Equipment Manufacturer or their Authorized Distributors for the above work at Plot No. 82, Sec
18, Gurgaon, Haryana as per following details:

1) The tender document can be obtained from the office of STC Plot No. 82, Sec 18, Gurgaon,
Haryana payment of Rs. 500/- (non-refundable) in favour of Union Bank of India payable at
Gurgaon and should be submitted in original, duly stamped, signed and sealed in the same
office. The tender information can be downloaded from Bank’s website
www.unionbankofindia.co.in or www.tenders.gov.in. Bank reserves the right to change the
date, timings mentioned above or elsewhere in the tender document, which will be
communicated by placing the same as corrigendum under tender section on Bank’s website.
Bidders should check the Bank’s website before the submission of Tender document for the
corrigendum, if any.
2) The item rates under the contract include for full, final & entire completion of all works in all
respects described in contract. Contractor must quote item rates for all the items of work.
Tenders will be opened in the presence of contracting agencies or their authorized
representatives.
3) Tenders are to be submitted in one sealed envelope cover duly super scribed “Tender for
the Work of SITC of 500 KVA Distribution transformer at STC, Gurgaon” and put in the
Tender Box kept on at STC Gurgaon.
4) The tenderer must use only the tender forms issued for the purpose to fill in the rates.
Intimation of tender quoted by letter, telegrams / telex will not be acceptable.
5) Tenderers are advised not to make any alteration/modification in the tender documents,
Item of work or in any respect whatsoever. Violation of this requirement will make the
tender liable for rejection.
6) In case of postal delivery, the tenderer has to ensure that tender is reached before the due
date and time. The bank will not be responsible for damage in the transit and delay of
receipt of tender, if any or sent by a special messenger. Tender received late shall be
rejected.
7) Every page of the tender documents should be signed by the person or persons submitting
the tender in token of his/their having acquainted himself/themselves with the General and
Special Conditions of Contract, Specifications etc., as laid down. Any tender with any of the
documents not so signed will be subjected to rejection.
8) No consideration will be given to a tender received after the time stipulated above and no
extension will be allowed for submission of the tender.
9) The Union Bank of India shall not be bound to accept the lowest tender and reserves the
right to accept or reject any or all the tenders without assigning any reason whatsoever.
10) This notice inviting tenders, the conditions of tender and the duly completed form of tender
etc., will form part of the Agreement to be executed by the successful tenderer with the
bank.

11) Bidders are advised not to make any alteration/modification in the tender document, item
of work or in any respect whatsoever. Violation of this requirement will make the tender
liable for rejection.
12) This notice inviting tender, the conditions of tender, the duly completed form of tender,
corrigendum if any issued etc. will form part of the Agreement to be executed by the
successful bidders with the Bank.
13) For queries and clarification regarding the tender, it is advisable to participate in Pre-Bid
meeting and seek clarification. Post pre-bid meeting and release of pre-bid clarifications, no
further queries or changes will be entertained.

Incomplete information may lead to non-selection. All Bids must be accompanied by EMD

INSTRUCTION WITH REGARD TO SUBMISSION OF TENDER
1) Rates should be quoted both in figures and words in columns specified. All erasures and
alterations made while initials of the tenderer must attest filling the tender. Overwriting
of figures is not permitted. Failure to comply with either of these conditions will render
the tender invalid and it will be the option of Union Bank of India to accept or reject the
tender. No request of any change in rate or conditions after opening of the tender will be
entertained.
2) In the case of figures, the word “Rs.” should be written before the figures of rupees and
the word `P' written after the decimal figures e.g. `. 3.25 P. In the case of words, the word
Rupee should similarly precede and the words "Paise only" should be written at the end,
closely following each the percentage rate. The word "only" should not be written in the
next line unless the rate quoted is in whole Rupees closely followed by the word "only":
The amount should invariably be upto two decimal places.
3) The different Schedules should be filled as follows:
(a) The “Rate" Column wherever applicable to be legibly filled in ink in both figures and
words.
(b) The "Amount" Column also to be legibly filled in ink in both figures and words.
(c) All corrections to be initialed.
(d) No over writing is allowed.
(e) The figure of percentage of rate shall be legibly filled in ink in both figure and
Words.
4) Errors in the bill of quantities shall be dealt with in the following manner.
a. In the event of any discrepancy between the rates quoted in words and the
rates in figures the former shall prevail.
b. In the event of an error occurring in the amount column of the bills of quantities
as a result of the wrong extension of the unit rate and the quantity, the unit rate
shall be regarded, as firm and extension shall be amended on the basis of the
rates.
c. All the errors in totaling in the amount column and in carrying forward the totals
shall be corrected.
5) The tender shall be signed and dated at all places provided therein. Also all pages,
drawings and corrections / alterations shall be initialed. The tender submitted on behalf
of a firm shall be signed by all the partners of the firm or by a partner who has the
necessary authority on behalf of the firm to enter into the proposed contract. Otherwise
Union Bank of India may reject the tender.
6) The time allowed for completion of works is 30 days from the date of commencement of
the work is reckoned from the tenth day from the date of issue of Work order after

acceptance of Letter of Intent and signing of agreement with the Bank. Time shall be
considered the essence of contract.
7) Every tender shall be accompanied by earnest money of Rs. 12000/- (Rupees Twelve
Thousands only) by way of Demand Draft/Pay Order only favoring UNION BANK OF INDIA,
payable at Gurgaon. Tender submitted without earnest money shall be summarily
rejected. The contractor whose tender is accepted will have to deposit as initial security
deposit a further sum to make up 2% of the value of the accepted tender including the
earnest money. The initial security deposit will have to be made within 14 days from the
date of acceptance of tender, failing which the Bank at his discretion may revoke the
letter of acceptance and forfeit the earnest money deposit furnished along with the
tender.
8) The Earnest Money will be retained in the case of the successful tenderer as part of the
security for due fulfillment of the Contract. No interest shall be paid on this deposit.
Failure to enter into the Contract agreement within the stipulated time of 15 days from
the date of acceptance of work order shall entail the forfeiture of the Earnest money
Deposit. The Earnest money of unsuccessful tenderers will be released after issue of work
order, without any interest.
9) The tenderer shall submit his tender after carefully examining the whole of the tender
document and the terms and conditions of contract, the drawings and specifications, the
schedule of quantities etc., and also after examining the site and conditions prevailing in
and around site.
10) The Bank does not bind himself to accept the lowest or any tender and reserve to
themselves the right of accepting the whole or any part of the tender and tenderer is
bound to perform the same at the rates quoted. The Bank will not be bound to accept the
lowest tender and reserves the right to accept or reject any or the entire tender without
assigning any reasons whatsoever. The work may also be divided among the contracting
agencies depending on the exigencies of the bank.
11) Tenders shall remain valid for a period of 90 days from the date of opening of the tender
which period may be extended by mutual agreement and the tenderer shall not cancel or
withdraw the tender during the initial validity period of 90 days.
12) The successful tenderer shall be bound to implement the Contract and mobilize and sign
specified agreements within 7 days from the date of acceptance of Letter of Intent.
13) Tenderers must include in their rates, GST and any other tax & duty or other levy by the
central and state government applicable on the date of submitting tender. Due to
change in taxes structure by orders from Central Govt. / State Govt. after opening of
tenders shall be reimbursed to the contractor as per actual and upon verifying the proof
of having made the payment.

14) This contract shall be an item rate contract. The Contractor shall be paid for actual
quantity of work done, as measured at site including any deviation plus or minus. The
rate of any non-schedule items of work shall be decided as mentioned in the conditions
of contract.
15) No correspondence will be entertained in respect of this tender other than any
clarifications strictly pertaining to this tender.
16) The tender price quoted by a tenderer shall be kept strictly confidential and shall not be
divulged to any other party even approximately before the time limit for delivery of
tender. The only exception be for obtaining an insurance quotation, you may give your
insurance company or agent any essential information they ask for, so long as it is done in
strict confidence. No information about other's tender price should be obtained and no
arrangement with any one else should be made whether or not he submit the tender.
17) Tenderer should sign at the end of every page prior to submitting the tender.
18) Conditional tenders will be summarily rejected.
22) COMPLETION PERIOD OF THE PROJECT WILL BE 30 DAYS.
Progress chart linked up with completion period to be counted from 10th

Sir,
We have read and examined the complete set of tender document. We are well aware and
familiar with Dakshin Haryana Bijli Vitran Nigam, Schedule of Rates (latest) and their
specifications, Dakshin Haryana Bijli Vitran Nigam Specification, BIS publication and National
Building code, Indian Electricity Rules latest which shall apply to this contract to supplement any
missing details in this contract in order of preference.
Further to the above, we have visited and examined the site of the proposed works and have
acquired the requisite information relating thereto as affecting the tender invited by Bank.
1. We agree that any other terms or conditions of contract or any general reservation which
may be printed on any correspondence emanating from us in connection with this tender or
with any contract resulting from this tender shall not be applicable to this tender or to the
contract.
2. We have obeyed the rules about confidentiality of tenders and will continue to do so as long
as they apply.
3. We are enclosing along with our tender an earnest money of Rs. 12000/- (Rupees Twelve
Thousands only) favoring Union Bank of India, payable at Gurgaon (Pay Order No.-------
dated ----------- drawn on ----------------------). We hereby agree that this sum shall be forfeited
by Union Bank of India in the event of our tender being accepted and if we fail to execute
the contract when called upon to do so.
4. Subject to and in accordance with paragraphs 3 & 4 above and the terms and conditions
contained or referred to in the documents listed in paragraph 1, we agree and offer to
execute all the Works referred to in the said documents upon the terms and conditions
contained or referred to therein and to carry out such deviations as may be ordered to be
valued as per the conditions of contract.
5. We undertake to complete and deliver the whole of the works within a period i.e. 30 DAYS
as specified in the contract and further confirm that the time allowed for completion is
adequate. Time allowed for completion of entire job or part job assigned shall be reckoned
from the tenth day of the date of acceptance of work order. We shall be under the

obligation to pay the sum as stated in the contract for every day that the works shall remain
incomplete, damages as compensation subject to the conditions of contract relating to
extension of time.
6. We hereby agree that unless & until a formal agreement is prepared & executed in
accordance with the Articles of agreement, this tender together with your acceptance
thereof, shall constitute a binding contract between us.
7. We agree to pay initial security deposit of 2% (including Earnest Money) of the contract
amount by way of DD/PO in favour of UNION BANK OF INDIA, payable at Gurugram. This
amount shall be released after completion of work.
8. We further agree for a deduction of 5% from the running bill as retention money payable
after 36 months of defect liability period. No interest will be paid on this amount. However,
this amount may be release by Bank on submission of performance Bank Guarantee of
equivalent amount and period.
9. Validity of the tender is 120 days from the date of opening of tender or it may be beyond
120 days if mutually accepted.
10. The bank is at liberty to accept or reject any tender, without assigning any reasons
whatsoever.
11. We are aware that the quantities of work indicated in the bill of quantities are approximate,
may vary to any extent, even it may be omitted; we will not have any claim of any kind
against the bank.
12. We have visited the site and seen the existing transformer and ready to take in buyback.

ADDITIONAL CONDITIONS
1. Tenderer to inspect Site: The tenderer shall visit and examine the installation site and
satisfy himself as to the nature of the existing roads or other means of communications,
the character of the soil and the excavation, the extent of magnitude of the work and
facilities for obtaining material and shall obtain generally his own information on all
matters affecting the execution of the work. No extra charges made in consequence of
any misunderstanding or incorrect information on any of these points or on grounds of
insufficient description will be allowed. All expenses incurred by the contractor in
connection with obtaining information for submitting this tender including his visits to
the site or efforts in compiling the tender shall be borne by the Tenderer and no claim
for reimbursement thereof shall be entertained.
2. Access to Site: The tenderer is to include in his rates for forming access to the Site with
all temporary roads gangways required for the works.
3. Cost of transporting: The tenderer shall allow in his cost for all transporting, unloading
stacking and storing or supplies of goods and materials for this work on the site and in
the places approved from time to time by the Bank. The tenderer shall allow in his price
for transport of all materials controlled or otherwise to the site.
4. Materials, Workmanship & Samples: Materials shall be of approved quality and the best
of their kind available and shall generally conform to I.S. Specifications, The Contractor
shall order all the materials required for the execution of work as early as necessary and
ensure that such materials are on site well ahead of requirement for use in the work.
The work-involved calls for high standard of workmanship combined with speed and to
the entire satisfaction of the Bank.
5. Testing of work and material: The contractors will have to carryout testing of the
material at regular interval to proof quality, soundness and efficiency of the material.
Expenditure required for testing and transportations shall be borne by the tenderer.
Cost of testing and transport will be borne by contractors.
Any other materials will be tested by contractors at his own cost as per the
instruction of Bank and Bank from time to time.
If after any such test the work or portion of works is found in the opinion of the Bank to
be defective or unsound, the contractor shall pull down and re-do the same at his own
cost. Defective materials shall immediately be removed from the site.
6. Foremen and Tradesmen: All tradesmen shall be experienced men properly equipped
with suitable tools for carrying out the work in a first class manner and where the Bank
deemed necessary, the contractor shall provide any such tools, special or ordinary which
are considered necessary for carrying out the work in a proper manner.

All such tradesmen shall work under an experienced and properly trained foremen, who
shall be capable executing work and the contractor shall also comply with other
conditions set out in Clause 9 of the conditions of the contract.
7. Clearing of Site: The contractor shall after completion of the work clear the site of all the
debris and left over materials at his own expense to the entire satisfaction of the Bank
and Municipal or other public authorities.
The whole of the work shall be thoroughly inspected by the contractor and all
deficiencies and defects put right. On completion of such inspection, the contractor shall
inform the Bank in writing that he has finished the work and it is ready for the Bank
inspection.
8. Vouchers: The contractor shall furnish the Bank with vouchers on request, to prove that
the materials are as specified and to indicate the rates at which the materials are
purchased in orders to work out the rate analysis of the non-tender items which he may
be called upon to carry thereafter.
1. COMPLETENESS OF TENDER: -
All sundry fittings, assemblies, accessories, hardware items, foundation bolts,
termination lugs for electrical connections as required, and all other sundry items which
are useful and necessary for proper assembly and efficient working of the various
components of the work shall be deemed to have been included in the tender, whether
such items are specifically mentioned in the tender documents or not.
2. RATES: -
The rates tendered shall be for complete items of work inclusive of Cost of material,
erection, connection, testing, labour, supervision, tool & plants, storage, contingencies,
breakage, wastage, execution at any level & height, all taxes (including works contract
tax, if any), duties, and levies etc. and all charges for items contingent to the work, such
as, packing, forwarding, insurance, freight and delivery at site for the materials to be
supplied by the contractor.
3. All the above work shall be complete in all respects up to the satisfaction of Bank as per
the details mentioned in BOQ (Bill of Quantity).
Unless and otherwise mentioned in the tender documents the following scope of works
shall be done by the contractor, and therefore their cost shall be deemed to be included
in their tendered cost:
a) Furnishing of all labour, skilled and unskilled, supervisory and administrative personnel,
erection tools and tackles, testing equipment, implements, supplies, consumables like
welding rods and gas, oil and grease, cleaning fluids, insulating tape, anti corrosive
paints, jute cotton waste etc., and hardware for timely and efficient execution of the
erection work.

b) Transport vehicles necessary for efficient transportation of equipment from Owner's
stores to site of erection and excess materials back to owner's stores.
c) Complete assembly, erection and connection, testing and commissioning, putting into
successful and satisfactory commercial operations of above equipment.
d) The items of work to be performed on all equipment and materials shall include but not
limited to the following:
(i) Receiving, unloading and transportation at site. (To Owner or Contractor's
stores and from their upto actual place of erection).
(ii) Opening, inspecting and reporting all damages and short supply items.
(iii) Arranging to repair and/or re-order all damaged and short supply items.
(iv) Storing at site with suitable all weather protection.
(v) Assemblies, erection and complete Installation.
(vi) Final check-up, testing and commissioning in presence of Owner's
representative.
(vii) Obtaining Owner's written acceptance of satisfactory performance.
4. PRICES
a) The price quoted for supply items shall include all packing, GST and other taxes /
Octroi, Works Contract tax, insurance, freight, transportation, loading/ unloading,
handling & all other charges.
b) The price quoted for erection & commissioning shall include cost of all
consumables, taxes & duties. (if any). No additional taxes/duties shall be payable.
c) Prices quoted shall be firm and no variation shall be allowed during contract
period.
5. ELECTRIC POWER SUPPLY AND WATER SUPPLY: -
Power supply and water supply as may be required shall be arranged by the Bank for
installation and testing of the equipment’s at the site of work.
6. PROVISIONS AGAINST ACCIDENTS AND SAFETY MEASURES
a) All safety rules and codes as applicable to work including rules applicable as per factory
inspector shall be followed during execution of above work.
b) All safety appliances and protective devices including hand gloves, aprons, helmets,
shields, goggles, safety belts etc. shall be provided by Contractor for his personnel.
c) The Contractor shall arrange to provide guards and prominent display caution notices if
access to any equipment / area is considered unsafe and hazardous.
7. SPECIFICATIONS
In the absence of specifications for any work or materials, relevant Indian Standard
Specifications shall be applicable. If such codes for a particular subject have not been

framed, the decision of the Employer / Bank will be final and binding.
8. VARIATION IN QUANTITY
a) The Owner shall have right to delete or increase / decrease quantity specified in this
specification as specified in preamble to Bill of Materials.
b) Quantities indicated in Bill of Materials are based on engineering status of the project as
on date. It is necessary that the contractor before procurement of material carry out
proper engineering.
c) For procurement of any material & sequential delivery at site from point of view of
erection etc. Contractor shall take prior approval from the employer.
d) All left over material for which payment has been made, has to be taken back by the
contractor. This amount will not be claimed by the contractor while submitting the bill.
9. SITE VISIT
It is recommended that contractor shall visit site before submission of his offer. Time
and date shall be fixed with employer.
10. TOOLS FOR HANDLING AND ERECTION: -
All tools and tackles required for handling of equipment and materials at site of work as
well as for their assembly and erection and also necessary test instruments shall be the
responsibility of the contractor.
11. CO-ORDINATION WITH OTHER AGENCY: -
The contractor shall co-ordinate with all other agencies viz. state electricity board etc., if
any for timely completion of work
12. CARE OF BUILDINGS: -
Care shall be taken by the contractor to avoid damage to the building during execution
of his part of the work. He shall be responsible for repairing all damages and restoring
the same to their original finish at his cost. He shall also remove at his cost all unwanted
and waste materials arising out of his work from the site, from time to time as designed
by the Engineer-in-charge.
13. STRUCTURAL ALTERATIONS TO BUILDINGS: -
i. No structural member in the building shall be damaged / altered, without prior
approval from the competent authority.
ii. Structural provisions like openings, cutouts if any, provided by the department
for the work, shall be used. Where these require modifications, or where fresh
provisions are required to be made, such contingent works shall be carried out
by the contractor at his cost.

iii. All such openings in floors provided by the department shall be closed by the
contractor after installing the cables/conduits/rising mains etc. as the case may
be, by any suitable means as approved by the Engineer-in-charge without any
extra payment.
14. WORK IN OCCUPIED BUILDINGS: -
i. When work is executed in occupied buildings, there should be minimum of
inconvenience to the occupants. The work shall be programmed in consultation
with the Engineer-in-charge and the occupying department. If so required, the
work may have to be done even before and after working hours.
ii. The contractor shall be responsible to abide by the regulations or restrictions set
in regard to entry into, and movement within the premises.
iii. The contractor shall not tamper with any of the existing installations including
their switching operations or connections there to without specific approval
from the Engineer-in-charge.
15. STATUTORY REGULATION AND APPROVALS: -
All electrical works shall be carried out only by those Contractors who are licensed by
the concerned local authorities to execute this type of work. Only government approved
electrical contractor shall execute the job.
16. STANDARDS AND CODE OF PRACTICE: -
The work shall be carried out as per the enclosed Specifications of work and the
construction drawings to be issued from time to time. These specifications shall be read
in conjunction with National Building Code, National Electrical Code 1985, Relevant
Codes of Practices and Standards as issued by ISI and Indian Electricity Rules, CPWD
specifications for electrical works (all with the latest amendments). The installation shall
confirm in all respects to Indian Standard code of Practices. Following BIS codes shall be
referred –
a) National Electrical Code
b) IS: 694 – 1977: PVC insulated cables for working voltage up to and including 1100
volts
c) IS: 732 -1989: Electrical wiring installation
d) IS: 1225 -1938: Installation and Maintenance of power Cables up to and including 33
KV Rating
e) IS: 1554: PVC insulated heavy-duty electrical cables.
f) IS: 1860: Installation operation and maintenance of passenger and goods elevator.
g) IS: 2309 -1989: Protection of building and allied structures against lightning.
h) IS: 3043 -1987: Earthing
i) IS: 3646 (Part-1) -1992: Interior Illumination
j) IS: 3661 (Part-2) -1967: Current rating for cable
k) IS: 3661 (Part-5) -1968: Current rating for cable

17. MATERIAL SAMPLES AND SHOP DRAWINGS: -
It shall also be the responsibility of the Contractor to submit without any extra charge
the samples of the materials/equipment as and when asked by the Engineer in charge. If
the Contractor wishes to use an alternative make due to non-availability of the approved
one, he should take the prior approval of the Bank. Under such situations the Contractor
shall show such promptness as not to hamper the progress of the work.
The Contractor shall submit to Bank for approval the drawings at approved scale
indicating the custom built equipment, L.T. Panels, run of cables and conduits he
proposes to install.
18. TESTING AND COMMISSIONING: -
The Contractor shall be responsible for testing and commissioning the equipment
supplied with entire electrical installation described in these specifications and relevant
IS specifications and will demonstrate the operation of the systems to the entire
satisfaction of the Bank/Bank and to the Client approval.
19. GUARANTEE
At the close of work and before issue of final certificate of completion by Bank, the
contractor shall furnish a written guarantee indemnifying the owner against defective
materials and workmanship for a minimum period of 1 year after commissioning. The
contractor shall hold himself fully responsible for reinstallation or replacement of
defective material free of cost to the Bank.
20. DEFECTS AFTER COMPLETION
The contractor shall make good at his own cost and to the satisfactions of the Bank all
defects or faults, which may appear within 12 months after completion of the work. In
default the Bank may employ and pay other persons to amend and make good such
damages, losses and expenses consequent thereon or incidental there to shall be made
good and borne by the contractor and such damages, loss and expenses shall be
recoverable from him by the Bank or may be deducted by the Bank, in lieu of such
amending and making good by the contractor, deduct from any amount due to the
contractor, a sum equivalent to the cost of amending such work and in the event of the
amount retained being insufficient, recover that from the contractor from the amount
retained as retention money together with any expenses the Bank may have incurred in
connection therewith.

21. INSPECTION
All equipment/material covered under this specification is liable for inspection by the
Bank/ its representative. The contractor shall furnish data sheets & other details.
Additional information, if desired by the bidder can also be furnished separately.
22. PAYMENT TERMS: -
a) No advance payment will be given against the subject work.
b) 80% against the total contract value after successful installation, testing &
commissioning as per tender BOQ.
c) 20% of the total contract value against submission of handover documents, virtual
completion certificate, providing training to client staff, completion certificate and Bank
Gurantee of equivalent amount valid till expiry of defects liability period of 1 year.
d) Period of honoring the final bill will be one month
e) Retention money / Security deposit @ 5% of final bill amount shall be retained by the
bank until completion of defect liability period of 1 year. No interest shall be applicable
on the retention money / Security deposit.

It is the responsibility of the bidder / supplier to make necessary visiting arrangement of the
officials from the Bank to check / ensure the various technical tests to be conducted by the
Manufacturer while manufacturing as well as pre dispatch of the transformer which is to be
supplied.
4.0 DESIGN CRITERIA
4.1 GENERAL
a) The equipment shall be used in high voltage system having characteristics as listed in
this specification.
b) The equipment shall be installed in a hot, dusty, humid and tropical atmosphere.
c) There shall be no radio interference when the equipment are operated at maximum
service voltage.
d) The max. temp. in any part of the equipment at specified rating shall not exceed the

permissible limits as stipulated in the relevant standards.
e) The equipment shall be capable of withstanding the dynamic and thermal stresses of
listed short circuit current without any damage or deterioration.
f) All equipment, accessories and wiring shall have tropical protection, involving special
treatment of metal and insulation against fungus, insects and corrosion.
g) The safety clearances of all live parts of the equipment shall be as per relevant
standards.
h) All equipment/components of identical rating shall be physically and electrically
interchangeable.
i) All outdoor equipment shall be suitable to mount on steel structure. Connectors shall be
bimetallic conductor.
j) Wherever single core cables are terminated in any equipment, gland plate shall be of
Aluminium (3-4 mm thick).
k) There shall be no straight through joints in power & control cables.

SPECIFICATION FOR SUPPLY AND INSTALLATION OF 11 KV/433 VOLTS
500 KVA DISTRIBUTION TRANSFORMER WITH ON LOAD TAP CHANGER
1.0 GENERAL:
1.1 Scope of Work:
This specification covers design, manufacture, test at works & site, insure, load and transport to
site, unload, and hand over 11 KV /433 Volts 500 KVA Distribution Transformer with OLTC/RTCC
and AVR to be installed for the proposed site. The scope shall cover Supply, Store, Installation,
Testing and Commissioning of outdoor type Step-down, transformers having the capacities and
rating mentioned below :-
11000/433 Volts, 500 KVA, 3 Phase 50 Cycles, Step down transformer with OLTC/RTCC and AVR.
This specification intends to give a general indication of the equipment and the Bidder shall
submit an offer for suitable equipment to meet the specification requirements. The Bidder
shall submit detailed technical specifications of the equipment together with illustrative
literature and equipment outline drawings.
2.0 Works Included:
Civil works like foundations for the equipment is not included in the scope of Bidder. The
successful Bidder shall furnish dimension drawings and relevant data required for planning the
equipment foundations, cable trenches etc and to be executed by Banks for approval. All base
channels and locking arrangements required to be grouted across the cable trenches shall be
provided by the successful Bidder/bidder.
3.0 Standards:
3.1 The design, manufacture and performance of equipment shall comply with all
currently applicable statutes, regulations and safety codes in the locality where the
equipment will be installed. Nothing in this specification shall be construed to relieve
the Bidder of his responsibility.
3.2 Unless otherwise specified equipment shall conform to the following latest applicable
Indian Standards:-
IS: 2026/1977 : Power Transformer.
IS: 363 : Fittings and Accessories for Power Transformer.

4.0 Special Site Conditions:
4.1 All equipment shall be designed for operating in tropical humid and salt ladder
climate with ambient temperature of 45 degree centigrade maximum and 14 degrees
centigrade as minimum.

4.2 Extreme care shall be taken to make the enclosed equipment proof against entry of
rats, lizards and other vermin. All ventilation and other openings provided in the
equipment shall have suitable oil seal.
4.3 Continuity of power supply is the first consideration and the equipment design shall be
such as to provide facilities to simplify maintenance, inspection, testing and general
repairs at site.
4.4 Climatic Conditions:
Maximum temperature - 50 Degree Centigrade.
Minimum temperature - As per minimum temperature recorded for the site.
Relative Humidity - 65%
5.0 Equipment Specification
The general technical specification and Essential features for Distribution
Transformer are as stated below :-
5.1 General Specification:

5.2 Essential Features of Transformers-
Constructional Features:
a) Similar parts, particularly removable ones, interchangeable.
b) Exposed parts shall not leave pockets where water can collect.
c) Internal design of transformer shall ensure that air is not trapped in any location.
d) Materials in contact with oil shall be such as not to contribute to the formation of
acid in oil. Surfaces in contact with oil shall not be galvanized or cadmium plated.
Core:
a) The magnetic circuit shall be of “Mitred Core type" construction. The core shall be
built out of High grade, non ageing, low loss, high permeability, cold rolled grain
oriented silicon steel laminations.
b) The finally assembled core shall be free from distortion. It shall be rigidly clamped
to ensure adequate mechanical strength and to prevent vibrations during
operation.
c) The core shall be provided with lugs suitable for lifting the complete core and coil
assembly.
d) The core and coil assembly shall be so fixed in the tank that shifting will not occur
during transport or short circuits.
Internal Earthing:
All internal metal parts of transformer shall be earthed.
Winding:
a) Winding shall be subjected to shrinking and seasoning process, so that no further
shrinkage occurs during service. Adjustable devices shall be provided for taking
up possible shrinkage in service.
b) Materials used in the insulation and assemble of the windings shall be insoluble,
non-catalytic and chemically inactive in hot transformer oil, and shall not soften
or be otherwise affected under the operating conditions.
c) In case of Dyn 11 transformers, neutral shall be brought out in open for solid
earthing on the secondary side, separately on the tank.
d) The windings shall be of copper wound.
e) The winding shall be so designed that it can withstand the specified thermal
and dynamic short circuit current.
Tank:
a) Tank shall be made from good commercial grade low carbon steel and shall be of
welded construction.

b) Tank shall be designed to permit lifting, by crane or jacks, of the complete
transformer assembly filled with oil. Accordingly the base shall be suitably
reinforced to prevent any distortion.
c) The material used for gaskets shall be cork neoprene or approved equivalent.
d) All fasteners and bolts etc. shall be galvanized or zinc passivated.
Oil:
a) Transformer shall be supplied with first filling oil conforming to IS: 335. First filling
of oil as per Indian Standard Specifications.
b) Additional 25 litres of oil shall be supplied in non-returnable tin for each
transformer, for tapping purposes etc.
ON Load Tap Changer Switch with RTCC and AVR ("ON Load Tap Changer")
On load tap changing arrangement with RTCC and AVR on H.V. side. The tapping to be provided
for variation of HV Voltage from +10% to - 15% in a basic steps of 1.56% each, with RTCC and
AVR arrangement. An on-load Tap Changer with RTCC and AVR is to be provided. The RTCC Panel
shall be ready to hook up with BMS system.
Specifications For On Load Tap Changer:
The On Load Tap Changer meeting all manufacturing Standards with high Speed, Resistor is to be
provided. It should be self contained and should be designed such that it should be directly bolt
to a port flange of transformer. The assembly should comprise following parts:
a) Tank
b) Selector Switch
c) Driving Mechanism
d) Barrier Board
e) Local Control Gear.
f) Control Cable Termination.
a) Tank:
The complete tap-changer should be housed in a single tank designed to bolt directly to a part
flange on the transformer. The tank of welded sheet steel construction, is divided into
two separate compartments, to house the selector switch, Driving mechanism and Local
control gear. Access to the compartments is made easy by means of removable covers and a
weatherproof door. Anti condensation heater is provided in the compartment which houses
driving mechanism and control gear.
b) Selector Switch:
The Three phases of the tap-changer are adequately spaced for full inter phase insulation
but mounted as a common assembly using vertical synthetic resin-bonded insulating boards,
each carrying a circle of fixed contacts. Insulating rods and tubes are used for the horizontal
spacing of the phases and fixed contacts are connected via the barrier board to appropriate
tapping in the transformer winding. Each phase has a single rotary contact take-off connection.
This ring carries separately insulated spring loaded snap action moving contacts which are
electrically connected by a non inductive resistance unit accommodated on the contact
carrier. One contact is connected directly to the centre boss take-off point, the second

‘transition moving contact’ being connected to the resistor. The three contact support rings are
attached to central insulating drive shaft, which rotates in self aligning ball bearings in the two
outer phase boards. This centre shaft is of glass reinforced synthetic resin construction. Access
to the selector switch is via removable cover on the top of the tank.
c) Driving Mechanism:
Operation of the selector switch shaft is by means of a stored energy spring device having a
positive snap action for rotating the moving contacts quickly through the angle required for each
tap change. The driving mechanism compartment is external to the oil-filled switch tank. The
rotary drive from the driving mechanism to the selector switch passes through a frictionless
positive oil-tight gland.
The angular movement of the selector switch shaft is controlled by an indexing wheel which
is positively locked by the periphery of the operating cam except during the actual time of
tap change operation. The operating cam is freely mounted on its shaft, rotation being
imparted to it by means of tension springs attached radially between the operating cam hub
and the periphery of concentric spring carrying gear wheel. The spring carrying gear wheel is
rotated by the driving motor through reduction gearing and thus rotates the operating cam.
When the drive pin on the operating cam enters the slot in the indexing wheel the lock is
disengaged but rotation is prevented by the locking arm pawl engaging in another slot of the
indexing wheel. The spring carrying gear wheel continues to rotate thus charging the springs.
When sufficient energy has been stored a trip pin on the gear wheel lifts the locking arm
restraining the indexing wheel and the spring energy is released to move the tap selector
switch one position, the cam locking coming into operation, accurately controlling the
angular movement.
The operation of the selector switch is thus positively assured, and is dependent only upon the
quick release of the spring energy. It is thus independent of the motor drive. The tap changing
sequence is now complete and driving motor is brought to rest by the resetting of auxiliary
switches and mechanical friction device. For protective purposes automatic declutching by
shear pins is incorporated in the drive.
Auxiliary switches:-
The mechanism is provided with the auxiliary switches necessary for its own operation. A step
by step switch for position indication is also fitted and additional paralleling and out of
step switches can be provided. A tap change mechanical counter, mechanical tap position
indicator, mechanical end stops and electrical limit switch arrangements are also provided.
Hand Operation :-
A detachable handle for hand operation is provided. The fitting of this handle automatically
disconnects the motor drive shaft by the operation of a simple spring loaded dog clutch and at
the same time isolates the electrical control supply.
d) Barrier Board:
The connections from the transformer winding are taken through an insulating, terminal
barrier board which is supplied loose for clamping to the transformer port flange. Thus the

transformer may be treated and filled with oil before the tap changer is fitted. This arrangement
allows the tap selector switch contacts to be inspected or the complete tap changer to be
handled separately without disturbing the oil level in the transformer.
e) Local Control Gear:
The motor reversing contactors and associated local gear are housed in the same
compartment as the driving mechanism with a common hinged weatherproof door.
Weatherproof local control switches when required are mounted in an accessible position below
the door.
Electrical sequence of operation:-
An impulse is received, either from a remote control or from a local manual operation switch,
which energies the appropriate raise/lower contactor to initiate a tap changer in the required
direction. The contactor when energized, seals itself via its own contact and the driving motor
commences to run. At a predetermined point a directional sequences switch closes, taking over
the holding duties of the contactor whose original self hold circuit is isolated. At the completion
of the tap change the directional sequence de-energies the driving motor. This arrangement
ensures that a short period initiating pulse will be accepted by the control gear.
Parallel Control:-
Various forms of parallel control can be accommodated and the equipment can, in general, be
arranged to operate in parallel with units of manufacture. I.e Master and Follower Scheme
are to be provided.
f) Control Cable Termination:
A detachable undrilled gland plate and the terminal stations for all external connections are
provided in the driving mechanism compartment of the tap changer.
g) Temperature rise :
Continuously rated for full load, temperature rise not to exceed 50 degree centigrade by
thermometer in oil (55 degree centigrade by resistance).
h) Cooling :
Natural oil cooling by means of pressed/round tubes/ radiators around transformer tank, ONAN
type.
i) Accessories and Fittings :
The following accessories and fittings shall be provided:-
a) Inspection Covers :
Inspection cover on top of the transformer shall be provided.
b) Lifting lugs :
The arrangement of lifting the active part of the transformer along with the cover of
the tank by means of lifting lugs without disturbing the connections. Also complete
transformer lifting lugs shall be provided. Lifting arrangement for core and coils shall
also be provided.

c) Jacking Pads :
Jacking pads shall be provided on the transformer.
d) Earthing Pads :
2 Nos. earthing pads shall be provided of copper or non-corrodible material on
transformer tank and suitable earthing terminals on cable boxes.
e) Diagram and Rating Plate :
One diagram and rating plate indicating the details of transformer, connecting
diagram, Vector Group, tap changing diagram etc.
f) Air Release :
An air release hole with plug is to be provided on the top of the tank cover to
facilitate the release of the entrapped air while filling of oil.
g) Breather :
The transformer to be provided with an indicating dehydrating silica gel-breather of
sufficient capacity.
h) Oil Valves :
The transformers should be provided with the following Oil Valves: All free end of the
valves to be blinded.
i. Filling Valve.
ii. Main tank drain valve with flanged or threaded connection. The drain shall be
so designed such that, the 90% of the oil can be drained off in 10 minutes.
iii. Top and bottom filter valves.
iv. Oil sampling valve.
v. Pressure relief device or explosion vent.
vi. Shut off valve between conservator and the Buchholz relay.
vii. Shut off valve between Buchholz relay and main tank.
Oil Conservator :
The transformer to be provided with a conservator with welded end plates. It is to be bolted to
the cover and can be dismounted for purposes of transport. It has to be provided with oil
level gauge with marking for minimum level and an oil filling hole with a cap which can be
used for filtering oil. For draining purposes a plug is to be provided. A connection pipe between
the conservator and main tank to be provided which projects inside the conservator.
Rollers - Bi-directional Rollers:
4 Nos. bi-directional plain rollers shall be provided to the transformers on cross channels to
facilitate easy movement and positioning of the transformer. Suitable locking arrangement of
the rollers shall also be provided.
Thermometer Pocket

A pocket for reading oil temperature by thermometer along with thermometer 0-120 degree
centigrade mercury in glass thermometers shall be provided. This pocket shall have waterproof,
dust proof and weatherproof design to avoid contamination of transformer oil, under outdoor
usage.
Buchholz Relay :
Suitable for 30 Volts D.C operation with alarm and Trip contact is required.
Dial type Thermometer :
A dial type thermometer having 150 mm dia. and with maximum set pointer at 90 Degree
Centigrade. The indicating instrument shall have 2 electrical independent contacts for electrical
alarm and trip at high temperature and at 2 distinctly different temperatures, suitable
for 30 Volt D. C. auxiliary contacts.
Magnetic Oil Level Indicator :
Suitable for 30 Volts D.C operation with alarm contact is required.
Explosion Vent :
The tank shall be provided with a pressure release device. The device shall be weatherproof and
shall be provided with a diaphragm. The Equalizer pipe shall be connected to the pressure
release device (explosion vent) to the conservator. The vent shall be placed in such a manner so
that in case of diaphragm rupture the discharge of oil shall not be on the transformer.
Cable end boxes :
a) On H.V. Side :
Cable End Box suitable for 3.0 Core x 240 sq.mm 11 kV XLPE Cable. Further the box
shall be suitable to accept the cable entry from Top.
b) On L. V. Side :
On L.V. Side cable end box shall be provided suitable to accept 1250 Amps Sandwich
Type Copper BUS-DUCT OR 3.5Cx300 sq.mm. A2XFY cables. The Cable terminal box
shall be provided with suitable Solid Copper flats of proper size. The extended copper
flats shall be suitable to accept the BUS-DUCT flexible connections.
Marshalling Box
A Marshalling box shall be provided on the Transformer to have the following contact blocks: -
a) Alarm and Trip contacts for Oil Temperature Indicator, suitable for 30 Volt D.C. Supply.
b) Alarm and Trip contacts for Buchholz Relay, suitable for 30 Volt D.C. Supply.
c) Alarm and Trip contacts for Winding Temperature, suitable for 30 Volt D.C. Supply.
d) Alarm contacts for Magnetic Oil Gauge, suitable for 30 Volt D.C. Supply.
e) 1 No. 5 Amps Tumbler Switch with Lamp Holder suitable for 1 No. Incandescent lamp.
f) Strip Heater suitable for 415 Volts A.C Supply System with On/Off Switch.
Painting :

a) The interior of transformer tank, other oil filled chambers and internal structural
steel work shall be painted with heat resistant, oil insoluble insulating varnish
after thorough cleaning of all scales and dust.
b) Steel surfaces exposed to the weather shall be thoroughly cleaned and applied
first coat of zinc chromates, second coat of oil and weather resistant paint and
final coat of glossy oil and weather resistant non fading paint.
Noise :
The audible sound level measured at one feet from the external surface of the transformer shall
not exceed as per NEMA Standards.
Testing :
The Transformer shall be subjected to the following tests at the factory before dispatching
the same shall be witnessed by the Bank /Consultant and test certificates shall be furnished :-
a) Measurement of winding resistance.
b) Ratio polarity and phase relationship
c) Impedance Voltage.
d) Load losses, copper losses.
e) No load loss and no load current.
f) Insulation resistance.
g) Induced over voltage withstand.
h) Separate source voltage withstands.
i) Heat Run Test
j) Magnetic Core Balance Test
Manufacturer testing lab must have the in-house facility for conducting Impulse test and
heat run test. Testing lab must be accredited / certified by NABL.
Instructions Manual:
The successful bidder shall submit six copies of manual of complete instructions for the
installation, operation, maintenance and repairs, circuit diagram, foundation and trenching
details shall be provided with the transformers.
Rejection:
The Consultant/Bank may reject any transformer if during tests or service any of the following
conditions arises:-
a) No load loss exceeds the guaranteed value by 5% or more.
b) Load loss and copper losses exceeds the guaranteed value by 5% or more.
c) Impedance value exceeds the guaranteed value by +/- 5% or more.
d) The difference in impedance values of any two phases during single phase short
circuit impedance test exceeds 2 percent of the average value guaranteed by the
Manufacturer.

e) Oil or winding temperature rise exceeds the specified value by 5 Degree
Centigrade.
f) Transformer fails on power frequency voltage withstand test.
g) Transformer is proved to have been manufactured not in accordance with the
agreed specification.
h) The Bank, reserves the right to retain the rejected transformer and take it in to
service until the Successful Bidder replaces, at no extra cost to the Owners the
defective transformer by a new transformer.
i) Alternatively the Bidder shall replace the transformer within a reasonable period
to the Bank, to the satisfaction and at no extra cost to the Bank.

with running account bills. Bills received without proper measurements of work
shall not be considered submitted.
ii. Should the contractor neglect to measure the work, then the measurement taken
by Bank or a person approved by the Bank shall be final and binding to him. Such
measurements shall be taken in accordance with the mode of measurements
wherever specified or as per actual executed quantities.
iii. All authorized extra works; omissions and all variations made without the Bank’s
knowledge, or subsequently sanctioned by him in writing (with the prior approval of
the contractor in writing) shall be included in such measurement.
iv. All bills for the work shall be submitted in the tender price bid format.
2. CONFORMITY TO I.E. ACT, I.E. RULES AND STANDARDS:
i. All electrical works shall be carried out in accordance with the provisions of the
Indian Electricity Act, 1910 and Indian Electricity Rules 1956 amended up to
date.
ii. The work shall also conform to relevant Indian Standard codes of practice for
the type of work involved.
iii. In all electrical installation works, relevant safety codes of practice shall be
followed.
iv. The complete wiring installation shall confirm to IS: 732 amended up to date.
3. GENERAL REQUIREMENTS OF COMPONENTS:-
3.1 QUALITY OF MATERIALS:-
All materials and equipment supplied by the contractor shall be new. They shall be of
such design, size and material as to satisfactorily function under the rated conditions of
operation and to withstand the environmental conditions at site.
3.2 RATING OF COMPONENTS:-
i. All components in a wiring installation shall be of appropriate ratings of voltage, current
and frequency, as required at the respective sections of the electrical installation in
which they are used.
ii. All conductors, switches and accessories shall be of such size as to be capable of carrying
the maximum current, which will normally flow through them, without their respective
ratings being exceeded.
3.3 CONFORMITY OF STANDARDS:-
All components shall conform to relevant Indian Standard specification, wherever
existing. Materials with ISI certification mark shall be preferred. However for conduits,
wiring cables, piano/tumbler switches and socket outlets, ISI marked materials shall only
be permitted.
4. WORKMANSHIP:-

i. Good workmanship is an essential requirement to be complied with. The entire
work of manufacture/fabrication, assembly and installation shall conform to
sound engineering practice.
ii. The work shall be carried out under the direct supervision of a first class licensed
foreman, or of a person holding a certificate of competency issued by the state
Government for the type of work involved, employed by the contractor, who
shall rectify then and there the defects pointed out by the Engineer-in-charge
during the progress of work.
5. COMMISSIONING ON COMPLETION:-
Before the workman leaves the work finally, he must make sure that the installation is in
commission, after due testing.
6. COMPLETION PLAN AND COMPLETION CERTIFICATE:-
For all works completion certificate after completion of work shall be submitted to the
Bank.
7. ADDITION TO AN INSTALLATION:-
An addition, temporary or permanent, shall not be made to the authorised load of an
existing installation until it has been definitely ascertained that the current carrying
capacity and the condition of the existing accessories, conductors, switches etc affected,
including those of the supply Authorities, are adequate for the increased load.

CABLES
1. GENERAL
All cables shall be supplied, inspected, laid tested and commissioned in accordance
with drawings, specifications, relevant Indian standards specifications and cable
manufacturer's instructions. The cable shall be delivered at site in original drums with
manufacturer's name clearly written on the drum.
The recommendations of the cable manufacturer with regard to jointing and sealing
shall be strictly followed.
The laying of cable shall be done as per IS 1255 amended up to date.
Cable Identification
Cable identification shall be provided by embossing on the outer sheath the following:
(i) Manufacturer's name or trade mark
(ii) Voltage grade
(iii) Year of manufacture
(iv) Type of insulation
(v) Printing of cable length on each meter
Core Identification
Respective cores of power/control cables shall be identified with the following pattern:
2 core : red (R), black (BK)
3 core : 5 core red (R), yellow (Y), blue (BL)

Tests
(i) Shop Tests
The cables shall be subject to shop tests in accordance with relevant
standards to prove the design and general qualities of the cables as below:
(ii) Routine tests on each drum of cables.
(iii) Acceptance tests on drums chosen at random for acceptance of the lot.
(iv) Type tests on each type of cable, inclusive of measurement of armour D.C.
resistance of power cables.
2. MATERIAL
L T Power Cables :
The 1.1 KV cables shall be XLPE insulated PVC sheathed aluminium conductor armoured
conforming to IS: 7098 (part - 1) amended up to date or PVC insulated, extruded PVC
inner sheath, steel strip armored and extruded PVC overall sheath conforming to
15:1554 (PI) as mentioned in the Bill of Quantities and drawings, laid in trenches, ducts
and underground as per instruction given by Bank.
Control Cables
Control cables shall be of stranded annealed copper conductors with cross section area
of 1.5/2.5 sq.mm, PVC insulated, colour coded or with core identification, extruded inner
sheathed, steel wire armoured and over all PVC extruded outer sheath etc. The cable
shall conform to 15: 1554 (P-I).
Cable Termination
L T power, control cable termination
(i) LT cable termination shall be provided with compression cable glands of
brass suitable for holding the armour of the cable.
(ii) Lugs shall be crimping type and shall be of copper suitable for copper
conductor cable and of aluminum for aluminum conductor cable.
(iii) Termination shall be carried out as per details furnished in this specification.
Compression Glands
Cable glands shall be made of brass casting, machined accurately to the required size
with protective coating of nickel.
Cable glands shall be of heavy duty type and shall consist of: gland nipple, neoprene seal
for inner sheath, armour clamping cone, gland body, neoprene seal for outer sheath,
skid washer, gland body nut.

The Aluminium conductor shall be stranded; grade H4 class 2 as per IS 8130 and copper
conductor shall be annealed copper class 2 as per IS 8130.
Technical data sheets for above cables, including all electrical & mechanical parameters
shall be furnished with offer.
