This improvement would be triggered when the Dorsey Drive Extension is constructed and prior to any proposed project generated trips, as identified in Table 4.15-12.

If the project sponsor is required to construct the improvement, the project sponsor shall be eligible for fee credits against the traffic impact fees for that improvement that are otherwise levied for the project and to the extent not utilized for fee credits, for reimbursement for that portion of the costs which exceed the project’s proportional fair share cost of the improvement. The determination of allowable credits and/or reimbursements will be made at the time of project approval, development agreement, or tentative subdivision map approval. 4.15-5 - The intersections of Idaho-Maryland Road Require as a condition City Council and Public Draft and incorporate Deny project approval and SR 20-49 Northbound Ramps and the of project approval Works Department condition as part of intersection of Idaho-Maryland Road and Railroad project approval Avenue shall be signalized. Alternative 1: Realigning Idaho-Maryland Road (City Preferred Mitigation): The intersection of Idaho-Maryland Road and Brunswick Road shall be shifted northwards by 200-300 feet, where the intersection would be at the bottom of the sag curve on Idaho- Maryland Road as shown in Figure Z-12 in Appendix K The extension of Dorsey Drive through the project would be realigned to intercept with Idaho-Maryland Road just west of Brunswick Road. A roundabout shall be constructed at the intersection of Idaho-Maryland Road and Brunswick Road at this realigned location, as proposed by the project, some trips would be diverted because of this realignment, but the analysis indicates that the majority of mitigation measures at other intersections would suffice for this condition.

Operating conditions at non-impacted intersections would remain the same. Detail of the analysis for the realignment is included in Appendix K. This mitigation would improve the operation of the intersection to LOS A. The GVTIF has identified improvements at this intersection. Improvement costs over and above the GVTIF estimates shall be funded by the project.

The improvement at the Idaho-Maryland Road/Brunswick Road intersection would be triggered when the proposed project generates 135 or more PM peak hour, as identified in Table 4.15- 12. A trip generation study, which includes all previous phases, shall be submitted with each Tentative Map for the project to determine if the project trip threshold would be exceeded by

development on the lots within the map. If so, construction of the improvements, or bonding, as authorized by the Subdivision Map Act, shall be a condition of approval of the applicable Final Map.

If the project sponsor is required to construct the improvement, the project sponsor shall be eligible for fee credits against the traffic impact fees for that improvement that are otherwise levied for the project and to the extent not utilized for fee credits, for reimbursement for that portion of the costs which exceed the project’s proportional fair share cost of the improvement. The determination of allowable credits and/or reimbursements will be made at the time of project approval, development agreement, or tentative subdivision map approval.

In addition to the installation of a roundabout, additional speed reduction measures shall be implemented on the northbound approach to warn motorists of the intersection control ahead. These could include high visibility traffic signs, flashing beacons, changeable message signs, speed monitoring signs and other measures appropriate to reduce downhill speeds. These additional improvements are not identified in the GVTIF and the project sponsor shall implement the improvements. These improvements would be implemented at the same time the intersection improvement is implemented.

The shift in traffic would cause the Idaho-Maryland Road/Sutton Way intersection to operate at an unacceptable LOS F on the worst approach. As part of the Alternative 1 mitigation, the project sponsor shall improve geometry and install a signal

at the intersection of Sutton Way and Idaho- Maryland Road. The installation of this improvement would mitigate the project impact and improve the overall intersection LOS to A. The improvement would be triggered when the proposed project generates 1,331 or more PM peak hour trips. A trip generation study, which includes all previous phases, shall be submitted with each Tentative Map for the project to determine if the project trip threshold would be exceeded by development on the lots within the map. If so, construction of the improvements, or bonding, as authorized by the Subdivision Map Act, shall be a condition of approval of the applicable Final Map.

If the project sponsor is required to construct the improvement, the project sponsor shall be eligible for fee credits against the traffic impact fees for that improvement that are otherwise levied for the project and to the extent not utilized for fee credits, for reimbursement for that portion of the costs which exceed the project’s proportional fair share cost of the improvement. Alternative 2: Roundabout: A roundabout shall be constructed at the intersection of Idaho-Maryland Road and Brunswick Road. This intersection is located on the downhill slope. The installation of a roundabout has been shown to reduce the number and severity of accidents. This mitigation would improve the operation of the intersection to LOS A. The improvement is identified in the GVTIF.
