This document contains basic saety inormationregarding emergency response procedures or Contractors working at Agilent

Technologies acilities. This document identifes some but not all work practicesand procedures that must be ollowed to minimize impact to personnel health &saety and to the environment while working at Agilent Technologies.

All Contractors and !ub"Contractors perorming work at Agilent Technologiesacilities are e#pected to comply with these requirements and all applicable lawsand regulations o any governmental entity or sovereign authority that pertain toenvironmental health and saety standards and$or work practices. %ailure toabide by these requirements and applicable environmental health and saetystandards and $or work practices may subect you or your frm to corrective actionthat may result in disqualifcation or uture consideration o work at Agilent ortermination o any contract agreements with Agilent.

registration sites are required to demonstrate strong commitment toenvironmental regulatory compliance resource conservation and pollutionprevention. Contractors are an integral part o this *!6 <=,,< certifcation e>ort.

Thereore Agilent Contractors are e#pected to ully support and cooperate withthese e>orts.

2.0 GENERAL REQUIREMENTS

Applicable to both Low Impact and High Impact Contractors.

2.1 R:u3tor9 Co$3!n The Contractor and !ub"Contractor personnel shall(• 4nsure compliance with all applicable laws and regulations o any

governmental entity or sovereign authority that pertain toenvironmental health and saety standards and$or work practices.

This would include developing and implementing appropriate ob"specifc 4! programs.

• Correct unsae work practices conditions and regulatory violationscommitted by Contractor and !ub"Contractor personnel.

• :otiy the Agilent 1roect 7anager$ost o conditions or practicesound on site that could result in serious inury property damage or

environmental damage.

*n the event o a medical emergency and when an infrmary clinic orhospital is not in reasonable pro#imity to an Agilent site the Contractor isresponsible or providing trained frst aid responders and adequate frst aidsupplies per local urisdiction. The Contractor doesn;t have to have on"sitefrst aid capabilities but they must have a process that doesn;t rely onAgilent.

7any Agilent sites have trained emergency responders who may respond tomedical emergencies. owever Agilent 4mergency esponse Teams maynot be available during all work hours or on weekends and holidays.

2.* E+ut!on%1

All Contractor and !ub"Contractor personnel must know the evacuationalarm signals emergency evacuation routes and evacuation

assembly$staging areas or their primary work locations. 'hen the buildingalarm sounds or notifcation is given all individuals 7B!T evacuate.

2.- In!dnt R$ort!n:All incidents resulting in inuries that require medical treatment 2i.e. morethan frst aid3 and property damage or near miss incidents that couldhave resulted in serious inury or property damage must immediately bereported to the Agilent 1roect 7anager$ost in writing or via email. A copyo the completed incident report must be given to the Agilent 1roect7anager$ost within =D hours.

2.2 R$ort o8 InBur!%

The contractor shall report to the Agilent 1roect 7anager $ost all work"related inuries and illnesses involving Contractor$!ubcontractor workersthat require medical treatment 2i.e. more than frst aid3 as soon as theContractor obtains knowledge o such incident.

The Contractor is also responsible or maintaining records o lost time andrestricted time that result rom work"related inuries or illnesses sustainedby its workers or subcontractor workers assigned to work at Agilent. Theserecords shall be available or inspection upon request by Agilent within thescope o applicable data privacy regulations.

The Contractor is responsible or immediately notiying the appropriate

regulatory agencies or related governmental entities or sovereignauthorities and$or insurance carrier as required by country or local

urisdiction o any occupational inury or illness involving thecontractor$subcontractor workers. The contractor is urther responsible orcompleting and submitting any reports or other records required by theabove notifcations.

2.4 In!dnt In+%t!:t!onAll serious or potentially serious incidents involving Contractor and

!ubcontractor personnel on Agilent property or those that involve Agilentemployees or property damage will be investigated ointly by theContractor the Agilent 1roect 7anager$ost and a member o the Agilent4! sta> when available.

2.6 H5rd R$ort!n:Any identifed hazards discovered by the contractor that is beyond theirability and$or responsibility to f# must be immediately reported to theAgilent 1roect 7anager$ost or immediate corrective action.

2.7 Er:n9 Eu!$nt A%%Access to emergency equipment 2including electrical panels3 must be kept

clear at all times 2e.g. fre e#tinguishers emergency showers $ eyewashstations alarm pull stations 74T bo#es A49;s 4T equipment wheelchairs etc.3.

4mergency 4quipment must not be removed or relocated without approvalrom an Agilent 1roect 7anager.

2.10 InBur9 I33n%% #r+nt!on #ro:r " S8t9 #ro:r The contractor shall develop and maintain all appropriate saety programsor inury and illness prevention programs or its workers assigned to Agilent.!uch programs shall include training that is appropriate to the general typeo work which Contractor;s worker is to perorm and shall adhere to all

regulatory requirements.

2.11 S8t9 Eu!$nt1rior to commencement o an assignment contractor will assure thatcontract and subcontract personnel are outftted with all appropriatepersonal protective equipment 21143 that is issued or the specifc person2e.g. steel"toed shoes and prescription saety glasses with side shields3 andappropriate Egeneral issueF 114 2e.g. hearing protection and non"prescription saety glasses3 and 114 or site specifc hazards 2e.g.respirators and laser eye protection3.

2.1' Corrt!+ At!on #ro%% The Contractor must implement a process to track closure o any correctiveactions identifed as a result o an incident investigation compliance auditor non"conormance with our 4nvironmental ealth & !aety 7anagement!ystem.

2.1( So>!n: #o3!91

Agilent Technologies has a :6 !76G*:H policy or all owned or leased

acilities. !moking is not permitted inside any building or structure nearany building entrances near air intakes or common paths o travel.!moking is only allowed in designated outdoor E!76G*:H A4A!F.

2.1* En+!ronnt3 H3t< & S8t9 Tr!n!n: The Contractor is responsible or ensuring all o its employees andsubcontractors have the proper training with regard to environmentalhealth and saety and are competent to perorm their ob unctions atAgilent work sites. Contractor will participate in any limited training o>eredby Agilent to ensure that Contractor employees and subcontractors areamiliar with Agilent;s products saety procedures and environmentalrequirements etc. The Contractor will make a copy o the content o their

training available to Agilent upon request. Agilent may provide theContractor with a copy o Agilent;s training content or comparisonpurposes. The Contractor is not allowed to use any material with theAgilent name or logo unless authorized by Agilent.

Training e#pectations or contractors working at non"B.!. Agilent sites arecovered by the paragraph above and local country regulations. Additionalinormation on the training e#pectations or contractors working at Agilentsites in the B.!. are contained in Appendi# 9.

2.1- L!n%% " #r!t% The Contractor must ensure all contractor and subcontract personnel have

the required licenses or permits or the work they perorm.

2.12 C3n Roo #rotoo31

Agilent defned gowning protocol must be ollowed in areas sensitive tocontamination 2e.g. laboratories biotech labs etc.3.

2.14 #r>!n: " TrAll tra5c rules must be obeyed while on Agilent properties including stopsigns yield signs parking restrictions pedestrian crosswalks and postedspeed limits.

2.16 U% o8 Eu!$nt " V<!3% The Contractor must provide their own tools equipment and vehicles. Alltools and equipment must be clearly label with ownership identifcation.

• Creation viewing distribution or storage o se#ually e#plicit materials.

2.'' Sto$$!n: or>

%or an 4! violation Agilent may direct the contractor to immediately stopwork and leave the site.

4.0 HAARD COMMUNICATION

Applicable to High Impact Contractors 2i contractor and$or subcontractorsbring chemicals onto an Agilent !ite or contract employees are working with or inclose pro#imity to chemicals or chemical delivery systems.3

4.1 R%tr!td C<!3%!ee Appendi# A or a list o chemicals restricted rom use at Agilent sites.

4.' C<!3 A$$ro+3All hazardous chemicals 2solids liquids and gases including compressedgases3 used on Agilent sites must be pre"approved by Agilent 4! !ta>.

4.( Contractor and their subcontractors must complete the ContractorChemical Bse %orm or equivalent 2where the required inormation is listed3

Contractors are e#pected to understand and comply with all laws and regulationso any governmental entity or sovereign authority that pertains to environmentalhealth and saety standards and work practices applicable to the activities theyperorm. Additional requirements specifc to Agilent are listed in sections D.</ D.-.

6.1 H5rdou% Cont!n!n: =u!3d!n: Mtr!3%1

!ome Agilent acilities may have hazardous containing building materials2CJ73 2e.g. asbestos lead based paints polychlorinated biphenyls 21CJs3 eractory Ceramic %ibers 2C%s33 and Agilent recognizes its duty to inormcontractors o any known presence o CJ7 2sites may be required byregulation to maintain an asbestos register see appendi# C or site specifcinormation3. The Contractor must inorm all Contractor and !ub"Contractorpersonnel o the presence o CJ7 in the areas identifed. Contractor and!ub"Contractor personnel shall avoid disturbing CJ7 materials on ceiling

pipes boilers or other areas.

Contractors who plan to disturb CJ7 must inorm the Agilent 1roect7anager$ost well in advance to ensure proper notifcation is met andbusinesses have enough time to plan or potential interruptions. 6nlypersons licensed and trained in CJ7 operations and maintenance orremoval activities shall perorm any work that may disturb or removehazardous containing building materials.

CJ7 materials shall not be used in renovation or new construction on anyAgilent site.

6.' Indoor A!r Qu3!t9Jeore beginning activities that will generate odors in or near occupiedareas or building air intakes 2e.g. using paints adhesives combustionengines or other odor"producing chemicals or processes3 Agilent 1roect7anagement$ost must be contacted to pre"plan appropriate controls andan employee communication plan as appropriate. Lentilation or otherprocess controls must be provided to prevent the buildup o vapors or gases

that could result in health hazards fre hazards or nuisance odors. * odorscannot be adequately controlled activities must be completed when area isunoccupied.

*ndoor use o internal combustion engine driven equipment is not normallypermitted indoors but i so must have scrubbers installed and$or beevaluated or carbon mono#ide buildup and odor generation prior to use.Air monitoring and portable blowers are required to control carbonmono#ide buildup.

6.( Stor Dr!n #rott!on The discharge o anything to the storm drain other than rainwater isprohibited. 6utdoor activities must be reviewed to include plans to preventaccidental release to the storm drain and contain any unplanned release

2e.g. power washing operations must implement damming and suctioningo residual3. :ote( many roo drains eventually drain to storm drains.

6.* %t Mn:nt nd D!%$o%3

%t?tr D!%$o%3 / The discharge o any material must be to theproper drain. Agilent acilities contain drains or sanitary sewage industrialwastewater treatment and may have acilities or Kammable solventcollection or other liquid wastes. Activities generating waste liquids mustbe pre"planned with Agilent 1roect 7anagement$ost and Agilent 4! toveriy the appropriate drain or collection method or waste discharge.

H5rdou% %t / The Contractor is responsible or all contractor andsubcontractor purchased chemicals and any hazardous waste generated bythe contractor and subcontractor using their purchased materials in theordinary course o their work e.g. let over paint etc. The Contractor isresponsible or the prompt removal rom Agilent sites o any suchhazardous waste generated and or ollowing all applicable laws ordisposal. Agilent '1!$4! is responsible or managing the o>"site transerand disposal o the hazardous waste that is hazardous due to Agilentbusiness processes e.g. removal o contaminated duct work or equipmentetc. *t may be necessary to make ob or task specifc determinations as towho EownsF specifc hazardous waste the Contractor or Agilent.

So3!d %t Stor:, D!%$o%3, nd R93!n: / The Contractorand !ubcontractor personnel are required to sort separate and recyclerecyclable materials while perorming work on the Agilent site. TheContractor and the !ubcontractor personnel will adhere to the ollowing(• :o hazardous wastes will be placed into any trash receptacle or

compactor on Agilent sites.

• All chemical containers must be empty beore placing them in any trashreceptacle. 4mpty is defned as having no liquids pastes or large

amounts o residue remaining in the container. * not empty chemicalcontainer may be required to be disposed o as hazardous waste.• The Contractor must remove chemical containers brought on site by the

Contractor.

6.- Dont!nt!on1

!ome Agilent acilities contain process piping process ductwork andprocess tools that carry or contain hazardous materials. 9econtaminationand sample verifcation must be completed beore the pipes ductworkand$or process tools are removed rom the site unless arrangements havebeen made or suitable o>site treatment or disposal.

6.2 C<!3 R3%Agilent 1roect 7anagement$ost and Agilent 4! must be notifedimmediately regarding any chemical release to air ground water or stormdrain.

7.0 SAFETY REQUIREMENTS

Applicable to High Impact Contractors and activity creating potential healthand saety concerns or building occupants.

Contractors are e#pected to understand and comply with all applicable laws andregulations o any governmental entity or sovereign authority that pertain toenvironmental health and saety standards and$or work practices applicable tothe activities they perorm. These include but are not limited to(

• !torage handling and use o Kammable liquids and hazardous materials

• !torage handling and use o compressed gas cylinders

• 1eriodic saety inspections o equipment and work"site housekeeping

• Bse o all protection while working at heights

• %ollowing electrical saety practices and lock out $ tag out procedures

• 1roper use o personal protective equipment

• 1roper maintenance and use o ladders and other equipment

• Huarding o wall and Koor openings open trenches and e#cavations

At Agilent;s written request the Contractor or their !ubcontractors must providedocumentation o its completion o any regulatory obligations under thisagreement. The Contractor shall maintain documentation and verifcation owork"related certifcations and licenses o its workers or subcontractors.

7.1 Con%trut!on nd Rno+t!on H5rd%'hen construction or demolition work may create harmul e#posures to theenvironment or building occupants the Agilent 1roect 7anager$ost andAgilent 4! must be involved in planning appropriate controls to managethe hazards and communicate appropriate inormation to buildingoccupants.

7.' Hot or> 1

• A ot 'ork 1ermit process approved by Agilent and$or their lossprevention engineering frm is required or any temporary operationinvolving open Kame heat or spark production. This includes but is not

limited to brazing cutting grinding soldering pipes thawing weldingand torch"applied roofng. This permit must also meet the minimumrequirements o any applicable laws and regulations o anygovernmental entity or sovereign authority.

To prevent the ormation o to#ic gases caused by decomposition weldingand other hot work are prohibited in areas where the vapors o chlorinatedhydrocarbons may be present in the atmosphere.

7.( Con)nd S$%1

!ome Agilent sites contain Confned !paces and 1ermit equired Confned!paces. 4ntry into 1ermit equired Confned !pace must meet localregulatory requirements including rescue availability. Activities should beperormed remotely rom outside the confned space i possible.• Agilent 4! must be notifed o any construction activities that create a

new confned space.

• Agilent 4! must be notifed o any confned spaces that have not beenidentifed with signs or are not on the inventory list.

7.* E3tr!3 S8t96nly individuals meeting local requirements or qualifcation licensing andtraining will install repair modiy or remove electrical service wiring orequipment at Agilent sites.

4lectrical work should be perormed on de"energized circuits unless acompelling reason e#ists requiring the work be conducted on energizedelectrical circuits. 4#ceptions are made or testing and calibrating oequipment that must be operating to be tested or calibrated.
