The planner fon Cuesta noted "Ainpont Road as an anterial road, exists to facilitate movementof goods and people in an expeditious and safe mannen".

The inadequacy of Ainport Road to maintaÍn pnesent traffic flow and sustain heavily loadedvehÍcles is obvious even noh,, panticularly in winten. I wiII leave to others discussion ofthe impact to tnaffic which would eventuate from the addition of heavily loaded graveltnucks, possibly with tnailers.

It is clean that the addition of L6 heavily loaded gr-avel tnucks pen houn wilL exacenbate tobreaking point an already dangerous situation.

There was discussion of some movement of product in winten fon "l-ocal"noad use. The mayor pointed out thene h/as no such need in Mul-mur, which has its own pit. Thisthen begs the question of how far afield these "Iocal" roads are. The pnospect of using CtyRd 13 in winten fon heavily laden trucks is very troubling, especially if it happens duringtimes of inclement weather, which it is suggested is precisely when it would be needed.

There ¡ras no discussion of whethen articulated tnucks with tnailers would be permitted and

whethen tnucks could be pr ohibited fnom using Cty Rd 1-8 to the south of Hwy 89.

Most notable was a comment that 5Ø% of the pnoduct would be going nonth on Ainpont Road and

therefone into Simcoe County.

If this is the case, it then begs the question as to why the exit/entrance to the propentyshould not be on to the Mulmur'/ Tosononto townline at the east end of the propenty on a

completion of Con Line 7 fnom Cty Rd 21- which would bisect the pnoperty and pnovide a much

safen entny/exit to the pr^openty than Air-pont Road.

Much of the product and incoming matenial would not even have to be on Ainport Road. One

would think that with flatten topognaphy to the east of the propenty, that the pnoponent

himself, for economic neasons, would pnefer to use this access rathen than Ainpont Road.

At the veny least this would ensune that any tnucks that would be on Airport Road could enterat the Cty Rds 18 and 21 intersection, possibly with a new traffic light.

Since 5Ø% of the product would be going nonth, it is unimaginable to me that the pnoponent

would not have considered this possibÍlity and does lead me to question the motives of thisproponent.

Othens at the meeting alluded to an almost obsessive desine by the pnoponent to complete thispr.oject in as close io his oniginal conception as possible. While I would not wish toiaeñtify myself with this over-tly per.sonal view of the pnoponent, one does have to question

his motive in planning this pnoject in a manner that is not even consistent with his own

My objection to the Official Plan and Zoning By-law Amendment Applications by Arbour FarmsLtd. to redesignate the proposed license portion of the property from Rural and Natural Area toExtractive Industrial in order to permit a sand and gravel pit and accessory uses on the subjectlands

There are a number ofissues that have not been adequately addressed andlor assessed.

HAUL ROUTES:

The proposed haul routes and their adequacies to handle the increased truck traffic are unclear.Page 9, point 9.3.1, of the August 201 1 Trffic Safety Impact Study states, "Trucks from the proposeddevelopment are expected to make turning movements at the proposed site access, and at the intersectionof Airport Road and Highway 89." Further on it is stated that the intersection at 89 is designed toaccommodate healry trucks and the site access will be designed to accommodate truck turning movementsso there are no safety concerns. The INTUS report of October 17,2012, page 7 states, "Turning radii:Trucks are expected to turn at Highway 89 and the proposed site access only. (my emphasis) Both ofthese locations are (or will be) designed to accommodate truck turning movements." Then we have the

Updated Trffic Impact Study of 201l, page 5, that says that 50% of the truck traffrc would arrive fromand depart to the north of the site and of that 50V;o, l\yo would use County Road 21 east of CountyRoad 18. Arbour Farms Ltd. has not committed to a haul route so it is impossible to assess trafficimpacts.

SITE ACCESS:

Site access safety is of great concern. In 201I we were told that Arbour Farms was committed to modifyAirport Road to include an exclusive left-turn lane southbound, and an exclusive right-turn lane

northbound (Trffic Safety Impact Study, page 21,9.5.S). This was, "In order to further enhance the safety

of the proposed access..." Arbour Farms Ltd. will no longer provide turning lanes but have proposed a

60m northbound right taper and a 30m sliparound lane for left turning vehicles (with 50m tapers at each

end). The northbound taper is for trucks turning into the pit area from the south. Trucks leaving the site

and turning north do not have the advantage of a taper; they head straight into the traffrc. Of note is that

this is the beginning of a7o/o grade. How long will it take a truck to reach the posted speed as it heads up

the hill? How many fast moving vehicles will be impeded?

The proponent assures us that the site distances are sufficient and acceptable even though the visibility tothe north is not in compliance with the Dufferin County entrance policy. Dufferin County entrancerequirements must be met.

SCHOOL BUSES:

School bus routes have not been identified. School buses are areality on Airpoñ Road as well as anyother road the proponent's trucks may take. Buses make frequent stops to allow children to get on and off,The Trffic Impact S"f"ty Study of 2011, page 19,9.4.4, says, "The braking distance for trucks ismarginally longer than a passenger car in a similar stopping condition and therefore, the limited visibilitylocations become more problematic." The failure to properly review the impact hundreds of trucks mayhave on the safety ofour children is egregious.

NATIIRAL ENVIRONMENT:

Hydrogeology and Adaptive Management Plan

Cold water brook trout are present in Lisle Creek. Arbour Farms Ltd. agrees that the below-waterextraction at the pit will have a negative impact on Lisle Creek and the fish habitat unless mitigatingfactors are in place. The ADP sets out their strategy to deal with this. It says that professionals willmonitor the creek and will determine if their established triggers have been exceeded. They havedeveloped a plan to respond to the effects observed. But, there is nothing that requires an immediate

response or implementation of any mitigating/contingency measures. There is no commitment to cease

extraction if the contingency measures are unsuccessful. Therefore, there is no guarantee the fish in LisleCreek will be protected.

At a recent Planning Advisory Committee meeting Mr. Krehm, in answer to a question about Lisle Creek,

stated that his consultant told him there was a good possibility that at the end of the life of the pit there

may be more water in Lisle Creek than there is currently. No assessment has been made of the impact thiscould have on the trout.

AIRPORT ROAD SAFETY:

There is a sign on Airport Road just north of Highway 9 that records the number of accidents and deaths

that have occurred since 1978. This is a testament to the dangers inherent in the road. The verticalanalysis of the road done by the MMM Group for Arbour Farms states that the "...veftical profile is sub-

standard in various areas."

The Geometric Analysis of Airport Road - Addendum Reporl made the following assumption on page 7,

"When an upgrade is superceded by a downgrade, trucks will not accelerate past the posted speed limit(80 km/hr) to account for the loss in speed that will occur during the upgrade; and" There are no facts to

support this, it is an assumption, and anyone who has driven on Airport Road knows this assumption to

be ridiculous. What are the possibilities of fully loaded gravel trucks speeding down steep grades and

unable to stop for a school bus or a car waiting to make a turn at River Road or 15 Sideroad' or 20

Sideroad?

Drivers with long delays related to slow moving trucks become impatient and pass in areas that are

unsafe. The Truck Safety Impact Study admits that truck involved collision risk increases dramaticallywhen speed differential is greater than 15 km/hr, a speed differential that is frequently exceeded on the

hills of Airport Road. In the video commissioned by CORE, a loaded dump truck was unable to go faster

than 50 km/hr ascending the hill at the Boyne River, this is a speed differential of 30 km/hr, which

according to Arbour's own experts, increases the collision risk dramatically. Even if the truck traffic only

increases the collisions by about lYo - or 0.4 collisions per year as their consultants expect, adding

hundreds of trucks to Airport Road may not greatly increase the number of accidents but will increase the

severþ of the accidents. This must be addressed.

According to the peer review completed by Reed, Voorhees & Associates, the average peak hour truck

volume will be 16 trucks entering and exiting the site, or one truck every 3 % minutes.

The studies show that Airport Road does not meet current design criteria for a road of its class. It issubstandard.

There is nothing in any of the traffic studies or geometric analysis that assures me that the pit and the

increase in truck traffic will not have a negative impact on our safety.

SUMMARY

Added to my previous observations and concerns it is necessary that Mulmur Council also has complete

assessments of the noise impacts of night time winter sand operations, the impacts on our rural quality oflife, and the impacts on our air qualþ before they consider the amendments.

According to what I have read, the precautionary principle says that if an action or policy has the risk ofharming the public or the environment the burden of proof that it is not harmful falls on, in this case,

Arbour Farms Ltd. It has failed to demonstrate that the proposed pit will not cause harm.

In my view, it is premature for Mulmur Council to pprove the applications until all their and our

qu"riion, and concerns have been adequately addressed and Council can make the decision that this pit is

in the best interests of Mulmur and her residents.

Re: The Applicat¡on for Rezoning by Arbour Farms Ltd. regarding Lot 23,Goncession 7, East of Hurontario Street, Township of Mulmur, County ofDufferin

I am writing to express my objection to the application for rezoning of 'ruralagricultural' land to 'industrial extraction' by Arbour Farms Ltd in order to extractsand and gravel from its property located at Lot 23, Concession 7, East ofHurontario Street, Township of Mulmur, County of Dufferin.

We live on a property located only a few kilometres directly south of theproposed gravel pit and just east of Airport Rd. Hence, our main objection isbased on the number of loaded gravel trucks that would travel the very hilly andtruck-unfriendly route of Airport Rd, the major route of access to our home.

Traffic studies done only a few years ago by CORE with a typically heavily ladentruck demonstrated clearly the dangers inherent in allowing large numbers ofthese trucks onto Mulmur roads. A DVD was produced and shown widely in thecommunity to town councils, citizen groups and the OPP. The dangers and riskswhich these huge trucks pose to regular local drivers, school buses and visitortravellers unfamiliar with the hilly conditions are just too great to be permitted.Fully laden trucks have been shown to be unable to climb the hills unless theycan reach speeds approaching 120 kph in the downhill sections. And, whenthese trucks attain such speeds, they cannot be easily stopped.

Recall the horrific accident on Airport Rd of only a few years ago involving a

heavily laden truck travelling downhill just south of the harnlet of Mansfield anC

crossing the Boyne River - it couldn't stop for a car waiting at the bottom to turninto a residence laneway. Just imagine the carnage which will result from one ofthese trucks hitting a stopped school bus on Airport Rd (they stop frequentlyevery day of the school year from September to June) - the result will be publicoutrage!

ln addition, I do not believe that the impacts of the proposed pit have beenadequately assessed, and those impacts that have been assessed are notadequately mitigated. Without limiting the generality of my concern, I note thefollowing deficiencies in the application:

Social impacts have not been assessed.

Cultural heritage landscapes have not been assessed.

Air quality impacts have not been adequately assessed.

Visual impacts have not been adequately assessed.

The applicant proposes to operate a road sand supply during night timehours in the wintertime. This operation has not been assessed from anoise perspective. Additionally, the applicant's consultant predicts noiseimpacts beyond those permitted by applicable Ministry of the Environmentguidelines.

The applicant has not committed to a proposed haul route. The noiseassessment provided for the haul route is therefore inadequate andcannot be relied upon.

The noise impacts predicted by the applicant's noise consultant at theLittle Tract do not appear to have been taken into consideration by theapplicant's natural environment consultant. The noise impacts on wildlifewl'rich may inhabit the Little Tract have therefore not been adequatelyassessed.

The relevant public agencies have not accepted the adequacy of the

applicant's hydrogeology work and Adaptive Management Plan'

The natural environment analysis relies on the adequacy of the

hydrogeology work and Adaptive Management Plan. To the extent thatttre hydrogeology work is inadequate, the natural envÍronment analysis

cannot be relied upon. For this reason, I do not believe that Arbour Farms

has demonstrated that:

. the wetland adjacent to the extraction area will be protected;

the features and functions of the floodplain area within theextraction area and broader license area will be protected;

ground and suÉace water quality and quantity will be protected;

the coldwater fish habitat in Lisle Creek will be protected;

the root zones of the forest cover adjacent to the proposed pit willbe adequately protected, should groundwater levels decrease;

The proposed Adaptive Management Plan is not enforceable and doesnot guarantee protection of natural heritage features and water resources.

The extraction area is too close to the habitat of an endangered plantspecies (Butternut tree) - Ministry of Natural Resources guidelines requirea protective buffer with a 25m radius from a retainable Butternut tree toprevent root disturbance. The applicant proposes an 8m buffer from thetrunk of the Butternut in question. Although the applicant states that theButternut is not retainable, it was unable to access the tree to actuallyassess it fully.

Two areas of sígnificant woodland are proposed to be removed. ArbourFarms Ltd's consultants have not adequately demonstrated that theremoval of these areas will not result in a reduction in plant community orspecies diversity, or loss of breeding bird habitat.

The applicant has not demonstrated that the proposed pit can operatesafely from a traffic perspective The applicant's traffic work states, forexample, that:

. the main safety issue with the proposed pit is the increase in trucktraffic and the suitability of the existing road system toaccommodate that increase;

. Airport Road does not meet the current design criteria for a road ofits class;

there is a section of Airport Road that already exceeds the critical

collision rate;

the additional volume of traffic generated by the proposed pit can

be expected to increase collision frequency; and

the proposed entrance does not meet the design parameters of the

Dufferin County Entrance Policy. Drivers leaving the proposed pit

will not be able to see sufficiently far to the north to exit theproposed pit safely.

There are safety measures that Arbour Farms Ltd. could implement, but ithas not committed to implementing those measures in its application.

. The proposed pit will negatívely impact the rural character of the area.

The Application for Rezoning by Arbour Farms Ltd should be denied, period.The proposed pit will be situated in an inherently unsafe area on a road thatcannot support or tolerate the required truck traffìc. ln addition, the technicalwork submitted by Arbour Farms Ltd just does not justify this application and itsapproval.

This e-mail is to state that my husband and I wish to strongly voice our concems about Arbour Farms Gravel

Pit and their request to rezone "rural agricultural" land to "industrial extraction" land on Airport Road, just

south of County Road 21, in order to put in a gravel pit. V/e are dead set against this and wish to state that we

categorically request that Mulmur Township deny the request to re-zone this land.

This proposed pit will have trucks entering and exiting the site off Airport Road Monday to Friday, from 7am to

7pm (I2pmon Fridays) for the next25 years. Which means a truck will be entering or leaving the gravel pitevery 3 1/2 minutes. As Airport Road is already one of the most dangerous roads in Dufferin County,

the increased truck traffic will reduce the safety even further. This will be especially dangerous for the

residents of the village of Mansfield, as these gravel trucks will need travel through the heart of the village in

order to go south. It will be a safety hazard for the children in the village to cross Airport Road to buy candies

or ice "r"* at the general store and the noise pollution that these trucks will produce will impact the rural

community drastically, as they drive through and will reduce the quality of life not to mention the pollution and

dust that they will put out in their wake.

The gravel pit itself will cause noise pollution and even worse, the potential for water pollution in our

wells. Having this monstrosity on the edge of our village is bound to reduce the property values in the village

and neighboting ptop"rties, as well as drastically reducing the quality of life for it's residents. These are all

factors in o* decisión to stand against rezoning the land for a gravel pit and hope that Mulmur Township and

the Corurty Of Dufferin will stop this from happening and will not allow Arbour Farms to destroy our

neighborhood.

Hello Mr. l.lorner,

I am a resident of Mulmur for the past 5 years.

I am writing you to express my strong disagreement with the proposed Arbour Farms Gravel Pit.

This gravel pit will add dangerous truck traffic on Airport Road. Like a lot of my neighbours, I commute to the

GTA daily and I am very concerned about road safety. Airport Road is also used by numerous school buses. I

would hate to jeopardize the safety of these children !

Let us not forget the detrimental effect this gravel pit will have on our environment and rural way of life

Please do not allow this sort of pollution that will effect not only us but also our future generations.

Please publicly register and acknowledge our strong opposition towards the proposed Arbour Farms sand and

gravel pit on Airport Road, and the re-zoning application connected thereto.

Having just moved to Mulmur last year, we are honif,red that the Township would even consider such an

application, as is goes against every reason we moved away from the large metropolitan and suburban area to

the south.

Our concerns

Financial: Over the next decade, this area will become PRIME real estate for Toronto commuters who wish to

avoid the ever-expanding suburban sprawl. A gravel pit will have a direct negative impact on real-estate values

and cause potential buyers to look elsewhere.

Danger and Nuisance to Residents: The proposed pit would see trucks entering and exiting the site on Airport

Roaã, creating an extreme rcadhazard and traffic and noise nuisance, as well as increased air pollution and the

health dangers and costs that come with this pollution.

Health and Environmental: Excavating below the water table creates the potential for water pollution and water

waste that will last long after the digging has subsided and beyond the life expectancy of the pit. Part of the land

proposed to be re-zon.ã ir.u.r.ntly zoned "ENVIRONMENTAL PROTECTION". How is changing this

rottìng supposed to "protect" it? Have the needs of the environment and of the Earth that supports our daily life

-- n..ã, taken into cónsideration in the past by the Township Corporation -- suddenly changed so as to allow

this protection to be stripped?

We continuc to hold these serious concerns DESPITE the documents presented online on the Mulmur Township

website.

Allowing a pit in Mulmur will have immediate and long-lasting negative effects on oru personal quality of life,

on the qùa1iiv of life of all the many people and animals that reside in the Township (as well as that of the

travelleis that pass through on theii way up to cottage country, Collingwood or Wasaga Beach). The trade-off,,

allowing a single, small corporate entity to reap financial prof,rt, makes absolutely no sense to us.

Finally, it is also astounding and horrifying to us that the Council is considering approving this, if only given

that the Updated Traffic Im-pact Study itut.r that the "anticipated number of collisions rate that can be directly

attributedio the gravel pit operation" will add 0.4 collisions per year. The fact that this Study qualifies this

number as "insignificant" is-callous and inhurnane. Is the Council prepared to assume the legal liability for a

decision that experts have determined will cause the potential deaths and injuries of DOZENS of Mulmur

residents from the 10 anticipated and entirely avoidable collisions over the 25-year exploitation lifetime of this

I am originally from Waterloo and worked for many years in order that I could save enough money to purchase

a property in Dufferin county which I thixk is the most beautiful county in Southern Ontario. The proposed

above named gravel pit, in my opinion will destroy the charm that only Dufferin county has. This area is a

destination for many from the cities to escape and enjoy the beautiful scenery and unique character as well as

the peace and quiet that residents enjoy here.

To place a giant dusty hole along with an incredible amount of trucks on airport road would be a travesty and an

incredible safely concem, creating pollution, environmental damage, wildlife habitat destruction and a potential

for irreversible water pollution.

When I purchased the property in2009I have put over S350,000 into upgrading it, grving locals jobs and

pledging to protect the beautiful forest that is my property. This will all be lost if this gravel pit comes to

fruition...not to mention the irreversible environmental damage to our water source and wildlife habitat.

I hope you take this message to heart and consider it my formal objection to this plan. I do not want to leave

Dufferin county or my home but will strongly consider it if this proposal goes through.

The Arbour Farms submission for the re-zoning of "rural agricultural" land to "industrial extraction" on AirportRoad just south of where I live (off Airport Road and on County Road 21) has me very concerned.

The proposed gravel pit means many more large trucks travelling, turning and stopping on Airport Road. This is

already a dangerous road with large amounts of daily traffrc. My three children travel in a school bus that turns

onto and off of that road and stops several times along it on route to and from school. I shudder to think of the

danger they will be in. When I was six years old, my school bus was travelling on2nd line of Adjala (not far

from here) and was hit by a gravel truck that could not stop at the intersection we were travelling through. The

accident was horrific. Many children suffered severe injuries and our bus driver was killed along with her baby.

Her other three children who were on the bus, survived (one broke his back), but witnessed their mother being

trapped behind the wheel as the bus engulfed in flames. Our community and school moumed the loss of this

-oth"r and her baby for many years to come and felt several young lives were spared that day for had the truck

hit the middle of the bus loaded with children, rather than the front, we would have all been killed. As well as

losing my bus driver, I have lost my 20 year old brother in a car accident (ust offAirport Road on Hockley

Road) that was a result of aggressive driving. The pain of these events has never left my heart and so you can

see that I am notjust speaking out offear, but f,rrst hand experience.

Already, as I attempt to turn off Airport Road onto County Road 21, I have found on many occasions that

driverspasr -" on th" shoulder as they come up over the hill and are unable to stop. There have been several

accidenis on Airport Road as a result of this. Crosses on the roadside bear the painful losses of many people'

Arxious drivers often cause our bus drivers to pull over to let traffrc pass. I have had to pull over myself, to

avoid head on collisions because oncoming drivers passing cannot make it back into their lane. Clearly, the

addition of several heavy trucks on this road and the location of this gravel pit (and entrance and exit point ofgravel trucks) is not safe.

Further, I chose to move my family from town to enjoy the peace and quiet, nature, clean air, clean water and

the beautiful setting that màkes living in Mulmur the best place on earth. Noise pollution, potential problems

with water, the long term impacts this pit will have to rural living in this area, and the impacts to our abundant

wildlife, are of deep "or..*. Also, property values may drop should this pit lead to the environmental impacts

it can potentially have.

I feel the Arbour Farms pit is not a safe choice for our community and absolutely object to this re-zoning-

please strongly consideithe concems I have shared and put the safety of our families first.

by people and wildlife.> I am concerned that these trucks will not be able to stop quickly and safely if they are behind me and I have

to stop abruptly for any reason. I do not look forward to being smeared by one of them.> I am also concerned about having one of these heavy laden trucks barreling down on me as I negotiate the

turns and hills during slick rain conditions and especially during icy or snowy conditions. I do not look forward

to having them push me off the road.> These trucks are not always the fastest vehicles, but once they get going, difficult to stop. Already too many

drivers pass under dangerous conditions: on double lines, up and down hills, around corners. Alltoo often I

have been surprised by an oncoming car on my journey. Having these trucks on Airport Road will only

aggravate this dangerous practice even further.people's safety must out way the money making potential of this situation. Airport Road is not the road for

these trucks.2. Water pollution, Noise pollution and endangering wildlife: as a local resident of Mansfield, I do not want our

water to become polluted nor do I wish to hear the constant loud roaring of these trucks outside my house. I

have heard it would amount to having a truck pass by my house every 3 L/2 minutes. That pretty much makes

thenoisequiteconsistent.Whenllivedinthecitythenoisewasnotsobad! lalsofeelfortheresidentsthatare even closer to the Gravel Pit. The noise level for them during the extraction process will be horrendous.

This is a beautiful countryside with animal and vegetable farmers, tree farms, wildlife and beautiful rolling

hills. This is not a giant gravel pit or industrial land to be exploited and to ride roughshod over people's homes

and communities.

I sincerely and strongly protest this proposal. Please STOP it from happening

I am sure that you are aware of ongoing local concerns for gravel pit mining operations beingproposed by Arbour Farms. There are a number of concerns ranging from environmental to personalsafety that will have lasting impact on the quality of life throughout Duf[erin County.

Perhaps the most tangible and direct issue worth exploring is the impact that an incremental 10,000to 12,000 (per annum) large haul dump trucks will have on Airport Road. There is little disputing thatAirporl Road is the most dangerous road in Dufferin County. The topography of Airport Road thoughbeautiful, is a maze of hidden intersections and blind spots which see tragically, more than its fairshare of fatal vehicle crashes every year. Adding a major gravel pit mining operation utilizing AirportRoad as the main thoroughfare will more than likely add, sadly, to a further increase in fatal vehiclecrashes.

Recently there was a large campaign spearheaded by CORE to stop the development of a Mega

Quarry, operated by Highland Companies, which to local residents relief was halted. What we havefound however is that a large percentage of people in the arca arc not aware of a new and separateproposal by Arbour Farms to also develop a gravel pit mining operation.

We would appreciate if your news organization would investigate and share with your readershipwhat impact this proposal will have on our and neighbouring communities. I would encourage you tointerview Paul Mills, Mayor of Mulmur Township who can provide you with an update on theapplication and Norm MacEachern (CORE) who can provide more expert insight on what impact thisnew gravel pit mining operation would have on the community at large-

Our family has owned property in Mulmur since L970 and as such I have been traveling on Airport Road for over 40years. We have a skí chalet on the Pine River in Mansfield and a 100 acre farm on the 7th line Stanton. The traffic onAirport Road has increased dramatically over recent years and along with it we have seen and heard of many moreincidents of dangerous and deadly driving brought about by ignorance and the frustration, compounded by the nature oftraffic flow on what is naturally a hilly and challengíng road. We have also noticed, along with the increased traffic flow,ever more unwelcome traffic noise pollution at both our chalet and farm properties.

The thought of adding several hundred heavy gravel trucks to this already dangerous and noisy road is unconscionable

and will have a very negative effect on resident's enjoyment of the surrounding area. I am also very concerned aboutthe negatíve effects on groundwater that come with such a pit.

Please register my concern as someone who is strongly opposed to any possíble rezoning application for a pit in theMulmur/Dufferin area.

I am a resident of Mulmur (Mansf,reld) and am very troubled by the proposed gravel pit of Arbour Farms. Mypartner and I live only a few meters from Airport Rd (On Cty Rd 17) and we both use Airport Rd to transport toand from work. We are already perturbed from the amount of traffic currently on airport road, and increase fromweekenders. We are concemed for everyones safety if we were to add gravel tn¡cks to the mix. We plan to starta family in the next few years and I can't imagine not being able to let my child walk to the corner store withoutthe fear of him/trer being clipped from a gravel truck.

Current transport trucks and motorcyclists already add to the noise at that intersection of Airport Rd and CountyRd 17 (Mansfield), gravel trucks would just add to that current nuisance.

One of the most obvious long term effects from the gravel pit is the water pollution - I don't understand whyanyone would allow this to happen. Money rules everything, eh?

Dear Terry Horner,

I usually don't like to make noise, but when I received a notice in my mailbox alerting me of the plan for theArbour Farms gravel pit, I knew I would be writing this letter.

I live on what some have said is one of the most dangerous corners on Airport Road. Each moming when Imake a left-hand turn onto Airport Road to head into Brampton, where I teach Kindergarten, I am putting mylife in danger. And even after plans were 'squashed' to adjust the grade of the road, I still said nothing. Nowthat I'm being told that Airport Road will be filled with heavy trucks, I will not remain silent. My life, myhusband's life, and our neighbours' lives are in danger. I have to ask you, what will it take before someone pays

attention to the very real danger of Airport Road? Will it take another death? Have there not already beenenough deaths on Airport Road? How many more do we add to the count before government takes notice?

Safety is quite obviously my primary concern regarding the proposed gravel pit, however, there are countless

other issues at hand. My husband and I moved up here from Brampton and Caledon a few years ago because wewanted the peace and solitude of the country. We wanted to be able to spend much of our time outdoorsenjoying nature. If the Arbour Farms gravel pit goes through, sitting outside on our deck will no longer be apeaceful, relaxing experience. Instead, we will be listening to heavy trucks driving back and forth all day long.The noise pollution from Airport Road is already bad enough on weekends as city people head up to Vy'asaga.

Now we will be bombarded with noise pollution from Monday to Friday as well.

In a conversation with a co-worker a few weeks ago I learned that many wealthy people such as Don Cherry

have cottages in Mulmur and Mansf,reld. I was actually told that many people like to fly over Mulmur to see

these cottages. Do you really think that this money will stay in Mulmur if the Arbour Farms plan goes through?

I don't imagine so. I don't have deep pockets, and I know that my husband and I will likely be looking to move.

Do you think that these wealthy cottagers are going to have any problem selling their cottages and buyingsomewhere else? What will happen then to the property values? And what about the properly taxes that will go

down as a result of the declining property values? Where will the money come from then to maintain our

township?

And what impact will this gravel pit have on our environment? Do we continue to rape our natural environment

and put our drinking water in jeopardy? I strongly urge you to reconsider the Arbour Farms' proposal. I think itis a serious mistake and will likely be the downfall of a once beautiful community.

We are writingto voice our concern forthe application to open a gravel pit on Airport Road. lwork in

Collingwood and drive daily up and down Airport Road. At the best of time due to the traftic and the hills thedrive can be dangerous. This danger woufd be greatly increased with large gravel trucks turning in and outonto the road as well as the actual volume of increased truck traffic.

Though the safety issue is the greatest concern there will also be the noise, water and air pollution from an

operating pit. This alone will start to effect resale value of homes and property and could adversely eftect theproperty values of the homes close to this pit.

We have great concerns with anything that could potentially affect the water table and our understanding is

that there will be excavation 20 metres below the water table. There are already some properties

in Mulmur who struggle to have adequate well water due the sandy soil and silt build up. We do not need

anything else to disrupt such a valuable resource.

Please forward our concerns to council in both Mulmur and Dufferin County as wellthe OMB voicing our NON

SUPPORT of Arbour Farms application for rezoning to industrial extraction. Please conserve our rural

environment.

I attended the public meeting in Honeywood on June l5th. 2013 at which I spoke against this proposal. I amnow writing to you to advise you of my opposition to the permitting of a gravel pit at the Arbour Farms site forthe following reasons:

Resources ActAt the present time the ARA is being reviewed by the province in light of the Higtrland Farms pit proposal.Many issues were raised regarding the the requirements for an application, most notably that no Environment

Assessment is required under the present act. Also at present site remediation is not funded directly to theproject but rather by a levy to a pool of frmds. There is no way to ensure that the necessary funding forremediation of the site will be available at the time of the pit closing, should the project go through. This meanseither leaving a blight on our township or that the taxpayers will end up having to fund the remediation.

I feel that the Krehm brothers are trying to rush their application through so as not to have to meet any newregulations that may come out of the ARA review. It would be irresponsible of the local govemments toapprove their application knowing that there will be changes in the legislation which will undoubtedly affect theoutcome of this proposal-

Prope4y ValuesAs I live with in a kilometre of the proposed site I can assure you that if this project goes through my singlelargest asset, my home and land, will be practically worthless. There are many others in the same situation. Wewill have no recourse for compensation from the Krehms, township, county or province. Many of us will seeour homes become valueless so that one family can reap large profits. This is completely unfair andunacceptable.

Benehts to the Countv and TownshioBy the Krehms own admissions this project will bring very few jobs to our area, possibly 6-8 full timepositions. There will be minimal increase to the govemment's revenue as the value of surrounding propertieswill decline and municipal taxes will be reduced. I do not see any upside for the township nor for the county byapproving this gravel pit.

Oualilv of LifeThe increased noise from both the extraction process and the additional truck traffic, I feel have been grosslyunder estimated by the proponents of this project. Adding to the noise will be the dust and diesel fumes fromnot only the site operations but the trucks entering and exiting the site. Without an full EnvironmentalAssessment there is no way to accurately judge what the impacts on our air and water will be. Until there is aguarantee of such an assessment being completed you should reject this proposal.

Road SafetyAccording to the Krehms own advisors there will be one truck entering or exiting the site every 4 (four)minutes, that is 192 trucks per day on county road I 8 between county road 2I and highway 89. This iscomplete folly! There will be numerous accidents on this akeady perilous stretch of road. I understand that

çowúy road 18 is designated as an arterial road but it was never envisioned to accommodate this number and

size cf vehicles. Without major widening and improvenrents to this road there is no way that your coülmon

To whom it may concern,

I adamantly oppose any consideration for the approval of a gravel pit in any form at thelocation of the proposed Arbour Farms site.

The impact of any additional truck traffic egressing or aggressing onto Airport roadcannot be truly understood by any impact study or expert opinion. To truly test theimpact on Airport Road could only be measured by having the number of trucksdesignated per hour per day actually entering and leaving the site for 5 days Monday toFriday. One only has to imagine a bottle neck at the bottom of two hills on a busyhighway to calculate tragedy.

Mulmur township is one of the worst offenders for wetland loss in Ontario and thisproposed pit would only add to the natural wetland loss. Surrounding well water couldbe impacted also.

Acoustical consideration is also a very important issue as an STC or NRC assessmentdoes not test for under 250 Hz and road and machine noise is below 80 Hz. Weather,topography and many other factors affect sound and how far it travels. I live 1.4 km fromAirport Rd. and can hear truck traffic from airport Rd. like it was only 50 meters away.

Air pollution from the truck traffic, heavy equipment, and the gravel and sand extractionwill impact wildlife, natural vegetation and surrounding residences.

This area has an abundance of wildlife which will obviously be displaced

I operate a precast concrete plant and consult for other precast plants and understandthe importance of aggregate and sand needs but know from dialogue with many ofthese supply pits that most of them are operating well below their potential and ashortfall is not a concern in any of the areas. Competition is fierce and píts will haulgreat distances for orders. For example we have eight suppliers from 12 pits thatcompete for our business and one of them from Owen Sound area and we are locatedin Bolton.

I believe this is an easy decision for the Mulmur Township to vote this application down

proposat (l was not able to attend the public consultation session). I have realised after reviewing the documentation that

ihe truck traffic will be a considerable challenge for our turning safely into our property (we are at the top of the lst hill

south with low line of sight). The Post Office will not allow a box on our lane at Airport road for this reason and this is with

çur!.enttraffic conditions. I also have significant concerns relating to the noise from truck traffic as it throttles up the hill as

this has not been considered in the noise assessment and will be substantial.

Dear Mr. Horner, Ms. Dunne and Mr. Burns,

I am writing to you regarding the proposed Arbour Farms Gravel Pit because I am a veryconcerned local citizen and resident of the area. I not only drink the water from that lovelypart of the province but drive the roads (specifically Airport Road) quite frequently. Fromwhat l've read and heard about the negative effects the gravel pit will have, I believe morestudy ought to take place before any decision is made. I think Airport Road (given its hillynature) is dangerous enough without a huge increase of large trucks. The current scenic valueof that road will also be lost if thousands of trucks will use it as the main artery to and fromthe pit. Further, I can only imagine that neighboring homes and farms will be negativelyaffected by reduced propertyvalues as a result of the trucks and noise caused by all thetraffic. I certainly wouldn't want to live near Airport Rd will all those heavy trucks frequentingthe road and area. I can't imagine that you would either.

Lastly, if there are ANY negative repercussions insofar as the drinking water is concerned, I

believe very serÍous thought ought to be given to this issue. Ontario's drinking water is farmore precious to all of us than a gravel pit. Long term thinking is needed by our governmentwhen making decisions that impact the health and safety of its citizens. Short term thinking,while often more profitable, seems to regularly prove to be more costly over time. Please putyour long term thinking caps on and consíder the greater good of Ontario and this lovely areawhen making a decision. I trust you'll do just that and put our collective health, safety andwell being over short sighted financial concerns.

Re: The Krehm Pit alias lrbour Farms'

My wife, Janet and I wish to object most strongly to the proposed sand pit on

Airport Road proposed by Mr. Adam Krehm and Associates.

Given that Mr. Krehm has enjoyed very beneficial tax advantages for his property

- designated as 'farm and environmentally sensitive' - over the years, it is galling

to us that he now wishes to increase the tax burden on Mulmur citizens to

improve local roads for gravel truck transportation. Airport Road may be

designated "arterial" but it is hardly suitable for a large volume of gravel trucks.

Airport Road has an unenviable record for accidents and fatalities which we know

will be exacerbated by adding gravel trucks, particularly with the hills and valleys

that must be confronted. His "haul times" do not consider "school bus"

schedules. He 'bows' to week-end traffic concerns, insulting residents who will

have to endure increased DANGEROUS traffic and noise levels to say nothing of

habitat pollution. Pit operations will be virtually non-stop from 7 a.m. to nightfall

for most of the year and cannot help but create noise and dust, accidents and

water issues.

Mr Krehm's 'lack of consideration' for neighbours living within 500 yards of th¡s

operation reveals a non-neighbourly attitude which puts money before people.

The responses of his planner during the Council meeting on June L3, 2OL3

indicated an insensitive attitude when asked by a citizen about the safety of her

well. We recognize a "me first' approach" on the part of Arbour Farms Ltd.

We are amazed that Mr. Krehm wants to excavate below the water table, most

likely disrupting fish habitat and destroying other aquatic life. To envision the

creation of a lake after the digging is completed may be thrilling' but it is

incredibly short-sighted. W¡ll th¡s result in a potential housing development by a

lake?

lf the Nottawasaga Valley Conservation Authority approves this proposal, the

NVCA should be discontinued and all propefi owners allowed to do whatever

they want with streams and water in our township.

And, Mr. Krehm expects us to welcome the addition of imported used aggregates

to be ground into re-useable materials! Such an insult to our 'neighbourhood'!

ls there a ptan for rehabilitation of Arbour Farms after the acreage has been

destroyed? lf this bid is successful, the company should be forced to bank large

amounts of money in the event that the 'pit' goes bankrupt. Ontario pit owners

have made promises in the past - some 700 - only to disappear after the pit

materiat has been exhausted - leaving a mess for local residents to clean up.

We Mulmurites are fed up having to spend large amounts of time and money to

defend our way of life. That time and money we would prefer to use to make

Mutmur a better place for our citizens, better parks, better schools, for young and

old. Maybe Arbour Farms should be forced to repay the taxes un-submitted

during the years of tree farm and environmentally sensitive designation. lf Mr.

Krehm is a 'true neighbour', why does he not continue to live a life of

conservation and help us preserve what we all cherish in Mulmur - peace, quiet,

and neighbours helping neighbours!

Hi Terry,

Just a quick note to voice my concern about the Arbour Farms proposal to put a quary in. I have a bunch ofconcerns with putting a quarry there but the chief one has to do with the use of Airport Road for transport to and

from the proposed quarry. With all the hills, this road is not a good artery for heavy trucks. As is, the road can

be pretty dangerous and we need to think about how it can be made safer. I am sure most Mulmur residents

have stories about near-misses that they have been involved in on Airport Road.

My latest was last week when I was almost hit head-on by a driver heading north on Airport Road at Stanton.

She passed a GFL truck on a double yellow line as she came up a hill with no visibility as to what lay on the

other side (in this case, me, heading south). Thankfully, I was doing the speed limit and was able to slow downquickly to avoid an accident.

I think adding gravel trucks to the current traffic mix on Airport Road is a risþ idea.

I would appreciate if you could convey my concerns. Many thanks.

Terry - as long-time Mulmur resident, our farm is immediately north of the township office, my wife, Debbie Farquharson, and [, are

writing to express serious concerns about the proposed Arbour Farms Pit application in Mulmur Township, County of Dufferin.

Our family frequently uses the Airport Road on our mountain bikes on the way to, and from, the Dufferin County forrest trails. We are

extremely concerned about increased road safety hazards on HWY 1 8 due to the operation of a sand and gravel pit at Arbour Farms.

We frequently transit a small stretch of #18 between the 2lst and lTth side road on our way to Dufferin County Forest. With gravel

trucks every 2.5 minutes, I fear for the safety of my wife and boys, as we access our public forests.

I urge you, and Mulmur Counsel members, to oppose this project to ensure that our area remains the outdoor playground that it is,

with access to outdoor areas that is not threatened by a commercial venture such as Arbour is proposing.

Please provide my family with information on how Mulmur Township is preventing our piece of Mulmur from becoming an industrial

thoroughfare that threatens the safefy ofour families.

I look forward to hearing about the latest updates on the Class A Category I license application -- and how our family's safety

concerns will be addressed, and protected, by the township and county.

I hope this letter meets the required deadline for comments on the ArbourFarms proposition. I have shared it with the Mayor of Mulmur, Paml Mills, andhis council. I attended the recent public meeting about the proposed ArbourFarms gravel pit and, like the vast majority of those in the room, was notimpressed. with the company's presentation or the conduct of its owner, AdamKrehm. There were many promises, but few def,rnitive ansv/'ers.

As was stated by those who spoke up at the meeting, the proposed gravel pit isin a terrible location and \Mould certainly result in more hazardous drivingconditions on an already busy and dangerous section of Airport Road' The

negative impacts on the surroLtnding environment, rural heritage and thrivingtourism arsof great concern, as well. Mr. Krehm and his representatives seemed

unwilling or uninterested in truly listening to the community. His failure topersonaily *"*er direct qrrestions was most disturbing. If the proponent of suchà controversial project is unable to defend it in public, how is he or his companyto be trusted with the safe operation of a gravel pit that is neither needed norwanted?

I urge you to reject the Arbour Farms application out of respect for the safety

and future of the Mulmur community and those who visit it.

As long-tirne Mulmur residents, our farm is immediately north of the township ofFrce, my wife, Debbie Farquharson, and [, are writingto express serious concerns about the proposed Arbour Farms Pit application in Mulmur Township, County of Dufferin.

Our family frequently uses the Airpon Road on our mountain bikes on the way to, and from, the Dufferin County forest trails. We are

extremely concerned about increased road safety hazards on HWY l8 due to the operation of a sand and gravel pit at Arbour Farms.

We frequently transit a small stretch of #18 between the 2lst and lTth side road on our way to Dufferin County Forest. W'ith gravel

trucks every 2.5 minutes, I fear for the safety of my wife and boys, as we access our public forests.

I urge you, and the Dufferin County executive, to oppose this project to ensure that our area remains the outdoor playground that it is,

with access to outdoor areas that is not threatened by a commercial venture such as Arbour is proposing.

please provide my family with information on how Mulmur Township is preventing our piece of Mulmw from becoming an industrial

thoroughfare that threatens the safety of our families. Airport Road is a COUNTY ROAD and we want it to be kept that way for our,

and future, generations.

I look forward to hearing about the latest updates on the Ciass A Category I license application -- and how our family's safety

concerns will be addressed, and protected, by the township and county.
