/ herself liable to criminal prosecution, beliable:

a) To be disqualified by the Board from the examination for which he/she is a candidate as also from any other examination/ selection of theBoard in which he/ she might have appeared by the final result/selection has not been declared/ made and or

b) To be debarred either permanently or for a specified period from anyexamination held or selection made by them and or,

c) To take disciplinary action if he/she is already in service underGovernment and or,

d) To take any other legal action"

4. Further, attention is drawn to the following prOVISIOnsof the "GeneralInstruction" for candidates for the various post Codes in online, offline & PETexamination:- .1

"If any case of impersonation comes to notice then Overall In-charge & Observershall lodge FIR against both persons i.e. candidates who applied and theimpersonator under relevant sections. These persons shall also be debarred fromappearing in future exams of DSSSB and other Board/ Commissions."

5. Thus, it is clear that the candidate had arranged to have another person takingexaminations in place of her. Thus, the candidate and the impersonator have indulgedin the followingactivities amounting to impersonation:

i) Appearing for examination for another candidate or arranging tohave another person taken an examination for the candidate.

ii) Allowing/Making somebody else to write answers on candidate'sbehalf during examination.

iii) Helping or receiving help from other candidates to impersonate.

Iv) Signing/ getting signed the attendance sheet and otherexamination documents on somebody else's behalf either partiallyor completely.

v) Providing admit card to another person to enable him to appear onbehalf of the candidate.

6. Further, the candidate has also indulged in the act of FORGERYby altering theidentity proof of candidate, admit card etc, and produced these documents to theexamination conducting functionaries with the intent to defraud, as the documentsproduced are materially different from the records available with the DSSSB.

7. Therefore, it is evident that the candidate along with impersonator was activelyinvolved in the crime related to impersonation, cheating, forgery, connivance andconspiracy as specified in Indian Penal Code.

8. In view of the above facts and circumstances, the DSSSB has come to theconclusion that, prima facie, a case of impersonation, cheating, forgery, connivanceand conspiracy is made out against the candidate.

9. The DSSSB adheres to ZERO TOLERANCE POLICY TOWARDS ANYMISCONDUCTby any candidate or any persons. Therefore, in view of the above factsand circumstances, the candidature of Ms Rani D/W /0 Mahender Singh, R/o H.No208 A, VPOTajpurKalan Delhi having Date of Birth : 16/06/1986 bearing Roll No. :120208921621 of Post Code 89/17 is hereby cancelled and the provisionalselection made vide Result Notice No. 777 dated 22.05.2019 of Ms. Rani D/W/oMahender Singh having Date of Birth : 16/06/1986 bearing Roll No. :120208921621 of Post Code 89/17 is hereby rescinded.

This issues with the prior approval of the Competent Authority. il(Dep~secretary)
