Arising from ORA appeals, to allow the

uniqueness dining experience. URA led an Inter-

agency taskforce to review this issue to:

• Strike a balance to safeguard public safety and

amenity, while allowing limited ORAs

• formulate clear guidelines to better manage ORAs

ORA GUIDELINES

Pre-requisite 1. A clear path from the exit staircase

discharge point to the external space shall

be maintained.

2. Open-flame cooking shall not be allowed

in ORA, except those open to the sky.

3. For buildings which are installed with

sprinkler system, the sprinkler protection

shall be extended to cover the ORAs.

4. Unit must comply with fire code

requirement

5. ORA shall remain open sided.

Conclusion

With this guideline, we can allow some

outdoor dining and at the same time not

compromising fire safety and enabling us

to get rid of the current bad practices
