Summary

Rahim Yar Khan is predominantly a rural agricultural district with barely 19 percent population residing in urban

areas. It is also a hub for agri-based industry and other industrial activities. The oldest UNILEVER plant is

located in RYK. The rulers of Abu Dhabi have a presence in RYK, with interests in hunting. They have set up a

palace, school and contribute somewhat to the economy. It is connected with the rest of the country through

good roads, railway and air. The total population of Rahim Yar Khan district is approximately 3.3 million (2007).

Its largest minority group is Hindus. RYK is associated with the exploitative supply of the ‘camel jockey kids’,

and more recently their return and rehabilitation..

The total area of the district is 11,880 square kilometers. The district comprises of four Tehsils namely, Rahim

Yar Khan, Sadiqabad, Liaquatpur and Khanpur. There are 122 Union Councils in the district, three municipal

committees and five town committees.

The data in tables (a) and (b) above highlights a very important issue regarding provision of education with

respect to gender. Whilst the institutional provision at primary level (katchi to Grade 5) is almost equal in Rahim

Yar Khan district the enrolment of girls is 18% less than boys

The data is however, more stark and illustrative at the middle level (Grades VI-VIII), where the provision for

girls’ institutions is higher than boys but enrolment is much lower at 40% for girls and 60% for boys. Thus, on

the one hand, gender equality in provision is available, but gender equity is not which is based on: addressing

issues such as, distance and security of travel to the school, security within the school, quality of education with

respect to teacher provision, conducive learning environment with adequate facilities, positive attitudes and of

course poverty.

Another important point to consider from the data is that there are only 13% enrolled girls in middle schools

when compared to their enrolment at the primary level! This also reinforces the transition gaps from primary to

middle level of education, which in turn is a disincentive for many households who do not see a future for girls’

education or for that matter of boys as primary graduates!

This is a critical policy and planning issue that needs to be addressed urgently

Target project schools have been selected from 13 Union Council (UCs), out of 122 UCs. Nine schools in need

of urgent support have been identified for Whole School Improvement Program (WSIP) to be provided both,

infrastructure and soft interventions of construction, learning materials, strengthening of school councils and

capacity building. There are 37 schools additionally selected in clusters for capacity building, community

participation and health/hygiene support to mobilize maximum number of girls for primary enrolment.

Enrolment in 9 WSIP schools is 1162, with 96% girls. The number of teachers is 29. Enrolment in 9 target

schools will be increased during the project period by 15-20% (1340 -1400) at primary.

In the 37 cluster schools, there are 93% girls. Enrolment is targeted to increase by at least 10% (from 6109 to

7200) during the project period in primary grades.

Learning level baselines conducted for grades 1-5 of 9 WSIP schools for 3 toughest subjects: English, Maths and

Science revealed following results:

The average students’ learning levels is 40 % which is above the 33% government pass rate. This is

better than other districts of the project. There is a need to achieve 50% as an average, to ensure a better

chance of sustaining the learning edge. Learning environment and basic facilities need improvement for

improved learning outcomes.

The average PTR of 9 target schools is 1:40, equal to the government ratio of 1:40. Only. There are 2

schools where the PTR is above 1:40. The School Councils are present, but weak. Classrooms observations

reveal on a scale of 1-5, an average of 2 in classroom environment, measured across 12 indicators.

Situation Analysis of RAHIM YAR KHAN District History (http://www.southpunjab.com/rahim-yar-khan/) Rahim Yar Khan was declared as a separate administration district in 1943. It belonged to the princely state of Bahawalpur until 1955. Nawab Sadiq Khan-IV of Bahawalpur named it after his son Rahim Yar Khan and the The total area of the district is 11,880 square kilometers. Geography Rahim Yar Khan is bound on the north by Muzaffargarh district, on the east by Bahawalpur district, on the south by Jaisalmair (India) and Ghotki district of Sindh province and on the west by Rajanpur district. This district is divided into three main physical features i.e. (a) Riverine area. (b) Canal irrigated area and (c) Desert area which is called Cholistan. It lies in the south of the irrigated tract up to the Indo-Pak border. The total area of the district is 11,880 square kilometers. Population The total population of Rahim Yar Khan district was 3.3 million. 19.6 percent of the total population lives in urban areas. The largest minority group is of Hindus and scheduled castes, who have little voice in local govt.

Poverty estimates for Pakistan indicate today that 24% of the total population is living below the poverty line. These figures when combined with vulnerability groups escalate to 50% of poor and vulnerable. The largest minorities comprising of Hindus remains marginalized. These are the groups who can only afford public sector schooling and are at risk of not going to school or dropping out. Amongst these, girls and women remain even more vulnerable particularly in the southern districts of Punjab with large landholdings belonging to landowners holding on to feudal and rigidly patriarchal mind set. RYK is unfortunately also associated with the exploitative supply of the ‘camel jockey kids’, and more recently, their return and rehabilitation with the assistance of the Child Protection and Welfare Bureau (CPWB) of Punjab Government and UNICEF.

Literacy In 1998, 33.1 percent of the population was reported as being able to read at least one language. This was up from 20 percent in 1981. In urban areas, 65.0 percent of males and 48.4 percent of women were able to read. In rural areas, 37.9 percent of males, and 14.9 percent of females were able to read. Rahim Yar Khan is ranked 30 out of 34 districts in Punjab in terms of literacy rates (33.1%).

Category:WSIP Schools Total No. of Schools: 9 The overall results of students’ learning levels show variation at different levels in different subjects. Grade 1: In WSIP schools district District Rahim Yar Khan, the students of grade 1 have got the 55% in English and 75% in mathematics. In both areas, the result is good. Grade 2: The average result of English is 83%, the result of mathematics is 63% and G. Science is 33%. Result shows that the students are the weakest in G. Science and the results are very good in English and good in mathematics Grade 3: The average result of English drops to 22%, the result of mathematics is 34% and G. Science is 37%. Result shows that the students are the weakest in English and the result is average in all areas/ subjects (English, Mathematics & G. Science). Grade 4 The average result of English is 21%, the result of mathematics is 28% and G. Science is 35%. Result shows that the students are the weakest in English & mathematics. The result is below average in all areas/ subjects (English, Mathematics & G. Science). Grade 5: The average result of English is 33%, the result of mathematics is 29% and G. Science is 31%. Results are weak and below or marginally at average in all areas/ subjects. There is an urgent need to focus on improving students’ learning levels. The average results of students’ learning levels at district level in the areas of Math, English and Science are as follows:

Average results of all subjects indicate that the students are slightly above average but averages do mask variations and problem areas in primary upper grades (3-5), in English, Maths and Science, subjects focused for the assessment. There is a severe need of improving their learning levels in the target schools through enhancement of teacher subject based competencies.

Analysis of Learning Environment Evaluation Ranking: Excellent: 5, Good: 4, Satisfactory: 3, Below Standards: 2, Need more essential improvement: 1 Cleanliness of classroom: The situation of cleanliness in classrooms in all WSIP schools is below standard. The condition is satisfactory in GGPS Chak 153; GGPS Chak 184 and GGHS old sadikabad only. Classroom management: Classrooms are not well managed in all WSIP Schools; classroom management is below standards in GGPS Chak 147, GGPS Chak 152 and GGPS Chak 161.Classrooms are well managed in GGPS 153, GGPS 184 & GGHS old sadikabad. Repair and maintenance: There is an intense need of repair in all WSIP schools in RYK especially in GGPS Chak 130, GGPS Chak 147, GGPS Chak 152 and GGPS Chak 184 in terms of whitewash, blackbord, furniture & walls. Children’s display in classroom: According to classroom observation, there were no displays prepared by children in classrooms such as Charts, Modules etc in all WSIP schools in RYK. There is an essential need of support in these schools for teachers and students as well about their input for interactive reading. Lesson Plans: Lessons were not prepared in schools according to classroom observations. In all WSIP schools in RYK the situation regarding lesson preparation is not satisfactory except GGPS 153 & GGPS Chak 184. Use of teaching aids: In all WSIP schools RYK, teachers are not using teaching aids such as board, chalk, charts for different activities etc to improve their teaching style and better understanding for students. The condition is below standards in all schools. Quality of assessment: In WSIP schools, teachers were not using any kind of worksheets or other tools for assessment of students learning and their knowledge regarding subject. Quality of assessment was found to be below standards in schools. Positive attitude of teacher toward students: The attitude of teachers towards their students is positive in most schools of RYK. According to classroom observations the condition regarding teacher’s attitude is satisfactory. Use of interactive teaching methods: Teachers are not using interactive teaching methods especially in schools except GGPS Chak 153...Teachers are using the traditional teaching methods and not trying to use different activities for making the lesson effective and more understandable. Effective use of time table: Time tables were not display in all schools & mostly teachers were not time tabling their periods and subjects. The situation regarding time table is below standards and need more improvement. Use of library: It was assessed that in all WSIP schools in RYK, there were no library in schools. Libraries not exist in all schools. The situation was very dire in this area of learning environment and extremely need of improving. The average results of all areas which were assessed as learning environment are below standards. The status report of learning environment shows that there is a severe need of inputs in teaching methodologies/style, lesson plans, time tabling, assessment techniques & children’s participation in classrooms. Teachers should provide training on classroom management of all WSIP schools in RYK. Libraries must be established in schools. There must be some enrichment activities for students in schools.
