Ralph “Charro” Reyna was born on September 3, 1935 to Ramon and Ernestina Reyna and peacefully went to be with the Lord on June 29, 2012. Preceding Ralph in death are his loving parents; brothers: Arthur and Hector Apodaca, and Raymond Reyna; and grandson Jose Perez. Ralph is survived by his wife of 55 years, Marta Casta hon Reyna; daughters, Liza Casias, Connie (Ricardo) Perez, Roberta Hite, Mary Reyna and Tina (Enrique) Reyna; grandchildren, Mia (Ike), Crystal (Trey), Jasmine (Bobby) Roman,

Lifelong Superior resident Andy Besich, 90, passed away on May 31, 2012 in Apache Junction. A Memorial Service for Mr. Besich will be held on Saturday, July 14, at 9 a.m. at the Superior Harvest Church, located on the corner of Hill and Stone in Superior. Mr. Besich was born on November 28, 1921 in Superior. He is survived by his son, Dan of Aurora, Colorado; his sister-in law, Jean Besich of Tempe; and many loving nieces and nephews.

One of the big questions we have been facing over the past two years was the potential impact of a state prisoner shift. This would have taken state inmates with a year or less on their sentence and placed them in county facilities. This legislation, if put into effect, would have cost Pinal County taxpayer over $3 million a year. I am pleased to tell you that through our efforts of explaining the massive cost of this legislation to legislative leaders and Governor Jan Brewer, the prisoner shift was rescinded. I give a sincere thank you to our state leaders for their help to stop this bad piece of legislation. In the past four years, this county has been in the situation of many counties across the nation—we have been forced to do more with less. We have had to cut back on some

Dennis Van GorpFamily Life Christian Center In Proverbs 11:11 we read: “Through the blessing of the upright a city (or nation) is exalted, but by the mouth of the wicked it is destroyed.” According to the character and attitudes of the people, a nation can move forward in the right direction or backward in the wrong direction. In Proverbs 29:2 we find that when the righteous thrive, the people rejoice. Verse 12 adds, “If a ruler listens to lies, all
his officials become wicked.” Jesus told us that Christians are the salt of the earth and a light shining in the darkness of sin. The meaning here is that ‘we’ can make a difference in our nation and city. We live in a nation that, unlike some, was founded on the principle of religious freedom. Some are founded and run by a national religion. We are free to worship and serve the god of our choice, or not. In the Bible, we discover a national principle. If we
desire to live in peace and prosperity, we must pray for those in leadership over us. That is – through the blessing of the righteous a city or nation is exalted. The normal procedure for many is to complain to other people and to God about the decisions and laws made by those in leadership. The Biblical answer is to pray before the elections for God’s will to be accomplished. Then, regardless of who wins, we are to pray for them to listen to the right advisors and then make decisions

From this location, the 115kV transmission line will turn north toward existing 230kV and 500kV transmission corridors. In proximity to these high-voltage corridors, the 115kV line will turn northeast and parallel along the south side of the existing transmission corridors. The proposed relocation terminates approximately one mile to the northeast at another angle or turning structure in the southwest quarter of Section 26, Township 1 South, Range 12 East. By Mila Lira The Superior Substance Abuse Coalition has a full agenda for the summer. During the June monthly meeting, SSAC shared a new brochure that they created regarding the disposal of prescription drugs. The Coalition and the Superior Police Department are working with the Pinal County Sheriff’s Office
and the Pinal County Attorney’s Office to have a prescription drug drop off box in Superior. The Coalition has recently addressed the fact that prescription drug abuse is becoming more prevalent. While it has been common practice throughout America to just dump unused drugs down the drain or flush down the toilet experts are finding
that those practices are not good for the environment. At this time Superior does not have a drug drop off; the Coalition recommends that if you have drugs to get rid of that you should dissolve the drugs in water then mix the water substance with kitty litter, coffee, or salt, place in a sealed container and then dispose in your trash can on pick up day. You
The Superior Unified School District has announced that there will be an important parents’ meeting on Monday, July 9, at 6 p.m. This meeting will be held to discuss proposed changes to the
start and end times to the school day at the Superior Junior-Senior High School. There will a district wide open house on Monday, July 23, 2012. The open house at the
Kennedy will run from 4-6 p.m. the open house at the SJSH will be held from 6-8 p.m. These open houses will address changes to the handbooks and allow parents to meet teachers.
SSAC hosts prescription drug disposal, annual Win to Swimcan pick up a copy of the SSAC brochure by calling 520-689-3392. The Coalition also addressed their plans to work on their logic model and capacity building.
The Coalition is also hard at work planning their annual Win to Swim program which will be held on Friday, July 20. The event will start at 1 p.m. at the Superior Junior Senior
High. Those attending the event and visiting each of the prevention and information booths will receive a back pack, school supplies and pass for a free pool admission.

By Chase KampSpecial to the Sun The Pinal County Board of Supervisors approved a fiscal year 2012-13 budget totaling just over $334.5 million at its regular meeting on Jun. 21, 2012. The approved budget includes a five percent decrease in the property tax mill rate, from $3.99 per $1,000 of assessed value down to $3.79. County Sheriff Paul Babeu tried to angle for more allotted overtime
dollars. PCSO overtime funds were reduced from $1.7 million to around $1 million in the final budget. “We’re missing critical positions in our jail,” he said, “Over the past four or five months, pods in the jail have had to be locked down. That’s not customary.” County manager Fritz Behring said the $1 million overtime figure was determined by the county budget office through statistical analysis
Supervisors adopt FY2012-13 budgetof PCSO overtime usage trends in the last few months. PCSO drastically cut its overtime use after the department projected a $3.7 million budget overage earlier this year.
A proposal by District 1 Supervisor Pete Rios to allot $80,000 for lobbying services in Washington on behalf of the County was passed on a 2-1 vote just before the budget was unanimously adopted.
Rios said the representation would bolster the County’s visibility for economic interests.
As the lone nay vote, Board Chairman David Snider said he believed “$80,000 doesn’t go a long way in Washington.”
During earlier budget talks, Rios proposed a provision to give County employees a one-time, one-percent pay raise, which did not receive a second motion from the Board. County employees have not seen a pay raise or cost of living adjustment in four years, he argued.
Though his initial bid did not get off the ground, Rios said he planned to
propose a new two-and-a-half percent pay increase to county employees making $75,000 or less. He estimated a cost of roughly $2.6 million to the general fund for the increase, which would provide raises for 1,851 County employees.
“At this stage in the game, that will be my last attempt to get a cost of living increase for County employees,” Rios said.
At recent meetings, County Clerk of the Court Chad Roche and members of the PCSO Deputy’s
Association have spoken in favor of some kind of substantial cost of living wage adjustment.
The County Supervisors retain the ability to introduce raise proposals even though the budget has been finalized.
Though the County avoided a number of costs that were expected to be passed down from the state legislature, Snider said he still felt on guard in the current economic climate.
“In my opinion, we are still facing a very tight time,” Snider said.

By Betsy Quinn Located about halfway between Superior and Miami on Highway 60, the tiny community of Top of the World has an intriguing history. The area was originally known as Mason’s Valley, then Pinal Ranch. A nickname of Sutton’s Summit has more colorful lore. The name Top of the World actually refers to a dance hall established in the 1920s on the highway east of Pinal Ranch. In November 1870, General George Stoneman, commanding officer of Arizona troops against Indians, was charged with defending the first significant settlement of white men in what later became known as Superior. Stoneman established a small base camp dubbed Picket Post just west of Superior at the base of ‘Tordillo Mountain.’ Stoneman’s troops began an ambitious project to establish a mule trail along Queen Creek into the Pinal mountains ending at Mason Valley, now known as Top of the World. Stoneman intended to make his headquarters at the newly completed Camp Pinal. By August 1871, General George Crook replaced General Stoneman following the Camp Grant Massacre and Camp Pinal was promptly abandoned. Prospectors and ranchers followed immediately and, in 1878, Camp Pinal was resettled by rancher Robert Irion and the Craig

By Chase KampSpecial to the Sun Pinal County Sheriff Paul Babeu and five other hopefuls for the office talked policy and tossed criticisms at the Pinal County Deputies Association Debate on June 28, 2012 in Florence. The candidates jabbed Babeu for attracting controversial high-profile media attention and said they would improve PCSO policy, prompting Babeu to argue the candidates only aimed to attack him and had no concrete plans of their own. Candidates participating in the debate were Babeu, Kevin Taylor Jack McClaren, Ty Morgan, Tom Bearup and Glen Milsaps. Babeu leaned hard on his accomplishments in office, framing himself as a champion for his employees.
He said he has fought the Board of Supervisors for wage increases and greater numbers. “I’ve fought to maintain salaries for our staff for competitiveness and to retain employees,” he said. However, the other candidates took swipes at PCSO’s structure and the number of available patrol deputies. Independent candidate Ty Morgan argued PCSO has too many of what he called “inessential high-dollar management jobs.” “We need to put that money into patrol,” he argued. Jack McClaren, who currently serves as Constable for the Apache Junction Justice Court, was most critical of Babeu’s anti-cartel efforts in southern Pinal.

McClaren argued that patrol officers are being taken off their beats to combat smuggling in the Vekol Valley.
“We need to be in a supporting role down there, because we have drug problems right here in our own backyard,” he argued. “We need deputies here to answer your 911 calls.”
Babeu agreed. “Right down the in San Tan Valley there is 83,000 people and 46 patrolmen,” he said.
However, Babeu denied that neighborhood patrol was being thinned because of drug operations, saying PCSO has collaborated with other agencies to take on cartels. “That doesn’t go on,” he said. “I’ve met personally with police chiefs from other agencies to have them be a part of our narcotics task force.”
Debate questions were gathered anonymously from PCSO employees, some of which inquired about employee policies like shift lengths.
“Deputies have been pulled from the roadways, and I know this because they’ve been forced to work a 12-hour shift,” McClaren said. “We need more of them so we can create four ten-hour shifts.” Babeu defended the shift structure currently in place, saying it proved to have the best response times. “We went to the 12-hour shifts because we tried a number of different patrol models and we got the best response time from that,” he said.
