SCS did not, however, reconanend specifically the re-sponsibility with respect- to infrastructure. It is considered that these matters are ones Which should be the subject of recommendations. In addition, it is believed that the nations basically, and in part the Standing Group, should be charged with the fi»al decisions on these matters since home defense and extra NATO priorities are involved.

" Comment: The IFT has reworded the changes recommended fey the SCS in the interest of clarity and to eliminate

any inference that SACJBUR should set up an operational international logistics supply establishment. Such

a service establistMaont would be inconsistent with the agreed policy that nations are responsible for arranging the logistic support of their own forces.

h. Proposing to the Standing Group any increase, elimi-

nation or réorganisation of subordinate planning and command organizations which he considers necessary.

Cpnimenti The SCS recommended a change which would apply only

to forces. The IPT consider that any major subor-

dinate command should be established by higher

authority. The responsibility for making changes

in the organizations should alse-remain with higher

authority because of the political and military im-

been omitted. It is considered inappropriate for

the nations' actions to be contained in these terms

of reference as it is a basic assumption that when

In addition, it is believed that the nations basically, and in part the Standing Group, should be charged with the fi»al decisions on these matters since home defense and extra MATO priorities are involved. _ •*

Such a service establishment would be inconsistent with the agreed policy that nations are responsible for arranging the logistic support of their own forces.
