The Board accepted the Audit Report for the 2012-2013 fiscal year as presented by the District’s external auditors, HSMC Orizon LLC. The report found “no material weaknesses or deficiencies” in the District’s financial records and proper internal controls are in place. The auditors gave the District the “Highest Unqualified Opinion,” a clean audit. The auditor stated that BPS has been “the most prepared district we have worked with.” This was the first year working with HSMC Orizon LLC. Also to note, BPS used a more accurate cash basis system and will continue implementing a plan for improved safe keeping of the District’s financial records from fire or natural disasters. Superintendent Frank Harwood presented findings of the AdvancEd survey that students, parents and staff participated in this past October. The survey response rates exceeded the AdvancEd requirements of 40% for students (BPS 69%), 20% for parents (BPS 24%), and 60% for staff (BPS 78%). The survey focused on five AdvancEd Standards: Purpose and Direction, Governance and Leadership, Teaching and Assessing for Learning, Resources and Support Systems, and Using Results for Continuous Improvement. The District results for each stakeholder group by standard were shared with the Board. This included the highest and lowest rated items on each standard by group surveyed. These responses will be disaggregated by buildings for discussion and stakeholder involvement. The Board discussed how they could be involved at the building level when the survey results are shared with stakeholders. The Safety and Security Committee has been meeting since August to look at our current policies and practices and how to improve safety and security in the District. Each school also has a safety subcommittee to define their individual needs. The committee discussed three areas they have recommended for implementation: Standard Response Protocol (SRP), Bellevue Public Schools’ Hotline, and going out to bid on the cost of having an intercom system and all doors locked in every building. After discussion, the Board agreed they should move forward on these three areas. Other Board Actions and Reports Laura Johnson will be released from her contract effective May 22, 2014, and Molly Baumert was elected to the certified staff effective November 26, 2013. Michelle Johnson and Kelley Leidenthal were elected to the certified staff for the 2013-14 school year effective January 6, 2014, subject to their release from any contractual agreements with other school districts. Two Board Policies were presented for review and will be acted upon at the January meeting. Revised Board Policy 704.04, Audits, was discussed which eliminates using the modified cash basis for completing audits to any method approved by the Nebraska Department of Education. Our current auditors have recommended we use the cash basis for accounting which is approved by NDE. Board Policy 805.03, Bonding, was recommended for deletion. Bonding for the treasurer is covered in the employee theft coverage the District has under ALICAP for all district employees. Board member Cindy Copich attended a Metro Area Board of Education members meeting. Board Members Nina Wolford, Cindy Copich, and Frank Kumor attended a state conference of the Nebraska Association of School Boards. Board President Wolford attended a state meeting on the future of the State Aid formula, TEEOSA. Cindy Copich and Nina Wolford attended a NASB member meeting with a senator from Central Nebraska. Middle School HAL Students Showcase Their Work Middle School students identified as HighAbilityLearners(HAL)participatedinashowcaseon December 2 at the BPS Welcome Center,during which they shared their first semesterprojects with other HAL students, parents, andteachers. HAL students had the opportunity tochoosefromavarietyofcurriculumtopicsfortheirproject,completein-depthresearchontheissue,andthendisplaytheirunderstandingofthesubjectusing stop motion animation. The projects gavestudents theopportunity todivedeeper into theirparticular interests aswell as complete activitiesthatfocusontheirindividualaffectiveneeds. During the showcase, students were able todisplay completed work in addition to work-in-progressinordertodemonstratetheircontinuouslearningandimprovementthroughoutthesemester.ParentsofHALstudentswereabletobrowseresourcestailoredtogiftedstudentsandinteractwithstudentsattheshowcase,whichHALteachershopewillbecomeasemi-annualevent.AccordingtoAdamLarson,MiddleSchoolHALteacher,andMeganKinen,DistrictK-12HALFacilitator,theHALprogramfocusesonthesocialandemotionalneedsofthestudents,besidesprovidingforstudents’academicneeds. “Althoughtheyareonegroupofstudents,theyareallincrediblyunique,sowefinditcrucialtoemphasizethespecial talentofeachstudentwithin thecurriculum,”saidKinen.“It is important to fosterconnectionsbetweenhomeandschooltoprovidethebestservicesforourstudents,andtheshowcasewastheperfectopportunitytobringfamiliestogethertoshareintheseuniquelearningexperiences.”Larsonadded,“ItwasexcitingforstudentstobeabletoshowoffwhattheyhadbeenworkingoninHALeachweek,anditalsogavestudentsachancetopresentprojectsthatdealwiththesocialandemotionalsideofbeingidentifiedasHAL.” MoreinformationabouttheHALprogramcanbefoundontheBPSwebsitewww.bellevuepublicschools.org underDistrictPrograms.

LeMayandCentralElementary students have spent this holiday seasonparticipating in a community serviceprojecttoprovidechildreninhomelessshelterswithblankets.Thefifthandsixth-gradersspentseveralhourstyingfleeceblanketsbyhand.ThematerialswerepurchasedthroughdonatedfundsfromWal-Mart.LindaWhalen,aBPScounselorwhohasworkedwithOmaha-areashelters,organizedthecommunityserviceproject,nowinitssecondyear.AccordingtoLinda,“Thekidswerereallyexcitedandinterestedinknowingwhotheblanketsweregoingto–itmeantalottothemthattheblanketsweregoingtootherchildrenduringthecoldmonths.”Thisyear’sblanketsarebeingdonatedtoHeartlandFamilyServices.

BPSstudentsfromBellevueandFairviewElementarySchoolscompeted in the Bellevue Robotics Qualifier at Lewis and ClarkMiddle School on Saturday, December 14. Bill Randby, ChiefMeteorologist for KETV Channel 7 News served as this year’scelebrityspeakerandkickedoffthecompetition. Thethemethisyearwas“Nature’sFury”andthestudentteamsworked on creative solutions to aidwith various types of naturaldisastersacrosstheworld. The Fighting Firebirds from Fairview took 1st place in theProjectAwardCategoryoutof25teams.Inadditiontobuildingandprogramming the robots, teams at the robotics tournaments alsohavetocreateasolutiontoaproblemregardingthethemeoftheyear.TheFirebirdsdecidedtotackletheproblemofflooding inSondu,Kenya.They partneredwith a school there (called theSchool ofHope)andeachteammemberhasanePalthattheycommunicatewithonaregularbasis.Usingmostlyrecycledmaterials,theteamcreated awater filtration system that allows flood victims inSondutohaveaccesstofreshdrinkingwaterimmediately. Membersof theFightingFirebirdsareCharlieSims,AllieOtto,DarianDraft,MiaKing,MasonKing,EmmaGage,EvaGorzkiewicz,TyKiviniemi,JacksonBeck,andGrantSchneider.TheteamiscoachedbyGarrettSimsandMichelleBoyce. The Bellevue Elementary Robotics Team earned 1stplaceoverallintheChampionsAward.TheChampionsAwardrecognizesateamthatembodiestheFirstLegoLeague(FLL)experiencebyfullyembracingtheCoreValueswhileachievingexcellence and innovation in both the Robot Game andProject.BellevueElementaryscoredthesecondhighestscoreof theday in theRobotGameout of 23 teams,and sharedtheirinnovativesolutiontohelpcheckandmaintainleveesthatprotectagainstfloods. Members of the Bellevue Elementary Robotics Team are Dylan Araujo, Luke Bartlett, Kekoa Chai, ColtInselman,SyndeyKeith,NolanLausterer,GarrettParker,AshleighRagone,MaggieScott,andAJTaylor.TheteamiscoachedbyDarinToelleandTimKruger. February 2, 1917 - December 12, 2013 Before joining the Bellevue Public Schools onAugust25,1970,BenSysloretiredfromtheUnitedStatesArmyandAirForceafter28yearsofserviceincluding66bombingmissionsoverEuropeduringWorld War II. Syslo then completed a masters’degree in secondary education and taught hisentiresecondcareerasasocialstudies teacheratBellevueEastbeforehissecondretirementonJune5,1981.MemorialsmaybesenttotheArchdioceseSeminarianFund.

State Board Of EducationSelects New Commissioner

NebraskanativeMatthewBlomstedt,Ph.D., fromCentral City, was unanimously approved to replaceretired Nebraska State Education CommissionerRogerBreed. Dr. Blomstedt currently serves as the ExecutiveDirector of the Nebraska Educational Service UnitCoordinating Council. He previously served as thefirstfull-timeExecutiveDirectoroftheNebraskaRuralCommunitySchoolsAssociation,aresearchanalystfortheEducationCommitteeoftheNebraskaLegislatureandhasworked inavarietyofpolicy research rolesoverthepast16years.Duringthistime,Dr.Blomstedtworked closely with policy makers, school districtofficials, and numerous educational stakeholdersacrossNebraska. In 2001, hewas appointed to theNebraska School Finance Review Committee as aschoolfinanceexpertandservedinanumberofothereducational advisory capacities in state governmentandhighereducation.Dr.Blomstedthasnotservedasapublicschoolteacheroradministrator. Dr. Blomstedt earned a Ph.D. in EducationalLeadershipandHigherEducationfromtheUniversityofNebraska-LincolnaswellasaMaster’sDegreeinCommunity and Regional Planning and a BachelorofArtsinPoliticalSciencealsofromtheUniversityofNebraska-Lincoln. Blomstedt’s comments: “I want everyone tofeel as passionate about education as I do.” Hebelieves educational changes should be made “inan incremental fashion”andparticipantsshould “getsignificantbuy-in.”
