1.0 Purpose and Objectives The Government of Alberta believes that a strong nonprofit/voluntary sector is vital to enriching

the lives of Albertans by creating welcoming, engaged communities, building a better quality of

life, and strengthening civil society as a whole. The Enhanced Capacity Advancement Program

(ECAP) aims to advance and strengthen the nonprofit/voluntary sector in Alberta by supporting

strong nonprofit capacity building organizations that have a primary mandate and proven ability

to:

build the capacity of other nonprofit organizations in Alberta, and

strengthen and advance the capacity of Alberta’s nonprofit/voluntary sector as a whole*

Therefore, the program outcomes aim to:

increase capacity within capacity building organizations

increase capacity within nonprofit/voluntary sector organizations, and

increase broader nonprofit/voluntary sector capacity

The ECAP defines capacity building as the process of developing the knowledge, skill, and ability

to make and execute decisions in a manner that achieves effective and efficient results at the

individual, organizational, and sector level. Building the capacity of nonprofit leaders and

organizations requires diverse activities that are all designed to enhance an organization’s ability

to achieve its mission and sustain itself over time.

Ongoing strategic investment is required to sustain an effective nonprofit/voluntary sector. The

ECAP provides funding for up to three years to capacity building nonprofit organizations to

enhance their organization, in order to fulfill their mandate to effectively strengthen the broader

nonprofit/voluntary sector. See Section 3.0 for eligibility requirements. Funding through the ECAP

is intended to strengthen the nonprofit/voluntary sector in the following areas of focus:

Strategic Leadership Capacity

Strategic leadership is the ability of organizational leaders, whether volunteers or paid staff, to

inspire, prioritize, provide direction and innovate. Characteristics include, but are not limited to:

An engaged, effective board of directors and senior leadership, that cultivates leadership at

all levels of the organization, and have the skills that the organization requires.

Thorough decision making processes are based on evidence and involve broad participation.

*Programs and services provided by eligible organizations must be intended for any

nonprofit/voluntary sector organization in the community, and may be offered at a local,

regional and/or provincial scale.

A strong alignment between the organization’s purpose, service model, and capacity building

needs of the sector.

Broad and deep connections with and engagement of diverse organizations and

stakeholders.

The ability to leverage capacity, resources, and allies from outside the organization.

Adaptive Capacity

Adaptive capacity is the ability of a nonprofit organization to monitor, assess, and respond to

internal and external change to improve performance, relevance, and impact. Characteristics

include, but are not limited to:

A strong self-awareness and understanding of the strengths and weaknesses of the

organization and its place in the larger context of the sector and the overall community.

A regular assessment of external opportunities and threats that may affect the relevance

and/or power of the organization’s strategy, programs, and services, and financial stability.

The ability to adapt strategy to either initiate change or respond to and manage changes in

their internal and external environment.

The ability to respond to the changing environment of volunteerism, an understanding of the

unique needs of volunteers, and how to effectively engage volunteers for maximum impact.

Experimentation, innovation, learning, and continuous improvement as broadly shared

organizational activities that leads to the creation and implementation of new ideas.

Management Capacity

Management capacity is the ability of a nonprofit organization to ensure the effective and efficient

use of organizational resources, including staff and volunteers. Characteristics include, but are

not limited to:

A strong ability to mobilize the organization’s unique resources (e.g., relationships, money,

influence, skills) beyond the typical community and to many organizations.

Effective financial management and sustainable, diversified revenue.

Comprehensive human resource practices for staff and volunteers including; recruitment,

planning, developing, retaining, and risk management.

Formal systems for obtaining and integrating information from needs assessments,

organizational assessments, program evaluations and other information sources to support

organizational improvement.

Operational/Technical Capacity

Operational/Technical capacity is the ability of a nonprofit organization to implement key

organizational and programmatic functions and deliver capacity building activities to the sector.

Characteristics include, but are not limited to:

The ability to execute and deliver programs, services, resources, and outreach that are

accessible and relevant to the capacity building needs of the sector, including meaningful

engagement of volunteers.

Physical and technological infrastructure that are well tailored to the organization’s current

and anticipated future needs.

The ability to raise awareness about the organization’s programs and services, and

communicate its activities to broad networks and stakeholders in advanced ways.

The ability to manage risk, and to engage proper legal counsel where appropriate.

A plan in place to sustain the organization’s increased capacity beyond the grant term.

Systems Capacity Systems capacity is the ability of organizations to increase the effectiveness of the broader

nonprofit/voluntary sector. Characteristics include, but are not limited to:

The ability to collaborate with other organizations and stakeholders in formal and non-formal

ways to achieve goals and influence outcomes.

Public policy advocacy, which includes framing issues, providing visibility for those issues and

affecting public policy decisions on those issues.

Community advocacy, which includes raising awareness of the value and impact of the

nonprofit/voluntary sector within communities, regions and the province, and strategies to

address sector concerns.

The ability to provide reliable information on the nonprofit/voluntary sector (issues, trends

etc.) to support organizations in making informed strategic and operational decisions.

Conducting research on new and innovative approaches to drive greater efficiency and

effectiveness in the nonprofit/voluntary sector.

Enhanced capacity in the five noted areas of focus, will enable the sector to adapt to change,

execute strategies, and articulate its value and impact.

The ECAP is guided by a set of principles that help in decision-making and administration of all

community grants. These principles are:

Community Driven Public Benefit

Transparency

Accountability

Flexibility

Equality

The ECAP is governed by the terms outlined in the Community Development Grants Regulation,

and is funded by the Government of Alberta.

2.0 Program Overview The ECAP provides funding for up to three years to Alberta-based nonprofit organizations that

provide capacity building activities to strengthen other nonprofit organizations and advance the

sector as a whole. See Section 3.0 for eligibility requirements.

Designed to meet the unique needs of diverse capacity building nonprofit organizations, the

ECAP has a two-level funding system. Eligible capacity building nonprofit organizations may

receive:

Core funding: supports internal capacity building, and invests in the operations and

administration of an organization to further its mission. Funding is determined based on

meeting eligibility requirements outlined in section 3.1, and the internal capacity building

outcomes identified within the four capacity building areas of focus outlined in section 1.0

(excluding systems capacity).

Enhanced Capacity Building funding: supports external capacity building, and invests in a

broad range of activities designed to build the capacity of other nonprofit organizations, and

the sector as a whole. Funding is determined based on the breadth and impact of the

organization’s external capacity building outcomes as identified from all five capacity building

areas of focus outlined in section 1.0.

Additional details of the ECAP are as follows:

Funding Range

Core funding up to a maximum of $75,000, and Enhanced

Capacity Building funding up to a maximum of $150,000, at

a consistent amount for up to three years, depending on

performance

Continued program funding throughout the three-year cycle

is dependent on successfully meeting reporting

requirements

Organizations applying to the ECAP may submit one application at the beginning of the multi-year

funding cycle. Applications will be accepted every three years, with the next intake opening in

October 2022.

Ongoing, shared, and integrated learning is critical to building the capacity of the

nonprofit/voluntary sector. It is expected that successful organizations will provide an investment

of time, in order to collaborate with other recipients throughout the grant cycle. Organizations

must attend an in-person annual collaborative forum to provide updates; share key learnings,

strategies and challenges; and offer support for peer capacity building activities. Organizations

will be expected to use a portion of their grant funding to send a maximum of two representatives

to this forum, and will be responsible for coordinating their own travel. Grant recipients must also

attend online quarterly check-in meetings, and any other convening scheduled during the grant

cycle.

Organizations that are uncertain about the intent and funding conditions of the ECAP program, or

their eligibility for the program, are encouraged to contact ECAP staff at [email protected] or

780-638-3500 prior to applying.

3.0 Eligibility Requirements

3.1 Eligible Organizations

All Stage 1 applications are reviewed to ensure they meet the mandatory eligibility requirements.

To be eligible for the ECAP grant, all of the following criteria must be met.

The applicant must have:

Registration as a nonprofit organization, in good-standing, under one of the following Acts:

- Societies Act - Canada Not-for-profit Corporations Act with a registration in Alberta under the Business

Corporations Act* - Companies Act, Part 9 (Nonprofit Companies) - Special Act of the Alberta Legislature - Part 21 of the Business Corporations Act - Extra-Provincial Corporations*

* Must have an Alberta-based address that is regularly monitored by an active member of the organization.

History of operating in Alberta for at least one year.

A primary mandate and proven ability to:

- build the capacity of other nonprofit organizations in Alberta, and - strengthen and advance the capacity of Alberta’s nonprofit/voluntary sector as a whole

Ability to demonstrate:

- proven ability to deliver on its mandate,

- sufficient community support for its mandate, which includes ongoing financial support

from a range of sources, and

- broad accessibility and use of programs and services.

3.2 Ineligible Organizations and Applicants

ECAP is intended to support organizations with a primary mandate to build the capacity of other

nonprofit organizations, and strengthen the sector as a whole. Therefore, the following are not

eligible for funding under the ECAP:

Organizations that provide direct service to Albertans, as their primary mandate

Organizations that provide funding to other nonprofit organizations, as their primary mandate

Organizations that provide capacity building support to a subsector of the nonprofit/voluntary

sector, as their primary mandate (e.g. social services, arts and culture, sport, environment

etc.)

Organizations that provide capacity building support to a specific demographic, as their

primary mandate (e.g. youth, seniors, newcomers, multicultural communities etc.)

Municipalities

For-profit organizations

Any other organizations not registered under one of the above mentioned Acts

Organizations that have overdue or incomplete accounting/reporting relating to any grant

previously awarded by Alberta Culture, Multiculturalism and Status of Women

Organizations that have grant funding from Community Initiatives Program (CIP) Operating or

CIP Project-based (non-capital) at the time they intend to apply to the ECAP (NOTE: Within

the Community Grants programs, organizations can apply for one capital and one non-capital

grant per government fiscal year - April 1 - March 31)

Individuals

Additional Considerations

Lower priority will be given to organizations that have:

deficit greater than 10% of their operating budget for one of the prior three-years;

any deficit for two of the prior three-years; and/or

a significant amount of core funding from another provincial Ministry, or level of government.

3.3 Eligible Expenses

The ECAP provides ongoing operational funding for the following eligible expenses:

human resources

training

sector services

office operations

advertising, public awareness and marketing

communications

travel and meetings

small capital purchases (e.g. office equipment and furnishings)

community engagements

workshops and conferences

sector research

evaluation

advocacy

costs related to participation in ECAP

other ongoing operating pressures as identified by the applicant

3.4 Ineligible Expenses Funding from the ECAP cannot be used for:

Large capital expenditures

Expenditures for which other grant dollars have been allocated

Flow-through funds to another organization

Retroactive expenses incurred prior to application submission date

4.0 Application Information

4.1 Application Process

The application process includes three stages:

Stage 1: Program Eligibility: - Organizations submit basic information to confirm program eligibility (legally stamped

objects including mandate, financial statement, strategic plan and/or priorities, annual report).

Stage 2: Organizational Assessment: - Eligible organizations moving to Stage 2 must complete an organizational

assessment in order to determine areas of focus for ECAP outcomes development.

Stage 3: Outcomes Development and Submission: - Organizations submit Core and Enhanced funding outcomes and other application

requirements: Core funding: Submit a maximum of three Core funding outcomes to

determine Core funding recommendations. Enhanced funding: Answer questions to demonstrate proven scope and

impact of capacity building work, and submit a maximum of three Enhanced funding outcomes, to determine Enhanced funding recommendations.

Submit grant budget to illustrate how ECAP funding will be spent.

Stage 4: Grant Recommendation and Approval: - Following the application review, funding recommendations are sent for Ministerial

approval.

Stage 5: Grant Agreements: - Following approval, three-year grant agreements are signed, and Core and

Enhanced funding payments are processed.

NOTE: Successful applicants will enter into three-year grant agreements. However, recipients will

be required to satisfy program reporting requirements. Reporting will focus on ongoing progress

and impact related to capacity building outcome measures submitted with the original application.

4.2 Application Procedures The following specifies procedures for submitting an application to the ECAP:

The ECAP Stage 1 application deadline is June 5, 2020. All required materials must be received by the ECAP program office no later than the deadline. Program staff will provide eligible organizations with Stage 2 instructions and the Stage 3 application form.

In order to process applications, the information requested from applicants needs to be fully completed and all questions on the forms must be answered. Applications are fully reviewed against the program criteria and the documentation provided.

Applicants must submit all required documents by the deadline as incomplete applications may be returned. Applicants are encouraged to contact the program office for assistance with completing the application.

It is important that applicants keep a complete copy of their application as organizations may be contacted if further information or clarification is required.

Applicants that have overdue or incomplete accounting/reporting related to funding previously provided through Alberta Culture, Multiculturalism and Status of Women and its agencies will not be considered for new funding until their outstanding accounting and reporting requirements have been adequately addressed. If an applicant has financial reporting due within six months of the application deadline, or is unsure about the impact of any outstanding reporting due to Alberta Culture, Multiculturalism and Status of Women and its agencies, contact program staff before applying.

The Minister of Alberta Culture, Multiculturalism and Status of Women has full discretion

regarding the approval of applications.

4.3 Application Submission Organizations are requested to submit their application electronically to:

[email protected].

If your organization has difficulty submitting an electronic copy please contact the ECAP staff.

5.0 Review and Notification Applications for the ECAP are reviewed collaboratively by appropriate program area representatives within the Ministry of Culture, Multiculturalism and Status of Women. Approximate review and decision-making timelines are as follows:

Stage 1 – Program Eligibility - four weeks

Stage 2 – Organizational Assessment - six weeks

Stages 3-5 – Outcomes development, Recommendation, Approval, and Grant Agreement - twelve weeks

Applicants will receive notification of their progress through Stages 1-5 as appropriate. As the

application deadline is June 5, 2020, final grant decisions, and release of funds will occur in late

fall of 2020. Applicants will receive written notification of the decision regarding their application.

All decisions on grant applications are final, and no appeals will be considered.

6.0 Funding Conditions Applicants that are successful in receiving grant funding must be aware of and observe the following funding conditions:

After the review and approval of an ECAP application: - Program staff will provide a grant funding agreement to the grant recipient. - The grant recipient must sign the formal grant agreement with the Ministry of Culture,

Multiculturalism and Status of Women that outlines the terms and conditions of the grant funding prior to funding being released.

Grant funds must be deposited into an account in accordance with the terms of the grant agreement.

The grant funds must be spent according to approved eligible costs as determined by program staff. Grant funding not used or accounted for in accordance with the approved eligible costs shall be repayable by the grant recipient to the Government of Alberta. Program staff should be contacted for instructions if repayment is required.

Reporting requirements must be submitted as per timelines specified by the program office, unless an extension for a reporting date is approved.

Representatives of the grant recipient must attend an annual collaborative forum to provide updates; share key learnings, strategies and challenges; and offer support for peer capacity building activities. This one-day forum takes place annually in Edmonton. Grant recipients

will be expected to use a portion of their grant funding to send a maximum of two representatives to this forum, and will be responsible for coordinating their own travel. Grant recipients must also attend online quarterly check-in meetings, and any other convening scheduled during the grant cycle.

Grant recipients must ensure that recognition of Government of Alberta funding is clearly noted in publications, website and communication materials provided to stakeholders and the public.

Approval of an ECAP funding application in no way constitutes a commitment to an organization, implicit or otherwise, of longer-term funding by the Government of Alberta. Should the organization require additional grant funding in the future, then a new funding application would need to be submitted for consideration.

6.1 Extensions If the grant recipient anticipates that they will not be able to spend all grant funds within the

allotted time frame, an extension request must be submitted to program staff in writing.

Extension requests for grants must be made a minimum of 30 days in advance of the report due date.

The extension request letter should include:

- the reasons why the grant funds will not be spent within the timeframe;

- a description of what has been accomplished (in order to demonstrate the amount of

progress that has been made); and

- a description of what the remaining funds will be used for, and a reasonable timeline for

completion (including a proposed date that the funds will be spent – year/month/day).

The decision on extension requests will be communicated in writing to the grant recipient by program staff.

6.2 Change of Scope

The grant recipient must notify program staff of any anticipated fundamental change of scope

in the purpose for which the recipient wants to use the grant funds, prior to spending any grant

funds on this new purpose. As a result, the grant recipient may be requested to:

- submit a written request to use the remaining funds for the proposed new purpose, and

only if approved, apply the unexpended funds to this purpose; or

- if the change of scope is not acceptable, submit a cheque made payable to the

Government of Alberta for the remaining unexpended funds once this amount has been

confirmed by program staff. Repayment must be submitted to program staff for processing

and file closure.

The decision on change of scope requests will be communicated in writing to the grant

recipient by designated program staff.

7.0 Impact and Financial Reporting Requirements

Funds must be spent and reporting must be completed and submitted to program staff as

required. Reporting requirements must be satisfied as per timelines specified by the program

office, unless an extension for a reporting date is approved.

Reporting requirements include:

- Financial reporting, along with measureable evidence of progress towards outcomes.

Reporting may be shared publically.

- An audited financial statement, or a review engagement report, prepared by a certified

public accountant licensed to practice in Alberta.

- A summary report that includes a description of the communication opportunities provided

for the Government of Alberta.

Ongoing funding is dependent upon submission of reporting requirements, including an

updated budget, and evidence of performance in meeting the objectives identified in the

original application.

Alberta Culture, Multiculturalism and Status of Women reserves the right to request reporting

at any time.

Recipients must provide access, upon request, to all financial documents or records relative to

all expenses and revenues related to the ECAP grant funding as set out in the agreement.

Recipients shall permit, if requested, the Minister or Minister’s representative, or auditors

engaged by the Minister, to examine during regular business hours, all financial documents,

books and/or records relating to the ECAP funding expenses, as set out in the agreement.

Records should be kept for seven years from the date of the notification letter of file closure

from Program staff.

Any recipient that does not comply with the reporting requirements may be ineligible to receive

additional funding from other Government of Alberta grant programs until acceptable reporting

is provided. A breach of any requirement in the grant agreement may result in the Government

of Alberta pursuing legal action.

If the grant recipient is applying for new ECAP funding, overdue financial reporting relating to

other Alberta Culture, Multiculturalism and Status of Women grants must be provided to

program staff in a satisfactory manner.

8.0 Acknowledgement Standards & Requirements

Recipients of the ECAP funds must acknowledge the Government of Alberta wherever

possible and appropriate.

Acknowledgement, credits, promotion and publicity (written, electronic and verbal)

requirements for ECAP approved grants, are outlined in the formal grant agreement.

The Government of Alberta logo is available upon request and recognition of funding can be

achieved in a variety of ways:

- News release or submitted article to local/regional media

- Social media channels such as Twitter, Facebook, Flickr and blog postings etc.

- Organization’s website or newsletter

- Signage, either temporary or permanent

9.0 Conflict of Interest In addition to complying with the ECAP guidelines and the Community Development Grants

Regulation, an individual affiliated with a grant recipient should not place themselves in an

apparent or actual conflict of interest when using the grant funds. A conflict of interest arises

when a conflict between an individual’s personal interests (what they could gain financially or

otherwise) and their duty to administer the grant funds in an accountable and transparent

manner are in question.

A conflict of interest may be actual or perceived. - Actual conflict exists where an individual’s personal interests could improperly influence the

recipient’s duty to utilize the grant funds in a responsible and accountable manner. For

example, an individual employed by the recipient wants to use the grant funds to rent

space from a private company owned by the individual. An actual conflict of interest exists

because the individual personally benefits from this decision.

- Perceived conflict of interest exists when there is the appearance that an individual has a

private interest that could improperly influence the individual’s duty to act in the best

interests of the grant recipient.

Whether a conflict of interest is categorized as actual or perceived, the individual affiliated with

the grant recipient should avoid placing themselves in a situation where their personal interest

could interfere with their duty to be transparent and accountable with the use of the grant

funds. For example, the individual should ensure that their family members or the businesses

they have an interest in, have no involvement with the work outlined in the agreement and in

no way personally benefit from the Government of Alberta funding that was provided.

As soon as reasonably possible after becoming aware of a personal interest that causes or is

likely to cause a conflict of interest in relation to the use of the grant, the grant recipient must

give notice of the conflict to the Minister. After giving notice of a conflict, the grant recipient

may not commence nor continue the work outlined in the agreement until instructed to do so

by the ECAP program staff. If, in the opinion of the Minister, a conflict of interest warrants such

action, the recipient may be given notice of termination of the agreement and be required to

return the grant funds.

10.0 Freedom of Information and

Protection of Privacy Act The personal information that is provided on the grant application form will be used for the

purpose of administering the ECAP and advising the applicant of grant program updates and

relevant Ministry initiatives. It is collected under the authority of section 33(c) of the Freedom

of Information and Protection of Privacy Act (FOIP Act) and is protected by the privacy

provisions of the FOIP Act.

The FOIP Act applies to any information that is provided to Alberta Culture, Multiculturalism

and Status of Women. This information may be disclosed in response to an access request

under the FOIP Act, subject to any applicable exceptions to disclosure under the FOIP Act.

Please note, once an application has been approved and funding issued to an organization,

the grant recipient, approved expenses, amount funded, community/city, and fiscal year

become a matter of public record. Information on grants awarded by Government of Alberta

organizations to provide information about Ministry initiatives or announcements related to the

following topics:

- Grant program changes, funding announcements and opportunities to provide input/opinion

on programs; and

- Awareness of Ministry resources available to the nonprofit/voluntary sector including

Ministry sector events.

Only authorized contact representatives noted in the grant application may request specific

information about grant applicants from the ECAP office.

support the needs of Alberta’s communities as well as align with best practices in grant

administration.
