Keynote SpeakerDon Hunt was appointed by Governor John Hickenlooper to serve as the executive director for the Colorado Department of Transportation (CDOT) on January 11, 2011. In this position, Hunt is charged with leading the Department in planning for and addressing Colorado’s transportation needs. Prior to his appointment with CDOT, Hunt spent the past eleven years as the president of the Antero Company. Hunt worked twenty-five years with BRW, Inc., a national transportation and urban development consulting firm, where he was the principal for transportation and urban projects. During the last ten years of his tenure with BRW, Hunt was President and CEO. While there, he served as a transportation team member for the White House Comprehensive Design Plan and Memorial Core Transportation Study in Washington, D.C., and as the chair of the Joint Venture Board for the design of the Salt Lake City light rail system. In Colorado, he was also involved in planning for the redevelopment of the Stapleton International Airport site as well as numerous other public works and infrastructure projects in Denver, Colorado Springs and Arapahoe County. Hunt graduated from the University of Minnesota with dual degrees—a Bachelor of Environmental Science and a Bachelor of Landscape Architecture. He received a Master of City and Regional Planning from Harvard University.General SessionDr. Barbara Jackson is the Director of the Franklin L. Burns School of Real Estate and Construction Management at Daniels College of Business at Denver University. She joined Daniels from California Polytechnic State University, San Luis Obispo, where she was a professor in the College of Architecture and Environmental Design’s Construction Management Department and director of the California Center for Construction Education. Jackson’s professional and academic experience spans real estate development, homebuilding, commercial construction, project management, and facilities management and operations. Jackson has received numerous awards, including the Service Recognition Award from the U.S. Department of State, Bureau of Overseas Building Operations and the Certificate of Appreciation for the South Pacific Division, Regional Business Center, U.S. Army Corps of Engineers.Water/Wastewater Track (Moderator: Justin Whittaker, Filanc) Session 1: Bret Icenogle is the Engineering Section Manager for the Water Quality Control Division at the Colorado Department of Public Health and Environment (CDPHE). He received his BS in Agricultural Engineering and MS in Civil Engineering from the University of Delaware. Bret is a registered professional engineer in California and Colorado. Prior to working for CDPHE for the past 6 years, Bret worked as a water and wastewater consulting engineer for 12 years. As the Engineering Section Manager, Bret’s responsibilities include overseeing site location, design, and alternative technology reviews for public water systems and domestic wastewater treatment works, leading stakeholder processes to draft regulations, policies and guidance documents, supporting technical reviews and prioritizations for the state revolving fund loan process, and responding to emergencies. Michael Beck is the Unit Manager of the Grants and Loans Unit at the Colorado Department of Public Health and Environment, Water Quality Control Division. In his current role, Michael oversees the Unit responsible for all technical functions related to the Water Pollution Control and Drinking Water Revolving Fund programs. In addition, the Grants and Loans Unit also administers a number of other state grant programs to assist with the funding of water and wastewater related activities. Michael holds a Baccalaureate in Industrial Science and a Masters degree in Construction Management from Colorado State University.Session 2: Amy L. Ward is a registered Professional Engineer in the State of Colorado and a Planning Engineer in the Engineering Department at the Metro Wastewater Reclamation District. She has over 15 years of water and wastewater industry experience and has worked as an engineering consultant and as an engineering owner. Amy has a Master’s degree in Environmental Engineering from the South Dakota School of Mines and Technology and a Bachelor’s degree in Civil Engineering from Metropolitan State University of Denver. Michael Gossett has worked in the water industry over the past 25 years on a variety of design and construction projects. His specialization has been in pipeline and wastewater treatment plant design. Additionally, he is experienced in storage tank design, pumping station design, water treatment plant design, fleet fueling center design, site engineering, contract administration, and resident inspection engineering. Mike has built a record of success in all phases of consulting engineering from prospect identification, proposal development, contract negotiation, preliminary design, detailed design, bid phase services and construction contract administration. Richard Bartels is the Water and Wastewater Programs Manager for Colorado Springs Utilities where he has worked since 1995. In his current role as Programs Manager, Mr. Bartels is responsible for the comprehensive programs to systematically inspect, evaluate, prioritize, and rehabilitate or replace the water distribution mains and wastewater collection mains in the Colorado Springs Utilities service area, including stabilizing and protecting sanitary sewers in creek crossings. Mr. Bartels has been a member of the Design Build Institute of America since 2005 and has participated with the DBIA Water/Wastewater Owners Council and in several forums and panel discussions. He has 15 years of project management experience with major capital projects and 12 years experience with Design-Build projects. During his career with Springs Utilities Mr. Bartels has been responsible for the selection and contracting of several Design/Build Contracts for Water and Wastewater projects. Mr. Bartels attended the Colorado School of Mines where he graduated in 1994 with a Bachelor of Science Degree in Engineering. He also holds a Master of Science Degree in Project Management. He sits on the Board of Directors of the Twin Lakes Reservoir and Colorado Canal Companies and is a designated Design Build Professional. Session 3: Justin Whittaker is the Rocky Mountain Region General Manager for J.R. Filanc Construction Company, Inc. He has been in the construction industry for 18 years with a focus on water and wastewater for the last 10 years. Mr. Whittaker has been involved with DBIA for 5 years, currently serving on the Rocky Mountain Region Board and is the founder and head Chair of the Region’s Water/Wastewater Committee. Mark Maxwell has been project manager or engineer on more than 125 water, wastewater, distribution, collection, and financial planning studies, including numerous EPA facility plans and I/I evaluations. He is knowledgeable in regulatory and permitting issues and has managed the planning and design of numerous water and wastewater treatment projects, including pilot plant studies to select among alternative technologies and optimize design parameters. Although he has given a wealth of operational advice, thankfully (for him) he has never had to sign a discharge monitoring report. Mark Henderson is a Senior Review Engineer at the CDPHE Water Quality Control Division. He has been working in the water and wastewater industry for the past 10 years. He has a background in mining reclamation as well as extensive experience in the permitting, design, and construction of water and wastewater treatment plants. Mark has been involved in numerous international development projects and provided civil/environmental consulting and design for projects in countries including Guatemala, Peru, and Jordan. Jim Blankenship is the Principal of JLB Engineering Consultants and the lead engineer. Jim has more than 23 years of Civil Engineering Design, Project Management, and Construction Management for municipal works and private enterprise. Jim has completed many projects of various size, scope and complexity in the Denver Metropolitan area, Colorado’s Front Range and Western Slope, and Los Angeles California Metropolitan area, along with other areas throughout the United States. Jim is a Registered Professional Engineer in the States of California and Colorado. Gary Berngard received his B.S. in general engineering, with an area of specialization in environmental engineering, from the University of Illinois. He has worked in the energy and environmental services industry for the last 35 years and is currently the Manager of Business Development for Honeywell’s performance contracting business in Colorado and the surrounding Mountain States. Gary has extensive experience with design-build solutions for water/wastewater treatment plants and associated collection and distribution systems; process & HVAC engineering; building operations, maintenance & contracted services; comprehensive infrastructure revitalization and life-cycle program management for energy efficiency and renewable energy programs. He has taught and facilitated numerous customer, employee and industry related training sessions.

Technology in the Design-Build Process Track (Moderator: Cliff Bjorgum, CH2MHill)Session 1: Jeanette Popiel is an Industry Specialist at Bluebeam Software. Previously, she spent 6 years with HNTB Architecture during which she led project teams in BIM modeling, design coordination and construction administration for large-scale aviation and sports projects. She currently helps architecture, engineering and construction firms develop digital workflows. Jeanette holds a Bachelor of Architecture from Philadelphia University.Session 2: Greg Gidez is a licensed Architect and Dir. of Preconstruction for Hensel Phelps. Prior to Hensel Phelps Mr. Gidez was a Principal with the architectural firm of Fentress Architects. He has been involved with the design and construction of over $7.5 billion of projects including airports, stadiums, museums, courthouses, and laboratories. As the senior design professional with Hensel Phelps, Mr. Gidez oversees preconstruction services including procurement, design-build, design-assist, and design management. Mr. Gidez oversees the Hensel Phelps Virtual Design and Construction department, advancing the use of technology in design and construction. Mr. Gidez is national speaker on integrated design and construction, and past Chair of the Design Build Institute of America Board of Directors. He serves on the Charles Pankow Foundation board, promoting research in advanced design and construction processes. Greg holds a BA in Business from Rutgers University and a MA of Architecture from the University of Colorado.

Session 3: Rebecca Hathaway, Founder and President of Bridgestar Consulting, brings over 35 years experience in healthcare operational and executive leadership roles. During the last 20+ years she has been involved in master planning, site selection, project planning and management; and design related to operational efficiency. Ms. Hathaway earned her Master’s degree from Saint Louis University and is EDAC certified. Kristin Hill is the President of InsideOut Consulting, Inc. and brings over 30 years experience in the design and construction industry. Kristin worked with Greg Howell, the founder of the Lean Construction Institute and a nationally recognized figure in the development of Lean Construction, to develop and train in the practical applications of Lean philosophy. Kristin has also worked with architectural firms and construction firms on projects ranging in size from several million dollars to $6 billion. Ms. Hillholds a Bachelor’s degree in Architecture with honors from Kent State University. She is an Approved Last Planner® System Coach by Lean Construction Institute, and is a Certified ScrumMaster.

Transportation Track (Moderator: Brad Doyle, Parsons)Session 1: Bob Hays is the Design Manager for the US 36 Express Lanes Project. He has worked for the Colorado Department of Transportation for more than 11 years. The majority of that time was spent in the Boulder CDOT office as a Project Engineer and Resident Engineer. Bob was heavily involved in the procurement effort for both US 36 Phase 1 and Phase 2 projects. Nicholas Farber (Nick) is an Enterprise Specialist at the Colorado Department of Transportation’s High Performance Transportation Enterprise or HPTE. The HPTE was created as a government-owned business by the FASTER legislation of 2009 and, while technically a division of CDOT, is governed by its own Board. It is charged with the responsibility to aggressively pursue innovative ways at financing important transportation infrastructure projects that will improve the safety, capacity, and accessibility of the surface transportation system and will accelerate the economic recovery of the state. At the HPTE Nick manages and supervises the HPTE’s tolling and Public Private Partnership relationships; manages HPTE’s external procurements; and, participates in the development and implementation of financing plans for HPTE projects and Public Private Partnerships. Prior to joining the HPTE, Nick was a Transportation Policy Specialist at the National Conference of State Legislatures where he worked on innovative transportation finance policy for all 50 states and US territories. He received his J.D. from the University Of Denver Sturm College Of Law in 2007, and is licensed to practice law in Colorado. Scott Rees is a Construction Manager for the Colorado Department of Transportation. He has worked for CDOT for more than 17-years. In that time, Scott has worked as an Inspector and Project Engineer in Region 4, and as an Area Engineer at CDOT Headquarters. Scott has been a member of the US36 management team since May of 2011 and is responsible for construction on both phases of the project. Scott served in the US Army from 1989-1992. After his service, he received his bachelor’s degree from Metro State College in 1996, and is a licensed Professional Engineer. Session 2: Matthew Christensen is a 26 year veteran of Kiewit and is currently the VP of Business Development for the Central District office. Mr. Christensen has built infrastructure projects throughout the state which includes Glenwood Canyon, RTD’s Metro Area Connection Light Rail through downtown Denver, E470 and the Jefferson Parkway and TREX. Most recently, Mr. Christensen worked on delivering the I-225 Light Rail unsolicited proposal to fruition for RTD and the City of Aurora. Bob Weber has honed his expertise with the Montana Department of Transportation (MDOT) for 34 years. He began his career with MDOT in 1980 as a Materials Lab Technician, in Billings, MT. Eight years later he became the Materials Laboratory Supervisor in Lewistown, MT. Then, in 1996, Mr. Weber relocated to Helena, MT as Construction Reviewer for MDOT with an emphasis on Materials. Prior to his career with MDOT Mr. Weber worked for a private Consultant Materials Laboratory, specializing in power plants, coal mines, and highways, among others.Session 3: Greg Straight holds a B.S. in Civil Engineering from the University of Wyoming. Greg worked at the Denver International Airport through the design and construction phases of the project staying on as a liaison between the design and construction teams and that of operations and maintenance. For the past 9 years, Greg has worked for the Regional Transportation District expanding their existing Light Rail system and now has a prominent role with the addition of Commuter Rail service to RTD utilizing the innovative P3 delivery method. Greg is the Eagle Project Design-Build Manager responsible for RTD’s future East Rail Line, Gold Line, the first segment of the Northwest Rail, and a new Commuter Rail Maintenance Facility which collectively makes up the EAGLE P3 Project. The EAGLE Project is a first-of-its kind $2.2 billion dollar transit Public Private Partnership project and is scheduled to open in 2016. Ashland Vaughn has a Master of Science degree in Civil Engineering from the University of Colorado and an undergraduate degree in Civil Engineering from Duke University. Richard Clarke is the Assistant General Manager, Capital Programs for the Regional Transportation District (RTD) in Denver. Mr. Clarke is responsible for RTD’s capital program including the FasTracks expansion program. FasTracks is a $7.4 billion, 122 mile fixed guideway program to be completed by 2019. He previously served as RTD’s Project Director for the Transportation Expansion (T-REX) project. T-REX was a $1.7 billion, multi-modal (highway/Light Rail) project that included 19 miles of new LRT and 13 stations. It was completed ahead of schedule and under budget. He has previous transit project experience in Dallas, New York, Boston, Cleveland and Philadelphia. Mr. Clarke has Bachelors and Masters Degrees from the University of Pennsylvania.

He is a DBIA Designated Professional with a passion for fully collaborative project delivery environments. During his 15 years of experience he has amassed a client list which includes projects for Banner Health Systems, University of Colorado Boulder, Lockheed Martin, and the National Renewable Energy Laboratory. Mike Tilbury is a vice president for JE Dunn Construction Company. A LEED Accredited Professional, he recently led the delivery of the LEED Platinum Energy Systems Integration Facility on the NREL campus. Mike’s 19 years of construction experience ranges from federal courthouse construction, mission critical, science and technology laboratories, to large scale multi-unit residential projects to first of its kind research facilities.Session 2: Mr. Thomas has over 28 years of experience in the design and construction industry. During the past 13 years, he has focused on the impact CAD software and design documents have on the construction process. At Swanson Rink, Mr. Thomas is leading Swanson Rink’s initiative to integrate prefabrication into the firm’s design process as well as ensuring the firm’s philosophy of constructible design remains a cornerstone of the firm’s processes. Mr. Thomas graduated from Iowa State University with a degree in Construction Engineering. He currently serves on the Board of Directors for AGC Colorado and is a Board Member for the Specialty Contractors Council.Session 3: Ted Laszlo, GH Phipps Construction Companies. As Project Manager, Ted is an active team member working with the Estimator and Superintendent during the preconstruction and construction phases of the project. He has the ultimate responsibility to the client and GH Phipps for the completion of the project within the allotted time and budget. Ted has 16 years construction experience, 15 with GH Phipps. Ted holds a B.S. In Civil Engineering from University of Colorado. Tal Clark, Associate Vice President – Business Development. Tal is responsible for all aspects of business development for U.S. Engineering’s Rocky Mountain region. He joined the company in 2002 after 17 years as a project engineer and manager in Houston and Seattle. He was named Business Development Manager in 2007 and promoted to his current position in 2009. Throughout his career, Tal has spent time in engineering, estimating, project management, and account management. With this background, he brings a keen knowledge and understanding of mechanical systems balanced with client relations expertise. Tal is a graduate of Texas Tech University, is a LEED® Accredited Professional, and is ASHE-certified in Healthcare Construction. In his spare time, Tal enjoys a variety of activities such as golf, hunting and flying. Jim Dent is a Master Electrician, LEED AP and the Preconstruction Manager at Weifield Group Contracting with over 39 years’ experience in the electrical construction industry. Throughout his tenure he has worked on a broad range of projects including the turbine generator building of a nuclear powerhouse on the Hanford Reservation in Washington, US Government and Xcel projects to high-end condos and exquisite custom homes in Cherry Creek. Jim has become an expert on National Electrical Code issues having taught NEC Code as part of the 2nd year curriculum at the Independent Electrical Contractors (IEC) Apprenticeship Program. Jim was an instructor at IEC for 10 consecutive years and also served as Chairperson of the Apprentice and Training Committee for 10 years. Currently Jim serves as Vice President of the Design Build Institute of America Regional Board and is an active member in United Stated Green Building Council (USGBC). Jim is also currently serving a term on the Colorado State Electrical Board. As Preconstruction Manager for Weifield Group Contracting Jim is responsible for administering design build projects while overseeing all aspects of the Preconstruction Department.
