Brook Lake Community Center, West HylebosBy mirror StaFF

The city of Federal Way recently acquired the five-acre Brook Lake Community Center property, which Mayor Jim Ferrell has referred to as one of the most important remaining historical sites in Federal Way. The property, which sits on the southeast corner of the West Hylebos Wetlands Park, was donated to the city.

The historical building on the site was built in the 1920s

as the Wagon Wheel restaurant, which, over time, became a speakeasy, a brothel and for the last seven decades the com-munity center. Brook Lake was also the site of the city’s first water district, sewer district, community club and library.

The city will work with the Historical Society of Federal Way, Friends of the Hylebos, the Federal Way school district and other organizations on the future uses of Brook Lake. The city will also preserve the building and seek historical register sta-tus.

Ferrell said the city will likely extend the West Hylebos Wet-lands boardwalk to connect the 120-acre park with Brook Lake and Blueberry Farm.

The boardwalk loops through the bog and moss-coated woods. Tens of thousands of people visit the park each year, which is considered Federal Way’s hidden jewel. The park has been recognized as one of the state’s top nature areas.

The Brook Lake Community Center is located at 726 S. 356th St., Federal Way.

West Hylebos Wetlands Park is lo-cated at 411 S. 348th St.

Federal Way has a myriad of interesting places to explore, activities to do and things to see.

Dash Point State Park is situated in the southwest quadrant of Federal Way and is a popular destination for water rec-reation. This 398-acre camping park features 3,301-feet of saltwater shoreline. The beach provides views of the Puget Sound and opportunities for sea-life study. The sandy beach at the park is a relaxing beach getaway.

The park has 114 standard campsites, one ADA standard campsite, 27 utility campsites, one year-round dump station, four restrooms and six showers.

Dash Point offers a group camp that accommodates up to 96 people. The camp includes 12 individual campsites that allow up to eight people and a small, central gathering area.

FEDERAL WAY BPA TRAILThe 3.6 miles of paved pathway connects Celebra-

tion Park, downtown Federal Way and the southwestern neighborhoods. Near the trail’s mid-point, the West Cam-pus Trail branches off as a 1-mile spur and provides access to other neighborhoods.

The trail is located between South 324th Street and Ma-drona Park in Federal Way.

STEEL LAKE PARKThis 52-acre park features 100 parking

stalls, a beach, children’s play structure, con-cession building and five picnic areas. Steel Lake Park also includes horseshoe pits across the street, open lawn areas, a sand volleyball pit and swimming.

One of the most popular features for chil-dren is a Family Funland that opens on June 20, 2014. The structure includes the Ability Whirl toy made for wheelchair-bound chil-dren, which allows them to have a merry-go-round experience with his or her caregivers.

There is a small boat launch at the park, which is located at 2410 S. 312th St., Fed-eral Way.

FRENCH LAKE DOG PARKThis 10-acre off-leash dog park includes a

Federal Way Public Schools has established a track record of innovation to ensure that each student graduates with the skills and knowledge to succeed.

The district recently made strides toward creating a “college-going culture” in its secondary schools, automatically enrolling students who pass the state’s standardized

tests in advanced academic programs. The district also pays for all students to take the PSAT, SAT and advanced program tests.

Some schools and programs within the district also serve as state models that draw students from across the district and beyond.

Decatur High School’s pre-engineering program

Washington State Superintendent Randy Dorn was at Decatur High School on June 5 to visit the school’s Project Lead the Way program, a successful and increasingly popular “pre-engineering program.”

The program is led by instructor Sean Smith, who spent most of his career in the aerospace industry, in which he helped develop the Boeing 757. Smith described the program’s rigor and the challenges it presents students.

“We have a four-year program. Introduction to Engineering and Design, Principles of Engineering, Aerospace Engineering and then we have a fourth year capstone project, kind of like what you’d see in college, called Engineering Design and Development,” Smith said in an interview

during Dorn’s visit. Smith described each of the years,

saying the first year is spent on teaching students “how an engineer thinks” and all of its related processes.

“We give them a project, they have to come up with a brainstorming session, which is where they struggle the most,” Smith said. “At the start of the year, I might say, ‘I want you to come up with three ideas,’ and they have a hard time getting it done. By the end of the year, they’ll have 15, 16, 17 ideas. So it really helps them think about the creative process and problem solving on their own.”

Students spend part of the first year learning a 12-step design process, Smith added.

“They learn to get their ideas on paper, they learn how to document their ideas through sketching,” he said. “They learn about how to create blueprints and how to read them … They really get to see an idea from paper to software to real life, to see if it really does work. So they print it, and if it doesn’t work, they realize there’s … a problem.”

The printing Smith referred to is 3D printing, the innovative and disruptive technology that’s been proliferating in recent years. Smith noted that in the second-year course, one of the projects they often do is creating C02-powered race cars printed from the 3D printer.

“Second year is a lot more physics. They build bridges, they take them to failure … They also build mousetrap cars. We even do C02 cars, where they build them in Inventor and then print them off,” he said.

The third year, Smith said, is heavily focused on aerospace engineering, where students learn the physics of flight and how to create and design various components. Decatur’s program is outfitted with a wind tunnel, so once again, students are able to get that taste of real-life engineering success or failure. Students also spend part of the third year learning about rocketry as well, where students take their knowledge of flight and try to apply it to rocketry, Smith added.

He said students are currently working on “intelligent vehicles” similar to the smart cars Google is in the process of designing, manufacturing and putting on the market.

“They’re programming robots. They give [the robots] a basic foundation and it does its own thing based on the code you wrote,” he said.

Shepherd Siegel, Director of School Engagement for Alaska and Washington for Project Lead the Way, said Decatur’s program is a model of what Project Lead the

Way is all about. “Everything in this class is cross-referenced

with Common Core State Standards and Next Generation Science Standards,” Siegel said. “I’m hoping that these courses will be used as the state models for cross-course equivalency, so students can get math and science credit. This [classroom] is one that really stands out. The Career and Technical Education director here, Nancy Hawkins, does a tremendous job.”

According to information provided by the district, Decatur’s program started in 2008, with two sections taught by Smith. Student demand quickly resulted in three more sections in 2009. According to Smith, the popularity of the program has continued to increase, and Decatur will be adding another class to accommodate the 140-plus students expected to enroll.

Students shine at Federal Way Public Academy

“Dot, dot, dot does not mean sarcasm,” said Federal Way Public Academy English teacher Mark Klumpsenhower, as he taught a classroom of seventh graders about the use of an ellipsis on a recent afternoon. “It does not translate well into drama - if you want that, you can go online and find an emoticon. It means you left words out intentionally or you got interrupted.”

Students laughed as they took turns reading phrases on the whiteboard, including, “I am so cool” and “No … I am.”

In the hallway, a group of students in a drama class recited lines from the play “No One Calls Me Mutt Anymore,” while history students in another classroom learn about the beginnings of capitalism during a Socratic seminar.

“People often learn about our school because they go online and see the scores,” said Kurt Lauer, who has been the school’s principal for 10 years.

Last year, for example, the school scored a first in the district: 100 percent of Federal Way Public Academy’s 10th-grade students met standard in four of five subjects; in the fifth, biology, 93.8 percent of the school’s 10th graders met standard.

The Office of Superintendent of Public Instruction and the State Board of Education also recognized FWPA in 2013 for overall excellence. This award goes to schools whose overall two-year test score average puts them in the top 5 percent of schools statewide.

Compared to districtwide scores across all subjects over the past four-plus years, academy students in grades six through 10 far outscored their peers.

The school provides students a rigorous, challenging academic program. The school’s mission is to provide a college preparatory curriculum for students in grades six through 10. About 300 students attend the small school each year and are placed through the Choice Enrollment program via a lottery.

But Lauer said he “rarely speaks about scores that much. I’m not a big banner waver on test scores. I want students to do well, but we want students to learn the curriculum at a deeper level.”

He said the biggest results of student success show in what students do after they graduate. About 50 percent of students go into the International Baccalaureate program at Thomas Jefferson and 30 percent go into Running Start. Some students go on to Ivy League schools, including Harvard and Yale universities.

One reason why academy students are so successful is because the school’s curriculum is focused, Lauer said, noting teachers and students “dive deeply” into subjects.

“At Federal Way Public Academy, they don’t just meet the standards - they understand the standards,” said Tina Williamson, whose children Ryan and Kelly McCandless attend the school.

Ryan, a 9th grader, struggles in math and did not pass the End of Course exam in algebra last year. But his teachers have met with him after school and during lunch to “dive deep” into algebra to ensure that he grasps the concepts.

“They just tried different approaches until he began to understand it,” Williamson said. “This year, all of a sudden, you start seeing a light going on and he’s grasping it.”

Many students also succeed because of the strong partnerships between home and school, teachers’ high expectations and the small school environment, Lauer added.

“It’s a small school and it’s able to reach more people,” said Marquis Waright, a 10th grader at the school. “We’re not bound by any age or grade barrier.”

Williamson noted the students who succeed at the academy are those who want to be there.

“It’s not just for brainiacs,” she said. “It’s the culture of this school that makes it what it is. It is a different social atmosphere, it’s a small community, it’s a family. It takes a community to raise a child and that’s the community that’s helping me to raise my children.”

She said the academy is a “hidden gem” in Federal Way.

Upon taking exit 143 from Interstate 5, drivers need only head west to find themselves smack dab in the middle of a busy commercial district with plenty of restaurants, retail outlets and shops to choose from.

But as of July 12, residents and visitors alike will be able to escape the bustle in busy downtown Federal Way with a trip to Town Square Park.

For those who've been to New York, think a Federal Way-sized version of Bryant Park.

"Bryant Park is really sort of a, what I've been referring to as, an urban public oasis," said Federal Way Mayor Jim Ferrell, adding that Town Square Park will compare.

While much smaller than Central Park, Bryant Park is a refuge from the tall buildings of New York City. It's home to a large carousel, a film festival, gardens, a chess area, ping pong and a grill and cafe.

Town Square Park — the first downtown park in the history of Federal Way — will include a large grass area for picnicking, playing and gathering for concerts and other events. Picnic benches and tables will be scattered throughout as two large human-sized chess sets, accompanied by a maze and colorful labyrinth for children.

One full and two half-sized basketball courts will sit to the east and west of the large labyrinth, while an open area for a potential Farmers Market encompasses a large 15-to-20-foot tall Fraser tree for the holidays.

"I envision families and residents playing, walking and picnicking in our downtown park," Ferrell said. "When we do a Christmas tree lighting, get together for concerts or special events, this is the meeting place. This is going to be a place where people drive to instead of through."

The four-acre parcel will also include a parking lot, plenty of pedestrian access and several types of plants - Snap Dragons, Diamond Frost, and Purple Wood Sage, to name a few. A community garden, deemed a "cabbage and/or pea patch," will also be on the park grounds.

According to Ken Miller, the interim parks director with the city of Federal Way, the city has owned the park property since 2006-07.

"The idea was to get some development downtown and get some proposals," Miller said. "But in the last seven or eight years, nothing's happened. There were a few odds and ends but nothing's gone far enough

along to be built."

But the city had, and continues to have, a vision for downtown Federal Way. It was time to act.

"I've been talking about this for well over 10 years now and I'm really excited about what I think will be a watershed moment in Federal Way's history," Ferrell said. "… One of the things I've noticed in 2010 and today is the sense of center. Most cities, be it Kirkland with their waterfront park or Olympia with Sylvester, most communities have this town square park in which everything emanates out from."

Ferrell was a part of the Federal Way City

Council when they purchased the land with 2005 funds set aside for the revitalization of downtown, but it was underutilized and inactive until now.

"It's something that I campaigned on in 2010 and this last [election]," he said. "This is a central component of my agenda — to activate our downtown."

The famous giant clock above Sound Transit’s parking garage was designed in the shape of a cut log. The city’s Arts Commission selected the artwork, which symbolizes Federal Way’s logging history, said former Councilwoman Diana Noble-Gulliford.

“Logging is the foundation of our history,” Noble-Gulliford said.

According to the Historical Society of Federal Way, logging crews cut logs along the city’s shores as early as 1849 to supply the sawmills that began cropping up around the region.

And that hand sculpture east of the Transit Center?

“It’s the high-five off I-5,” noted Noble-Gulliford.

The “high-five” structure was initially designed to light up at night. However, Department of Transportation officials worried the illuminated fingers might distract drivers, so the structure’s light capacity was reduced, locals say.

Artists have also drawn inspiration from Federal Way’s wildlife, including a metal

salmon sculpture and eagle sculpture at Dumas Bay.

“That shoreline is home to bald eagles,” said Chris Carrel, city spokesperson. “Poverty Bay Park is a stone throw from there that has a nesting pair of eagles.”

Artists have also transformed some of the city’s fears into hope.

A plaque near the dock at Steel Lake Park reads: “This plaque, made from 650 melted guns, is a symbol of hope for our community.”

The plaque notes in the spring of 1994, the city sponsored a gun buy back program. “Give and let live” was the theme of the program to help stop gun violence.

Also engraved on the plaque are the words: “With this plaque, we also commemorate the efforts of friends, neighbors, youth and children who have spent their time bringing the community together to deal with this issue.”
