Board of EducationThe seven-member Board of Education is elected
by the registered voters of the district . Board members serve for three-year terms without pay and are responsible under state law for establishing the policies governing the operation of the East Meadow Schools .
Communications Meetings of the Board of Education begin at 7 p .m . The Board provides opportunities for members of the audience to speak at these meetings . Persons following protocol may address the Board by making statements, requesting information, and presenting particular viewpoints . The public is invited to attend all meetings on those dates listed on the calendar pages . The Board of Education may schedule additional public meetings as necessary on topics of importance, including those related to instruction and budget .
Work Sessions of the Board are held each month . Pursuant to the New York State Open Meetings Law, the public is invited to attend work sessions of the Board except on those occasions when matters concerning legal, personnel, acquisition, sale or lease of property, and particular matters of finance are scheduled for discussion . These areas are considered by the Board in executive sessions . The Board of Education values input from members of the public and welcomes attendance at all business meetings of the Board . However, public comments regarding staff or other personnel matters, collective bargaining issues, pending legal matters, and particular in-process items of finance are not subjects for public comment or discussion . The Board of Education welcomes input on these issues in written form .
Residents who wish to attend School Board work sessions are advised to call the Secretary to the Board at 876-7516 .

Did You Know?Last year second grade students at Barnum Woods celebrated Famous Americans through an interdisciplinary living history project. Each student was responsible for selecting a prominent American figure to research and study. The culminating activities included a celebration of these important individuals in our country’s history via class presentations and the annual Famous Americans Parade where students appeared as historical figures for their peers.

McVey students participated in the annual American Heart Association’s Jump Rope for Heart. Students at each grade level gathered in the gym to take part in jumping, hopping, and dancing activities while learning about the benefits of exercise and good nutrition. When all donations were collected, the students were the top fundraisers in Nassau County, raising more than $20,000 for the event.

The W.T. Clarke High School marching band performed in the Washington, D.C. National Cherry Blossom Festival Parade. Spectators gathered in the streets to see giant colorful helium balloons, intricate floats, celebrity entertainers and performers, and marching bands from across the country parade down Constitution Avenue in honor of the nation’s greatest springtime celebration.

Hundreds of guests viewed student work, including drawings, paintings, graphic art, architecture, and carpentry projects. The event made for a festive celebration of student talent throughout the district.

SCREENING NEW ENTRANTSThe New York State Education Department mandates that students who enter
a school in New York State for the first time must be screened . The purpose of screening is to identify students who may demonstrate an educational disability or who may demonstrate potential for giftedness . Screening is not to be viewed as an in-depth method of assessing development; rather, it is a quick method of assessing a student’s overall performance and should indicate whether or not an in-depth evaluation is necessary . Based upon the results of screening, students who are in need of further evaluation will be referred to appropriate school and/or medical personnel, following notification to parents .
KINDERGARTEN A child will be eligible for entrance into kindergarten in September
if he or she will have attained the age of five on or before the following December 1 . No child will be enrolled in kindergarten after September 30, unless the family has just moved into the East Meadow School District . Kindergarten registration will be ongoing for the month of March and will be held at the Leon J. Campo Salisbury Center. For more information, please contact the elementary school your child will be attending or visit the district website .
STUDENT REGISTRATIONStudents register into the district through a central registration process .
The Registrar’s Office is located in the Leon J . Campo Salisbury Center . All registration requirements can be found on the district website . Pre-Kindergarten is for those children who will turn five by December 1, 2017 . Registration is conducted in the month of January . Dates and times are to be determined by the school (please refer to the calendar grids for these dates) . Registration forms can be obtained in advance by contacting the main office of your child’s elementary school or downloading them from the district website .

HEALTH SERVICESThe Health Service staff consists of a school physician and school nurses . An
annual medical and dental examination is recommended for every student . All new entrants, as well as all students in grades 2, 4, 7, and 10 are required to have a physical exam per state mandate . If the family doctor performs the physical and dental exam, it should be after June 1 . Health records must be returned to the school nurse by October 14, since the school physician begins examinations immediately thereafter . New York State and the East Meadow School District require that, in order to remain in school, all children receive these physicals . The annual dental examination must be performed by the family dentist . Dental record cards should be returned as soon as the work is completed .
School nurses are responsible for the first aid care of school children who are injured or become ill while under school supervision . Responsibility for providing medical care beyond first aid is the obligation of the parent or legal guardian .
Since no care beyond first aid can be given, it is VERY IMPORTANT that we know the home telephone number, parent’s business telephone number, a neighbor’s telephone number, and the name and telephone number of the family doctor.
Dispensing internal medicine by nurses, including aspirin, is prohibited . Medication prescribed by a physician, including prescription and nonprescription drugs, may be dispensed by the school nurse with a written statement from the professional stating the name of the medication, the dosage, and the dispensing interval . Self-medication release forms require a physician’s signature for any medication .
SPECIAL EDUCATIONThe district operates a comprehensive special education program which
consists of several options along a continuum of services, including general education class placement with supportive services, resource room, and special class placement . upon recommendation of the District Committee on Special Education, school-aged children may be placed in a special district program, in a special education program in a neighboring district, or in a special school outside the district . upon recommendation of the District Committee on Preschool Special Education, three- and four-year-old resident children suspected of having disabilities may receive evaluations and be placed in appropriate preschool programs or may receive special support services .
Any parent who believes that his/her child (age birth through 21) may have a disability should contact the Office of Special Education/Pupil Personnel Services for program information and assistance .

HOME INSTRUCTIONStudents attending the East Meadow union Free School District will be provided
home tutoring when a doctor indicates that it is probable the student will be absent for more than 20 consecutive days, and the student can benefit from this service in the judgment of the school administration . Eligibility will be reviewed periodically . In certain instances, the opinion of the school physician may be requested to confirm the pupil’s health status . Contact the child’s counselor or building principal to be considered for home instruction .

SCHOOL AGE CHILD CARE (SACC)The SACC program is a licensed self-supporting before- and after-school program
for elementary school children, offered in cooperation with SCOPE Education Services . The goal of the program is to provide quality child care in a supervised setting before and after the school day . Children have a choice of indoor and outdoor activities which may include sports, arts and crafts, story-time, music, games, and homework . SCOPE staff members are chosen based on their child care skills and professional credentials . There is a ratio of one staff member for every 10 children . Each elementary school will have a SACC center when a minimum of 25 children are enrolled . No transportation is provided . Parents must bring their children to the “before-school program” and pick their children up at the conclusion of the “after-school program .” The program will be conducted mornings from 7-9:20 a .m . and afternoons from 3:20-6:30 p .m . CONTINUING EDUCATIONThe East Meadow Board of Education sponsors a program of adult learning
experiences in our district schools . It is a diversified education program which includes many course offerings .
Residents of the East Meadow School District will receive a postcard in the mail late summer and another in the spring indicating that course offerings will be available on the Continuing Education website link . In addition, hard copies of the catalogues will be available in each of the school district buildings and the East Meadow Public Library . after Wednesday, September 7, 2016 .East Meadow senior residents, age 60 and over, will receive a tuition reduction of

PROJECT ACCESSProject ACCESS (A Community Committed to Educating Students for Success) is a
subcommittee of the PTA Curriculum Council, which sponsors educational workshops for parents throughout the school year . The main goal is to provide parents with hands-on strategies that they can use to help their children achieve the highest level of academic success . ACCESS is a cooperative effort among the district administration, teachers, and parents .

PESTICIDE SPRAYING For several years, the district has been involved in an Integrated Pest Management
(IPM) program in accordance with New York State Education Department regulations . The Pesticide Notification Law requires the district to form a registry of any student, parent, or staff member who wishes to receive written notification 48 hours prior to a regulated pesticide application . Individuals may request that their names be added to the school registry at any time during the school year . Please be aware that in a case of emergency, we may not be able to provide 48-hour notice .

PUBLIC NOTICE OF ASBESTOS MANAGEMENT PLAN

INSTRUCTION ON DAYS OF RELIGIOUS OBSERVANCE
Days designated by the Board of Education will serve as the basis for this policy .1 . A full day of instruction will be scheduled on these days as long as a substantial
number of students are present .2 . Any student who is absent for a religious observance on a day designated as
such will be given the opportunity to make up any missed work/tests upon his/her return .
3 . It will continue to be the responsibility of the teacher to provide reasonable opportunities for all students to make up work missed because of excused absences .
This policy is designed to assure instructional opportunity for all students . It will be the responsibility of the building principal to assist the teacher in determining what constitutes substantial student absence and also to provide maximum make-up opportunities for all incidences of excused absences for religious observance .
WEATHER ALERTOn occasions when schools will not be in session as a result of unusual
weather conditions, parents will be notified of school closings as a result of inclement weather via a telephone call through Blackboard Connect . Parents are not required to call the school . You may also call the district’s information hotline at 228-5232, and then dial 1 . Announcements will be posted on the district website and on the following radio stations, beginning as early as 6:30 a .m .:

EMERGENCY CLOSING DAYS Should it become necessary to make up additional days of instruction lost to days
of school closings, make-up days may be taken from school recesses .
TRANSPORTATIONSection 3635 of New York State Education Law mandates that transportation be
provided for pupils in grades K-8 who live more than two miles, but not more than 15 miles, from the school they legally attend . Pupils in grades 9-12 who live more than three miles, but not more than 15 miles, from the school they legally attend are entitled to transportation .
Transportation for lesser or greater distances may be provided by a vote of the district . The voters of the East Meadow School District have authorized a more liberal policy . The general policy regarding provision of transportation for school children in the East Meadow School District is as follows: K-5, over one-half mile; grades 6-8, over one mile; and grades 9-12, over one-and-one-half miles .
This policy is applicable to public schools and to non-public schools situated up to 17 miles from a pupil’s residence . Parents of children attending non-public schools are required by law every year to file a formal request for transportation for their children, prior to April 1 preceding the school year involved . A separate request form must be submitted to the Transportation Department for each child to be transported .
The Commissioner of Education has held that while public school districts are obligated to provide late bus service to non-public schools in an equitable fashion to the public schools, the Commissioner has also ruled that a district is not required to provide late bus service for individual students or for small groups of students, when equitably applied . Each district is responsible for administratively determining its own threshold as to the number of students . The East Meadow District utilizes 10 transported students per school as the number needed for determining late bus provision . This threshold number of 10 transported students has been consistently applied .
With the exception of students with disabilities, distance is the sole determinant of lawful eligibility for transportation . The District utilized a survey company to produce maps that determined distance/eligibility . If a parent questions the ineligibility of a student for transportation, a request can be made of the route determining the ineligibility by contacting the Transportation Department . Distance will then be
measured via the nearest available route from the crosswalk at the home of the pupil to the nearest access onto school grounds, utilizing a school district vehicle equipped with a special survey odometer . Measurements are conducted on public thoroughfares .
Where a request for transportation is based on a medical condition, consideration is based on the nature and severity of the medical concern . Parents seeking a medical bus pass should apply to the school nurse at the school which the student attends .
Though not required by law, the district advocates the use of seatbelts on all regular school buses . We urge parents to encourage their children to buckle up while riding the school bus .

MOTORISTS MUST STOP FOR BUSES!Motorists passing school buses are the second leading cause of student
transportation fatalities . It is illegal - and very dangerous - to pass a stopped school bus when the large red lights located at the top of the bus are flashing . Flashing red lights mean the bus is picking up or dropping off students . Flashing yellow lights mean the bus is preparing to stop, and serve to warn motorists to slow down .
Motorists must stop for buses flashing their red lights, whether traveling on single or multilane roadways, when approaching the bus from either the front or the rear . Once stopped for a school bus, motorists may not drive again until the red lights stop flashing or until the bus driver or a traffic officer waves the motorist on . This law applies on all roadways in New York State . Motorists must stop for school buses even if they are on the opposite side of a divided highway . Watch out for children along the side of the road . Drive slowly until you have passed them . Fines for passing a stopped school bus begin at $250 . Multiple violations can lead to license revocation .

STUDENT ACCIDENT INSURANCEThe Board of Education maintains a program of accident insurance
covering all enrolled students in the district . This program is intended to take care of most medical expenses arising from injuries incurred during school-approved activities .
The school coverage is in excess of any hospital or surgical coverage carried by the family . Such personal insurance must pay the limit provided, after which the school policy will reimburse the family in accordance with the indemnity schedule .
ExclusionsNo benefits shall be provided for:
1 . Cosmetic surgery, sickness, disease, orthodontia treatment 2 . Chiropractic treatment 3 . Self-inflicted injuries 4 . Injuries resulting from fighting with other students
SPECIAL STUDENT ACCIDENT INSURANCE RE SERVE
The Board of Education has approved a program designed to supplement the Benefit Plan as follows:
1 . The claim is to be submitted to the parent’s insurance carrier for review and payment .
2 . If there are remaining unpaid balances, the claim is then to be processed under the terms of the plan .
3 . If the claim has only been partially paid after steps one and two have been completed, the claim is to be submitted with appropriate documentation to the school district for review . The district shall reimburse, subject to a $100 deductible, up to the maximum payment . Only claims which involve injuries to students participating in approved school activities may be considered under this supplemental program .
If a child is injured during a school activity, the nurse will furnish full information about coverage and claim procedures . The accident must be reported to the nurse within 15 days .
TAX CODEThe IRS Tax Code for East Meadow residents to include in filing annual tax
returns is 162 .
PET PROHIBITIONNotice to Residents: In the interest of the health and safety of our
children; dogs, cats, and other household pets are prohibited from school property . This policy will be strictly enforced by the Nassau County Police Department .
HoME-ScHooL connEctionThe East Meadow School District is committed to promoting a
positive home-school connection . In order to facilitate a respectful, open communication, we ask that you start at the building level and address your suggestions or concerns to the staff member closest to the situation, as that person will usually have the most information .
At times, additional building administrators or directors may be required to resolve specific situations . After you have utilized the building protocol, please call the appropriate central office administrator who will assist you . The district encourages questions from parents and residents regarding school matters .

titLE 45Consistent with Title 45, the East Meadow School District will provide,
release, or publish information pertaining to students as may be appropriate under the circumstances . Parents or legal guardians who do not want the district to release information must make a specific request in writing to the Superintendent of Schools . unless objection to any of the specific items in the following “Directory Information” is submitted in writing by parents, legal guardians, or those students over the age of 18 years, the East Meadow School District herewith gives notice of intention to provide, release, or publish in the district newsletter or bulletins; the district website; school or student newspapers; magazines; yearbooks or other publications; daily or weekly newspapers; athletic programs; musical, theatrical, or award programs; news releases, videos, and school-related organizations, any or all of the following directory information pertaining to students as may be appropriate under the circumstances: the student’s name, photograph, date of birth, parents’ names, address, telephone number, date and place of recognized activities and sports, weight and height of members of athletic teams, dates of attendance, grade in school, immunization status, degrees and awards received; and the most recent previous educational agency or institution attended by the student .
under the regulations of this act, parents, guardians, or students over the age of 18 who do not desire the release of any of the above directory information must make a specific request in writing to the Superintendent . Failure to make such a request shall be deemed consent to release, provide, or publish the directory information during the remainder of the school year .
STUDENT ATTENDANCEThe Board of Education recognizes that regular school attendance is a major
component of academic success and an integral part of the student’s ability to meet New York State’s academic standards . To this end, the East Meadow Schools have specific expectations for school attendance, which are available through the main office in each of the school buildings .

PARENTS’ AND STUDENTS’ RIGHTSFederal law requires that you be informed of your rights under the Family
Educational Rights and Privacy Act (FERPA) of 1974 .Parents of a student under the age of 18 or students 18 and older have the right
to inspect and review any and all official records, files, and data directly related to their child or themselves, including all material that is incorporated into the cumulative record folder and intended for school use or to be available to parties outside the school system . These materials include, but are not necessarily limited to, identifying data, academic work completed, level of achievement (grades, standardized test scores), attendance data, scores on standardized intelligence, aptitude, and psychological tests, interest inventory results, health data, family background information, teacher or counselor ratings or observations, and verified reports of serious or recurrent behavioral problems .
A parent of a student under 18 years of age or a student 18 and older may make a written request for access to school records to the Superintendent of Schools . Arrangements will be made for access to such records within a reasonable period of time, but no more than 45 days after the request has been received .
Parents and students over the age of 18 are also entitled to a hearing to challenge the content of school records to ensure that they are not inaccurate, misleading, or otherwise in violation of the privacy or other rights of students . Questions regarding the procedure to be followed should be directed to the Superintendent’s office .
Student records and any information contained therein which is personally identifiable are confidential and may not be released or made available to persons other than parents or students without the written consent of the parent or student (if over the age of 18) . Exceptions to this law include school employees and officials and certain state and federal officials who have a legitimate educational need for access to such records .
CODES OF CONDUCTThe Board of Education of the East Meadow Schools is committed to providing
a safe and orderly school environment where students may be educated without disruption or interference . Our schools have a longstanding set of expectations for conduct on school property and at school functions . Specific expectations are outlined in the East Meadow School District’s Codes of Conduct, which are available through the main office of each of the school buildings and on the district website .
DRUG-FREE ZONES.
SUBSTANCE ABUSE POLICY
The East Meadow Public Schools recognize the need to maintain preventive programs in the area of drug and alcohol abuse education which will utilize all school and community resources . When evidence of drug or alcohol abuse is recognized, the policy of the East Meadow District is based on the following premises:A. If a student is suspected of drug or
alcohol involvement, the school’s primary responsibility is to inform the parents and/or guardians .
B. Within the framework of the law, an attempt will be made to protect the relationship of the student in his peer group and with the professional staff .
C. The appropriate law enforcement agencies will be notified of suspected student involvement in the sale of drugs and narcotics . In cases involving student use or possession, the principal will notify appropriate law enforcement agencies .
Guidelines for Suspected UsersA. Pupils who exhibit symptoms of being under
the influence of drugs, narcotics, or alcohol while in school, or by their own admission reveal that they are under the influence of drugs, narcotics, or alcohol, shall be seen by the school nurse . The student’s emotional and physical state shall be evaluated by the school nurse, who will consult with the school administration for possible follow-up . The
parents will be notified and the case treated as any other emergency .
B. In the event that a search of facilities is warranted in the judgment of a school administrator, the lockers, closets, desks, and similar areas under control of the school may be inspected by a school administrator and a witness at any time . Where the school administrator has reason to believe that an individual student possesses drugs or hypodermic instruments on his/her person, the search shall be completed by the administrator and observed by a witness .
C. In the event that a student is removed from the school by the parent/guardian or by emergency procedure for suspected drug or alcohol-related reasons, a physician’s statement indicating that the student is fit to return shall be presented to the administration before the student may be readmitted .
D. A conference of the parents, administrators, and pupil personnel team will be held and a mutually agreed-upon program of counseling and referral will be established for the student upon reentry to school .
Possession or Sale of DrugsA. School employees who apprehend individuals
in the possession or sale of dangerous drugs while in the school or on school grounds shall take the individual to the principal’s office . The principal will contact the parents and the police so that due process of law can be pursued .1. As defined in Section 330 of the New York
State Penal Law, “sale” is defined as to sell, exchange, give or dispose to another, or to offer or agree to do the same .
2. As defined in the New York State Penal Law, dangerous drugs include:
a . Narcotic drugs (e .g ., heroin, morphine, opium, any opium derivative, cocaine)
b . Depressants (barbiturates) c. Stimulants (amphetamines) d . Hallucinogenic drugs (e .g ., LSD,
marijuana, STP, DMT, peyote) B. The principal of the school may detain the
student until the police arrive .C. Readmission to the regular school program
will be determined as a result of a conference involving parent, student, administrator, and a pupil personnel team designed to protect the interests of the pupil, school, and society .

The East Meadow Council of PTAs is comprised of nine local member units . Its purpose is to promote the conference, leadership training, and coordination of efforts of the local PTAs . The council brings the power of united planning and efforts to solve communitywide problems affecting children and youth .
The voting body of the council consists of its executive board, the president of each member unit, and nine delegates from each unit, selected according to unit bylaws . The voting body also includes one immediate past president of council and the teacher representative to council .
As a member of the PTA, one belongs to a nationwide democratic, voluntary organization (the National Congress of Parents and Teachers) that centers its whole interest on the welfare and education of children and youth .
The LOCAL uNIT PTA serves the individual school and cooperates with the local school staff in solving any problem within the school . The PTA assists in building positive relations between home and school .

REGISTRATION AND VOTING INFORMATION
The East Meadow Board of Education has adopted procedures for permanent personal registration in accordance with New York State law . This means anyone who voted in a school, state, or national election during the four years prior to the pending election can vote without re-registering . Since voter registration cards will not be sent, residents are urged to register if they have not voted in the last four years .
Absentee voting for the school budget and the election of School Board members is permitted under state law . Residents who wish to obtain absentee ballots may do so by contacting the District Clerk at 478-5746 .
In order to be a qualified voter, one must be: • 18 years of age or older • A citizen of the United States • A resident of the East Meadow School District for 30 days prior to
the election • Registered with either the nassau county Board of Elections or the
East Meadow School District
Note: Registration dates and times will be announced through local press releases and in Steps to Learning .

SECURITY HOTLINEThe East Meadow School District maintains a security patrol which provides surveillance of the district’s buildings and grounds . If residents observe
any suspicious activity on school property or around school buildings, they can report these activities to security by calling 852-7414 or 852-7415. All calls will be kept confidential .

Absence NotificationIt is essential that school authorities know when a child is to be absent from school .
Per our attendance policy, each school has installed a recording machine to take absence notification messages . If your child is going to be absent, please call one of the numbers listed below between 4 p .m . and 8 a .m . on weekdays, and any time on weekends . Parents are urged to be certain their emergency telephone numbers are on file with the school nurse . upon returning to school, written documentation explaining the absence is required . When a student is absent for 20 or more days (for non-medical reasons), the parent/guardian must re-register the student at the registrar’s office upon return .

Through their Pumpkin for a Dollar fundraiser, Barnum Woods Elementary School’s student council raised $650 to support the March of Dimes Campaign for Healthier Babies.
Each year the district hosts a Braille Challenge for visually impaired students across the region. The Braille Challenge, a program developed by the Braille Institute of America, was designed to motivate school-aged visually impaired or blind children to continue their study of Braille.
The East Meadow Kiwanis Club sponsors a Terrific Kids program through the district, where students in sixth, seventh, and eighth grade are recognized for their positive attitude, good character, and responsible citizenship.
