Executive SummaryHomicide in California

2018

Homicide in California 2018 provides information about the crime of homicide, including demographic data on victims, persons arrested for homicide, persons sentenced to death, peace officers feloniously killed in the line of duty, and justifiable homicides. This report focuses on data reported by California law enforcement agencies in 2018 with prior years included for context.

Homicide Crimes

There were 1,739 homicides reported in 2018. This number represents a decrease of 4.9 percent from the 1,829 reported in 2017. (Table 1)

The 1,739 reported homicides also translate to a rate of 4.4 homicide crimes per 100,000 population. This figure represents a decrease of 4.3 percent from the 4.6 rate reported in 2017.(Table 1)

In 2018:

zz 79.8 percent of homicide victims were male and 20.2 percent were female. (Table 5)

zz Of the homicides where the victim’s race/ethnicity was identified, 45.5 percent of victims were Hispanic, 25.1 percent were black, 21.9 percent were white, and 7.5 percent were of other race/ethnic groups. (Table 6)

zz While the largest proportion of black and Hispanic victims were aged 18-29 (41.6 and 41.5 percent, respectively), over half (57.4 percent) of white victims were aged 40 and over. (Table 9)

zz When the victim-offender relationship was identified, 45.0 percent were killed by a friend or acquaintance; 31.2 percent by a stranger; and 18.2 percent by their spouse, parent, or child. Males were more likely than females to be killed by strangers (38.2 vs. 13.6 percent, respectively). Females were more likely than males to be killed by their spouse (24.5 vs. 1.5 percent, respectively). (Table 12)

zz Of the homicides where location was reported, 35.9 percent occurred on the street or sidewalk, 25.4 percent in the victim’s residence, and 10.0 percent in a residence other than the victim’s. (Table 19)

zz The largest proportion of male victims (40.8 percent) were killed on the street or sidewalk. The largest proportion of female victims (47.5 percent) were killed in their residence. (Table 19)

zz Firearms have consistently been the most common weapon used in homicides. In 2018, of the homicides where the weapon was identified, 68.7 percent involved a firearm. (Tables 21, 22)

zz Of the homicides where the contributing circumstance was known, 32.0 percent were the result of an unspecified argument, 26.8 percent were gang-related, 10.7 percent were domestic violence-related, and 7.2 percent occurred in conjunction with the commission of a rape, robbery, or burglary. (Table 24)

zz Among California’s 35 counties with populations of 100,000 or more, Kern County experienced the highest homicide rate (11.1 per 100,000) and Napa County, the lowest (0.7 per 100,000 each). (Table 14)

Homicide Arrests

There were 1,416 arrests for homicide in 2018. This number represents a 5.7 percent decrease from the 1,501 arrests reported in 2017. (Table 29)

The 1,416 homicide arrests also translate to a rate of 4.6 homicide arrests per 100,000 population-at-risk. This figure represents a 6.1 percent decrease from the 4.9 arrest rate reported in 2017. (Table 29)

In 2018:

zz 88.2 percent of homicide arrestees were male and 11.8 percent were female. (Table 30)

zz 47.5 percent of homicide arrestees were Hispanic, 26.1 percent were black, 19.9 percent were white, and 6.5 percent were of other race/ethnic groups. (Table 31)

zz 52.8 percent of homicide arrestees were aged 18-29, 21.3 percent were aged 30-39, 19.9 percent were 40 years of age or older, and 5.9 percent were under the age of 18. (Table 32)

Death Penalty Sentences

In 2018, there were five individuals sentenced to death in California (Tables 35, 36). Of these,

zz All were male.

zz All were Hispanic.

zz All were over the age of 20 at the time of arrest, with one over the age of 40.

zz Two were sentenced from Los Angeles County, with the counties of Orange, Sacramento, and Tulare sentencing one each.

Peace Officers Killed in the Line of Duty

In 2018, four peace officers were feloniously killed in the line of duty. Of the four, two were white, one was Hispanic, and one was of a race/ethnic group catergorized as “other”. All were killed with firearms. (Tables 37, 38)

Justifiable Homicides

In 2018, there were 116 justifiable homicides reported. Of these, 75 were committed by a peace officer and 41 were committed by a private citizen. (Tables 39-42)

Of the 116 reported as deceased by justifiable homicide – peace officer:

zz 96.0 percent were male and 4.0 percent were female.

zz 52.0 percent were Hispanic, 22.7 percent were white, 18.7 percent were black, and 6.7 percent were of other race/ethnic groups.

zz 36.0 percent were aged 30-39, 34.7 percent were aged 18-29, 28.0 percent were aged 40 or over, and 1.3 percent were under the age of 18.

zz 97.3 percent involved the use of a firearm.

Of the 41 reported as deceased by justifiable homicide – citizen:

zz All were male.

zz 39.0 percent were Hispanic, 31.7 percent were black, 19.5 percent were white, and 9.8 percent were of other race/ethnic groups.

zz 41.5 percent were aged 30-39, 29.3 percent were aged 18-29, 24.4 percent were aged 40 or over, and 4.9 percent were under the age of 18.

zz Firearms were used in 75.6 percent of the

incidents.

HOMICIDE CRIMES

“The willful (non-negligent) killing of one human being by another”

Homicide data are obtained from the Supplementary Homicide Report (SHR). The SHR is submitted monthly by California law enforcement agencies as part of the national Uniform Crime Reporting (UCR) system. The number of reported homicide crimes represents known victims.

Per UCR definition:• Suicides, fetal deaths, traffic fatalities,

accidental deaths, assaults to murder, and attempts to murder are not classified as criminal homicide and are not included in this report.

• Justifiable homicides are defined as the killing of a felon by a peace officer in the line of duty or the killing of a felon, during the commission of a felony, by a private citizen.

• The findings of a court, coroner’s inquest, etc., do not affect classifying or scoring of the SHR homicide counts.

Detailed data regarding the criminal homicide category are only as comprehensive as the information provided by contributing agencies.

Weapon – Reporting agencies give as complete a description of the weapon and its use as is available. For example, if a bottle was used in a criminal homicide, the agency will indicate whether the person was killed by beating, cutting, or stabbing.

Relationship – The relationship reported is that of the victim to the offender. For example, if a wife is killed by her husband, the reported relationship is wife.

Circumstances – Statements of circumstances are based on information known to law enforcement. If the killing occurred in conjunction with the commission of another felony such as a robbery or rape, the agency identifies the specific offense involved.

This publication includes statistics on peace officers feloniously killed in the line of duty. For information on all line-of-duty deaths, please refer to the annual Crime in California publication (Table 49, Law Enforcement Officers Killed or Assaulted - Deaths and Assaults in the Line of Duty by Type of Activity).

Note: Federal Bureau of Investigation (FBI) Redefines Rape

In 2013, the FBI’s UCR revised the definition of “forcible rape” (the carnal knowledge of a female forcibly and against her will) to “rape” and defined as “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”

The California Department of Justice implemented this definition change in January 2014. During 2014, agencies were encouraged to report using the new definition, but were allowed to report under the historical definition while transitioning their reporting systems.

All rape data is presented in this publication. Percent change in crime rates are not calculated when the base year rape data was submitted under the old definition of rape.

ARRESTSMonthly Arrest and Citation Register (MACR)

The MACR reporting system is designed to collect information on adult and juvenile arrests and citations in California.

If a person is arrested for multiple offenses on the same day, MACR selects only the most serious offense based on the severity of possible punishment.

The subjectivity of the classification and labeling process must be considered in the analysis of race/ethnic group data.

POPULATION

Crime and arrest rates are calculated using annual population estimates provided by the Demographic Research Unit, California Department of Finance.

Beginning in 2004, the population category of “other” for race/ethnic group includes the Department of Finance’s race/ethnic group of “multi-racial.”

HOMICIDE CRIMES

“The willful (non-negligent) killing of one human being by another”

Homicide data are obtained from the Supplementary Homicide Report (SHR). The SHR is submitted monthly by California law enforcement agencies as part of the national Uniform Crime Reporting (UCR) system. The number of reported homicide crimes represents known victims.

Per UCR definition:• Suicides, fetal deaths, traffic fatalities,

accidental deaths, assaults to murder, and attempts to murder are not classified as criminal homicide and are not included in this report.

• Justifiable homicides are defined as the killing of a felon by a peace officer in the line of duty or the killing of a felon, during the commission of a felony, by a private citizen.

• The findings of a court, coroner’s inquest, etc., do not affect classifying or scoring of the SHR homicide counts.

Detailed data regarding the criminal homicide category are only as comprehensive as the information provided by contributing agencies.

Weapon – Reporting agencies give as complete a description of the weapon and its use as is available. For example, if a bottle was used in a criminal homicide, the agency will indicate whether the person was killed by beating, cutting, or stabbing.

Relationship – The relationship reported is that of the victim to the offender. For example, if a wife is killed by her husband, the reported relationship is wife.

Circumstances – Statements of circumstances are based on information known to law enforcement. If the killing occurred in conjunction with the commission of another felony such as a robbery or rape, the agency identifies the specific offense involved.

This publication includes statistics on peace officers feloniously killed in the line of duty. For information on all line-of-duty deaths, please refer to the annual Crime in California publication (Table 49, Law Enforcement Officers Killed or Assaulted - Deaths and Assaults in the Line of Duty by Type of Activity).

Note: Federal Bureau of Investigation (FBI) Redefines Rape

In 2013, the FBI’s UCR revised the definition of “forcible rape” (the carnal knowledge of a female forcibly and against her will) to “rape” and defined as “penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”

The California Department of Justice implemented this definition change in January 2014. During 2014, agencies were encouraged to report using the new definition, but were allowed to report under the historical definition while transitioning their reporting systems.

All rape data is presented in this publication. Percent change in crime rates are not calculated when the base year rape data was submitted under the old definition of rape.

ARRESTSMonthly Arrest and Citation Register (MACR)

The MACR reporting system is designed to collect information on adult and juvenile arrests and citations in California.

If a person is arrested for multiple offenses on the same day, MACR selects only the most serious offense based on the severity of possible punishment.

The subjectivity of the classification and labeling process must be considered in the analysis of race/ethnic group data.

POPULATION

Crime and arrest rates are calculated using annual population estimates provided by the Demographic Research Unit, California Department of Finance.

Beginning in 2004, the population category of “other” for race/ethnic group includes the Department of Finance’s race/ethnic group of “multi-racial.”

CRIME RATE – A crime rate describes the number of crimes reported to law enforcement agencies per 100,000 total population. A crime rate is calculated by dividing the number of reported crimes by the total population. The result is multiplied by 100,000. For example, in 2018 there were 1,739 homicides in California and the population was 39,825,181. This equals a homicide crime rate of 4.4 per 100,000 general population.

PERCENT CHANGE – A percent change describes a change in number or rate from one year to another. A percent change is calculated by subtracting base-year data from current-year data. The result is divided by base-year data and multiplied by 100. For example, in 2018 the homicide crime rate was 4.4. In 2009 the homicide crime rate was 5.3. The percent change in rate from 2009 to 2018 is a 17.0 percent decrease.

ARREST RATE - An arrest rate describes the number of arrests made by law enforcement agencies per 100,000 total population or per 100,000 total population considered to be at risk for arrest (aged 10-69 years). The “at risk” population can be further distinguished by adults at risk (aged 18-69 years) and juveniles at risk (aged 10-17 years). Regardless of the population used, all rates are calculated in the same manner. An arrest rate is calculated by dividing the number of reported arrests by the respective population. The result is multiplied by 100,000. For example, in 2018 there were 1,416 homicide arrests. The total population was 39,825,181 and the total population at risk was 30,947,933. This equals a homicide arrest rate of 3.6 per 100,000 population and 4.6 per 100,000 population at risk.

CLEARANCE RATE – A clearance rate is the percentage of crimes reported that have been cleared or solved for crime reporting purposes. It is calculated by dividing the number of reported clearances by the number of reported crimes. The result is multiplied by 100. For example, in 2018 there were 1,116 reported homicide clearances and 1,739 reported homicide crimes. This equals a homicide clearance rate of 64.2 percent.
