ILLEGAL GUN TRADING RACKET BUSTED : 08 SOPHISTICATED SEMI AUTOMATIC PISTOLS RECOVERED TO BE SUPPLIED IN NCR DELHI AND OTHER AREAS

A team of Special Cell led by Inspector Manoj Dixit and Inspr. Shiv Kumar under the supervision of Shri Satyavir Singh, ACP/SR, Special Cell, has busted an Inter-State gang indulging in illegal sophisticated firearm trade. The gang procured sophisticated, semi-automatic firearms from Badwani, M.P. and sold them further to gangsters and criminal elements in the area of Delhi, Meerut and Muzaffarnagar. On 12.11.13, secret information was received that a huge consignment of illegal weapons shall be supplied near Sarai Kale Khan ISBT, New Delhi. Accordingly, Inspr. Shiv Kumar alongwith staff laid a trap near I.P. Park, near Sarai Kale Khan, New Delhi and apprehended three persons namely (i) Usman @ Mangta S/o Mohd. Saddiq Abbasi R/o H. No. 185, Gali No. 23, Mohalla Kevalpuri, PS Civil Lines, Distt. Muzaffarnagar, UP, aged 57 years (ii) Umardin S/o Imamuddin R/o Mohalla Kevalpuri, PS Civil Lines, Distt. Muzaffarnagar, UP, aged 41 years and (iii) Pappu Solanki S/o Keshar Singh Solanki R/o Village Khargone, Mohalla- Piplipura, PO – Longsri, Tehsil-Khuchhi, Distt. Dhar, MP, aged 26 years. A thorough search followed which resulted in recovery of total 08 pistols with magazines as well as 01 spare magazine from their possession. Accordingly, a case vide FIR No. 49/2013 u/s 25 Arms Act 120B/34 IPC, PS Special Cell, New Delhi has been registered.

Operation: It was recently learnt that besides Munger, Bihar illicit weapons were also manufactured in the hills/forests situated near bordering area of Maharastra and Madhya Pradesh at Balwadi of Distt. Badwani, M.P. and later smuggled into Delhi and NCR. Accordingly, a team of Special Cell led by Inspector Manoj Dixit and Inspr. Shiv Kumar worked diligently and relentlessly by deploying informers in and around Delhi, UP West and Madhya Pradesh. After sustained perseverance, on 12.11.13, information was received by Inspector Shiv Kumar about delivery of a huge consignment of illegal firearms at ISBT Sarai Kale Khan, New Delhi, New Delhi by Pappu Solanki r/o Khargone, MP to Usman and Umarddin. On this development, surveillance was mounted at bordering area of Delhi. After painstaking efforts, they were tracked near I.P. Park, Sarai Kale Khan, New Delhi.

During investigation, involvement of Saradar @ Babu R/o Badwani, MP, as manufacturer as well as main supplier of illegal arms & ammunition has been revealed. He manufactures and gets delivered illegal firearms to his contacts in Delhi and NCR through Pappu Solanki. He supplies weapons to almost every part of the Country. It is also revealed that he supplies at least one such consignment every week in Delhi, Agra, Mathura, Jaipur, Meerut, Muzaffarnagar and some parts of Maharastra.

MODUS OPERANDI

Irfan used to place the order to Sardar Singh or Tanman Singh. Delivery of the weapons was done in the area of Delhi and NCR as decided by Irfan. Various gangsters and criminals of NCR area were in touch with Irfan for meeting their demands for sophisticated weapons. On the directions of Irfan, both Umarddin and Usman used to come to Delhi by bus or car from Muzaffarnagar. After reaching Delhi they used to call Irfan or Tanman Singh, who inturn sent Pappu Solanki to Delhi to handover illegal weapons to them.

After every 8/10 days, they used to come to Delhi and receive 7/8 pistols and hand over the same to Irfan or any other person deputed by him. A total of about 80-90 pistols, have been handed over to Irfan by Usman and Umarddin and about 200-225 pistols have been delivered by Pappu Solanki to different receivers.

PROFILE OF CRIMINALS :

UMARDDIN

He was born in 1972 at H. No. 522, Mohalla Kevalpuri, Mallupura Colony, PS Civil Lines, Distt. Muzaffarnagar, UP. He is eldest child of his family. His father is working as Electrician. He studied upto 5 th class in Govt. school at Dwarkapuri, Muzaffarnagar, UP. Due to financial crisis, he could not go to school after primary education and at the age of 12/13 years he started supporting his father in his work. He learnt electricity wire fitting work from his father. He has two younger brothers and one younger sister. In the year 1992, he was married to Nazma R/o Village Tugalpur Kameda, PS Purakazi, Distt. Muzaffarnagar, UP.

After his marriage, he started separate electricity work from his father for his earnings. Umarddin has five children.

Thereafter, he came in contact with Irfan of his colony who indulges in illegal business of sale/purchase of firearms from Badwani, Madhya Pradesh to Delhi & NCR. He also wanted to become rich at earliest so he joined Irfan and started working for him as a carrier of illegal firearms from M.P. to Delhi & NCR.

One Usman of the same locality was also working as a carrier of illegal firearms for Irfan. Irfan introduced him with Usman and directed both of them to work together for him.

USMAN

He was born in 1956 at H. No. 185, Mohalla Kevalpuri, Mallupura Colony, PS Civil Lines, Distt. Muzaffarnagar, UP. His father is working as a labour in local markets. Due to financial crisis, he could not go to school and at the age of 14/15 years he also started labour work in the local area. He has one younger sister namely Salma @ Mangti who is

married to Yakub R/o Village Hasopur, PS Mirapur, Tehsil- Jansath, Distt. Muzaffarnagar, UP. At the age of 24, he was married to Imrana R/o Village Dakhedi, PS Sikeda, Distt. Muzaffarnagar, UP. He has one daughter namely Saain who is married in May 2013 with Raju R/o Mohalla Shyamnagar, Near Falelapur, Distt. Meerut, UP.

After his marriage, in the age of 26, subject started to learn driving and started the work as truck driver. After 8/9 years, he left the truck driving job and started car driving.

Thereafter, about 10 years ago, he came in contact with Irfan of his colony who is involved in illegal business of sale/purchase of firearms from Badwani, Madhya Pradesh to Delhi & NCR. He wanted to become rich at earliest so he joined Irfan and started working for him as a carrier of illegal firearms from M.P. to Delhi & NCR.

PAPPU SOLANKI

He was born in 1987 at Village Khargone, Mohalla Piplipura, PO Longsri, PS Bagh, Tehsil – Kushi, Distt. Dhar, M.P. His father is a farmer. He studied upto 10th class from Higher Secondary school of Longsri. After this, he did his 12th class from Bagh city. He has three brothers and two sisters. Due to financial crisis, he gave up his studies and started helping of his father. After some time, he left his village and went to Dhar (M.P.) and did private job in Eicher Company Ltd. Pitampur, Dhar, MP for about 4-5 months. Unable to make sufficient earnings, he returned to his native village. In the year 2012, subject came in contacts with Sardar and Tanman Singh who are involved in illegal business of sale/purchase of firearms from Badwani, Madhya Pradesh to Delhi & NCR. He wanted to become rich at the earliest so he joined Sardar and started working for him as a carrier of illegal firearms from M.P. to Delhi & NCR. He disclosed that so sar he has delivered as many as 200-225 pistols at Delhi, Agra, Mathura, Meerut, Muzaffarnagar, Jaipur, Bhusawal, Jalgaon etc. to different persons.

DESPERATE CRIMINAL /SNATCHERS ARRESTED

With the arrest of three desperate criminals involved in several cases of snatching, the Police staff of P.S. Connaught Place, New Delhi District Police has busted a gang of snatchers cum robbers and recovered 03 Gold chains, 11 mobile phones, 07 purses, one motorcycle and 2 forged number plates thereby working out 12 cases of snatching.

TEAM OPERATION AND ARREST

Keeping in view the recent increasing incidents of snatching in the area of PS Connaught Place, the entire beat patrols were sensitized and put on high alert for preventing and detecting the same. Night Patrolling was intensified and a special team was formed under the leadership of Inspr Mukesh Walia, SHO Connaught Place alongwith SI Sanjay, SI Badri Prasad, Ct. Bijender No. 594 /ND, Ct. Sachin No. 2693 /ND, Ct. Hans Raj No. 652/ND, Ct. Rajender No. 770/ND and Ct. Vinod No. 985/ND under the supervision of ACP Connaught Place Shri Pawan Kumar.

The crime affected and crime prone areas and the entry/exit routes were identified after thorough study of the crime reported at the Police Station Local intelligence network was also activated. A total 10 pickets were working in the area of Police Station Connaught Place in prevention and detection of snatching incidents. Finally, on 20.11.2013 the team gathered a tip-off and apprehended accused Rajesh S/o Sita Ram in case FIR No. 213/13 U/s 379 IPC Police Station Connaught Place who confessed of his crime during interrogation. Further the apprehended accused did not take much time in admitting several cases of snatching. He further disclosed that he is accompanied by two more associates, therefore the team further worked hard and in the evening of 22nd of November two suspicious youths on motorcycle who were looking for their target to snatch mobile phones near Plaza cinema were apprehended by the alert team after a brief scuffle.

3. Mursalin S/o Mohd. Khalil R/o 3356, Gali Sawar Khan, Kucha Pandit, Gali Wakil Wali, Hauz Qazi Delhi – Age – 24 year. (Studied up to 9th

class)

All accused persons belong to poor families. Accused Rajesh S/o Sita Ram and Mohd. Umer S/o Mohd Iqbal have previous involvements and been convicted in theft, snatching and NDPS Act cases.

RECOVERY AND CASES SOLVED

During prolonged interrogation and systematic investigation, the team recovered a total of 03 Gold chains, 11 mobile phones, 07 purses, one motorcycle and 02 forged number plates thereby working out 12 cases of snatching of different Police Stations including Police Stations Tuglak Road, Tilak Marg, BK Road and Connaught Place.

Further investigation is in progress.

Balwant Singh @ Nini S/o Lt. Sh. Avtar Singh R/o C-14 Ranjeet Vihar, Chander Vihar, Delhi age- 35 years. He was arrested while he was coming to meet his mother at above mentioned address.

INCIDENT AND OPERATION

On 24.11.13, HC Kailash No. 217/W and Ct. Manjeet Singh No. 1535/W while on patrolling duty received an information that one Balwant Singh @ Nini a Proclaimed Offender in case FIR No. 54/01 U/s 452/506/323/427/34 IPC PS Nangloi, has come to meet his mother at C-14 Ranjeet Vihar, Chander Vihar, Delhi. Immediately, a Police Team was constituted who apprehended him. During the course of investigation, it was revealed that he was intentionally avoiding the court’s directions and did not appear before the court. It was also found that he was Proclaimed Offender in above said case from the Hon’ble Court of Sh. Harvinder Singh, MM on 21.10.13. He has been arrested vide DD No. 51-B dated 24.11.13 U/s 41.1 (C) Cr.PC and produced in the concerned Court.

Staff involved in good work is being rewarded suitably.

Two cheats arrested 9 mobile phones, one laptop and embezzled articles recovered.

With the arrest of two cheats namely Gautam Singh s/o Late Ram Singh r/o Mahipalpur and Prashant Dubey s/o Bal Ram r/o 9/9, Plot No. 7, Kishangarh, New Delhi, a team of PS Vasant Vihar, South District has recovered 9 mobile phones, 8 SIM Card, one laptop, forged stamps of schools, PS Rohini, Licensing Authority Lucknow, etc.

Brief facts :

On 19.11.13, Mr. Jairam Yadav r/o H. No. 569A, Sector-3, R.K. Puram reported that on 13.11.13, he received an SMS alert on his mobile phone from SBI Katwaria Sarai Branch that a cheque amounting to Rs. 1,60,085/- has been debited from his account. It was shocking to him that he had not issued any cheque to anyone for that amount. The complainant contacted the Branch Manager and informed him about the debit of money from his account fraudulently. After verifying the fact, the Branch Manager informed that the said cheque was issued in the name of PC Jewelers Ltd. The complainant also contacted in the office of PC Jewelers, which revealed that said cheque was deposited by a person on 10.11.13 to purchase the jewelry. In this regard, a case vide FIR No. 531/13 u/s 420 IPC PS Vasant Vihar was registered and investigation was taken up.

Investigation :

In order to apprehend the criminals involved in such criminal activities, a team consisting of SI Rajesh, HC Mukesh and Ct. Om Prakash was formed under the supervision of Inspr. Anil Sharma, SHO/Vasant Vihar. During investigation, the team found prime suspect Prashant Dubey, a Senior Cashier in State Bank of India, Sector-1, R.K. Puram. During enquiry, Prashant Dubey broke down and confessed his involvement in the crime along with co-accused namely Gautam Singh s/o Late Ram Singh r/o Mahipalpur, Delhi, who works as security guard in Gurgaon. At the instance of accused Prashant Dubey, co-accused Gautam Singh was also arrested. With their arrest, 9 mobile phones, 8 SIM Card, one laptop, forged stamps of schools, PS Rohini, Licensing Authority Lucknow, etc. were recovered.

Interrogation:

During interrogation, both accused confessed their involvement in the crime. Accused Prashant Dubey disclosed that since he had an easy access on the data of bank customers, he managed to get the cheque book in the

name of complainant and on the basis of forged signature, he deposited 3 cheques amounting to Rs. 4,80,000/- in the showroom of PC Jeweler at South Ex. (Part-1) for shopping the jewelry articles and gold coins.

3 ROBBERS INCLUDING RECEIVER OF ROBBED MOBILE PHONES ARRESTED

              With the arrest of three accused namely Shashank Singh Rajpoot (22 years) s/o Vedpal Singh R/o WZ 299/3, Naraina Village, New Delhi, a BC of PS Naraina and receivers namely  Keshav Sharma (20 years) s/o Anil Kumar Sharma r/o D-20/15, Gali No. 6, Vijay Colony, New Usmanpur, New Delhi and Bobby Sinhotra (21 years) s/o Janak Raj r/o D-21/18, Gali No. 6, Vijay Colony, New Usmanpur, New Delhi, a team of PS Hauz Khas, South District has worked out a case of robbery and recovered and expensive robbed mobile phone (make Samsung Galaxy Grand). Brief facts :

Sh. Abhishek Kumar Bhagat r/o Sultanpur, New Delhi, a Sales Manager in Select City Walk, Saket reported that on 15.10.13, he had visited AIIMS for some personal work. At about 09.30 PM, when he was crossing the road by using subway, four persons intercepted him on the stairs and one of them dragged him in the corner and robbed off his belongings. The robbers took away his two mobile phones, wallet containing cash, ATM cards and other valuables. He also raised alarm and chased them but they all escaped in an Indica Car. In this regard, a case vide FIR No. 450/13 dated 16.10.13 u/s 394/34 IPC was registered at PS Hauz Khas and investigation was taken up.

In order to identify and nab the criminals involved in the incident, a team comprising SI Sanjeev Choudhary, SI Harbir Singh, HC Rajesh Kumar, Cts Ravi, Yogesh and Vijay Singh led by Inspr. Jasmohinder Chaudhari under the supervision of Inspr. Neeraj Kumar, SHO/Hauz Khas was formed. During investigation, it came to know that the criminals had also tried to withdraw money from an ATM of Union Bank of India by using the SBI card of the complainant on the same day. CCTV footage of the ATM was obtained and analyzed minutely, which revealed that one young boy was attempting to take out money from the ATM.

The team worked hard and developed information about the accused persons. Finally, accused Keshav Sharma was arrested and robbed mobile phone (Samsung Galaxy Grand) of the complainant was recovered from his possession. At his instance, co-accused Bobby Sinhotra was also arrested. Interrogation :

During interrogation, both accused confessed their involvement in the crime along with Shashank and his friends. They disclosed that the car used in commission of crime belong to Shashank. They also disclosed that accused Bobby along with Shashank had tried to withdraw cash from the ATM by using the debit card of the complainant but did not succeed. At the instance of accused Bobby Sinhotra, main accused Shashank Singh Rajpoot was also arrested. Shashank is also wanted in an attempt to murder case of PS Naraina and was absconding since 22.09.13.  He is also BC of PS Naraina.

Further investigation of the case is on to probe in their other involvements.

A team of Special Staff, South District has arrested accused Sikander (24 years) s/o Sunder Raj r/o H. No. 264 H-1st, Madangir, New Delhi, Suraj (24 years) s/o Durga r/o H. No. 225 H-1st, Madangir, New Delhi and also apprehended two juveniles, all are members of infamous Tyre Puncture Gang. With their arrest, stolen cash Rs. 59,34,500/- and motor cycle used in commission of crime has been recovered.

Brief facts :

A team of Special Staff, South District consisting of SI Jeet Singh, Rajiv Bamel, ASI Ram Kishan, ASI Ashok Kumar, HC Premjeet Singh, Bir Singh, Ashok Kumar, Manoj, Bhoop Singh, Vinay, Ct. Naresh Kumar, Vijay and Ct. Yogesh was formed under the supervision of Inspector Rajender Singh, I/C Special Staff, South District to develop information about the criminals involved in bag lifting from the vehicles. The team worked relentlessly and collected details of several criminals with similar modus-operandi. It came to fore that the infamous bag lifter gang of Sikander known as “Tyre Puncture Gang” is operating in Delhi. The hard work of team bore results and specific information was received on 22-11-13 that gang members would come at Khokha Market, Saket to commit crime and for the disposal of stolen cash. Immediately, the team laid a trap near Khokha Market, Saket and apprehended two persons. On search, stolen cash Rs. 49,34,500/- and one motor cycle was recovered from the possession of accused Sikander and Suraj.

Interrogation :

During interrogation, it was revealed that recovered cash was stolen from the area of Gandhi Nagar, Delhi. In this regard, a case vide FIR No. 377/13 dated 10-10-13 u/s 379 IPC was registered at PS Gandhi Nagar. On the instance of both accused persons, two juveniles were also apprehended and stolen cash Rs. 10 lacs was recovered from their possession. The said cash was also part of cash stolen vide FIR No. 377/13 PS Gandhi Nagar, Delhi.

During interrogation, accused Sikander and Suraj disclosed that they used to puncture the tyre of vehicle with a sharp edge instrument and when the driver or owner engaged in replacing the tyre, other juvenile members of gang would steal the bag or valuables from the car. They also adopt another modus operandi that one of the gang members throws 5-6 notes of ten or twenty denomination near the car and other member would tell the driver of the car that his notes had fallen outside the car. As soon as the attention of driver is diverted in picking the notes from the ground, other juvenile member of gang would steal the bag or valuables from the car.

The gang leader Sikander Sunder Raj is a notorious bag lifter and has been arrested for the first time. Accused Suraj is an active member of this gang and was previously involved in case FIR No. 672/11 u/s 411 IPC PS Indira Puram, Ghaziabad, FIR No. 273/11 u/s 414/420/34 IPC PS Indira Puram, Ghaziabad and FIR No. 474/10 379/411/34 IPC PS Malviya Nagar.

GANG OF BURGLARS BUSTED: CASH RS. 96,000/- TWO GAS CYLINDERS AND ONE LCD RECOVERED: FOUR CASES WORKED OUT

With the arrest of (1) Satish, aged about 23 years r/o Quila Kadam Shariff, Nabi Karim, Delhi, (2) Mohit @ Mogli, aged about 20 years r/o Sikli Gran, Nabi Karim, Delhi and (3) Vishnu @ Foki, aged about 28 years r/o Sikli Gran, Nabi Karim, Delhi, Central District police has busted a gang of burglars. Four cases of burglary/thefts committed by this gang in the area of P.S. Nabi Karim and P.S. DBG Road have been solved with their arrest.

Cash Rs. 96,000/-, one Yamaha motorcycle, two gas cylinders and one LCD have also been recovered at their instance.

INCIDENTAND THE TEAM

On 23-11-13, in the evening at about 3.30 PM, SI Neeraj Kumar of P.S. Nabi Karim along with police team was on patrolling duty in the area of P.S. Nabi Karim, Delhi. When they reached near old Police Post, Nabi Karim, SI Neeraj Kumar received a specific information that one burglar namely Satish, who had committed a burglary in a shop in the area of P.S. Nabi Karim is present in Quila Kadam Shariff, Nabi Karim and if a raid is conducted, he could be apprehended. On receipt of this information, a raid was conducted and on the pointing out of the informer, one person, who later on was identified as Satish r/o Quila Kadam Shariff, Nabi Karim, Delhi was apprehended by the police team.

A police team consisting of Inspr. Prem Singh Negi SHO/Nabi Karim, SI Neeraj Kumar, SI Amrit Lal, HC Suresh, Ct. Hemant and Ct. Ashok was constituted under the close supervision of Shri Anil Kapoor, ACP/Pahar Ganj, Delhi.

INTERROGATION

On sustained interrogation, initially accused Satish did not confess his involvement in the commission of burglary but during sustained interrogation finally he broke down and confessed his involvement in the commission of the burglary of PS Nabi Karim, which had taken place in the intervening night of 07/08-11-2013. A case vide FIR No. 250/13 u/s 457/380 IPC dated 8-11-2013 was registered in this regard at P.S. Nabi Karim, Delhi. Accused Satish further disclosed that he along with accomplices namely Mohit @ Mogly, Vishnu @ Foki and Gautam @ Andy had committed number of burglaries / thefts in the area of Central District, Delhi. At the instance of accused Satish, accused Mohit @ Mogly and Vishnu @ Foki were also arrested by the police team. On their instance, cash Rs. 96,000/-, one Yamaha motorcycle, two gas cylinders and one LCD have been recovered from their possession.

Further investigation / interrogation is in progress and efforts are being made to apprehend the absconding accused Gautam.

INCIDENT & INVESTIGATION

 

 In view of the forthcoming Legislative Assembly Election-2013, additional pickets have been deployed in the vulnerable areas. The vigilance have been increased at all the strategic locations. 

 

On 24.11.13 at about 8.00 PM at Sai Baba Mandir, Guru Harkishan Nagar, the picket staff consisting of  Ct. Yashwant, No. 3292/W, Ct. Mukesh, No. 1603/W under the supervision of Inspr. Surendra Kumar and overall supervision of ACP/Punjabi Bagh noticed a person coming from Nihal Vihar side in a very rash and negligent manner. The police party signalled him to stop but he took a U turn and tried to flee. However, the vigilant staff immediately apprehended him.

 

 On questioning, he was identified as Rahul @ Hooda S/o Kundan Lal R/o H. No. 71/4, Ambika Enclave, Laxmi Park, Nihal Vihar, Delhi. He was asked to produce the documents for the ownership of the motorcycle but he failed to give satisfactory reply.  On conducting his personal search, one button operated knife was also recovered from his possession.

On sustained interrogation, he disclosed that he had stolen a said motorcycle from the area of PS Khyala for which a case vide FIR No. 468/13, U/S 379 IPC, was registered at P.S. Khyala, Delhi. The picket staff immediately passed the information to the Police Station and thus an Investigation Officer  had rushed to spot and got a case registered vide FIR No. 371/13, U/S 27/25 Arms Act and investigation  taken up.

 

INTERROGATION & MODUS OPERANDI

 

            On sustained interrogation, he disclosed that he had stolen two more motorcycles from the jurisdiction of South Rohini and Bharat Nagar in the past. On his disclosure, all three motorcycle have been recovered. Further investigation is in progress.

INFORMATION/OPERATION

 

               On 24/11/2013 at about 5.15 PM, Ct Vijay No.1747/W of PS Ranhola, spotted a person carrying plastic katta near his H. No B-73, Vikas Nagar, Uttam Nagar, Delhi while he was on patrolling duty. The suspect was detained and identified as Jitu S/O Kanchan Singh R/O H. No. B- 73 Vikas Nagar, Uttam Nagar, New Delhi. On conducting the search, a plastic katta was found containing various quarters of illicit liquor. Ct. Vijay gave the information to duty officer of P.S. Ranhola.  I.O/HC Ram Lal No.426/W reached the spot and seized total six plastic bags (katta) at the spot. A total of 520 quarters of illicit liquor were seized inside the six plastic bags, out of these 520 quarters, a total of 330 quarters are of illicit IMFL and remaining 190 quarters are of Country made liquor. The illicit IMFL was meant for sale in Arunachal Pradesh and country made liquor was meant for sale in Haryana only.

 

               On the basis of recovery of illicit liquor, the said case has been registered and accused has been arrested in this case. The investigation of the case in progress and sincere efforts are being made to trace the source of supply of illicit liquor.

 

 

               The entire team has done good and hard work and shown high sense of responsibility, team work and devotion to duty in apprehending the above said bootlegger
