Executive Summary
State Context
The Civil Aviation Directorate within Transport Malta regulates all aviation activities in Malta whilst ensuring that the Maltese air transport industry, in all its aspects, continues to be developed in a safe and efficient manner in order to serve the island’s needs. During 2013, a change in administration brought about new structural changes at Ministerial level. It is envisaged that during 2014 the CAD will be an autonomous civil aviation authority (CAA).
ESSIP Objective Implementation
With regard to objectives due for period 2011 - 2013, MATS is late in implementing objective ATC02.2 –Implementation of Ground Based Safety Nets, which is planned to be completed by March 2015. STCA (level 2) will be completed by 2015 with the new ATM system upgrade. Objectives relating to systems will be completed by 2015 as indicated below. With regard to NAV03, the PBN has been developed and is waiting for the necessary process before the project is launched.
As regard to objectives due for 2014, the new Voice Communication System is a major project. These technical developments will facilitate the following objectives:
• COM 09 – Migrate ground international or regional X.25 data networks or services to the Internet Protocol
• COM 10 – Migrate from AFTN to AMHS
• COM 11 – Implementation of VoIP in ATM – New VCS is VoIP ready.
The following objectives will be complete with the new ATM system upgrade (2015):
• ATC 02.5 – Implement Area Proximity Warning – (Level 2)
• ATC 02.6 – Implement Minimum Safe Altitude Warning – (Level 2)
• ATC 02.7 – Implement Approach Path Monitor – (Level 2)
• ATC 12 – Implement automated support for conflict detection and conformance monitoring
• ATC 16 – Implement ACAS II compliant with TCAS II change 7.1
• ATC 17 – Electronic Dialogue as Automated Assistance to Controller during Coordination and Transfer
• FCM03 – Implement collaborative flight planning
ITY-AGDL – Initial ATC air-ground data link services above FL-285
• ITY-COTR – Implementation of ground to ground automated coordination process
• ITY – FMTP – Apply a common flight message transfer protocol
The following objective is currently in the planning stage and is envisaged to be completed by 2018:
• SAF 11 - Improve runway safety to preventing runway excursions.
Whereby SLoA 02 “Implement the appropriate parts of the European Action Plan for the Prevention of Runway Excursions with regard to the provision of aeronautical information service” will be addressed by MATS by 12/2014

LSSIP Year 2013 Malta 4 Released Issue
Introduction
The Local Single Sky ImPlementation documents (LSSIPs), as an integral part of the ESSIP/LSSIP mechanism, constitute a five-year plan containing ECAC States’ actions to achieve the Implementation Objectives as set out by the ESSIP and to improve the performance of their national ATM System. The LSSIP document – Year 2013 describes the situation in the State at the end of December 2013.
The LSSIP documents are structured into 6 chapters to better differentiate the Stakeholder(s) accountable for the information contained in each of them:
Chapters 1 to 5 present the key players in the State, and sets the institutional and geographical scenes to help the reader understand the specifics of the State and interpret the rest of the document correctly. It also presents a short description of the main national and regional projects in which the national Stakeholders are involved.
Chapter 6 contains high-level information on progress and plans of each ESSIP Objective. The information for each ESSIP Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section.
Note: Chapter 6 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of ESSIP Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the ESSIP.

1.2.1.2 Civil Aviation Directorate of Malta (CAD-TM)
The ATM safety regulation in Malta is the responsibility of the Civil Aviation Directorate (CAD), which forms part of the Authority for Transport in Malta (TM) and functions as a regulator for all aviation activities in Malta.
The main objectives are to ensure that activities are carried out safely and in conformity with international standards which Malta applies in line with its membership in organisations such as ICAO, ECAC, EASA, EU, EUROCONTROL and JAA.
CAD-TM is institutionally separated from the ANSP, Malta Air Traffic Services Limited (MATS). It is envisaged that during 2014 the CAD will be an autonomous civil aviation authority (CAA).

ATCO training N MATS is Certified to provide Unit Training for ATCO in accordance with EU Commission Regulation EC 805/2011 of 10th August 2011 laying down detailed rules for air traffic controllers. ATCO Basic and Rating Training as expressed in EC805/2011 is subcontracted to EU certified Training Centers. The approval of ATCO training subcontractors is coordinated with the NSA mainly TM-CAD. MATS is currently in the process of applying for certification to provide ACS and APS rating training in line with EC requirements as specified in EC 805/2011.

Y MATS provides Air Traffic Services to a portion of airspace within the Rome UIR/FIR. By agreement with ENAV (the Italian Air Traffic Services Provider), MATS also provides en-route services to all aircraft in the portion of the Rome FIR encompassed by the blue line and the Malta FIR boundary in Figure 1 which shows the area in which MATS provides services. In this airspace, which forms part of the Malta West Sector, MATS uses the same procedures and communications as those used in the Malta FIR.

1.2.2.1 ATC system in use

A major upgrade in the ATM system is ongoing and will be fully functional by March 2015. The systems and procedures being upgraded are:

The benefits of this system upgrade will enable the introduction of new operational requirements in line with new systems on the market today, besides allowing for the system functionalities to be in accordance with EUROCONTROL requirements and future FAB requirements.

1.2.3 Airports
1.2.3.1 General information
Malta International Airport plc is registered as a limited company and manages Luqa International Airport, being the only international airport in Malta for arrivals and departures of scheduled and non-scheduled flights. Malta International Airport is a member of the ACI-EUROPE (Airport Council International - Europe). Malta International Airport ended 2013 with 12 record months and a total of 4,031,502 passenger movements. The 4 million figure was achieved thanks in part to particularly good results achieved in October and November which saw a combined increase of 17.8% (61,040 additional passengers) over the same months in 2012. August also contributed significantly with an all-time high of half a million passengers. The numbers translate into 10.5% year-on-year growth, in line with the 10.2% increase in seat capacity that was also achieved due to the new routes registered.
The Gozo Heliport is a small heliport on the island of Gozo in Malta, near the town of Xewkija. It has two 22 meter wide concrete helipads, connected by asphalt. Currently, no scheduled flights operate from the heliport. It is being examined if the current short runway could be expanded to allow fixed-wing aircraft STOL to land at Gozo Heliport.

APO SloAs are contained in the following objectives: ENV, APO, ITY-ADQ and SAF11. In addition to the Annex B of the ESSIP Plan edition 2013, it is up to the individual State to decide which additional airports will be reported through LSSIP for those objectives.

1.2.4.4 Flexible Use of Airspace (FUA)
1.2.5 Accident/incident Investigation Body
1.2.5.1 Technical investigations
Technical investigations following accidents and/or serious incidents are carried out by the Bureau of Air Accident Investigation (BAAI) in Malta. This body performs its functions independently in compliance with Regulation (EU) No 996/2010 of the European Parliament and of the Council of 20 October 2010 on the investigation and prevention of accidents and incidents in civil aviation and repealing Directive 94/56/EC and reporting only to the Ministry for Transport and Infrastructure.
The BAAI conducts investigations for Civil Aviation aircraft accidents and serious incidents.
The CAD-TM conducts investigation of all other incidents and occurrences including those reported voluntarily.
1.2.5.2 Collection, Evaluation & Processing of Data
The CAD-TM performs the collection, evaluation, process and storing of all information related to accidents, incidents and occurrences, as well as making this information available to the other EU States according to Directive 2003/42/EC amended by Regulation (EC) 596/2009 in conjunction with Regulation (EC) 1321/2007 and Regulation (EC) 1330/2007.
In order to carry out this function, the CAD-TM uses the tools developed in the frame of the programme for the “European Co-ordination Centre for Aviation Incidents Reporting System” (ECCAIRS).
The BAAI is able to obtain all information stored in ECCAIRS at any time.
1.2.5.3 Civil-Military Accidents/Incidents
Safety investigations into accidents and serious incidents which involve aircraft engaged in military, customs, police or similar services are not applied and not yet determined in accordance with Article 3(3) of Regulation 996/2010.

5.3 Other regional coordination projects
The Agreement of Cooperation between ENAV and MATS was renewed in 2013. The main objectives of the bilateral agreement are:
To ensure compliance with the SES regulatory framework with a view to meet airspace users expectations;
To ensure full endorsement of the principles and the provisions contained in the Performance Scheme;
To meet promptly the requirements arising from the SESAR Programme;
To improve strategic cooperation to meet targets fixed at European level and to better support their respective decision making processes;
To strengthen the cooperation at FAB level;
To cooperate at decision-making level following ongoing technical/operational Projects and Initiatives;
To collaborate in the identification of local requirements for improved operational procedures and ANS training;
To improve the coordination in the CNS/ATM domain, thus allowing optimisation of resources, alignment of the technical chain with the SESAR deliveries as well as compliance with the ESSIP process.
Furthermore, MATS has been actively engaged with the Libyan CAA (LYCAA) to develop and support an ATM / CNS normalisation roadmap. During 2013, a major re-structuring of the Libyan airspace was implemented by the LYCAA with the assistance of MATS (LARP Phase I). This bilateral assistance was given within the framework of the ICAO SCM (Special Coordination Meeting) on Libya.
