ADDENDUM # 8 to PIN 072201931CPD Re: Medium Voltage Feeders and Substation Upgrades at Rikers Island

Dear Prospective Bidder:

Pursuant to §3-02(i) of the Procurement Policy Board (PPB) Rules, the Department of Correction (DOC) is issuing Addendum # 8 to the solicitation for the services referenced above.

The due date for questions in regard to this procurement must be submitted via email no later than Wednesday, November 4, 2020 @ 3:00pm. No additional RFI’s will be accepted. The bid opening will be on Friday, February 12 2021 @ 11:00am.

A. DESCRIPTION OF CHANGES:

1) All revisions to drawings are shown clouded with triangle number 3.

B. CLARIFICATION TO ADDENDUM NO.6

1) The 27 kV feeder replacement work indicated in T-002 summary of work paragraph A.4and A.5 shall be included as Add Alternate 2 and 3 based upon the description provided inthe respective add alternates. They are not to be included in the base bid.

C. DRAWING CHANGES:

2) T002.00 – Revised scope of work notes.

Responses to previous questions posed by prospective bidders: Q.1 Since we need to build the manholes in place can you please provide a rebar detail, also withthe top of the structure be monolithically poured with the walls or will it need to be a separatepiece.

A.1 The manhole construction shall be similar to Con Edison Field Constructed Cable ManholeDrawing No. EO-11924-B Rev. 2. The structure shall be poured in separate pieces.

B. Testing

3. Testing of 5kv cable using Partial Discharge without a power outage. It is my opinion that this would create an OSHA violation and two brief power outages would be required. One to connect the equipment and then one to remove the equipment.

Are two power outages possible? If it is preferable to you, I would be willing to discuss testing methodologies with your engineer.

A.2 Please note that PD Online Testing can be performed live on cables, which cannot be disconnected from service, such as those in this project. For these cables, the testing shall be performed live following ANSI/NETA MTS standards and IEEE 400.3 requirements.

Q.3 Add Alternate for (4) Manholes. How many conduits are passing through?

A.3 For the bid do not consider any cables for the manhole cost, as the cables differ from location to location. Whatever manhole needs to be replaced as directed by DOC, the cable scenario will be evaluated at that time.

Q.4 Are there conduits on all (4) sides?

A.4 Please see response to Q.3 above.

Q.5 What is the voltage of the cables in manholes? This is needed to determine the correct size generator for temporary power during manhole construction.

A.5 Please see response to Q.3 above. No temporary power should be included for this work.

Q.6 What is the elevation of the water in manholes?

A.6 Include water to be up to the rim inside the manhole. See notes 28 through 30 on E-002 for additional scope of water in manholes.

Q.7 There is the possibility that the revised bid form is worded incorrectly. It is possible that someone could carry the cable in their base bid, and claim a zero in add/alternate 2, with an

additional cost for add/alternate 3 (as opposed to carrying a price to do the work by itself), and could end with an artificially low number. This could be fixed a couple of different ways (put the cable back in the base bid, and have an add/alternate for the con ed cable or have true add/alts that don’t total into the overall price).

A.7 See DWG T-002 below. To clarify, the cable replacement work between Manholes AQ1 and A1 and between Manholes BQ1 and B1 are not to be included in the base bid. This replacement work shall be included as separate prices under Add Alternate No. 2 and Add Alternate No. 3 for the types and sizes of cables listed therein.

Q.8 Drawing E-401.00 has a new call out pointing to the Submarine cables that states “See drawing E301.00 for additional work”, however E301.00 does not appear to have any work shown that is associated with this cable.

A.8 Tag Note no. 15 on Drawing E-401 shows which are the submarine cables. These submarine cables have no work under this project. Only above water cables located under the bridge that are shown on the drawing shall be replaced as indicated in all other contract documents.

Q.9 Please confirm that Add Alternate No 2 and Add Alternate No 3 on the bid form only include the cost difference for the cable, and do not require the labor and costs to be carried twice.

A.9 The cost for Add Alternate 2 and add Alternate 3 will be total cost for the respective alternate and shall include all labor and material and it is not a cost differential between the two add alternates. See below – DWG T002.00.
