BACKGROUND ln accordance with the Carpinteria Municipal Code, appointments to the City Commissions, Boards and Committees expire every two years on January 3lstfollowing the municipal election. Each Commission, Board and Committee member serves at the pleasure of the City Council and shall be appointed by the mayor with the advice and consent of the City Council. Each term is automatically extended until a successor is appointed. The City Clerk sent an email to each of the current members thanking them for their service to the City and requesting that they advise the City as to whether they wished to retire from service at this time or be considered for reappointment. Simultaneously, a display ad inviting interested persons to apply was published in the local newspaper. The ad ran on three separate occasions (November 29, December 13, and December 27). Also, a recruitment notice was placed on the City's Scroll and at the public library and at City Hall.

Motion: I move to adopt Resolution Nos. 5855 through 5863, approving appointments toall City Commissions, Boards and Committees as discussed.

BACKGROUND

ln accordance with the Carpinteria Municipal Code, appointments to the CityCommissions, Boards and Committees expire every two years on January 3lstfollowingthe municipal election. Each Commission, Board and Committee member serves at thepleasure of the City Council and shall be appointed by the mayor with the advice andconsent of the City Council. Each term is automatically extended until a successor isappointed.

The City Clerk sent an email to each of the current members thanking them for theirservice to the City and requesting that they advise the City as to whether they wished toretire from service at this time or be considered for reappointment. Simultaneously, adisplay ad inviting interested persons to apply was published in the local newspaper.The ad ran on three separate occasions (November 29, December 13, and December27). DISCUSSION

Planninq Commission (PC)The Planning Commission consists of five members with the qualifications formembership being residency within the city at the time of their appointment and duringtheir tenure in office. All five positions are currently filled and all members have stated,in writing, a desire to continue their service and be considered for reappointment. Thefollowing members are requesting reappointment: David Allen, Glenn LaFevers, JaneBenefield, John Callender and John W. Moyer. No vacant positions exist on theCommission.

The City has received new applications from Ken Stendell and Russell Ruiz. Mr. KenStendell has also applied to the Architectural Review Board. Both applications areattached for Council's consideration.

Architectural Review Board (ARB)The Architectural Review Board consists of five members with the qualifications formembership being residency within the city at the time of appointment and duringtenure in office and that membership consist of a mix of lay and professional citizensskilled in the interpretation of architectural and landscape drawings and ability toevaluate the effects of proposed development upon surrounding areas. All five positionsare currently filled; however, member Scott Ellinwood has notified the City of his intentto retire effective December 31,2018. The following members are requestingreappointment: Jim Reginato, Richard E. Johnson, Dylan Chappell, and GrantGreanleaf Cox. One vacant position exists.

The City has received new applications, from Ken Stendell, Brad J. Stein, LelandWalmsley and Susan S. Kenderian. Their applications are attached for Council'sconsideration.

Mobile Home Park Rent Stabilization BoardThe Mobile Home Park Rent Stabilization Board consists of five members. All of whichshall be appointed on an at-large basis. The following members have stated, in writing,a desire to continue with their service and be considered for reappointment: BrianKling, DanelTrevor, John J. Nicoli and Donna S. Zehrung. John Litsinger has stated hisdesire to retire from service at this time. One vacant position exists.

The City has received a new application from Bob Franco. His application is attachedfor Council's consideration.

Bluffs Manaqement Advisorv BoardThe Bluffs Management Advisory Board is comprised of seven residents from thecommunity at-large with one being a member on the Integrated Pest ManagementCommittee. The following five current members have stated, in writing, a desire tocontinue their service and be considered for reappointment: Andrea Adams-Morden,Arturo Tello, Caroline Kuizenga, David Allen, Ted Rhodes and Patrick Cooks. Onevacant position exists.

The City has received new applicat¡ons from Dr. James S. McElvain and Gloria MulhallGloria has also applied to the Tree Advisory Board. Both applications are attached forCouncil's consideration.

Tree Advisorv Board (TAB)The Tree Advisory Board consists of five members with the qualifications formembership being residency within the Carpinteria Valley and a composition of a mix oflay citizens and professionals from a pertinent discipline. Municipal Code 12.28.0804provides examples of some of the characteristics or attributes to be used in creating acomposition of board members. The following current members have stated, in writing,a desire to continue their service and be considered for reappointment: Carol Terry,Julie Broughton and Dale Olivas. Lindsey Foucht and Kathy Henry have stated theirdesire to retire from service at this time. Two vacant positions exist.

The City has received new applications, from Diane Ledbetter, Diana J. Freeman andGloria Mulhall. Gloria has also applied to the Bluff Management Advisory Board. Theirapplications are attached for Council's consideration.

Downtown "T" Business isorv Board IDTBABThe Downtown "T" Business Advisory Board is comprised of five members with at leastthree of those members paying assessments within Parking and Business lmprovementDistrict No. 4, and two members being qualified persons as determined by the CityCouncil. Allfive positions have a dual membership on the Carpinteria First Committee.The following current members have stated, in writing, a desire to continue their serviceand be considered for reappointment: District No. 4 paying members Gloria Tejeda andRoxanne Barbieri. Richard Wienberg has stated his desire to retire from service at thistime. Three vacant positions exist.

The City has received a new application from Don Hathaway. His application isattached for Cou ncil's consideration.

Carpinteria First CommitteeThe Carpinteria First Committee is comprised of seven members from the communitywith four members being at-large, and three members being Chamber of Commercerepresentatives. The following current members have stated, in writing, a desire tocontinue their service and be considered for reappointment: Gloria Tejeda, MonicaSolorzano, and Chamber of Commerce representative Roxanne Barbieri. Four vacantpositions exist, two Chamber of Commerce representatives and two at-large positions

The City has not received any new applications for this committee

lntesrated Pest Manaqement Advisorv (lPM) CommitteeThe lntegrated Pest Management Advisory Committee is comprised of no fewer thanfive and no more than nine members that include representation from the Parks andRecreation Department, the Public Works Department, the Bluffs Advisory Committee,and at least two at-large community members. The following current members havestated, in writing, a desire to continue their service and be considered for

reappointment: William Carleton, Russell Ruiz, Patrick Cooks (Bluffs member), andSherrie Fisher. One vacant position exists on this committee.

The City has not received any new applications for this committee

Environmental Review Committee (ERC)The Environmental Review Committee is a five member committee made up of the CityManager or his designee, the City Engineer, the Community Development Director orhis designee, the City Biological Resource Specialist, and a member of the generalpublic. Current public member Natasha Lohmus has stated a desire to continue for anadditional term. No vacant positions exist on this committee.

The City has received a new application from Steve Nicolaides. His application isattached for Council's consideration.

ln addition to the applications received for the above committees, one new applicationwas received from Ellen Robinson. Ms. Robinson did not indicate a preference for aparticular committee but instead stated "best fit - open to all opportunities." Herapplication is attached for Council's consideration.

LEGAL ISSUES

As per the Carpinteria Municipal Code, Commission, Board, and Committee membersserve at the pleasure of the City Council and shall be appointed by the Mayor with theadvice and consent of the City Council.

WHEREAS, pursuant to Municipal Code Section 2.24.010, the terms of allappointed commissions and boards expire on January 31,2019, and therefore all suchpositions are vacant subject to certain exceptions; and

WHEREAS, pursuant to California Government Code Section 54970 et seq., allvacancies on appointed boards and commissions have been duly advertised and allinterested persons have been invited to indicate their interest in serving; and

WHEREAS, the City Council has reviewed and considered all persons who haveindicated an interest in serving and the Mayor has recommended that certain personsbe appointed to the Commission.

What do you believe are the most important land use issues facing the City of Carpinteria? I personallythink the biggest concern of most cities in California is determining how much development is"enough." Communities wishing to preserve a small town atmosphere are faced with everincreasing need to construct more and more density, which is seemingly endorsed at the Statelevel. ft is my personal belief that every city in California should be responsible for defining itsidentity, and preserving local controls at every opportunity.

What would be your recommended approach(es) to resolving the most important planning issues?I have two thoughts l'd like to share, one focusing locally, and one more globally:

r Locallv: My approach is simple, in that I approach most issues through having authenticconversations, and collaborative / transparent processes. This has worked well for mein the past and would look to continue to utilize what I believe to be a sound model forme personally as well as local government.

Globallv: Too many cities get frustrated and simply don't partic¡pate in the regionalplanning / legislative organizations. Working with my past jurisdiction we found somesuccesses in participating in the regional planning efforts of both SCAG, and the Leagueof Cal. Cities. Successes included having our Communitr¡ Development Directorappointed to the League of California Cities statewide; Housing, Community & EconomicDevelopment Policy Committee. Having a seat at the table can be frustrating, but is abetter strategy than not showing up at all.

I am applying for the Planing Commission. I currently serve on the IPM Committee and I haveinformed our Clerk that I wish to continue serving on lPM. I enjoy it, I like my colleagues and I

lPPreciate that we have access to senior staff who are great. lf I am appointed to the PlanningCommission I would like to continue on IPM but I support spreading the opportunities to servéaround if there are other applicants. I applied for the Planning Commission in the last cycletwo years ago. I want to make it absolutely clear that I am not asking you to replace any sittingCommissioner. I watch Commission meetings on video and read theAgendas. I have nocomplaints regarding the current Commission. I understand from our Clerk that if I am notqppointed my Applicatíon will remain on file and if there is an lnterim vacancy the Mayor andCouncil may consider my Application at that time. I want to continue to let you knowihat I amqualified, remain interested in serving and am readily avaílable. My approach is and will be tosubmit basically the same Application each time I apply. At this point in my life my resume isnot changing and other than some minor updates my Application is the same as last time. Thatis my "theme," I am still here and ready to serve.

I am retired after a career focused on local water and land use. I will introduce myself here andthen address my professional background and experience. Our daughter Stella ið a student atCarpinteria Middle School. She is a gth generation South Coast tocá. I was recently elected tothe Middle School Site Council. I previously served on the Canalino School Site Councif ; theMeasure U Facílities Bond lmplementation Committee; the Superintendent's Parent AdvisoryCommittee; and I currently serve on the School District's Citizens Advisory Committee on theDisposition of Surplus Properties. Our Committee is responsible for the mandatory review andRecommendations regarding the sale of the District's Bailard and Summerland SurptusProperties. Our family has also been active volunteers with the schools' Parents' groups.

Throughout my life I have had friends and family in Carpíntería. My father Ernie Ruiz was goodfriends with Ernie Wullbrandt, of course as you know an original Member of the City Couñcil,and I am good friends with his son Chip. I have been using Carpinteria beaches since I was achild. I lived at Sunset Shores for about four years while attending UCSB. The commute backthen was not so bad and I often took the bus and did my homework on the commute.

Related to local land use experience pertinent to my qualifications for the PlanningCommission my father and my grandfather were successful, self-employed South Coastbuilding contractors. I grew up with local land use issues and my father taught me how to readpfans when I was a teenager. When they were employed at the County I woiked with SteveGoggia and Jackie Campbell and I know how fortunate we are to have Mr. Goggia and to havehad Ms. Campbell here. Throughout my career I have worked with Peter Browñãnd I considerhim to be the finest City Attorney in Santa Barbara County, and we have been fortunate to havehim here as well. I have also worked closely with Members of Mr. Brown's firm throughout mycareer.

As I stated my career was focused on local water. I was General Counsel for the Goleta WaterDistrict for about 20 years. I was Counsel for Summerland Water District until it was mergedwith Montecito. Prior to State Water I represented private mutuaf water companies from -Carpinteria to the Hollister Ranch. ln addition to my local and regíonal water related work,throughout my career I worked on local land use projects for private clients before localagencies. I served on the Cíty of Santa Barbara Water Commission for about I years, several ofthose years as Chair. I left the Water Commission when our family moved to Caipinteria.

A major reason I moved our family to Carpinteria is the stable and conservative land useapproach here, and particularly recently, as compared to other communities on the SouthCoast. I intend to live here for the rest of my life and we are committed to our daughter Stellagraduating from Carpinteria High. I highly value our current qualíty of life and I will do whateverI can to help preserve it with you.

One of the reasons I am interested in serving on the Planning Commíssion is the General PlanUpdate. I have substantial professional experience with local land use planning. I was fullyengaged working on the following described projects: the Goleta Community Plan; the lslaVista Master Plan; the first City of Goleta General Plan; the 1990 and 2010 UCSB Long RangeDevelopment Plans. While I was serving on the City Water Commission, the City went throughits General Plan Update. As a Water Commissioner, Chair at the end of the process, I was veryinvolved. That was a multi-year, multi-million dollar process with allthe issues and politics to beexpected. The Water Commission was fully engaged in the General Plan ElR, and I believe wewere instrumental in limiting the amount of growth that staff was advocating, by stressing theuncertainties and limitations on our local long term water supplies.

I believe it is fair for me to say today, on the issues related to the intersection of land useplanning and local and regional long term water supply planning, I am one of the mostexperienced local experts. The issues of land use planning in light of our reasonablyforeseeable long term water supplies will play a significant role ín our General Plan Update.Today, finding oursefves still in this historic drought, we face many uncertainties in our longterm supplies. lt is an interesting and important coincidence that our General Plan Update andthe Cachuma Contract Renewal are scheduled to occur the same year,2O2O.I am an expert onCachuma. I served during the last (and first) Contract Renewal in 1995 on the Member Units'Steering Committee, responsible for negotiating the Contract on our behalf, helping to write theContracts, and mange the environmental documents. This drought has demonstrated that wehave been taking more water from Cachuma than is sustainable. We almost drained thereservoir for the first time in its history. That was not supposed to happen. That together withthe new Santa Ynez River Steelhead Biological Opinion that is supposed to be unveiled soon,will see a substantial changes in the way we manage Cachuma in the future.I am very supportive of our Water DÍstrict's current approach. As long as we have Matt Robertson the Water Board we are in good hands.

I am an expert on the California Environmental Quality Act (CEQA). We will of course preparean EIR for our General Plan Update. I have substantiaf experience with some of the lostcomplex ElRs that have been prepared for South Coast Projects, including General Plans.

I am applying for the Planning Commíssion because I am committed to Public service and I amuniquely qualified for the position. I am not here to try to fix something that I believe is broken. I

I will begin this response by stating that I have worked with local Planning Commissioners onthe South Coast for 30 years. I have appeared on behalf of clients before local PlaningCommissions throughout that time. I served as a City of Santa Barbara Water Commissionerfor over I years and we worked closely and had annualjoint meetings with the PlanningCommissÍon.

Fundamentally the role of a Planning Commissioner is to be thoroughly informed, work withstaff, fellow Commissioners and the Public to consider matters before the Commission andsupport adherence to the General Plan.

What do you believe are the most important land use íssues facing the City of Carpínteria?

The General Plan Update will be an historic and vitally important milestone for our City. I amraisíng our now 11 almost 12 year old daughter Stella who, God willing, will live in Carpinteriafor the rest of her life. lf she goes away to college, anytime she wants to visit her parents, shewill be coming back to Carpinteria. I want to do what I can to preserve the wonderful quality oflife she ís now enjoying.

As always long term planning for the Bluffs will be important. The abandoning and what is nextfor the Veneco property may be our most significant immediate issue.

Do what we can to promote implementatíon of the 101 Projects in the best interests ofCarpinteria.

Preserve and protect our existing mobilehome parks.

Complete the Rincon Trail.

lmplement our Recycled Water Project.

Make sure we have our SryR and ADU policies right.

What would be your recommended approach(es) to resolving the most important planingissues?

Most important in my view is to have accurate and thorough information on matters before theCommission. Make sure the Community is informed, engaged and listened to. I know the Cityhas a long legacy of Public engagement and that will of course be crucial to the success of theGeneral Plan Update.

Brief lntroductory Bio for Ellen RobinsonJanuary 2019

My late husband John and I lived for over 30 years in Tämpa, Florida, where we raisedour son, \Afill, and daughter, Anna, both Stanford grads, both of whom now reside withtheir families in California.

During my time in Tampa, I served as president of Tampa Preservation lnc., (TPl), anationally recognized nonprofit preservation organization. During my involvement, TPIimplemented a $10 million redevelopment project in Tampa Heights, setting a standardthat has been duplicated in other US cities. I also served as either president or officerfor:

o St. Mary's Episcopal Day School Board. Tampa & Ybor City Streetcar Board. Berkeley Prep Parents Board. The H.B. Plant Museum Society

I volunteered for the Red Cross, the American Cancer Society, the Tampa Yacht ClubSwim Team and Teaching Tools for Hillsborough Schools, a free store for teachers inTitle 1, at-risk schools. And I worked with the Tämpa Bay History Center to develop avolunteer program, while the new facility was under construction.

I sang for 12 years with Toast of Tampa Show Chorus, an award-winning, internationallycompetitive group of more than 150 ladies. During my time with Toast of Tämpa, I

served as President, Treasurer and Costume Chairman.

After buying a home in Carpinteria in 2Afi, I moved here permanently in 2013. I havebeen involved with various local efforts such as the Carpinteria Host Program,Carpinteria Beautiful's Home & Garden Tour Committee, and the Carpinteria ArtsCenter. I served on many committees during my association with the Santa BarbaraNewcomers Club, and served as President of the Club in 2A16. I serve as administratorof the Santa Barbara Junior League Sustainer Book Club, and was a member of theSustainer Board. I am currently serving on the Santa Barbara Club's Board of Directorsas Secretary and am a member of the Music Academy of the West Women's Auxiliary.
