Introductory Brief Landscape and the natural environment of Kowloon are setting the context and frame- work for any human activity. The juxtaposition of water vs. land, the topography of the pen- insula, the subtropical humidity, the growing and living conditions, all these and many more aspect influence the Kowloon Park development. At the same time it is part of one of the urban centres of the world and holds most of the urban development of Hong Kong. It’s complex history, the diversity of its inhabi- tants and their backgrounds, the speed and the creation of new urban identity, the density makes it a reference point to all other urban centres. Designing parks in this context means brin- ging together and interpreting both nature and the city. The park needs to be positioned in the natural context of the Kowloon landscape and in the urban and social con- text of Kowloon and Hong Kong. Introductory Brief

There are many examples of how the nonchalant, general public can be slowly drawn into a realization that art can be a joy and intoxicant for the mind. Outside the concert hall and the museum people enjoy diversion, or to stroll along without the insistence of commitment to two hours in a room – at least until they are ’hooked’ by dance performance, orchestral power or studied contemplation of a piece of Work and want to go deeper.

We believe in designing buildings and public spaces that put people at the heart of the design process: Attractive, high quality envi-ronments where people feel comfortable and secure, which are appropriate and accessible to everybody and sustainable to deliver, run and maintain. In order to achieve these goals the necessary infrastructure and technical elements need to be designed, well integrated as part of the park design where they ought to be visible, unobtrusive where appropriate, delivering the infrastructural and technical backdrop to a cultural urban landscape park.

For this ambitious design project CRAB stu-dio and VOGT Landscape will form a partnership supported by Buro Happold for the complex and diverse technical and (infra-)structural questions and supported by Oval partnership and Adrian L. Norman as local partners in the field of architecture and lands-cape architecture.

CRAB studio’s Directors have both been heavily involved in bringing art to the public in subtle ways: Sir Peter Cook as Director of London’s Institute of Contemporary Arts and of Art Net for some years and sub- sequently of the British and Cyprian Pavili-ons at the Venice Biennale, as well as the Graz Kunsthaus. Also as author of much published projects for installations such as ‘Instant City’ and Kassel Documenta. Gavin Robotham with the Stirling prize winning Magna Centre and of the interiors of the War Museum of the North (as chief desig-ner for the ‘Event’ company). Current ongo-ing projects happen to include a study of Culture facilities and ‘ART BOARDWALK’ for a major Australian city.

Günther Vogt and his team in Zurich, London and Berlin have more than twenty years’ experience working regularly on projects of national and international ac-claim in all aspects of landscape and open space design. They have designed a wide variety of public and private outdoor spaces in Europe and Asia. These include the grounds of the Allianz Arena in Munich, the Trinity Laban Conservatoire of Music and Dance and Tate Modern in London, the Garden of Violence for the Swiss Expo 2002, the FIFA headquarters and the Maso-ala Rain Forest Hall in Zürich and the Cour-tyard for the Kolumba Museum in Cologne by Peter Zumthor. Building on research and experience, VOGT’s scope of work has steadily grown to encompass also city scale projects in Europe and Asia.

VOGT’s recent portfolio includes an inter-national range of work reflecting a commit-ment to site-specific solutions that address relevant environmental and social con-cerns. Most recently: The Olympic Athletes’ Village, London 2012; the European Har-bour in Bremen, the Novartis Campus Park in Basel, the Lohsepark in the Hafencity of Hamburg and the Droogdokkenpark in Antwerp. Since 2005 Günther Vogt is pro-fessor at the ETH in Zurich, and currently also visiting Professor of Landscape Architecture at Harvard Graduate School of Design.

VOGT’s many built projects have received international acclaim and have been widely published. In 2010, Günther Vogt was awarded the prestigious Swiss Schulthess Garden Prize in 2012 the Meret Oppenheim Prize.

Buro Happold will provide a single source for multi-disciplinary engineering, including core Civil, Structural and MEP Environmental engineering together with a team of specialist consultant who lead their fields. From Marine and Coastal enginee-ring through to Inclusive Design and Crowd Flow Simulation, they will manage the whole design process and follow it through to construction. Buro Happold have used their intricate knowledge of the industry to push the boundaries and achieve more. It is this commitment that sets them apart, that adds value, that makes Buro Happold award winning and a strong partner for the team.

West Kowloon Cultural District – Freespace and Waterfront Park

Vision Statement

The Waterfront Park and Freespace will be a beacon within the West Kowloon Cultural District (WKCD), amplifying the site as a major destination at the heart of Hong Kong’s cultural ascendency. It will not only bring great arts programming versatility but establish itself as a hub for festive interaction, becoming a magnet for residents and visitors alike, energizing the area both night and day.

The Freespace setting is rhythmic and responsive to the changing moods of the city, varying from active and boisterous to neutral and contemplative. As an open air place, this crucial portion of the WKCD development will dissolve the distinction between performance space and viewing space, engaging audiences in myriad ways through music, dance, film, and time-based art.

While the Park and Freespace will be inviting and vibrant in their own right, it will offer an even further variety of environment and experience from an urban park of real stature to a series of restorative spaces for more intimate connections to art and nature. Together, the projects will announce and define the character

of the District, establishing benchmarks for the experiences about to unfold before visitors in Hong Kong’s premiere urban parkland. With an eye towards spectacular views of the Hong Kong skyline, the park offers the opportunity to fuse verdant green spaces of tranquility and leisure with the kinetic energy of a contemporary urban populace engaged with and inspired by the arts.

WKCD’s Waterfront Park and Freespace are exceptional and ambitious undertakings of true international significance, arriving at a time when great cities are recognizing that the reinvention of the urban habitat, both ecologically and culturally, is an essential ingredient for achieving a culturally cognizant and sustainable future. The aspirations of the WKCD, and in particular this project that serves as the delicate connective tissues for so many prestigious venues, resonate with this global reinvention, and as such can play a major role in enhancing the quality of life of Hong Kong’s citizenry.

STATEMENT

The WKCD Park Development must be a hyper-park, liberated from the typical conventions of architec-ture, landscape, and urban design. Blurring such distinctions will support the performing arts campus and the City of Hong Kong as progressive leaders in the global arts community.

As a public spaces project, the Park Development should encourage informality, improvisation, in-clusion and interaction. Spatial strategies should accommodate and conflate adjacencies between seemingly disparate programs for eating, play, per-formance, education, and art. The Park Development should engage its edges, seamlessly integrating

the water and the bustling harbor with M+ and the performing arts campus to the East. The Park Devel-opment should also curate the view of Hong Kong’s skyline across Victoria Harbour, re-presenting the City through new vantage points.

The Park Development will set a world class stan-dard for an innovative sustainable landscape. Con-serving energy is not enough. The Park should aspire to generate energy, create new habitats for wildlife to thrive, spawn opportunities to improve air and water quality, conserve resources, and educate the public.

PROFILES & TEAM COMPOSITIONDILLER SCOFIDIO + RENFRO (New York City, USA): Lead Designer

DS+R is an interdisciplinary design studio that integrates architecture, the performing arts, and the visual arts. Based in New York City, the studio is led by three partners – Elizabeth Diller, Ricardo Scofidio, and Charles Renfro – who work collaboratively with a staff of 100 architects, designers, and artists. For their commitment to integrating architecture with issues of contemporary culture, Liz and Ric were the first in the field of architecture to receive the Ma-cArthur Foundation “Genius” award. They were also named to Time Magazine’s list of 100 most influ-ential people and were inducted into the American Academy of Arts and Science in 2008. Among other awards, DS+R has received the National Design Award from the Smithsonian, the Brunner Prize from the American Academy of Arts and Letters, and an Obie for an off-Broadway theater production. OLIN’s projects of particular

significance to the Park Development inlcude: Canary Wharf in London, a former 30 hectare industrial port; a new master plan along 11km of waterfront for the City of Philadelphia; a 17 acre waterfront master plan for a mixed use community in Xiamen, China; and the redevleopment of a 62 hectare brownfield site along the Napa River in California.

URBANUS (Hong Kong / Shenzhen / Beijing, China): Executive Architect

Founded in 1999, under the leadership of partners Xiaodu Liu, Yan Meng and Hui Wang, Urbanus has developed into one of the most influential architec-ture practices in China. URBANUS is committed to the Modernist belief that architecture is a pivotal force for better life, and hence architects should push the boundary of their traditional role and be a progressive force in society. URBANUS has been involved in more than 300 projects of architecture design and urban planning. The completed works range across culture & education, office, mixed use, renovation & regeneration, residence, interior de-sign, landscape, urban design and research projects. Relevant projects inlcude the Maritime Museum of Art, Dafen Art Museum, OCT Art & Design Gallery, the master plan for a new Central Business District in Beijing, the Xinzhou master plan in Shenzhen, and the Jiading Fuhua Science Park in Shanghai.

DS+R, OLIN, and URBANUS will work as a single in-tegrated design team to ensure that the Park Devel-opment is conceived as a unified landscape and cul-tural resource; the relationship between Freespace, additional programs, adjacent neighborhoods and buildings, and the landscape should be seamless. The team is further augmented by Arup for engineering and sustainability; L’Observatoire International for lighting; and Davis Langdon for cost alignment.

Vision - setting the sceneThe new waterfront Park is one of the signature elements of Foster + Partner’s masterplan for the West Kowloon Cultural District. The Hargreaves Associates team is pleased to be shortlisted for the West Kowloon Cultural District Park. A major destination for Kowloon and the centerpiece of the Cultural District, this waterfront park will be home to significant cultural facilities and will undoubtedly be a tourist destination as well as a place of respite and inspiration for Hong Kong residents.

PROJECT VISIONHong Kong Harbor is perhaps the most vital civic arena in the world. The daily life of the harbor is itself theater, animated with nonstop activity that is nothing less than mesmerizing. The new Kowloon waterfront sets the stage for a viewing platform of this ongoing spectacle. The brief to date is laden with promise as an integrated park of landscape and culture, suggesting a variety of cultural and commercial venues that will make the landscape virtually alive with activity. The park will be designed to seamlessly fit within the overall framework for the district and to strengthen connections to the multiple destinations, creating both a setting and a place that everyone will want to be. The park will have a particular appeal as users seek to explore the unique qualities and exhilaration inherent at this spectacular site at the tip of the harbor - its design must rise to this opportunity and create an iconic setting for Hong Kong residents to enjoy and visitors to remember.

DESIGN TEAM COMPOSITIONHargreaves Associates will lead the design team and has gathered together a team that embodies the best in international and local experience necessary to realize the ambitions of this great park. Ennead Architects has award winning experience creating major performance venues, art destinations and cultural institutions. Their open air Santa Fe Opera House is a strikingly beautiful marriage of stage, land and sky. Hargreaves Associates’ collaborations with Ennead include the William J. Clinton Presidential Center and over ten years of design partnership that has evolved into a symbiotic interest in the ambiguity of built form and nature. Rounding out the core team will be ARUP, Urbis and LWK & Partners. Urbis and ARUP have direct project experience with West Kowloon Cultural District efforts. Hargreaves Associates and ARUP have collaborated on such major projects as the London Olympic Parklands and the proposed 560 hectare Xochimilco Park in Mexico City. Urbis was teamed with Foster + Partners for the West Kowloon Cultural District Master Plan and will be the Hong Kong registered landscape architect on the team. LWK & Partners will serve as the Hong Kong registered architect. The team will be further supported by the following:

A WORLD-CLASS PARKThe West Kowloon Cultural District is one of the world’s premier waterfronts. This new park on the western-most promontory of Hong Kong will not only be a great democratic public “room” for the many diverse communities of Hong Kong but it will also become a defining image for Hong Kong as the city evolves during the 21st century – an image of bold public democracy, of strong commitment to nature and green ecology, and of a vibrant culture enriched by arts, performance and waterfront recreation. Our approach puts the park first!

A PARK FOR PEOPLEthe park must be designed to project a bold expression for the people of Hong Kong as they come out to enjoy the green waterfront. It must be democratic, sociable, active, varied, and green; it should afford multiple routes and journeys, myriad places and experiences, and offer different types of experience at different times for all sorts of different people. Great urban parks are indeed green and living, but they are also exquisitely designed for people, for varied social uses and for infinite forms of experience. Our approach prioritizes people!

A PARK FOR THE CITYThe new Park at the WKCD is intended to join the ranks of the world’s great large urban parks. At their best, large urban parks define the character of the urban districts around them, drawing both residents and visitors for a full range of experiences and catalyzing economic development. Large parks make a fundamental contribution to sustainability through their generosity of space, scale and range of habitat opportunities, and their contribution to urban livability. These are parks that help to define the cities where they are located and their unique features make them the distinctive identifiable image that adds immeasurable value to their surrounding context. Our approach leverages the urban context!

A HOLISTIC DESIGNThe site is complex, with transportation tunnels and vents, substructure-decks, harbourfront regulations, connections to the city and neighbourhoods, environmental sustainability targets, and an intense program for future arts, culture and performance. The design of this park entails not simply a strong composition of landscape elements (topography, waterfront, pathways, plantings, etc) but also a bold holistic vision and coordination with architecture, engineering and urban planning.

We have assembled a multi-disciplinary team with which to achieve a unified, comprehensive and holistic approach to delivering a seamless integrated project. We believe that our design leadership and experience with similarly challenging projects, combined with our team’s depth of creativity and expertise, uniquely positions us to deliver an extraordinary park that will be vibrantly social, interactive and dynamic, swiftly implementable and richly loved by all.

JCFO will be the ‘Project Leader’ and ‘Design Leader’ for Masterplanning, Landscape Architecture and Urban Design, and will coordinate all efforts of the team. Renowned for our design leadership, creativity and attention to detail on the much-acclaimed High Line park in New York City, as well as for other built projects. Informed by ecology, urbanism, contemporary culture and media and art, JCFO is currently working on large projects around the world, including developing Seattle’s Waterfront, a large new park in the heart of Santa Monica, a new city for 1.5 million people in Shenzhen, China and a new sustainable urban development in Melbourne, Australia. In all the work, bold and contemporary design shapes the platform for dramatically revitalizing public life and socialization in the city.

MAKE Architects bring exceptional creativity and architectural craft to the project. Make is a studio of highly creative and talented architects and designers who have acquired considerable professional experience designing advanced, complex and iconic buildings.

The ARUP Engineering team brings substantial depth and global project experience to the WKCD project. Arup will provide full-service engineering for the team, and will draw on the many skills and services available across the firm.

Together, the JCFO–Make–Arup team brings our combined success at delivering (within one year) the £25 Million (300 Million HKD), 55 hectare park, the Queen Elizabeth Olympic Park in London to West Kowloon Cultural District.

Earthasia and CYS Associates will support the team with a depth of local knowledge and experience.
