Perhaps I could not better convey a correctidea of the condition of Lilihu Street than to men-tion a few circumstances thai have happened inthis portion of the town: 1 have seen two drayscarrying household goods, not heavy loadseilher. obliged to turn around, after going ashort distance up this street, and go by way ofKing, Nuuanu and .Indd streets, bopinir by theincline from the latter to reach their destination,thus proving, in this instance, the truth of thenduge that ihe longest way round, is tbe short-est, way home." I have seen the lute CaptainTute, with shoes in hond and punts rolled knee-hig-
signally fail to reach his family by the road,und was obliged logo ncross-lot- s ; and us he madehis way along, eyeing the road suspiciously, whencompelled to upprouch it, and evidently fearingthat if he ever got into the mud and mire hewould lie inextricably stuck. I nlso observed

Under these circumstances, I think, a little ot thesuperabundance lavished on 'King and Nuunnu,and olhcr streets, whose condition at its worst maycompare favorably with Uliha at Ita best, mightreasonably be expended here.
While other streets have received the benefit ofthe general appropriation for roads, Uliha Streetbas been unearcd for tinea it was first ujiened, ex-
cepting once, 11 I mistake not, and thai was by aal appropriation of the Legislature. Had the
money then set opart for its improvement been judi-ciously used, I have no doubt thai this street at thepresent day w ould be asaxailahlc under hII conditionsof the weather as any other In the city. The aumnf t,000, which was the amount appropriated, waspartly spent for that purpose: ? I. was paid Mr.Holland for grading the street ($iO0 of this amounthe was known to hove said was clear profit), and
that (100 more was spent lor a, plankbridge or two, there still remained a balance ol VV).This last amount, I am told ly reliable parties, waspa.id fur a piece ol coral slouu ground, (which persens can readily see It nearly at tbe foot of Ulihastreet), the stones from which have been used forother localities.
To those wishing to test some of tbe defects enu-
merated uf this street, I would recommend them totak- - a walk on II a day or two after a good softeningshower, and I am sure they will verify the condi-tion of Llllha Street as I have stated.
In closing, let me say, thai as a Hawaiian, it la noeasy matter to gather information as regards "liltletrifles'1 from officials, for that reason I might bepardoned tor quoting from outside parties.

Rule II. Organization of Exhibits. AH Govern-
ments have been invited toappoiut Commissions,
for the purpose of organizing their departments ofthe Exhibition. The Director-Genera- l should be
notified of the appointment of such Foreign s
before January 1, 1875.
Allotment ot space. Full diagrams of the build-
ings and grounds will be furnished to the Foreign
Commissions on or bclore Febiuary 1, 1ST5, indica-
ting the localities to be occupied by each nation,subject, however, to revision and readjustment.
Rule IIL Applications for space. Applicationsfor space and negotiations relative thereto must be
conducted with the Commission of the country towhich the applicant belong.
l'ule IV. Foreign Commissions are requested tonotify the Direct Of--General, not later than May 1,
1S75, whether they desire any iucreaseor diminutionol Ihe space offered them, and the amount.
Rule V. Before December 1, 1S75, the ForeignCommissions must furnish the Director-Genera- withapproximate plans showiug the manner ol allottingthe space assigned to tlietn, and also with lists oftheir exhibitors, and other information necessarylor the preparation of the Official Catalogue.
Custom-hous- regulations. Products broughtinto the United States, at the ports of Boston, NewYork, Philadelphia, Baltimore, Portland, Me., PortHuron, New Orleans, or San Francisco, intendedfor display at the International Exhibition, will beallowed to go forward to the Exhibition buildings,under proper supervision of customs officers, withont examination at such ports of original entry, andal the close of the Exhibition will be allowed to goloward to (be port from which they arc to beexported. No duties will be levied upon suchgoods unless eotered for consumption in the UnitedStates.
Rule VI. Delivery and Removal of goods. Thetransportation, receiving, unpacking, and arrangingof the products for exhibition will be at the expenseof the exhibitor.
