2. 104.1 Discuss the responsibilities of the following:

  • Commander in Chief (President) .Head of the Armed Forces as mandated by the Constitution.Responsible for initiating military action in support of our national interests.Can submit to Congress the intent to declare war which Congress must approve in order to actually wage war.
  • Secretary of Defense (SECDEF).Principal defense advisor to the President. Formulation of general defense policy and policy related to DoD.
  • Secretary of the Navy (SECNAV). Maintains the policies and control of DoN organization, admin, operations, and efficiency.
  • Chief of Naval Operations (CNO).Responsible to the SECNAV for the command, utilization of resources, and operating efficiency of the operating forces of the Navy and of the Navy shore activities assigned by the Secretary.
  • Fleet Commander in Charge (CINC).Responsible for the operating forces - ships, crafts classified and organized into command by type which are assigned to their region.(US Fleet Forces Command and Commander Pacific Fleet)
  • Type Commander (TYCOM).Responsible for the ships that make up the operational numbered fleets.

3. 104.2 Discuss the role of the following:

  • Master Chief Petty Officer of the Navy (MCPON).Navys senior enlisted member. Serves as senior enlisted representative of the Navy and as Senior Enlisted Adviser (SEA) to the CNO in all matters pertaining to enlisted personnel and their families.
  • Fleet Master Chief (FLTCM).Principal enlisted advisor to the Fleet CINC (example: the FLTCM for NCTAMS PAC is the CMC at COMNAVCYBERFOR).
  • Force Master Chief (FORCM).Principal enlisted advisers to commanding officers of the Force (example: the FORCM for NCTAMS PAC is the CMC at COMNAVNETWARCOM, and he/she pushes guidance out to the CMCs of the commands under CNNWC). Have the responsibility of keeping the CO and subordinate commands up to date on situations, procedures, and practices that affect the welfare, morale, and well-being of the enlisted crew.
  • Command Master Chief (CMC).Senior Enlisted Adviser to the CO of that unit. Keeps the CO up to date on situations, procedures, and practices that affect the welfare, morale, and well-being of the enlisted crew and their families.

4. 104.3 Define CCRI:

  • DISAs Command Cyber Readiness Inspection
  • Holds commanders accountable for their respective security posture
  • Rigorous grading criteria

5. 104.4 State NAVCYBERFORs role in a CCRI:

  • Enforces DISA CCRI requirements
  • Measures commands security posture by reviewing technology areas, vulnerability scan results, compliance with Joint Task Force - Global Network Operations (JTF-GNO)-issued directives, and non-technical aspects of an information assurance (IA) program (culture, conduct, and capability)

6. 104.5 State the purpose and contents of the following documents:

  • EDVR (Enlisted Distribution Verification Report).A monthly report of an activitys enlisted personnel.This report lists all individuals assigned to the activity and provides the following:
    • Summary of the present and future manning status of the activity
    • Common reference for communicating the activitys manning status between the activity and its manning control authority (MCA).
    • Statement of account for verification by the Personnel and Pay Services Unit Identification Code (PPSUIC) activity.
    • Permanent historical record of the activitys enlisted personnel account.
  • ODCR (Officer Distribution Control Report). Providedto assist administrative Officers in determiningproper actionto take regarding personnel accounting eventswhich occurin the normalcourseof businessat naval activities.
  • AMD.The Activity Manpower Document (AMD) lists in one document all the Requirements and Authorizations in a specific Activity. It also identifies how the Requirements are to be funded.

7. 104.6 State the purpose of the following:

  • Evaluation Report (EVAL).Used as a counseling worksheet.Records are maintained on naval personnel "which reflect their fitness for the service and performance of duties."EVALs are for enlisted personnel.
  • Fitness Report (FITREP).Used as a counseling worksheet.Records are maintained on naval personnel "which reflect their fitness for the service and performance of duties."FITREPs are for officers.
  • Concurrent Report.Concurrent reports provide a record of significant performance in an additional duty (ADDU) or temporary additional duty (TEMADD) status.

8. 104.7 State what is found in the following portions of a service record:

  • Page 2.Dependency application/record of emergency data.
  • Page 4.Navy Occupation/Training and Awards History.
  • SGLI (Service members Group Life Insurance). Low cost life insurance to Uniformed Service Members.
  • Page 13.Administrative Remarks.

9. 104.8 Describe the purpose and categories of a SITREP:

  • OPREP-3 PINNACLE (series).Used to report incidents that are of national-level interest to the National Military Command Center (NMCC).
  • OPREP-3 NAVY BLUE (series).Used to provide the CNO and other naval commanders notification of incidents that are of high Navy, as opposed to nation-level, interest.
  • OPREP-3 NAVY UNIT SITREP (series).Used to inform the operational commander, or appropriate higher authority, of incidents not meeting OPREP-3 NAVY BLUE criteria.

10. 104.9 Discuss the importance of an IG:

  • Conduct, supervise, monitor, and initiate audits, evaluations, and investigations relating to programs and operations of the Department of Defense activities.
  • Provides leadership, coordination and recommends policies for activities which are designed to promote economy, efficiency, and effectiveness in the administration of, and to prevent and detect fraud and abuse in, such programs and operations.

11. 104.10 State the purpose of the Navy Correspondence Manual:

  • Issued to prescribe uniform standards for the management and preparation of correspondence and is applicable to all commands and activities of the Department of the Navy.

12. 104.11 Explain the PTS Program:

  • Perform to Serve (PTS): Long-term, force shaping tool that aids in leveling rating manning between overmanned and undermanned ratings, while managing the quality of reenlistment applicants by controlling the authority for reenlistment.

13. 104.11 List the officer accession programs that are available to enlisted personnel:

  • Seaman to Admiral (STA-21 Program)
  • Limited Duty Officer (LDO)
  • Chief Warrant Officer Program (CWO)
  • Navy Officer Candidate School (OCS)
  • Medical Enlisted Commissioning Program (MECP)
  • Medical Service Corps In-Service Procurement (MSC IPP)

14. 104.13 Explain what the DLPT is:

  • DLPT (Defense Language Proficiency Test): Defense Foreign Language Program that provides determination of the most effective means of fulfilling total Department of Defense (DOD) foreign language training requirements.It prescribes procedures for the submission of foreign language requirements for resident and nonresident foreign language training, and related training support.It also provides for resident, nonresident, and maintenance foreign language training to satisfy valid requirements; and for the improvementof the management and operation of the DFLP throughcontinuing evaluation.

15. 104.14 State the duties and responsibilities of the Command ESO:

  • The Educational Services Officer (ESO) assists the Executive Officer in administering educational programs. The duties and responsibilities are:Supervise the administration and operation of the training office and training aids.Responsible for administrative processing of training quota requests. Direct the command educational program, including encouraging and advising personnel on voluntary programs, processing applications for educational programs, and assisting personnel in obtaining vocational/technical, high school, and college certifications.

16. 104.15 Explain the purpose of the U. S. Navys Drug Screening Program:

  • Provides comprehensive drug abuse prevention and control policy and procedures for all Navy Military personnel, and to establish regulations to enforce that policy.
    • Drug abuse by Navy members can seriously damage their physical and mental health, jeopardize their safety and the safety of others, and can lead to criminal prosecution and discharge under less than honorable conditions. Drug abuse detracts from operational readiness, and is inconsistent with Navy Core Values and initiatives to promote personal excellence and healthy lifestyles among Navy members. It is the goal of the Navy to be free of the effects of drug abuse.

  • Career Development Boards (CDB)
  • Command Sponsorship

  • Sailor Recognition

  • Command Ombudsmen support

18. 104.17 Explain the purpose of the PAO:

  • The Public Affairs Officer (PAO) is responsible for developing a working relationship with reporters and other media representatives, maintaining a robust community relations program, keeping contact with other government agencies, and keeping internal and external publics informed on issues that may affect them.
