THE COMMUNITY/COUNTY LOCATED JUST 30 MILES NORTH OF SAN FRANCISCO and with more than one million acres that

encompass the Pacifc Ocean beaches to the west, the mountains of the redwood forests, and the oak-studded hills that rise above the vineyards and dairies, Sonoma County is home to over 490,000 diverse residents who share a strong sense of community and history of valuing and protecting their agriculture. From one-of-a-kind spa treatments to paddling the Russian River and ziplining amidst redwoods to 55 miles of Pacifc coastline, the County ofers residents easy access to virtually unlimited shopping, dining, cultural, and recreational opportunities. The County is governed by a fve-member Board of Supervisors, who are elected by district. The County has a budget of over $1.9 billion and over 4,000 regular employees who provide services to the public through 29 departments, and special districts, which are dedicated to providing excellent and responsive public service while operating under sound fscal principles.

THE DEPARTMENT THE DEPARTMENT OF HEALTH

SERVICES is comprised of three integrated divisions: Administration, Public Health, and Behavioral Health. These divisions provide a broad range of innovative programs and services designed to promote, develop and sustain the health of individuals, families, and communities. To best impact the health and wellbeing of everyone in the community, the Department focuses on fve key service areas: Children and Family Services, Adult Services, Community Health and Safety, Emergency Medical Preparedness, and Disease Control and Clinical Services. The Department also plays a vital role in leading eforts associated with multiple goals and objectives under the Board’s Strategic Plan pillar of Healthy and Safe Communities, which seeks to provide quality and equitable housing, health, and human services for all.

THE JOB THE HEALTH SERVICES

DIRECTOR will lead the Department of Health Services, with eleven direct, and approximately 580 staf, and a recommended budget of $280 million (fscal year 21–22), in achieving its goal of promoting and protecting the health and well-being of every member of the community, and ensuring the continuum of care. Reporting to the Board of Supervisors, with day-to-day reporting responsibility to the County Administrative Ofcer, the Director collaborates with other County departments and an amazing group of community partners. This position is responsible for the overall policy, programs, goals, and success of the department and has an in-depth understanding of the social and economic challenges that impact social determinants of public, mental, and environmental health. This position has a strategic and critical role in collaborating with emergency management departments and professionals, cities, foundations, committees, community-based organizations, businesses, educational institutions, and the community-at-large to set local priorities.

UPCOMING CHALLENGES

u LEAD the department through a post-COVID landscape and re-focus on strategic program improvements and preventative services.

u CONTINUE to strengthen the administration infrastructure, including modernization and simplifcation of processes and technologies, and ensuring continuum of care.

u IMPROVE health equity and remove barriers to access.

u EVALUATE restructuring homeless services from the Community Development Commission to the Department of Health Services.

u IN NOVEMBER 2020 Measure O passed, and is estimated to generate approximately $25 million annually to fund local mental health and addiction services and facilities. The Health Services Director will implement Measure O programs in coordination with Board of Supervisors’ direction and expenditure plan.

u PARTNER with the Community Development Commission to seek and utilize funding to support ACCESS Sonoma Interdepartmental Multi-Disciplinary Team (IMDT) and the Homeless Encampment Access and Resource Team (HEART).

u PARTICIPATE in planning sessions regarding the California Advancing and Innovating Medi-Cal (CalAIM) framework.

THE IDEAL CANDIDATE THE IDEAL CANDIDATE WILL BRING extensive experience in overseeing health services

(preferably in California) and will be responsive, politically savvy, communicative, consistent, and collaborative. We are looking for an excellent leader and communicator who removes barriers, and supports and empowers staf. The ideal candidate will have a high level of emotional intelligence, demonstrate diplomacy, and work with all groups within a community. This candidate will be a strong administrator who questions the status quo to fnd better ways of getting things done, and advocates for programs and services that will serve the underserved in our community. The Health Services Director will efectively build relationships and leverage the strength of our community partners to efect change and improve the health and wellbeing of our community. Through an inclusive, engaging and communicative leadership style, the Director will creative a vision for the Department, efectively communicate that vision, design programs and measure success. The ideal candidate is a trust builder and works toward building a culture of diversity, equity and inclusion, and looks for ways to connect with marginalized communities and remove barriers to healthcare access.

EMPLOYMENT STANDARDS

u Any combination of education, training, or experience that would provide the opportunity to acquire the knowledge and abilities of the position, particularly the principles of public and behavioral health programs.

u A Degree in health care administration, public administration, hospital administration, business administration or a closely related feld; a related Master’s Degree is desirable.

u At least fve years of increasingly responsible experience managing a health, behavioral health, or social services organization or large division of such organization.

SALARY& BENEFITS

The annual base salary range for the position is $207,605–$252,332. In addition to the

base salary, the position receives a cash allowance of approximately $600 per month.

Combined, the annual salary is $214,805-$259,532. Salary is negotiable within the established base salary range DOE/DOQ.

For out of area candidates, the expectation of the Board of Supervisors is for the Director to relocate to Sonoma County within a reasonable amount of time if selected for the position. Relocation reimbursement may be authorized for the successful candidate.
