Executive!Summary!!!!EOS!EcoDEnergy!Inc.’s!mission!is!to!work!with!communities!across!the!Tantramar!region!of!New!Brunswick!(Port!Elgin,!Sackville,!Dorchester!and!Memramcook)!to!help!them!address!the!challenges!of!climate!change.!This!project!took!a!coordinated,!collaborative!approach!and!continues!to!build!on!and!benefit!from!existing!partnerships!in!the!Tantramar!region.!Furthermore,!this!project!builds!on!the!Regional!Adaptation!Collaborative!(RAC)!research!in!the!area.!The!RAC!was!a!federally!and!provincially!funded!program!to!help!Canadians!adapt!to!the!impacts!of!climate!change.!Tools!and!resources!were!developed!with!RAC!funding!to!help!decision!makers!address!erosion,!flooding,!infrastructure!design!and!groundwater!management.!A!coordinated,!cooperative!approach!benefits!Tantramar!because!the!challenges!of!climate!change!are!too!large!for!one!municipality!or!organization!to!tackle!alone.!Furthermore,!impacts!in!one!part!of!Tantramar!affect!the!rest!of!the!region.!!!The!project!aimed!to!facilitate,!encourage!and!support!regional!approaches!to!climate!change!mitigation,!planning!and!adaptation!through!education,!engagement!and!collaboration!between!local!experts,!government!and!local!residents.!This!was!achieved!by!continuing!regional!conversations,!engaging!municipal!governments!to!address!climate!change,!and!by!delivering!public!education!and!engaging!local!residents!to!apply!realistic/tangible!approaches.!The!project!consisted!of!coordinating!the!Tantramar!Climate!Change!Adaptation!Collaborative!(TCCAC);!organizing!the!third!annual!TCCAC!workshop;!additional!public!engagement!and!education!sessions;!the!third!annual!Tantramar!Climate!Change!Week;!and!engaging!municipalities!to!take!action!against!climate!change!through!the!Partners!for!Climate!Protection!program.!!!The!results!included!enhanced!collaboration!and!increased!public!knowledge!of!climate!change!adaptation!including!preparing!for!flooding.!Furthermore!plans!to!fight!climate!change,!including!reducing!emissions!and!saving!energy!were!designed.!This!project!was!funded!by!the!New!Brunswick!Environmental!Trust!Fund.!!!!

Methodology Our!methodology!for!the!project!included!four!interconnected!parts:!!1. Coordinating!the!Tantramar!Climate!Change!Adaptation!Collaborative!(TCCAC)!

and!meeting!regularly!with!the!TCCAC!working!group.!EOS!and!the!working!group!organized!and!hosted!a!public!session!on!preparing!for!flooding!in!Tantramar!in!November!2014.!

2. Facilitating!local!action!planning!to!reduce!emissions!in!Port!Elgin,!Dorchester!and!Sackville.!This!work!is!for!Milestone!3!of!the!Partners!for!Climate!Protection!program,!coordinated!through!the!Federation!of!Canadian!Municipalities.!

3. Organizing!community!outreach!and!education!events.!EOS!organized!information!booths!and!activities!at!five!popular!community!events!across!Tantramar.!We!also!hosted!a!hugely!successful!talk!on!renewable!energy!and!“off!grid”!living!in!October!2014.!!

4. Organizing!the!third!annual!Tantramar!Climate!Change!Week.!EOS!along!with!a!committee!of!volunteers!and!partner!organizations!hosted!a!week!of!events!and!activities!across!the!region!in!February!2015.!

By#David#Lieske,#Mount#Allison#University#and#James#Bornemann,#South#East#Regional#Planning#Commission#This!talk!examined!what!would!have!happened!if!Hurricane!Arthur!had!directly!hit!the!Tantramar!region!in!the!summer!of!2014.!Using!visuals!and!interactive!maps,!the!extent!of!damage!to!buildings!was!explored!and!flood!risk!was!explained.!Had!Hurricane!Arthur’s!path!moved!slightly!and!hit!Tantramar,!we!would!have!received!122mm!of!rain!in!24!hours.!This!would!equal!the!rain!that!fell!in!April!1962!in!Sackville!which!led!to!devastating!flooding!and!nearly!$1million!of!damage!(in!1962!dollars).!In!the!storm!scenario!the!Trans!Canada!Highway!would!be!under!0.5m!of!water!and!86!buildings!would!be!impacted!(homes,!businesses!and!industries).!!How%to%Prepare%for%Flood%

measures!organizations!respond!to!disasters.!It!may!take!up!to!72!hour!for!EMOs!to!reach!everyone!in!need!so!it!is!important!to!have!enough!supplies!to!sustain!you!and!your!family!(pets!too)!for!72!hours.!What!to!put!in!the!kit!was!explained,!as!well!as!how!and!why!to!prepare!a!family!flood!plan,!what!to!do!to!prepare!for!power!outages,!and!what!to!do!in!the!aftermath!of!a!storm!disaster.!He!also!stated!the!importance!of!having!a!“Go!Bag”!for!those!living!in!flood!prone!areas.!These!bags,!ready!to!go!anytime,!should!contain!insurance!policies,!cash,!birth!certificates,!passports,!special!needs!(eg!medicines,!etc.),!and!finally!toiletries!and!essentials.!In!addition!Mr.!Johnson!had!sumpDpumps!and!generators!on!display!and!a!wide!range!of!informative!brochures!on!preparing!for!emergencies.!Random!draws!among!participants!for!one!72hour!emergency!kit!and!one!crank!radio/flashlight!were!also!made.!!!!

The!session!then!included!a!question!and!answer!discussion!period!where!all!presenters!formed!a!panel!and!answered!questions!from!participants.!One!question!regarded!the!additional!preparation!being!done!by!local!EMOs.!In!Sackville!supplies!are!being!stockpiled!at!the!Tantramar!Veterans!Civic!Centre!including!cots,!generators,!and!food.!An!inventory!of!boats!in!the!community!has!also!been!done.!It!was!explained!that!EMO!plans!are!always!being!changed!and!updated!to!best!respond!to!emergencies.!The!Flood!Prep!Tantramar!Facebook!page!was!also!mentioned.!Five!people!who!experienced!the!1962!flood!in!Sackville!were!in!attendance!and!described!what!it!was!like!to!watch!the!floodwaters!rise!along!Lorne!St.!A!few!others!had!worked!on!the!dykes!in!the!1950s!and!1960s!and!brought!original!dyking!spades!as!well.!Participants!commented!that!is!was!nice!to!see!experts!and!the!public!exchanging!and!sharing!ideas.!!!Trade%Show%

Sackville%Fall%Fair%

EOS!had!a!booth!at!the!Sackville!Fall!Fair!on!September!20th.!The!popular!annual!event!sees!over!6000!people!descend!on!Sackville!for!a!parade,!Farm!Day,!carnival!rides,!concerts!and!more.!EOS’s!booth!was!at!the!Field!Day!on!the!property!of!a!local!farm.!EOS!had!information!about!climate!change!and!energy!conservation!as!well!as!renewable!energy!on!hand.!Over!50!children!entered!our!draw!for!a!Story!Sack!filled!with!books!on!climate!change!and!renewable!energy!geared!toward!youth.!Lots!of!kids!(big!and!small!)!played!our!Climate!Action!500!game!which!raised!awareness!of!actions!people!can!take!to!fight!climate!change!(eg.!“You!recycle”!100!points,!“you!switched!to!an!electric!vehicle”!500!points,!etc.).!We!also!baked!cookies!in!our!solar!oven!and!had!a!solar!charger!on!hand!for!cell!phones!and!cameras!as!well!as!our!popular!collection!of!solar!powered!toys.!! ! One!way!to!address!climate!change!is!to!limit!emissions!and!save!energy.!On!Saturday,!October!18th,!2014!EOS!hosted!a!workshop!to!learn!more!about!renewable!energy!from!two!local!offDgrid!pioneers.!Wendy!Keats!of!Salisbury!and!Jim!Brown!of!the!Sussex!area!have!been!living!off!the!grid!for!10!and!7!years!respectively.!They!provided!a!wealth!of!information!on!solar!photovoltaic!arrays,!micro!hydro!systems,!solar!hot!water,!micro!wind!turbines,!tankless!hot!water!heaters,!composting!toilets!and!much!more.!They!explained!their!challenges!and!stories!in!moving!off!grid.!They!also!explained!how!the!technology!works!and!how!to!calculate!how!many!solar!panels!will!be!enough!based!on!your!energy!usage.!They!explained!how!inverters!operate!and!the!importance!of!battery!storage.!Grid!tied!systems!and!net!metering!were!also!explained,!as!were!carbon!neutral!homes.!The!most!important!message!of!the!session!though!was!that!anyone!thinking!of!using!renewable!power!sources!must!

EOS!participated!in!the!Dorchester!Craft!Bazaar!on!Saturday!afternoon,!November!22nd,!2014.!This!event!featured!local!crafts!and!baking!for!Dorchester!residents!to!purchase.!EOS!staff!spoke!to!visitors!about!the!Partners!for!Climate!Protection!program!in!Dorchester!and!a!few!local!people!volunteered!to!be!part!of!the!planning!committee,!including!a!representative!of!the!historical!society.!!!Port%Elgin%Moonlight%Madness%

During!the!evening!of!November!28th,!2014!EOS!was!in!Port!Elgin!for!their!Moonlight!Madness!festivities.!EOS!spoke!to!local!residents!about!energy!issues,!climate!change!adaptation!and!the!

Tantramar!Climate!Change!Week!2015!!The!third!annual!Tantramar!Climate!Change!Week!took!place!February!1D7th,!2015!across!the!Tantramar!region.!Climate!Change!Week!has!become!an!opportunity!for!local!residents!to!learn!more!about!climate!change!and!energy!issues,!to!take!action,!and!to!celebrate!solutions.!Some!of!the!event!organized!for!Climate!Change!Week!2015!included:!an!evening!about!preparing!for!flooding!with!the!Sackville!Emergency!Measures!Organization.!The!public!was!invited!to!learn!more!about!the!dykes,!Sackville’s!emergency!plan,!and!how!to!prepare!for!flood!events!at!home.!However,!because!of!a!snowstorm!this!event!was!postponed!until!the!spring.!Divest!MTA!hosted!an!evening!about!green!investing!and!they!showed!the!documentary!“Do!the!Math”!about!divesting!from!oil.!The!Tantramar!Family!Resource!Centre!organized!an!afternoon!of!ecoDfriendly!crafts,!but!this!too!was!cancelled!due!to!a!

Partners!for!Climate!Protection!Program!Milestone!3!!The!Tantramar!Region’s!sustainability!plan,!Tantramar#2040!was!created!by!local!community!members!in!2011!and!states!that!participation!in!the!Partners!for!Climate!Protection!(PCP)!program!is!a!priority.!!The!PCP!is!a!fiveDmilestone!framework!to!reduce!emissions!at!the!municipal!level!and!fight!climate!change.!The!program!is!international!and!in!Canada!it!is!administered!by!the!Federation!of!Canadian!Municipalities.!Milestone!1!involves!taking!an!inventory!of!emissions!for!municipal!operations!(buildings,!street!lighting,!vehicle!fleet)!and!the!wider!community!(businesses!and!institutions,!industry,!residences,!waste!and!transportation).!Milestone!2!includes!deciding!on!emissions!reduction!targets.!Milestone!3!is!the!development!of!a!local!action!plan!to!reduce!emissions!and!reach!the!targets.!During!2014D2015!funding!year!Port!Elgin!and!Dorchester!completed!Milestone!3!for!municipal!operations!and!the!community.!Sackville!completed!Milestone!3!for!its!municipal!operations.!Milestones4!and!5!include!implementation,!monitoring,!a!final!emissions!inventory!and!reporting.!

Port!Elgin!!Port!Elgin!joined!the!PCP!program!in!2009.!The!result!of!its!municipal!emissions!inventory!(completed!in!2011!by!EOS!EcoDEnergy)!was!99!metric!tonnes!of!carbon!dioxide!equivalent!(t!C02e).!Its!community!inventory!was!6,069!t!C02e.!During!community!engagement!activities!in!winter!2014!it!was!decided!that!the!municipality!would!reduce!emissions!from!their!operations!by!20%!by!2021!and!that!the!community!would!reduce!their!emissions!by!6%!by!2021!(ten!years!after!the!initial!inventories).!In!order!to!achieve!these!targets!EOS!was!invited!to!work!with!Port!Elgin!to!lead!the!local!action!planning!process.!!!Action%Plan%for%Municipal%Operations%

and!included!both!longDtime!residents!and!newcomers!to!the!community.!Participants!were!treated!to!a!pizza!party!and!listened!to!a!presentation!by!Robert!Robichaud,!residential!energy!advisor!with!NB!Power.!His!informative!presentation!included!basic!information!about!how!electricity!works,!how!to!save!energy!and!increase!efficiency.!One!of!the!most!important!ways!to!save!energy!is!having!enough!insulation.!After!the!presentation!participants!discussed!ways!for!the!community!to!save!energy!and!reduce!emissions.!!!EOS!EcoDEnergy!staff!visited!the!school!and!brought!hands!on!activities!so!the!students!could!learn!about!climate!change!impacts!and!sustainable!energy!solutions.!EightyDeight!students!in!grades!5!and!8!took!part!in!activities.!The!students!then!brainstormed!ideas!for!how!to!save!energy!at!their!school!and!across!the!village!of!Port!Elgin.!They!wrote!letters!to!the!mayor!and!council!in!Port!Elgin.!Some!of!their!ideas!were:!!• Meatless%Monday!at!the!

Sackville!!Sackville!joined!the!PCP!program!in!2003.!The!result!of!its!municipal!emissions!inventory!(completed!in!2011!by!EOS!EcoDEnergy)!was!1,860!t!C02e.!Its!community!inventory!was!74,818!t!C02e.!During!municipal!and!community!engagement!activities!in!winter!2014!it!was!decided!that!the!municipality!would!reduce!emissions!from!their!operations!by!a!further!10%!by!2021!and!that!the!community!would!reduce!their!emissions!by!10%!by!2021!(ten!years!after!the!initial!inventories).!The!Town!of!Sackville!has!done!a!number!of!efficiency!upgrades!since!joining!the!PCP!in!2003!but!before!the!initial!emissions!inventory,!including!the!construction!of!a!new!energy!efficient!town!hall.!Thus,!they!felt!a!further!10%!reduction!was!achievable!by!2021!and!that!it!was!time!to!ask!residents!to!also!reduce!their!emissions!by!10%!below!2011!levels!before!2021.!!Action%Plan%for%Municipal%Operations%

EOS!was!also!asked!to!present!at!the!New!Brunswick!Environmental!Network’s!session!called!“Responding!to!Climate!Risk”!on!December!4th!in!New!Maryland.!EOS!presented!on!natural!storm!water!management!techniques!for!adapting!to!climate!change!and!explained!local!examples!and!experiences!from!across!Tantramar.!!ACASA%Meeting%

Finally!EOS!was!invited!to!provide!comments!on!the!current!ACASA!project!that!involves!developing!an!online!decisionDmaking!tool!for!rural!coastal!communities!in!Atlantic!Canada!regarding!coastal!adaptation.!The!tool!will!allow!communities!to!answer!a!series!of!questions!about!their!vulnerabilities!and!then!provides!both!shorterDterm!engineering!and!longDterm!management!and!landDuse!planning!adaptation!options.!The!Sackville!region,!along!with!other!communities,!is!being!used!to!pilot!and!test!the!tool.!EOS!staff,!board!members!and!TCCAC!working!group!members!met!with!ACASA!researchers!on!January!26th,!2015!to!provide!feedback!on!the!tool!and!share!knowledge!from!the!Sackville!and!Tantramar!areas.!

Conclusions!and!Recommendations!!In!conclusion,!climate!change!adaptation!is!a!long!and!developing!road.!It!can!only!be!successful!with!effective!partnerships!and!collaboration!between!researchers,!NGOs,!municipal!governments,!provincial!government,!emergency!measures!and!local!residents.!The!Tantramar!area!has!made!progress!in!learning!about!climate!changes!and!how!they!will!impact!the!local!region,!as!well!as!how!to!prepare!for!flood!events.!Local!communities!have!also!committed!to!taking!action!against!climate!change!through!the!Partners!for!Climate!Protection!program,!and!by!taking!part!in!our!talks!on!renewable!energy.!!!Our!recommendations!regarding!next!steps!for!Tantramar!are!to!help!local!residents!further!adapt!to!climate!changes!and!in!particular!flood!risks!by!offering!a!!bulk!purchase!program!for!sump!pumps,!black!flow!valves!and!72!hour!emergency!kits.!Participants!in!the!workshops!mentioned!the!need!for!these!items!but!are!hindered!by!the!price.!Others!say!they!keep!meaning!to!buy!one,!but!have!put!it!off.!A!bulk!purchase!opportunity!is!what!they!need.!!In!addition,!the!next!step!in!adapting!to!climate!change!is!to!host!a!meeting!with!decisions!makers!including!federal!government!and!CN!Rail.!These!key!players!have!been!missing!from!many!discussions!but!are!vital!to!a!resilient!future!in!the!Tantramar!Region.!!Along!side!that!is!to!undertake!communityDbased!adaptation!plans!for!Tantramar!communities.!A!substantial!amount!of!research!has!been!completed!and!local!residents!are!now!more!aware!of!the!issues.!They!deserve!opportunities!to!provide!input!into!the!future!of!their!communities!and!selection!of!adaptation!options.!!Finally,!communities!in!Tantramar!have!committed,!through!Milestone!3!of!the!Partners!for!Climate!Protection!Program,!to!take!action!to!reduce!emissions!and!save!energy.!Furthermore!a!large!number!of!names!have!been!collected!of!people!interested!and!waiting!to!take!part!in!a!bulk!purchase!of!solar!panels.!Many!others!are!interested!to!learn!more!about!the!technology!and!associated!topics!such!as!net!metering,!smart!energy!communities,!and!how!to!be!more!energy!efficient.!EOS!highly!supports!and!recommends!these!initiatives!for!the!benefit!of!Tantramar!and!wider!New!Brunswick!region.!!
