El futuro próximo de nuestros niños,familias, comunidades y sociedadesdepende de las decisiones que todos

tomamos a diario, pues éstas impactan signifi-cativamente la atmósfera del planeta en el quevivimos. Los estudios científicos señalan con-tundentemente que si no se efectúan cambiosahora en la manera en que consumimos energíay utilizamos los recursos naturales, en un futurocercano la Tierra experimentará una serie decrisis que amenazarán la supervivencia de lamayoría de sus habitantes.

Los padres de familia tienen la oportunidady responsabilidad de servirles de guías y ejem-plos a sus hijos, al tomar medidas como las si-guientes para conservar energía y proteger laatmósfera de nuestro hermoso planeta. (Estasrecomendaciones están basadas en las ofrecidasen el sitio Internet www.energycrisis.org ymencionadas en la película “An InconvenientTruth”).

1. Reemplazar bombillos de luz incandes-centes por fluorescentes (CFL), los cuales usan60% menos energía que los regulares.

2. Ajustar los termostatos 2° más bajos enel invierno y 2° más altos en el verano.

3. Lavar o reemplazar los filtros de la cale-facción y del aire acondicionado. Limpiar unfiltro de aire ahorra 350 libras de bióxido decarbono al año.

4. Instalar termostatos programables. Ajus-tan la calefacción durante la noche y puedenahorrarle hasta $100 al año en su cuenta deelectricidad o gas.

5. Escoja enseres domésticos eficientes.Busque la etiqueta con la estrella de energía.

6. Cubrir el calentador de agua con insula-ción.

7. Usar menos agua caliente. Instalar duchade flujo bajo y lavar la ropa en agua fría o tibia.

8. Tender la ropa a secar en lugar de usarsecadora.

9. Apagar y desconectar los enseres eléctri-cos cuando no están en uso. Gastan energía aúnapagados.

renovables.16. Comprar alimentos cultivados y produ-

cidos en su área.17. Comprar comidas frescas en lugar de

congeladas.18. Patrocinar mercados de agricultores lo-

cales.19. Consumir comida orgánica lo más po-

sible. 20. Sembrar árboles. 21. Evitar productos con muchas envoltu-

ras, los cuales producen mucha basura.22. Consumir o eliminar la carne de la dieta

CA but not Federal Law.

Proposition 20: VOTE YES This removes elected representa-

tives from the process of establishing congressional districts

and transfers that authority to recently authorized 14 member

redistricting commission.

Proposition 21: VOTE YES This establishes $18 annual vehi-

cle license surcharge to help fund state parks and wildlife pro-

grams.

Proposition 22: VOTE YES This prohibits the State from bor-

rowing or taking funds used for transportation, redevelopment,

or local government projects and services.

Proposition 23: VOTE NO If you do not want to suspend im-

plementation of air pollution control law (AB 32) requiring major

sources of emissions to report and reduce greenhouse gas

emissions that cause global warming.

Proposition 24: VOTE NO If you do not want to repeal recent

legislation that would allow businesses to lower their tax liabil-

ity.

Proposition 25: VOTE YES If you want a majority vote on the

state budget.

Proposition 26: VOTE NO If you do not want a two-thirds vote

to raise fees.

Proposition 27: VOTE NO If you do not want to eliminate re-

districting commission.

Vote In Your Own Interests

Many registered voters already received theirpersonal VOTE BY MAIL ballot. So the pollsare open for those voters who have already de-

cided how they will vote on the many issues. Regardless ofwhich issue you focus on, your elected official needs toknow your values and priorities as a constituent. These issuesinclude a) the economy; b) supporting education and train-ing; c) passage of a comprehensive immigration and theDREAM Act. Many major public policy issues exist.

It is highly recommended that each registered voter learnabout all issues before voting in their own interests. Be awarethat much propaganda exists in mainstream media in the

form of polls, projections, opinions, interpretations, etc. Re-main focused on the facts that can be verified. This is thebest information to use along with your own personal valuesbased on reasonable morals and ethics. To work well,democracy requires an informed voter who votes in his/herown interest.

After surveying information presented by League ofWomen Voter’s (non-partisan) and the official informationpresented online by the Registrar of Voters, County of SantaClara, EO makes the following recommendations for yourconsideration:

Child Care/CalworksProgram: Funding

Vetoed

By surprise on Friday, October 8, 2010, during his comple-tion of the 2010-2011 Budget, Governor Schwarzeneggervetoed $256,000,000 from CalWORKs Stage 3 Child Care

Program. This eliminated childcare services for low income workingfamilies receiving Stage 3 funded child care through Santa ClaraCounty Alternative Payment Providers.

The immediate impacts of these cuts will include:

* About 3,000 taxpaying, low income families who are currentlycontributing to the County’s struggling economy will be forced to de-cide between keeping child care or working.

* Approximately 2,000 Santa Clara County Child Care Providersserving Stage 3 Families throughout the county will lose payment forservices. This places their businesses at risk.

* Destroys California’s 15-year investment, which moved familiesfrom welfare to work. This places 60,000 California families on theunemployment and welfare rolls. About 3,000 Santa Clara Countychildren from low income working family homes are left without ac-cess to safe licensed quality childcare.

The massive elimination of childcare services will result also inendangered child safety and lost learning opportunities for those youngchildren who will be dropped from their child care programs beginningNovember 1, 2010.

Child care providers are already struggling with high vacancy ratesdue to the current 11.1 local unemployment Rate in Santa ClaraCounty.

Further, these cuts will have a ripple effect on businesses losingemployees who are working parents because they will be unable towork reliably without child care services.

The State Budget was balanced on the backs of the low-incomeworking class.

SAN JOSE, California .—La FamiliaPayne of San Jose are the recipientsof the 2010 La Familia Award.

Brothers Daniel, Frank, and Ron Payne have acombined 49 years of military service in theUnited States Marine Corps. Additionally,Robert Payne has served as a San Jose PoliceOfficer for 18 years.

The family’s volunteerism includes work-ing with the San Jose GI Forum, American Le-gion, Toys for Tots, The Republican NationalHispanic Association, Girls Scouts of America,Relay for Life and working with at risk youthin local high schools and middles schools.

The 2010 La Familia Award is the highesthonor bestowed by the Hispanic Foundation ofSilicon Valley and it is presented to an entirefamily who has demonstrated exemplary com-mitment and volunteer service to the commu-nity. This year the Hispanic Foundation Boardof Directors decided to also recognize the longtradition of Hispanics serving in the U. S. Mil-itary.

La Familia Payne’s history of service datesback to the 1900’s and the days of Pancho Villawhen Great Grandfather Gaspar Cantu was athree star general in the Mexican Army andfought in the Mexican Revolutionary War. TheCantu family came to the United States in 1952and settled in San Jose where the family con-

tinued its commitment and service to the com-munity.

Daniel Payne enlisted in the United StatesMarine Corps in 1973 and worked as a MissileTechnician with a missile guided system. FrankPayne enlisted in the United States MarineCorps in 1973 serving in both Desert Shield andDesert Storm. Frank’s platoon was in charge inof loading over six war ships with supplies fortroops in the Middle East and was just one ofsix honored for completing their mission in atimely manner.

Ron Payne joined the Marine Corps in1982, reaching the rank of Corporal and receiv-ing an expert shooting badge, he retired afterfour years of service. He is currently a NASAengineer working on some of the country’s topprograms including the Space Shuttle program.

Robert Payne, the youngest of the Paynebrothers, opted to serve and protect the localcommunity through law enforcement. He hasbeen a San Jose Police Officer for the past 18years. He has been recognized by the CHP forhis efforts in locating 32 stolen vehicles, 12 ofwhich were occupied and all 12 suspects werecaptured.

The family will be honored at the 21st An-nual Hispanic Charity Ball, being held on Sat-urday, October 16, 2010, at the San JoseFairmont Hotel.

As an adult, you may know thatlessons learned in high school orcollege can quickly go by the

wayside. Studies have shown that childrenstruggling in school score higher on achieve-ment tests in June than they do at the end ofthe traditional summer break. Even moreconcerning are findings that indicate howthese learning losses can add up with eachpassing year. In fact, by the time they reachmiddle school, some students may experi-ence a 2-year lag in reading achievement.

Even during shorter "breaks," parentsshould stimulate their children's mindsthrough reading and learning games, duringholidays, after school and on weekends. Ex-perts have found that parents who incorpo-rate learning toys and tools into everydayactivities and playtime enable children tohave fun while also learning lessons inphysics, math, spelling and reading.

How Healthy Is Your Child's Packed Lunch?

La Dra. Toni P. Miles, profesora de la Facultad deMedicina de la Universidad de Louisville, y Ro-bert Phillips, experto en políticas de The Califor-nia Endowment, abordan tres de las preguntasmás frecuentes acerca de los beneficios de asis-tencia para adultos mayores en virtud de la Ley deprotección al paciente y atención sanitaria asequi-ble (Patient Protection and Affordable Care Act,en inglés) promulgada en marzo de 2010. 

Pregunta: A muchas perso-nas de la tercera edad lespreocupa que la nueva leyrecorte los beneficios deMedicare y haga más difícilpara los beneficiarios delprograma el acceso a unabuena atención médica.. ¿Esesto verdad?

Respuesta: La ley garantizaque no habrá reducciones delos beneficios de Medicare. Como saben, Medi-care es un programa de seguro médico para perso-nas mayores de 65 años, algunas personasdiscapacitadas menores de 65 años, y personascon enfermedad renal en etapa terminal.  

Pregunta: Muchas personas se preocupan por loque harán si sufren una enfermedad debilitanteque requiera cuidados de larga duración. ¿Po-drán quedarse en casa y ser atendidas allí, enlugar de terminar en una residencia deancianos?

Respuesta: La nueva ley de asistencia médicacrea un nuevo programa de seguro llamado el pro-grama de Apoyo y Servicios de Asistencia paraVivir en la Comunidad (Community Living Assis-tance Services and Support, CLASS, por sus si-glas en inglés). CLASS incrementa sus opcionesa largo plazo para vivir de forma independiente sisufre una discapacidad que reúna los requisitos osi desarrolla una.  Por ejemplo, se puede usar este

seguro para contribuir al pago de cuidados de vidaasistida y modificaciones en la casa.  

A partir de 2012 ó 2013, primero tendrá que ins-cribirse en el programa CLASS. Después de pagarlas primas durante por lo menos cinco años y sa-tisfacer varios requisitos de elegibilidad, ustedserá elegible para recibir los beneficios.  

Pregunta: Muchos de los queestán en Medicare Parte D acabangastando cientos de dólares cadames para pagar sus medicamentosrecetados.  ¿Cómo les afectará lanueva ley a ellos?

Respuesta: La nueva ley cerraráel agujero de la dona, una "inte-rrupción en la cobertura", a la cuala veces se le llama "donut hole" eninglés..

A partir de enero de 2011, las compañías farma-céuticas ofrecerán un descuento del 50 por cientoen medicamentos de marca a beneficiarios con in-gresos medios y bajos que se encuentran en elagujero de la dona. Con el tiempo, el agujero de ladona empezará a reducirse y, finalmente, desapa-recerá por completo en 2020.  

Este año, los beneficiarios de Medicare que alcan-zaron el agujero de la dona recibieron un chequede reembolso de $250 como parte de la nuevaley.

Afew weeks ago, the attempted coup d’etat in Ecuador was de-feated. The same cannot be said for Honduras.

After the country's democratically-elected President Jose Manuel Zelayawas ousted in a June 2009 coup, he was replaced in office by a member ofhis own Liberal Party, Roberto Micheletti. The first successful Latin Amer-ican military coup in decades.

On October 11, Honduran Resistance members spoke about their fightagainst the coup at the San Jose Peace & Justice Center.

"What the media says here and in Honduras, is that in Honduras every-thing is wonderful and nothing is wrong, while the reality of politics is an-other,” said Angel Antonio Jimenez, professor of economics, NacionalPedagogical University Francisco Morazan, San Pedro Sula in Honduras.Jimenez lives in Honduras and is visiting the U.S. in support of the effortsby Frente Resistencia Hondurena de Los Angeles (FRHLA).

The appropriate international attention to Honduras was short-lived, andthough interest in the coup couldn't be avoided for at least a couple of days,it quickly faded away. One reason of why that happened can be given creditto the election of current president Porfirio Lobo. It is assumed that every-thing will get better with him in government, stated Jimenez.

Things have actually got worse and that is evident through the economy.Jimenez remembers when the economy had grown 6% and how it drasticallydropped after the coup. There is a lack of medicine, workers who try tounionize are fired, and people who live in the countryside are also being af-fected.

"We are asking for the return of democracy in Honduras, so that ourcompatriots stop immigrating to countries that exploit them," said CarlosMejia, member of FRHLA. "Because if we have democracy and economicprogress we believe that the real development of the people to stop problemslike that of hunger will only be achieved through solidarity and we need sol-idarity."

Zelaya supporters have kept up their demonstrations to demand his re-turn from exile in the Dominican Republic. On September, 15, over 200,000people marched in San Pedro Sula but faced tear gas attacks. Overall, theResistance is aware of 200 deaths, 8 of which have been journalists and thecountless others that are harassed.

"The repression has been becoming more violent and strong but not onlybecause of the repression or the coup, it's also the arrests and the tortures,"said Antonio. "But in spite of all this, the people are demonstrating greatcourage because they always resist and criticize both the government andask in a systematic way to a possible constitutional foundation for the coun-try."

There is no current mechanism or force to get rid of the people support-ing the coup, but the Resistance doesn’t give up. To help the Resistance,write a letter to government officials in support of re-establishing democracyin Honduras. For more information visit, www.frhla.org.

Aprimeras horas de la mañana muchas perso-nas quieren llegar a tiempo a sus respectivoscentros de trabajo. Otros quieren tener unos

minutos para agarrar un café, lo cierto es que ya se pusoen marcha un servicio rápido y sin paradas que vienedesde el sur de al centro de nuestra ciudad y viceversaen horas de mayor tráfico.

El Santa Clara Valley Transportation Authority(VTA) comenzó un nuevo servicio de tranvía que mejo-rará su viaje significativamente.

Así lo corroboró el Concejal del Distrito 3 y miembrode la Junta Directiva del VTA, Sam Liccardo. “Noshemos basado en los estudios y encuestas trabajadas porlas autoridades de transporte. Esta encuesta se llevó endiferentes idiomas y el público toma este transporte desdeSanta Teresa que no se detiene hasta el centro de la ciu-dad”, dijo Liccardo a EO.

La idea es que muchas personas hagan uso del servi-cio público. Especialmente después de las 7:00 am dondeel tráfico está bastante pesado. La carretera 87 en direc-ción norte en horario matutino está bastante congestio-nada. Sin embargo este servicio llega en minutos alcentro de la ciudad.

El VTA ha establecido tres viajes durante las horaspico de la mañana rumbo al norte, y tres viajes rumbo alsur durante las horas pico de la tarde. Los trenes rápidosrumbo al norte saldrán de la estación de Santa Teresa du-rante la semana laboral desde las 7:16, 7:46 y 8:16 de lamañana. Rumbo al sur el servicio rápido saldrá de la es-tación Baypointe durante la semana laboral desde las4:07, 4:37, y 5:07 de la tarde.

Los trenes pararán en todas las estaciones entre SantaTeresa y Ohlone/Chynoweth, y continuarán sin pararhasta el Convention Center. Desde el Convention Center,los trenes harán todas las paradas hasta llegar a la estaciónde Baypointe.

“Estoy satisfecho que el servicio va directo al centrode la ciudad. Me ahorro unos minutos y es bueno porqueno evito todo el tráfico que hay en la autopista 87”, dijo

cidad de hasta 45 millas por hora mientras pasan las es-taciones sin parar.

El Supervisor del Condado de SantaClara Dave Cortese, anunció elprograma piloto de un sistema elec-

trónico que registrará a nuevos votantes entodo proceso electoral.

El anuncio lo hizo en la Escuela Secunda-ria de Evergreen Valley.

Durante la presentación el Supervisor Cor-tese dialogó con los estudiantes sobre la im-portancia del voto.

Este sistema se ha desarrollado por la com-pañía Verafirma y promete registrar a más vo-tantes de una manera sencilla,segura y menoscostosa para todos los ciudadanos.

EO dialogó con Peter Allen, representantede Verafirma sobre este moderno sistema, elprimero de la nación que se lanza y pretendeayudar a que más votantes se registren en losprocesos electorales.

“Estamos tratando de simplificar todo. Losvotantes tienen que ir a register.verafirma.coma través de un dispositivo móvil como un ce-lular, I-pad, I-phone. Sólo tiene que ingresarsus datos básicos y luego firmar con el sistemade toque que actualmente cuentan muchos te-léfonos. Ya no hay que completar la informa-ción tan larga que regularmente uno tiene quehacer”, dijo el representante de Verafirma.

Este sistema se irá introduciendo poco apoco hasta que los votantes se familiaricen coneste servicio. Las personas que tienen disposi-

El presidente chileno Sebastián Piñera dijo tras culminar el res-cate de los 33 mineros desde el yacimiento San José, en elnorte del país, que los trabajadores dieron un ejemplo de com-

pañerismo, coraje y lealtad.En un diálogo con el último rescatado, el jefe de turno Luis Urzúa,

Piñera señaló que “nos sentimos orgullosos de todos y cada uno de los33 mineros porque nos han dado un ejemplo de compañerismo, de corajey de lealtad”.

El mandatario agradeció a los “miles y miles de personas que traba-jaron incansablemente para que ustedes estén aquí con nosotros”, entrequienes mencionó a los ministros de Minería, Laurence Golborne, y deSalud, Jaime Mañalich, y los jefes de rescate.

El gobernante “recibió el turno” en forma simbólica de manos deUrzúa y lo felicitó porque “cumplió con su deber, saliendo al último,como lo hace siempre un bien capitán”, tras lo cual agradeció a Dios porel rescate realizado en las últimas horas.

Luego cantó, “con el casco en el corazón”, la Canción Nacional deChile y, a los gritos de “¡Viva Chile!”, se abrazó con todas las personasque estaban en la plataforma de rescate a la cual llegaba la cápsula Fénix2.

Con la resolución emitida este día por la juezaVirginia Phillips, se da por terminada una políticaque se había mantenido por 17 años, conocidacomo “Don’t ask, don’t tell” (No preguntes, nodigas), que se aplicaba a las preferencias sexualesen las fuerzas armadas.

El Departamento de Justicia tendrá 60 díaspara apelar la decisión de la jueza, que consideróinconstitucional la disposición después de un jui-cio de dos semanas sin jurado en un tribunal fede-ral de Riverside.

La resolución fue recibida de manera positivay hasta vitoreada por las comunidades de homo-sexuales y lesbianas, así como por organismos de-fensores de los derechos civiles en el país.

En septiembre pasado, Phillips expresó unaresolución que señalaba que la política que prohi-bía el acceso de los homosexuales a las fuerzas ar-madas sólo deterioraba a éstas y violaba la PrimeraEnmienda constitucional.

El film comienza de una manera impactante,con la periodista francesa Marie LeLay (la actrizbelga Cécile de France), una estrella de la televisiónde su país, disfrutando de unas hermosas vacacionesjunto a su pareja en una paradisíaca isla tropical.Mientras está realizando compras en la feria delpueblo, un tsunami impacta contra la costa, derri-bándolo todo a su paso.

El delantero mexicano Giovani Dos San-tos, del equipo Tottenham, podría regre-sar al futbol español luego de darse a

conocer la posibilidad de que sea cedido a Sevilla oVillarreal.

Los equipos interesados en el joven futbolistavan en aumento, luego de que apenas hace unos díasse informó del interés por parte del Inter de Milány Liverpool, de buscar los servicios de “Gio”.

Según información de la Cadena SER, el juga-dor no ha tenido el nivel esperado con los "Spurs",por lo que su regreso a tierra ibérica podría ser unaopción rentable.

La buena actuación que ha tenido con la Selec-ción Mexicana no le ha valido para ser tomado encuenta más seriamente por el entrenador de la es-cuadra británica, Harry Redknapp y, por el contra-rio, el futbolista hasta el momento ha entrado sólode cambio para algunos partidos, agregó el medio.

Michel Platini, presidente de laUnión de Asociaciones deFutbol Europeas (UEFA),

anunció que no se postulará como candidatoa dirigir la Federación Internacional de Fut-bol Asociación (FIFA).

El ex futbolista francés optó por estar almargen de las próximas elecciones para ele-gir al nuevo dirigente del organismo rectordel futbol mundial a celebrarse en junio de2011 en la sede de la FIFA en Zurich, Suiza.

La renuncia del galo para presidir laFIFA aclara más el panorama del actual di-rigente de dicho organismo, el suizo JosephBlatter, quien busca un cuarto periodo demandato.

Según informó el diario francés

“L´Equipe”, Platiní habría llegado a unacuerdo con Blatter para que el helvéticopudiera reelegirse y volver a ocupar el cargoque ostenta desde 1998.

Platini, quien jugó tres mundiales en sucarrera (Argentina 1978, España 1982 yMéxico 1986) fue nombrado consejero es-pecial de Joseph Blatter, a la par de la elec-ción de éste como presidente de la FIFA.

En 2007, Michel Platini se convirtió enPresidente de la UEFA, aparte de ser miem-bro del comité ejecutivo de la FIFA desde2002.

Por su parte, el sur coreano ChungMong Joon, vicepresidente de FIFA, seerige hasta el momento como el único rivalde Joseph Blatter para contender en las elec-ciones de Junio de 2011.
