CYPRESS-FAIRBANKS ISD LIVESTOCK SHOW 2012-2013 GENERAL RULES AND REGULATIONS

(See also rules specific to drug residue, sales, and each animal division)

Note: All students are cautioned to carefully read the following rules and regulations. Rules will be strictly enforced, without deviation of any kind. General Provisions: The Cypress-Fairbanks ISD Livestock Show Association reserves, to its Executive Board of Directors, the final and absolute right to interpret these rules and regulations as set forth and to arbitrarily settle and determine all matters, questions, and differences, in regard thereto or otherwise arising out of, in connection with, or incident to the show. The Executive Board of Directors reserves the right to amend or add to these rules as it, in its judgment, may deem advisable. In consideration for the opportunity to participate in the show, each student and his/her parent(s) or legal guardian(s) agree to abide by the general rules and special rules, as published herein. Any student or his/her parent(s) or legal guardian(s) who violate and/or refuse to follow any of the general rules and/or special rules, as published, will forfeit all privileges and premiums won. Students will abide by all school rules and be subject to disciplinary action for any misbehavior according to regular school policy. In extreme cases of misbehavior, the student’s animal will be removed and will not be allowed to be shown or sold. Following the procedures to purchase, enter, and raise an animal for the CFISD Livestock Show does not guarantee eligibility to participate in the show or sale. As noted in the rules and regulations, I understand that I must be eligible to compete at the livestock show based on UIL and Cypress-Fairbanks ISD guidelines. Ineligibility to compete may result from failing grades and/or placement at an alternative learning campus. In the event I am ineligible to compete, my animal will not be allowed on the show grounds to participate in the show or sale and my project-related expenses are non-refundable. The Executive Board of Directors has adopted the following rules and regulations for the Cypress-Fairbanks ISD Livestock Show Association: 1. Dates and Location The Cypress-Fairbanks ISD Livestock Show will be held January 30 - February 2,

2013, at the Cypress-Fairbanks ISD show grounds on Telge Road.

2. Liability The Cypress-Fairbanks ISD, Cypress-Fairbanks ISD Livestock Show Association, Executive Board of Directors, Executive Committee, Committeemen, etc., will not be liable for any personal injuries, damages, fire, theft, accident; any matters resulting from or relating to unattended animals; forfeiture of all awards and/or sale proceeds; non-payment of sale proceeds by buyer(s), etc.

3. Conduct No type of misconduct by the student, his/her parent(s), legal guardian(s), or guest(s) will be tolerated (including, but not limited to disrespect, profanity, use of tobacco products, insubordination, excessive horseplay, etc.). This is a school-sponsored event, so the Code of Conduct must be followed. This type of behavior can result in the disqualification of any project from the premium or freezer sales and immediate removal of project(s), student(s), parent(s), legal guardian(s), and/or guest(s) from the show facilities.

4. Animal purchase and Ownership

The student must be the owner of the animal to participate in the livestock show. Students must adhere to the schedule/deadlines, included in this rule book, for entry and validation of animal projects for the livestock show. All animals, except rabbits and heifers, will be purchased through the Cypress-Fairbanks ISD Livestock Show Association and paid for by money order, cashier’s check, or with cash. Money orders and cashier’s checks must be made payable to the Cypress-Fairbanks ISD (or CFISD). At the CFISD LSA steer, swine, lamb, and goat selections, students will be allowed to bring one helper with them to the viewing and actual selection. The agriscience teachers will be allowed to advise during the viewing portions only. Family members may not share projects with the exception of poultry and rabbits. Students must raise animal projects within a 20-mile radius of Cypress-Fairbanks ISD boundaries, unless the student lives on the premises where the animal is kept. (Example: The student is the child of an employee of Cypress-Fairbanks ISD who lives out-of-district.) Ultimately, it is the responsibility of the student to find and secure housing for their animal project(s). Students may apply for space at their campus FFA Booster Club facility if one exists or at a CFISD Ag-Science Center. Submitting an application does not guarantee space will be available. Each type of facility (CFISD or Booster Club) has a separate process for requesting space, therefore acquiring permission to house an animal at one facility does not guarantee that permission will automatically be transferred to another facility if circumstances change. Information on the CFISD Ag-Science Centers may be found at http://lsa-cfisd.wikispaces.com. The Ag-Science Centers were designed to house CFISD market steers/swine/lambs/goats during the term of the CFISD Livestock Show/Sale. Priority will be given to students raising CFISD market steers/swine/lambs/goats who don't have access to a Booster Club-run facility. Other animals will be placed (after space is allocated to those with priority) based on any remaining space available at the time of the request, with priority to CFISD market animals. Students opting to raise something other than a CFISD market steer/swine/lamb/goat should understand that space at the Ag-Science Centers is very limited for animals outside of those they were designed to house. Students/parents at a campus with a Booster Club facility should contact that organization for information on their rules/procedures/limitations for housing CFISD and non-CFISD animals.

5. Insurance

Cypress-Fairbanks ISD does not provide insurance for animal projects. Once the student takes possession of the animal and leaves the selection area, CFISD nor the CFISD Livestock Show Association is responsible for any expenses related to the health and welfare of the animal. This includes reimbursement of expenses due to illness or death. Students, and parents, are advised to consider purchasing insurance through an outside agency.

6. Eligibility to participate in the show/sale

Only students who are enrolled in at least one semester of the current year’s agriculture science classes in Cypress-Fairbanks ISD, are paid FFA members, and owe no fees or fines to the local FFA chapter, will be allowed to exhibit at the livestock show. A student must be eligible for participation in extra-curricular activities in accordance with current guidelines of UIL and Cypress-Fairbanks ISD. Ineligibility to compete may result from failing grades and/or placement at an alternative learning campus. His/her campus or principal or designee will certify this eligibility. Projects of students who are ineligible will not be allowed on the show grounds to participate in the show or sale and project-related expenses are non-refundable.

7. Care/grooming of animals (See Division-specific Rules and Regulations for more details.)

There will be no bedding or tying-out of livestock outside of the exhibit center. All animals must remain in the barn at all times. There will be no clipping or grooming of steers, swine, lambs, or goats after arrival to the show grounds on Wednesday, January 30, 2013. There will be no unethical treatment of livestock. Infractions are subject to review by the LSA Rules Committee. Each student is responsible for the care of his/her animal(s) throughout the show. His/her agriscience teacher will select/approve a substitute show person for students with special needs, conflicting school activities, illnesses, etc.

8. Check-in /Sifting (See Division-specific Rules and Regulations and Drug Residue Rules and Testing Procedures for more details.)

Tagging - Any ear tags, wing bands, or rabbit tattoos must coincide with the name of the student on the animal selection sheet and entry form. A student must notify his/her agriscience teacher within 24 hours if an ear tag or wing band falls off during the time the student owns the animal. Eligibility of animals arriving at check-in missing an ear tag or wing band will be determined by the LSA Rules Committee. All non-CFISD tags, except major show tags, must be removed before validation. (Prior to the sale, students must remove all major show tags from animals to be sold in the premium or freezer sale, including poultry.) Drug residue testing - Drug residue testing will take place for those animals selected in the random draw. A parent or legal guardian must accompany the student and their animal at the time of drug residue testing. Sifting - The decision to disqualify or sift an animal will be made by the LSA Rules Committee, or their designated sifter. (See the specific rules for each animal division for the qualities on which an animal may be sifted.) All sifted animals will be marked at the time the animal is disqualified from the show. Sifted animals will be removed from the show grounds by 8:00 p.m. on the day the animal is disqualified. All decisions of the LSA Rules Committee and designated sifters are final and protests will not be considered by the CFISD Livestock Show Association. Disqualification - Wild or unruly animals may be disqualified. The decision to disqualify an animal will be made by the LSA Rules Committee and must be removed from the show grounds. There will be no showing of unethically fitted livestock. Unethical fitting will be deemed to consist of any method altering the natural conformation of any part of the animal’s body before or during the show. Animals showing signs of having been operated on or tampered with, for the purpose of concealing faults in conformation, or with intent to deceive relative to the animal’s soundness, will be disqualified. Check-in Time - All steer, swine, lamb, and goat projects must be in place by 8:00 p.m. on Wednesday, January 30, 2013. Any of these animals not checked-in, or on the show grounds and involved in the check-in process, at that time will not be allowed to participate in the livestock show or sale. All heifer, poultry, and rabbit projects must be in place by 7:30 a.m. on Thursday, January 31, 2013. Any of these animals not checked-in, or on the show grounds and involved in the check-in process, at that time will not be allowed to participate in the livestock show or sale.

9. Attendance

Students must provide their own transportation to and from the livestock show. During school hours, eligible students are considered on a field trip and required to remain at the show barn. Likewise, ineligible students will not be permitted on show grounds during school hours. There will be no loitering or cooking in the parking lot. Each student is responsible for the care of his/her animal(s) throughout the show. His/her agriscience teacher will select/approve a substitute show person for students with special needs, conflicting school activities, illnesses, etc. At the conclusion of the goat show, on Friday, February 1, 2013, all students eligible (including alternates) in any premium sale category must attend the premium sale

16. DNA Testing

DNA Testing – The purpose of DNA testing is to support the validity of ownership of the animal in case a protest of ownership arises. The collection of DNA samples will replace the use of microchips.

1. A hair sample will be collected from each animal (steer, lamb, goat, swine) at the time of the selection process.

2. The hair samples will be sealed in a tamper-proof envelope identified by

the animal’s ear tag number.

3. The hair samples will be stored in the CTE office at ISC under the supervision of the CTE Coordinator for Agricultural Science.

4. If a protest of ownership is made with specific reasoning in writing and

received along with $250 cash to the CFISD Livestock Show Association, the protest will be reviewed and considered by the CFISD Livestock Show Association Executive Board Rules Committee. If the protest is accepted, the $250 cash collected from the person protesting will be used to pay for the DNA testing.

5. Any animal that is subject to an accepted protest will be subject to a hair sample collection. If the owner refuses the collection of a sample to be compared to the original sample, the owner forfeits all awards and all sale money (premium, freezer, gifts) collected through the CFISD FFA Livestock Show.

If the sample comes back from testing and it does not match the original DNA sample, the owner will forfeits all awards and all sale money (premium, freezer, gifts) collected through the CFISD FFA Livestock Show

DRUG RESIDUE RULES

1. Three (3) animals/pens from each market species will be subject to drug testing. 2. The exhibitor and parent/guardian certify that they will not administer an entry with any substance

not approved by the FDA and/or USDA for that species. The entry is not, nor will it be, within any withdrawal time relative to the administration of any drug, chemical, or feed additive approved by the FDA and/or USDA by the time the animal(s) is officially weighed in at the Show.

a. Emergency Treatment: If an animal requires emergency treatment while on the Show grounds,

only a licensed veterinarian with the prior approval of the Cypress-Fairbanks Independent School District LSA Rules Committee will be allowed to administer a drug, chemical, or feed additive.

b. Treatment Cost: All treatment costs are the responsibility of the exhibitor. c. Exhibitors refusing to accept the random draw for drug testing will be disqualified and must

remove their animal/pen from the show grounds immediately. 3. Disclaimer of Warranties: The Cypress-Fairbanks Independent School District Livestock Show

Association expressly disclaims any express or implied warranties (including merchantability), whether the goods or services are provided by the Cypress-Fairbanks Independent School District Livestock Show Association or by others (such as drug residue testing). The Cypress-Fairbanks Independent School District Livestock Show Association does NOT provide security or guard services and is not responsible for the acts of third parties.

4. Disqualification/Condemnation of Animal/Pen: The Show reserves the right to condemn and/or

disqualify any animal/pen, either live or slaughtered, found in violation of the use of drugs, chemicals, or feed additives as described in a, b, and c. If an animal/pen is disqualified, the class placing will not change. The exhibitor will forfeit all prizes and auction or freezer sale proceeds. An exhibitor of an animal/pen testing positive for any drug residue, medication or unapproved chemical will be subject to drug residue testing at future Cypress-Fairbanks ISD Livestock Shows.

5. Ultimate Care and Responsibility: By making entry into the Show, the exhibitor agrees and

understands that ultimate care and responsibility for an animal/pen rest solely upon the exhibitor until such time that possession of the animal is turned over to the buyer and/or his agent(s).

CYPRESS-FAIRBANKS ISD LIVESTOCK SHOW 2012-2013

DRUG RESIDUE TESTING PROCEDURES

Large-Animal Market Species – Goats, Lambs, Steer and Swine

1. Three animals will be randomly selected from each of the following species for drug residue testing: goats, lambs, steers, and swine. A person from the Cypress-Fairbanks ISD administration, appointed by the Cypress-Fairbanks ISD FFA Livestock Show Association, will determine the selected animals by identification numbers only. Knowledge of the selected animals will not be passed to anyone, including the administrators of the drug residue testing program, until 3:30 p.m. on Wednesday, January 30, 2013.

2. At 3:30 p.m. on Wednesday, January 30, 2013, check-in begins for all large-animal market

species of livestock, not-including heifers, rabbits or poultry. At this time, the identification numbers and the names of the exhibitors listed in ownership of animals randomly selected for drug residue testing will be presented to the two administrators of the animal drug residue testing program. Check-in will end at 8:00 p.m. on Wednesday, January 30, 2013, for all animals except heifers, rabbits, and poultry. Regardless of whether or not an animal is selected for the random drug residue testing, it must be checked in between 3:30 p.m. and 8:00 p.m. on Wednesday, January 30, 2013, in order to be exhibited in the Cypress-Fairbanks ISD FFA Livestock Show. Once an animal is checked in on Wednesday evening, it may not leave the show facilities or grounds.

Small-Animal Market Species – Broilers, Rabbits and Turkeys

3. Three animals/pens will be randomly selected from each of the following species for drug residue testing: broilers, rabbits, and turkeys. A person from the Cypress-Fairbanks ISD administration, appointed by the Cypress-Fairbanks ISD FFA Livestock Show Association, will determine the selected animals/pens by identification numbers only. Knowledge of the selected animals/pens will not be passed to anyone, including the administrators of the drug residue testing program, until 6:00 a.m. on Thursday, January 31, 2013.

4. At 6:00 a.m. on Thursday, January 31, 2013, check-in begins for all small-animal market species

of livestock. At this time, the identification numbers and the names of the exhibitors listed in ownership of animals randomly selected for drug residue testing will be presented to the two administrators of the animal drug residue testing program. Check-in will end at 7:30 a.m. on Thursday, January 31, 2013, for all broilers, rabbits, and turkeys. Regardless of whether or not an animal/pen is selected for the random drug residue testing, it must be checked in between 6:00 a.m. and 7:30 a.m. on Thursday, January 31, 2013, in order to be exhibited in the Cypress-Fairbanks ISD FFA Livestock Show. Once an animal/pen is checked in on Thursday morning, it may not leave the show facilities or grounds.

All Species – Large and Small Market Animals

5. The administrators of the animal drug residue testing program will be responsible for identifying these animals, exhibitors, as they enter the show grounds. Once the animal, exhibitor, and a parent or legal guardian is identified, they will be escorted directly to the secured area designated for the drug residue testing program.

Page 15: CYPRESS-FAIRBANKS ISD LIVESTOCK SHOW RULE ...cyranch.ffanow.org/F/cyranch/2012-2013+LSA+RULES+8-12.pdf1 CYPRESS-FAIRBANKS ISD LIVESTOCK SHOW RULE BOOK 2012 - 2013 CFISD Livestock Show

12

6. When the animal/pen, exhibitor, and parent enter the secured area designated for the drug residue testing program, they will be directed to enter a pen (lambs, goats, and swine), grooming rack (steers), coop (broilers and turkeys) or cage (rabbits). Each pen, grooming rack, coop, or cage will be adequately spaced apart to ensure there is no contact between animals and/or exhibitors. Two chairs will be provided beside each pen, grooming rack, coop, or cage for the exhibitor and parent or legal guardian to sit and remain in until a urine (or feces for broilers and turkeys) sample has been collected and split into two containers for testing. The following individuals are the only people allowed to be inside the sealed area designated for the animal drug residue testing program other than the animals selected: the exhibitor listed in ownership, a parent or legal guardian, administrators of the drug residue testing program, one security officer, and individuals hired by the Cypress-Fairbanks ISD Livestock Show Association to physically collect the samples. There will be security officers located in close proximity to the designated testing area for the drug residue testing program.

7. The animal, exhibitor, and parent or legal guardian will be directed to stay in their designated area

until the sample has been collected. When the sample is collected, the exhibitor and parent or legal guardian will be required to sign a form stating they witnessed the collection and splitting of the urine/feces sample. (Exception: Drug Residue Testing for small market animal species will end at 5:00 pm on Thursday, January 31, 2013.)

8. When the samples have been taken from an animal and the exhibitor and parent or legal

guardian signs the witness tab on the sample containers, that animal, exhibitor, and parent or legal guardian will be escorted from the drug residue testing area back to the unloading area and can then be penned with all other animals in the barn.

9. When all samples have been collected, the urine/feces samples will be escorted in a cooler by

the person hired to physically collect the samples and a previously selected member of the Cypress-Fairbanks ISD administration to the Diagnostics Lab at Texas A & M University College of Veterinary Medicine in College Station, Texas.

10. The remaining back-up samples will remain in the possession of the person hired to physically

collect both samples pending preliminary test results. If a sample tests positive for illegal drug residue during the preliminary test, the parent/exhibitor has the right to request a second test to confirm the results. The second sample taken from the same animal will then be taken to a private firm for further testing. The parent/exhibitor will be responsible in advance for all costs associated with this second test. Should the results of the second test not confirm the findings in the first test, the cost of the test (minus shipping and handling) will be refunded. Knowledge of this pending information will only be made available to the Cypress-Fairbanks ISD Career and Technical Education Director and the two administrators of the Cypress-Fairbanks ISD Livestock Show Association Animal Drug Residue Testing Program for privacy purposes only.

11. Once the parent/exhibitor accepts the results of the first test or a second test confirms the

presence of the illegal drug residue found in the first test, without question, the exhibitor listed in ownership of the animal surrenders to the Cypress-Fairbanks ISD Livestock Show Association the right to condemn and/or disqualify the animal, either alive or slaughtered, found in violation of the misuse of any drug, chemical or feed additive not approved by the FDA and/or USDA for that species. The exhibitor will forfeit all prizes and auction or freezer sale proceeds if the animal is disqualified. This information will be kept private and confidential within the Cypress-Fairbanks ISD Livestock Show Association until such action, as described above, has been taken.

12. Once an exhibitor has an animal test positive for illegal drug residue that exhibitor’s animals are

subject to drug residue testing at future Cypress-Fairbanks ISD Livestock Shows.

Market Steer Entry Form – Page 2 of 2 DISCLAIMER We, _______________________the exhibitor and _________________________parent/guardian, certify that we have read, understand, and will abide by all the rules and regulations of the Cypress-Fairbanks ISD Livestock Show Association. Eligibility: Following the procedures to purchase, enter, and raise an animal for the CFISD Livestock Show does not guarantee eligibility to participate in the show or sale. As noted in the rules and regulations, the exhibitor understands that they must be eligible to compete at the livestock show based on UIL and Cypress-Fairbanks ISD guidelines. Ineligibility to compete may result from failing grades and/or placement at an alternative learning campus. In addition, students must be enrolled in an agri-science class at least one semester of the current school year, paid FFA members, and owe no fees or fines to the local FFA chapter. In the event the exhibitor is ineligible to compete, said animal will not be allowed on the show grounds to participate in the show or sale and project-related expenses are non-refundable. Liability: Upon acceptance of this entry, as consideration therefore, I/We, the undersigned (acting also on behalf of the undersigned’s agents of family), hereby (a) release each of Cypress-Fairbanks Independent School District Livestock Show Association (each Herein called “Indemnitee”), and employees and other acting on behalf of indemnitee, from any claim and cause of action for loss or damage to animals or property and for injury to or death of person (each herein called “Claim”), regardless of how such Claim is occasioned by whom, and (b) agree to indemnify and hold harmless indemnitee and such others acting on behalf of indemnitee from any Claim brought by anyone caused in whole or in part in any way arising out of any action or in action of undersigned. Venue for purposes hereof shall lie in Harris County, Texas. Insurance disclaimer: Cypress-Fairbanks ISD does not provide insurance for animal projects. Once the student takes possession of the animal and leaves the selection area, CFISD nor the CFISD Livestock Show Association is responsible for any expenses related to the health and welfare of the animal. This includes reimbursement of expenses due to accident, illness, or death. Students, and parents, are advised to consider purchasing insurance through an outside agency. Drug residue testing: The undersigned hereby consents and agrees that the animal described on this entry application may, at the discretion of Cypress-Fairbanks Independent School District Livestock Show Association, be tested for unauthorized use of medications or drugs. We further certify that we will not administer this market entry with any substance not approved by the FDA and/or USDA for this species. (For example, we will not give a substance labeled as a swine feed/supplement to poultry.) This entry is not, nor will it be, within any withdrawal time relative to the administration of any drug, chemical, or feed additive approved by the FDA and/or USDA by the time the animal(s) is officially weighed-in by the Show. A parent or legal guardian must accompany the exhibitor and their animal at the time of check-in and validation for the livestock show. At that time, they will be notified if their animal was selected for drug residue testing. An exhibitor refusing to accept the random draw for drug residue testing will be disqualified and must remove their animal from the show grounds immediately. The Cypress-Fairbanks ISD Livestock Show Association reserves the right to condemn and/or disqualify any animal, either alive or slaughtered, found in violation of the use of any drug, chemical, or feed additive as described above and the exhibitor will forfeit all auction sale and/or freezer sale money if the animal is disqualified. If an animal is disqualified for testing positive and/or the carcass condemned at slaughter, the class and overall placing will not change for that student or other students. If an animal requires emergency treatment while the animal is on the Show grounds, only a licensed veterinarian will be allowed to administer any drug, chemical, or feed additive upon approval of the Cypress-Fairbanks ISD LSA Rules Committee. All treatment costs are the responsibility of the exhibitor. Should an animal receive treatment requiring a 15 (fifteen) day or less withdrawal period, the exhibitor will feed the animal for the duration of the withdrawal period. This special circumstance only applies to an animal requiring approved emergency treatment after weigh-in; it does not apply to preexisting treatment before weigh-in at the show. Payments: Within thirty days from the receipt of the buyer’s information, students are required to have up-to-date record books with an agriscience teacher’s approval. Students will also provide a confirmation acknowledging that thank you notes (and a picture for any animals bought throught the premium auction) were received. NOTE: Payments to students will be withheld until pledged funds are received for the purchase of the animal(s) or gift(s). Any pledged funds not received may be deducted from the payment to the student. _______________________________ ______________________________ Exhibitor’s Printed Name Exhibitor’s Signature _______________________________ ______________________________ Parent’s or Guardian’s Printed Name Parent’s or Guardian’s Signature Sworn to and subscribed before me this ____ day of _______________ 20 ______. _______________________________ Notary Public

Market Swine/Lamb/Goat/Broiler Entry Form – Page 2 of 2 DISCLAIMER We, _______________________the exhibitor and _________________________parent/guardian, certify that we have read, understand, and will abide by all the rules and regulations of the Cypress-Fairbanks ISD Livestock Show Association.
