Problem being attempted to change: We know that the work [of making an ideal village] is as difficult as to make of India an ideal country. But, while it is possible for one man to fulfill his ambition with respect to a single village some day, one man's lifetime is too short to overtake the whole of India. But if one man can

produce one ideal village, he will have provided a pattern not only for the whole country, but perhaps for the whole world.

About the Community

• Geographical Location: 60 Kms. Away from Jodhpur city. Harinagar has the desert land where the farming is mainly depends on rain.

• Cultural Background: Harinagar village is mainly formed by Jat community. Farming & labour is the main occupation of the villagers.

• Role of Satya Bharti School in the Village: Satya Bharti School is providing quality education to the children of this village from 2007. The school proved itself as a great “Change Maker” in the field of education. The Satya Bharti School, Harinagar is providing free education to those students who are underprivileged & can not afford hi-tech education. In this school, there is no discrimination of caste, colour & religion and all students are equal on a same platform.

• Participation in ‘Design for Change’ School Contest: SBS Harinagar participated in “Design for Change” contest and put an idea to make people aware about village panchayat and their role and responsibility toward village community and also to aware community about various schemes of Village panchayat.

•  We have not pictured a poverty-stricken India containing ignorant millions. We have pictured to ourselves an Indian continually progressing along the lines best suited to be genius. Our dream is that lakhs of villages becomes a well-living republic in which there are no illiterates, in which no one is idle for want of work, in which everyone is usefully occupied and has nourishing food, well-ventilated dwellings, and sufficient clothes for covering the body, and in which all the villagers know their rights and power. Today common people do not realize their own strength. In villages the lower bottom people are still unaware about their rights, various govt. schemes and role and responsibility of village panchayat and also their role and responsibility toward village panchayat.

We ‘Felt’:

Page 5: Dfc (harinagar)

• In Panchayat Raj , the man who should count most in India is naturally the kisan. How to advance him is the question. The greater the power of the Panchayat the better for the people. Moreover, Panchayat to be effective and efficient, the level of people's education has to be considerably raised. We do not conceive the increase in the power of the people as in military, but in moral terms. We would see our dream of Panchayat Raj, i.e., true democracy realized, we would regard the humblest and lowest Indian as being equally the ruler of India. The lower Indian must know his & her power and rights through the panchayat. The lowest man in villages even not know basic government schemes like vardha pension vojana, neraga, etc. Thus we Imagined to let aware people about village panchayat and their functions.

We ‘Imagined’:

Page 6: Dfc (harinagar)

• We aware people about - • Functions of village panchayat.

• Various schemes of village panchyat like- MG NREGA, Anganwadi, Health facilities, Virdha pension Vojana etc.

• Make people understand the provisions under MG NREGA- like

• Adult members of a rural household, willing to do unskilled manual work can do registration in writing or orally to the local Gram Panchayat.

• The Gram Panchayat after due verification will issue a Job Card. The Job Card will bear the photograph of all adult members of the household willing to work under NREGA and is free of cost.

• The Job Card should be issued within 15 days of application.

• A Job Card holder may submit a written application for employment to the Gram Panchayat, stating the time and duration for which work is sought. The minimum days of employment have to be at least fourteen.

• The Gram Panchayat will issue a dated receipt of the written application for employment, against which the guarantee of providing employment within 15 days operates

We ‘Did’:

Page 7: Dfc (harinagar)

•Employment will be given within 15 days of application for work, if it is not then daily unemployment allowance as per the Act, has to be paid liability of payment of unemployment allowance is of the States.•Work should ordinarily be provided within 5 km radius of the village. In case work is provided beyond 5 km, extra wages of 10% are payable to meet additional transportation and living expenses•Wages are to be paid according to piece rate or daily rate. Disbursement of wages has to be done on weekly basis and not beyond a fortnight in any case.•At least one-third beneficiaries shall be women who have registered and requested work under the scheme.•Work site facilities such as crèche, drinking water, shade have to be provided.

•We also raises different issues of villagers with village panchayat. like-• Drinking water is not supplied properly by the Public Health Department. • Lack of Health Centre and unavailability of ANM and medicine dispensary.• Electricity related issues were raised •Aganwari Workers have not been sincere toward their work as the desired services have not been given to the target groups.

Page 8: Dfc (harinagar)

• Finally, this exercise proved very useful for the village people to have first hand information about the Village panchayat and its schemes

• Secondarily the Village panchayat able to know the problems being faced by the people.

• Thirdly This will enable various peoples to know their powers and also know about different activities of village panchayat.

• Villagers also able to know about their role and responsibility towards panchayat.

• Villager able to know and get information about MG NREGA
