DELHI TRAFFIC POLICE DATED: 20-05-2011 TRAFFIC ADVISORY Public Works Department will carry out relaying of mastic asphalt on Moti Bagh flyover at Ring Road in the carriageway coming from Dhaula Kuan to Bhikaji Cama Place side. The work would be carried out on the nights of 21 st & 22 nd May, 2011 (Saturday & Sunday) from 11.00 PM to 6.00 AM. via Gurgaon Road.

 

2.            The non commercialized traffic will be allowed upto foot of Moti Bagh bridge and

can use left service road parallel to Moti Bagh bridge. By crossing signalized

intersection, they can come again on Ring Road.

 

3.            To avoid congestion, motorists are advised to take either Sardar Patel Marg or

San Martin Marg to go to New Delhi area or Eastern area via Panchsheel Marg.

 

4.            There will be no change on Shanti Path and Rao Tula Ram Marg.

 

Advisory traffic signages at appropriate locations will be placed for guidance of

the motorists and adequate traffic staff has been deployed to ensure smooth and

uninterrupted flow of traffic. Public can also express their suggestions/complaints at 24-

hour traffic helpline at 011-23010101 and by sending e-mail at

A CASE OF CONTRACT KILLING OF YOUNG INDUSTRIALIST WORKED OUT, 3 ARRESTED, INCLUDING ELDER BROTHER. Highlights

         A case of fratricide         A case of contract killing         Elder brother jealous of preferential and favorable treatment to his

younger brother.         Genesis lies in deep rooted jealously, sibling rivalry and property.

  With the arrest of (1) Arshad s/o Shaukat Ali r/o H.No. 2555, Gali No. 21, Rajive Gandhi Nagar, Mustafabad, Delhi aged 25 years (2) Adil s/o Aabed r/o Juggi No. 185, Gali No. 4, Chander puri , Kailash Nagar, Delhi & permanent address Mohalla Nai Sarai, Distt. Badaun, UP aged 28 years (3) Shajzad s/o Samsad r/o H.No. 15, Gali No. 25, B-Block, Sri Ram Colony, Delhi aged 35 years, a sensational murder case of a young businessman cum industrialist has been worked out by PS Jyoti Nagar of North East District. The Katta & Chopper of offence used in the crime have also been recovered. INCIDENT: In the intervening night of 10/11.05.11 at about 0925 AM, a PCR Call was received regarding lying a body of man at Kacha Road between Ambedkar College outer wall and Ganda Nalla, Kardam puri, Delhi. One male dead body was found on the spot in a pool of blood with his throat slit and having marks of sharp edged weapon injury on stomach and palms. On the basis of circumstances, a case vides FIR No 195/11 u/s 302 IPC was registered at PS Jyoti Nagar and investigation was taken up. Later on the deceased were identified as Shadab. TEAM & OPERATION: 

Being a case of blind murder, that too of a unknown person, the first priority was to identify the person so that further investigation could be progressed. Four separate teams were constituted under the charge of SHO in Police Station Jyoti Nagar, Gokul Puri, Bhajanpura and Welcome so that area could be searched to identify the dead body. The special staff was also pressed into service to obtain leads in the case.

After painstaking efforts, police able to identify the dead body. He was identified as Shahdab S/o Shaukat Ali, who is having factory of aluminum Door Fitting in Karawal Nagar. From there, it is learnt that there was engagement ceremony next day and till evening he was seen in the house.  

It was an absolute blind case with no clue whatever as his body was found with his throat slit. The assailant also tried to give it a colour of robbery as well since family alleged missing of gold chain and some cash form the possession of deceased.  Since it was a quite challenging and tough case to work out, special dedicated teams of special staff and Police Station Jyoti Nagar were formed under he leadership of Inspr. Baini Singh and Inspr. Sanjay Gade. The police started investigation with open mind and launched probe into all possible angles including robbery and personal enmity. 

With meticulous and methodical professional working, police team started picking up small-small leads and clues. With the help of Local inquiry, human and technical intelligence, team started joining various pieces of puzzle. Finally, police could able to Zero down on two suspects who found to be absconded from the day of incident. This leads to more suspicion. Various raid parties were detailed for their lookout. Finally with relentless and persistent efforts, Police could able to apprehend Adil and Shajzad on 19.05.2011. INTERROGATION & EXAMINATION 

On their sustained examination, they spilled the beans. It was a startling revelation even to the surprise of Police. They stated that they were hired to kill by the elder brother of the deceased. Both are in the profession of carpentry but not having sufficient earning as they were jobless of late. Having meager or no earning, both were in dire need of money. They approached Arshad, elder brother of deceased for monetary assistance and work. Taking advantage of this, Arshad allured them for this heinous task in lieu of Rs. 1,00,000/. Blinded by the sheer greed and money, they agreed to work for Arshad. He gave Rs. 10,000/-advance to the Shajzad. Later on, another installment of 10,000/- was given to them.  

On the fateful day of 10th May, Arshad called the deceased under the pretext of having met an accident. From there, he took the deceased to the isolated spot near Ganda Nalla (Drain) of Kardam Puri, Delhi. There, Adil and Shajzad were already waiting with full preparation. On being reached there, they overpowered the deceased.

Arshad held his leg due to which victim fell down. Initially, Adil took out country made pistol but it could not be fired so he took out a Chopper/knive and slit his throat. In this struggle, deceased sustained injury on his hand and his body as well. While fleeing, they took away his gold chain and mobile phone as well.  

On being examination, Arshad stated that he had deep rooted grudge and jealously with his younger brother Shahdab as he used to get more preferential and favorable treatment. The father is taking more interest in his business, he was prosperous and his factory was running well, whereas his business was almost failure.  

Now, the father is also purchasing a new property in the name of his younger brother. Unable to digest all this, he conspired to eliminate him so that he could get the entire share and there is no challenge to him. Blinded by his sibling rivalry and jealousy, he hired Adil and Shajzad for this act.  

Further, on the disclosure and at the instance of Arshad, the blood stained clothes which Arshad was wearing on the day of crime were also recovered .  

On the discourse and at the instance of Shajzed, the robbed gold chain and cash amount of Rs. 4,000/-were recovered. Further blood stained chopper (knife) was also recovered at the instance of Adil.  Motive

It is a case of murder in which genesis was personal grudge and jealously but motive was to grab the property. RECOVERY:-

“Car Jackers gang busted” 

* Two notorious car jackers arrested.

* One robbed Swift car, one Verna car & pulsar bike recovered.

Plates, 11 mobiles & 11 SIMs recovered.

 A team of Special Cell Northern Range laid by Insp Upender Solanki

have arrested two notorious robbers namely Kamal Kishore sabharwal @ Prince r/o Deenpur, Najafgarh, Delhi and Ravi Thakur @ Ravi @ Ravi Kashyap r/o Dayalsar Road, Uttam Nagar, New Delhi, at D-Block, Vikas Puri, Near Ganda Nala on 18th May, 2011 from Vikaspuri Area when they were found moving in a robbed Swift Car bearing fake number plate No. DL-03-C-BL 2577. From search of Kamal Kishor Shabharwal one of the occupants of car a country made pistol .315 bore with two live cartridges were recovered. From the car, two PAN cards, two driving licenses (one colour copy), three ATM/credit cards/two registrations certificates of vehicles, four number plates, eleven mobile phones and eleven SIM Cards were recovered. A case vide FIR No 33/11 u/s 411 IPC and 25/54/59 Arms Act PS Special Cell, New Delhi has been registered and investigation taken up.

Both the arrested robbers were put under sustained interrogation which revealed that swift car recovered was in fact robbed by them at gun point during night about six months back from the area of Uttam Nagar. A case vide FIR No 406/10, PS Bindapur regarding this carjacking was registered. Detailed verification of recovered documents, SIM cards and mobile phones is under way.

 From the verification of Mohd. Zuaib r/o Meerut, UP, owner of

another swift car of which R/C was recovered told that his car bearing

original R/C number UP-15-AL-3914 was robbed by four armed robbers at gun point after forcibly stopping his car and by confining him by four desperadoes from Gazipur area about six months ago and he was thrown away in Janakpuri area on that night. Owner of the car was also robbed of his mobile phones. Both the arrested accused persons disclosed that they along with their other two associates had participated in above robbery and later on they sold the car to one receiver of stolen property in Meerut.

 They revealed during interrogation that about two years ago they

had taken a new brand Verna car from a showroom in Gurgaon Haryana for test ride but they threw away the employee of the showroom and robbed the car at gun point. A case vide FIR No 160/08 u/s 392/397 IPC PS Udhyog Vihar Gurgaon was registered. This robbed car was sold by them in Punjab.

One stolen pulsar bike bearing fake registration number DL-4SBH-3115 has also been recovered at instance of arrested robber on 19th May 2011. This bike with original No.DL-4SBK-1464 was stolen from Distt. Centre Janakpuri about seven months ago.  

During verification of SIM cards recovered from arrested robbers, it is found that these SIM cards were obtained on the basis of their recovered documents, which were found pick pocketed/stolen as told by their owners during our investigation. Investigation regarding remaining recovered SIM cards and mobile phones and credit cards is in progress. Kamal Kishore is previously involved/arrested in Case FIR No 235/00, u/s 381/411 IPC, PS Hari Nagar, Delhi and he has been declared Proclaimed Offender in this case. Further investigation is in progress and both the arrested robbers are in police custody remand.

“Fake Degree Racket busted” 

Fake degrees sold for Rs.40,000/- each. Fake Degrees of PhD, LLB, MBA, M.Ed, B. Tech, BBA, BCA,

B.A.M.S, B.Sc, BA & D. Pharm of various Universities recovered. Fake mark sheets, certificates of various Education Boards

recovered. Fake blank Migration Certificates duly signed and stamped also

recovered. 2 accused running this racket arrested.

  A team of Special Cell led by Inspector Insp Satender Sangwan under

the supervision of Sh. L.N.Rao, ACP / SR has busted an interstate racket and arrested two members of the gang and 37 fake degrees/mark sheets and certificates of higher education courses from various universities in India and of various Educations Boards recovered from them. The arrested accused persons were running two private colleges in Delhi & Faridabad..

  On 13th May, 2011, a secret information was received that some big racket of fake degrees and certificates of various Universities and Education Boards is being run at Sarvodya College, II nd floor, 264, Hari Nagar, Ashram, New Delhi. Accordingly a team of special Cell/SR was constituted. When the team was initially developing the information, one person namely Kamaljeet met and confirmed the information and told that he has also applied for BA degree in 2009 but after taking whole amount i.e. Rs. 40,000/- they were not providing him any admission or any kind of examination etc. In January, 2011 when he went to the office of Sarvodya College the concerned person Omkar Singh showed him one mark sheet of BA first year from Chhattishgarh University in his name but when saw that the mark sheet was of year 2004-2005 whereas he had applied in the year 2009 only. He thus got suspicious and asked them to return his money back as he didn’t want to take degree like that. He complained that he visited them many times to get his money back.

A raid was conducted in the office of Sarvodya College and forged degrees and certificates of various universities and educational boards including the mark sheet in the name complainant were recovered and accused Omkar Singh (aged 23 years) r/o New Janata Cololny, Air Force Road, NIT, Faridabad (Haryana), was arrested who told that owner of this college is one Sanjeev Kumar who runs another college in the name of Simiriddhi College at New Janta College, Faridabad. So a parallel raid was also conducted there and fake degrees and certificates were recovered from the possession of Sanjeev Kumar (aged 48 years) r/o Faridabad (Haryana), he was arrested in this case.

The recovered degrees are of PhD, LLB, MBA, M.Ed, B. Tech, BBA, BCA, B.A.M.S, BSc, BA & D. Pharm of various Universities. Beside that mark sheets and certificates of 10th and 12th standard of various education boards were also recovered. The recovered fake degrees were sold for Rs.40,000/- each. These degrees help people without qualification to apply for jobs in private firms where there is no verification of educational qualifications is undertaken in most of the cases. It is pertinent to mention that for obtaining jobs on permanent basis in institutions/in government bodies all degrees are subject to verification by sending them to the concerned universities. However, private companies were befooled by the purchaser of these degrees in getting jobs and thus the entire racket thrived for quite some time. As per investigation till now this racket was running since last one year.  

During the course of interrogation above mentioned accused persons disclosed that they got these fake degrees/certificates from three other persons. One of the kingpins told them that he belongs to Punjab but never told them any address of his residence. He was only contacted on his mobile number and he himself comes to Delhi to give the fake degrees and to collect the payment. The main accused and kingpin has been identified. He sends these documents to the accused persons through courier and asks them to deposit the amount outside Delhi. Raids are being conducted on all the possible hideouts of these persons to unearth the whole racket of these fake degrees/ certificates.

“Kingpin of Land Racket duping crores held”With the arrest of one Arvind Kumar r/o Paschim Vihar, New Delhi

the team of Inspr. Lalit Mohan & Inspr. Hridaya Bhushan under the supervision of Sh. S.K.Giri, ACP/Special Cell/NDR has busted a gang of cheats involved in cheating of crores of rupees from more than 200 innocent people. Arvind Kumar Singh and his associates use to target the middle class people and cheated them of their hard earned money.

 On 18th May, 2011, a request from Police Station, Khadak, Pune

City, Maharashtra was received in Special Cell/NDR, Lodhi Colony, New Delhi, seeking therein, local police assistance in connection with investigation of case FIR No. 149/2010 u/s 420/409/34 IPC PS Khadak, Pune City, Maharashtra. As per the letter accused persons- Rakesh r/o Laxmi Nagar, Nagpur, Arvind Kumar r/o Paschim Vihar, New Delhi and his brother Yogender Pratap Singh started a company in the name & style of M/s Micron Marketing & Services Pvt. Ltd, Sunder Vihar, Paschim Vihar, Delhi and opened its branch office at Shiv Kripa Building, Sukravar Pet, Swargate, Pune in 2006.

They earned huge sum of money by organising Seminars at several places in different cities of India, where they use to lure the innocent public by saying that they are providing the plots of 1000 Sq. Feet in Mahabaleshwar, Sholapur, Pune, Nasik etc for Rs.7000/- to Rs.8000/- only. They used chain marketing system for this purpose and earned crores of rupees by cheating about 200 innocent people. In 2009 they closed their all branches including their Paschim Vihar office. On this above case of cheating was registered against these accused persons and they were absconding ever since.

On receipt of the above request from Pune Police, a team of ASI Ranjit Kumar, ASI Vikram Singh, HC Yashpal Singh, HC Banney Singh and Constable Ravi Dutt reached at Paschim Vihar, New Delhi but the

premises was found locked. Thereafter local sources were deployed & on 18th May 2011 at about 4 pm a source informed that one of the accused persons Arvind Kumar Singh, would be coming at Mandi House by Metro. The raiding team of Special Cell reached at Metro Station, Mandi House, where the informer met them. After verifying the information, ASI Ranjit Kumar laid a trap at both the gates of Metro Station, Mandi House. At about 5.30 pm a person was seen coming out of gate No.3 of the Metro Station, who was identified by the informer as Arvind Kumar Singh. Special Cell team apprehended the person whose complete identity was revealed as Arvind Kumar r/o Paschim Vihar, New Delhi. He was interrogated on which he told that he alongwith his brother Yogender Pratap Singh and one Rakesh Vaishya had started a company M/s Micron Marketing & Services Pvt. Ltd and earned huge sum of money by cheating hundreds of people by promising them for providing them plots at different places in several states. They conducted this land racket from the year 2006-2009. During this period hundreds of innocent people deposited the money with the company for getting plots at cheaper rates. However, in the year 2009, after collecting crores of rupees they closed the Company and were absconding ever since. Pune Police has been after them ever since. They were arrested by Special Cell u/s 41.1 Cr PC.

Police Officers of PS Khadak, Pune City, Maharashtra were informed and they have reached Delhi to take arrest of the accused. The accused is produced in the court by Special Cell and his custody has been handed over to Pune Police on the directions of the court.

the employees present there were forced to hand over all cash and jewellery items on 

gun   point.     After   looting   the   cash   and   jewellery   items   worth   several   lakhs,   they 

decamped with the booty on two motorcycles.     On being resisted during the act of 

dacoity, they injured one of the salesmen Sh. Jitender Kumar, the brother of Surendra 

Malhotra. The shop looted had CCTV installed which covered the major portion of the 

gruesome act.

                  INTERROGATION/ MODUS OPERANDI:

On interrogation Ranjit @ Santosh@ Bihari@ Ravinder @ Ravi disclosed

that he and his close associate Mohd. Afsar along with other members of the gang have

committed a series of robberies in various districts of Delhi. After the arrest of Mohd.

Afsar in the month of February-2011, Ranjit went underground for some time and

searched for new associates to form a gang. He also arranged for weapon for new gang

members to commit robberies/dacoities. His modus operandi is to first rob motorcycles

and then use that for committing robberies/dacoities. In this process he, with his

associates, robbed a number of motorcycles and by using those robbed motorcycles with

fake number plates, looted cash from several targeted persons and ornaments from many

jewellery shops. Use of fire arms & daggers has been a hallmark of their modus-

operandi.

   In   the   intervening   night   of   19-20.05.2011,   on   receipt   of   specific 

information by the team regarding movements of one of the associate of Ranjit Bihari in 

Jahangir Puri area, the dedicated team immediately swung into action and immediately 

raided already identified number of suspected hideouts in Jahangir Puri area.   One of 

the team succeeded in apprehending Dilshad @ Baddle @ Munna s/o Nashir ahmed

light dacoity on 15.05.2011 along with his five associates at Malhotra Jewellers, Sector-

08, Rohini, Delhi.   The blood stained butcher knife used by him in committing dacoity, 

some   part   of   looted   booty/jewellry   and   clothes   he   was   wearing   at   the   time   of 

committing crime were recovered at his instance.

Further in the intervening night of 19-20.05.2011 another dedicated team of

CHEAT ARRESTED FOR DUPING THE INNOCENT PERSONS FOR

JOB 

With the arrest of one Sudipto Ghosh Rai s/o Anil Chaudhary Ghosh Rai r/o Bhagalpur (Bihar), PS Sunlight Colony, South-East Distt. has worked out cases of cheating and duping of innocent persons on the pretext of giving jobs in DMRC and Indian Railways.  

On 19.05.11, Sh Saurabh Sharma s/o Sh Ram Lubhaya Sharma r/o RZ-90 Jain Colony Part III, Shani Bazar Road, Uttam Nagar, New Delhi gave a complaint in the Police Station that in the month of March 2011 he met with one Sudipto Ghosh at his house in Nagli Razapur, Sarai Kale Khan New Delhi through a common friend. Sudipto Ghosh told him that he has very good contacts in DMRC with senior officers and can arrange a job of CRA (Customer Relationship Associates) in DMRC. He also told that he has provided jobs to many persons in DMRC, Indian Railway and private banks. He demanded Rs 1,50,000/- for providing him job of CRA in DMRC and asked him to pay Rs 50,000/- as advance before processing the matter and the rest of the amount was to be paid after the work is done. After being lured by Sudipto Ghosh, he discussed with his parents and managed Rs 50,000/- and deposited in his account in AXIX Bank Barakhamba Road, New Delhi. Sudipto Ghosh gave him an appointment letter for the above-mentioned post, Training Schedule and Training postponement letter on the letter head of DMRC having the logo of DMRC. He went to DMRC office at Connaught Place and found the documents to be fake. It was further learnt that Sudipto Ghosh has similarly cheated many other job aspiring candidates on the pretext of providing jobs in DMRC, Indian Railways and private banks. On the basis of the said complaint, a case was registered vide FIR No. 176 u/s 420/468/471 IPC PS Sunlight Colony.

TEAM & INVESTIGATION:

After getting the complaint, a team was constituted comprising SI Naresh Sangwan, Ct Ravinder and Const Vicky under the supervision of Inspector V.K.P.S Yadav S.H.O/Sunlight Colony. The team developed local intelligence and learnt that Sudipto Ghosh had cheated many people of Delhi, U.P. and Uttarakhand. The accused used to dupe the gullible persons who were in the desperate need of job with the promise to provide them a good job. It was also learnt that he used to contact his victims through a mobile shop Keeper in Sarai Kale Khan.

The team questioned a number of people and gathered information. In the meantime, the team came to know that accused Sudipto Ghosh has shifted his house from Nagli Razapur to Hari Nagar Ashram to evade his arrest. Finally, with persistent and relentless efforts, team arrested him from his house in Hari Nagar, Ashram where he was residing in a rented room.

District   Investigation Unit of West Distt has arrested an advocate who turned into a cheat by preparing forged documents with the help of his family members to take possession of a Mandir/land. The master mind Rajiv Kumar Sharma @ Rajiv Kumar @ Rajvir  Sharma@ Vishnu Sharma @ VD Sharma has previously  been  involved in more than a dozen cases of similar nature pertaining to Delhi and Uttar Pradesh. He has been at large in a case of Uttam Nagar and Civil Lines Delhi since 2006. He is also a proclaimed offender in a case of PS Nangloi, Delhi.

INFORMATION/OPERATION

A case FIR No.1138/06 dated 03.12.2006 u/s. 420/468/471/120-B IPC PS Uttam Nagar Delhi was registered on the complaint of Sh. Pramod Sharma, President Shri Sanatan Dharam Mandir Sabha, A-72, Jeevan Park, Uttam Nagar New Delhi alleging that one Satyaveer Bhardwaj  & Others with an intention to grab the possession of the Mandir and its surrounding land prepared a forged gift deed in the name of Shri Dalpat Singh s/o Shri Mohan Lal r/o Village Asalatpur, Delhi and claimed the possession in the court.  The other party challenged the claim and disclosed that the gift deed submitted by the claimant is forged as the person who has given the gift deed died before signing the deed.  The Hon’ble court on this fact got registered a case against the claimant, i.e, Pujari Satyaveer and others.  During investigation it came to notice that the master mind behind this is one practicing lawyer at Tis Hazari namely Rajiv Sharma.  In support of the gift deed Rajiv Sharma produced a death certificate of donor Shri Dalpat Singh which was also challenged and thus got verified.   On verification from SDM Civil Lines it was also found forged.  In this regard case FIR No.15/07 u/s. 467/468/471 IPC was lodged at PS Civil Lines and clubbed with the present case.   During course of investigation four accused were declared Proclaimed Offender and were arrested on 04 and 05.05.2011. The main accused behind the conspiracy was at   large and was taking benefit of his advocacy.     The   case   being   investigated  by   Inspr.   Jitender   Singh   of   DIU/West.    On 19.05.2011   specific   information  was   received  by   the   team of   Inspr.   Jitender   Singh, DIU/West about the presence of accused Rajiv Kumar Sharma @ Rajiv Kumar @ Rajvir Sharma  in  the area of  Burari  Delhi.    On this   information,  a   raiding party  under  the supervision of Inspr. Jitender Singh, consisting of SI Ram Khilari, SI Braham Prakash, ASI Jagpal Singh and HC Sudesh Kumar, No.141/W was constituted and a trap was laid near the   house   of   one   Rampal   Tyagi   in   B   Block   Burari   Delhi   at   about   7:15   PM   and apprehended one person on the pointing out and identification of source who disclosed his  name as  Rajiv  Kumar  Sharma s/o  late  Shri  Prashadi  Lal  Sharma r/o H.  No.P-5/A Indraparstha Colony Gali No.2-B Block Burari Delhi, age 42 years and was interrogated in the present case.   On sustained interrogation he disclosed that he had prepared forged documents   (Gift   deed)   to   secure   benefits   to   his   brother,   i.e   Satyaveer   Bhardwaj,

Poojariat Shiv Shakti Mandir B Block Jeevan Park Uttam Nagar Delhi and other family members who used to stay at Mandir premises.    Beside this he has also arranged a forged death certificate to Dalpat Singh s/o Mohan Lal r/o Village Asalatpur Delhi to secure benefit to his brother.   He was arrested in the above mentioned cases.

 

MODUS OPERANDI AND INTERROGATION:

 

On  interrogation he disclosed that he completed his   law degree  from Meerut University and after this enrolled in Delhi Bar Council and started practicing law. He was not satisfied from his earnings and wanted to become a reputed and expensive lawyer.   He started practicing civil law & cases related to disputed properties.   During this course he started making forged documents to claim the possession of property. He was arrested three times previously in the similar nature of cases in Nangloi, Sultan Puri   and  Hauz  Khas.     In   the  Nangloi   case  he   issued   forged   appointment   letter   for recruitment   in  the  Indian Army by posing himself  as  a  Military  Colonel.  He used  to charge Rs.8000/- per recruitment.  He was arrested in the case and later declared PO by the Court.  He is also facing trial in cases of PS Timarpur and Subzi Mandi.  In the present he prepared forged gift deed and death certificate of one Dalpat Singh to claim the property after the death of the owner.  The property in question is a Temple where his elder brother is performing the duties of a priest.   After the death of the owner they conspired to grab the temple and its premises.

LADY PO WANTED IN 6 CASES OF WEST DISTRICT ARRESTED

Staff of PS Fatehpur Beri nabbed a lady PO namely Santra @ Santosh @ Sanno (35 years) w/o Chhitarmal r/o Andesari Mohalla, Ajitgarh, District Sikar (Rajasthan), who is wanted in 6 criminal cases of PSs Uttam Nagar and Vikaspuri. INCIDENT / BRIEF FACTS :

A dedicated team comprising of SI Mohan Lal, Ct. Devender and Ct. Inderjeet was constituted under the supervision of Inspr. Anil Sharma, SHO/Fatehpur Beri to work on absconding accused and those who have been declared proclaimed offenders by the various courts. The team members worked relentlessly and deployed sources after identifying certain POs which finally brought good results. On 18.05.11, a secret information was received from a reliable source that one lady namely Santra, who is notorious drug peddler and declared proclaimed offender in more than 6 cases has escaped to her in-laws house in District Sikar, Rajasthan. The information was further developed and various villages in Rajasthan were visited and finally it was established that lady is residing at Andesari Mohalla, Ajitgarh, District Sikar (Rajasthan). Accordingly, a raid was conducted at the above address and apprehended the lady.INTERROGATION :

On sustained interrogation, accused disclosed that in the year 1990, she along with her husband had shifted to Delhi and indulged in supply of illicit liquor. Recently, due to police pressure in Delhi on bootleggers, they shifted back to Andesari Mohalla, Ajitgarh, Distt. Sikar (Rajasthan) and further indulged in supply of ‘post’ and illicit liquor.PROFILE OF ACCUSED :

Whereas a General Taxi Stand  for halting and parking of taxis,  was notified on 

temporary basis  vide Order no. 9027-9127/T.Genl. dated 20.04.1981  (for 05  DLTs)  “on 

the vacant land on Viveka Nand Marg, opposite East Block, R.K.Puram, New Delhi”,  for 

the convenience  of general public with the condition that no structure, permanent or 

temporary shall be erected at the said taxi stand.  And whereas the notifying authority 

had reserved the right to cancel the notification subsequently in public interest, etc.  

 

    And whereas   Admnistrative Office, MCD, South   Zone Lajpat Nagar, New Delhi 

had  intimated that due to widening of the road on Venketeshwar Mandir Marg and 

Africa Avenue               T-Point, the aforesaid General Taxi Stand     has been shifted   to 

“behind  Ramjas   School,   Sector-4,  R.K.Puram  from Sector-3,  R.K.Puram,  near  T-Point 

Africa Avenue Marg”,   vide letter No. 2390/AC/52 dated 16.12.2009.     And whereas a 

feasibility report was sought from area traffic police for the newly shifted site which was 

found   suitable   from     point   of   view   of   traffic   management.   .     And   whereas     the 

notification No.   .  9027-9127/T.Genl.  dated 20.04.1981     is   required  to be withdrawn 

immediately   and  whereas   a   new    Halt   and  Go   place   for   Taxis     is   required   to   be 

renotified  at the  new site.  (site plan is enclosed)

exercise of powers conferred upon me u/s 3 of the Delhi Control of Vehicular and Other

And whereas this Halt and Go place for taxis will not be owned by any individual 

or authority and is notified on temporary basis.   And whereas the   notifying authority 

reserves the right to cancel the notification subsequently in public interest for reason of 

traffic   regulation,   requirement   of   security,   local   complaints,   refusal,   misbehavior, 

overcharging,   or   any   subsequent   objection   raised   by   the   land   owning   agency. 

MCD/NDMC/DDA/L&DO   etc. shall not confer any tehbazari rights for the site to any 

individual.  No pucca/semi pucca structure, water, electricity and telephone connection 

shall be allowed on the site.

Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in front of the liquor vend itself   or at other public places. Vendors selling eatables and juices, at times, also station themselves unauthorizedly outside liquor vends which   further   facilitates   this  undesirable  activity.     Sometimes,   'Baratis'  of  marriage  processions   also openly drink liquor etc. on the roads while the Barats are moving.  Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property.  This affects the peace and tranquility of the area and creates problems in maintaining law and order.  It is also a punishable offence under section 40 of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

 

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life   or   safety   and   to   thwart/prevent   un-toward   incidents   which   may   affect   the   peace   and tranquility of the area.  

3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U-11036/1/2008 UTL dated 26.11.2008 , I, Mehar Singh, ACP/Sub-Division, Defence Colony, South Distt., New Delhi do hereby make this written order to do the following, for strict compliance by the owners of such liquor vends in the area of Sub-Division Defence Colony, South District:-  

a) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover upto 50 meters area in front of the shop.   The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

 

b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

 

c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

 

d) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken.   An entry should be made in the register and intimation in writing should be sent to the Police station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

e) During the  course of  monitoring of  the  CCTV System, the  Manager  or  anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

 

f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited.  Telephone number of nearest Police Station shall also be mentioned on the sign boards.  

 

4. The order shall come into force with effect from 17.05.11 and shall remain in force for a period of 60 days i.e. Upto 15.07.11 (both days inclusive) unless withdrawn earlier.  

5. Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.  

6. As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the Press and by affixing copies on the Notice Boards of the office of all District DcsP, Addl DcsP, Addl. DcsP. AcsP. Tehsil Offices, all Police Stations concerned and the offices of the NDMC and MCD.
