EU Multiannual Financial Framework 2014-2020

• EU budget 2014-2020 in total 960 mrd €

• Alltogether 997 mrd € (financial framework + external instruments)

• EU budget will decrease first time in the history (-24 mrd €)

• Competiviness, research and innovations policy will increase + 37 %

• Agriculture and structural funds will decrease

• BUT: European Territorial Co-operation will increase

HORIZON 2020

• Largest public innovation programme ever (87 mrd €)

• Seven years 2014-2020

• Supports EU2020 strategy: smart, sustainable and inclusive growth

• Objective: European RDI budget up to 3 % of GDP until 2020

• Combines three current programmes (7FP, CIP, EIT)

• Better connections between research and innovations

• Criteria: quality, not cohesion

HORIZON 2020

Three priorities:

• Excellent science (28 mrd €, 32 %)

• Industrial leadership (20 mrd €, 23 %)

• Societal challenges (36 mrd €, 41 %)

• Others (3 mrd €, 4 %)

HORIZON 2020 - timeline

• January 2013: First Strategic Programme

• February 2013: First meetings of the Horizon 2020 Groups

• April/May 2013: Consultation of the R&I community, including

the Horizon 2020 Advisory Groups

• Summer 2013: Draft first work programme

• Autumn 2013: Inter-service consultation and consultation of

the Member States

• End 2013: Adoption of the work programme and

publication of the calls for applications

Baltic Sea Region Programme 2014+

Baltic Sea Region Programme 2014+ The Programme will (most likely)…

• Continue in similar geographic set-up

• Operate at least within the same budget

• Involve private project partners

• Provide up to 75 % (or more) co-financing on priority axis level

• Explore scope for simplification, esp. regarding eligibility of costs and reporting

Baltic Sea Region Programme 2014+

At the JPC meeting on 27-28 November and TF meeting on 5-6 March the following thematic objectives were approved as priorities for in the programme:

• Strengthening research, technological development and innovation

• Protecting the environment and promoting resource efficiency

• Promoting sustainable transport and removing bottlenecks in key network infrastructures

• Other topics like SME support, low-carbon economy, climate change as well as risk prevention and management will be included in the further development of the above mentioned thematic objectives.

• In addition, proposals related to supporting the implementation of the EU Strategy for the Baltic Sea Region will be further elaborated.

Baltic Sea Region Programme 2014+

Just now under discussion:

• Which type of actions shall be supported within the selected thematic priorities?

• What will be the relation between the future programme and the EU Strategy for the Baltic Sea Region?

• How will Russia and Belarus be involved in the programme?

• By which indicators can results of projects be best measured?

• How to simplify eligibility rules and reporting without risking higher error rates?

Investment priorities, innovations:

• Enhancing research and innovation infrastructure (R&I) and capacities to develop R&I excellence and promoting centres of competence

• Promoting business R&I investment, product and service development, technology transfer, social innovation and public service applications, demand stimulation, networking, clusters and open innovation through smart specialisation

Involvement of private partners

• Regular partners (no lead or sub-partners)

• Focus on SME’s

March 2012 – November 2012 Analysis and fact finding

November 2012 – June 2013 Main programme drafting phase

July – September 2013 Public consultation phase

September – November 2013 Consolidation / finalisation of programme document

End 2013 – early 2014 Submission of programme document
