The structure of an institution is defined in its constitution and this plays a very vital role in strengthening the institution.. Various constituents like local bodies, Branch Council, Regional Council, Central Executive Council and General Body are designed to complement each other for better cohesion and performance. The solidary of the structure is inbuilt in the constitution and gives automatic immunity from outside forces. In a stark deviation om the past exercises of election, it is being observed that some office bearers who were privy to many information and functioning of the ATC Guild did not divulge and disseminate information to the general membership in time, thereby causing an impression of non- performance in the minds of the members. Of late, it is observed that such office bearers are trying to shirk off responsibility and shiſt the blame on Central Executive Council because of convenience and motive. Even though, it is unwarranted and unwanted, still being a responsible office bearer I feel it prudent to place an explanation to the members on the following issues: 1. Construction of quarters at Mumbai This is a perennial issue in Airports Authority of India for which all employees including ATCOs suffer. As we remember, the only decisive action was taken by the then Regional Secretary, WR, ATC Guild in 1995 for construction of quarters leading to serious conflict between Management and ATC Guild. Again, in 2008, ED (P&A),Shri M. Dey was deputed by the then Chairman to explore the feasibility of hiring group accommodation on lease. Many times, instructions have gone om CHQ to locate block lease at suitable locations and for that committees were also constituted locally in which ATC Guild members were associated. However, due to various factors, such exercise could not be accomplished. In 2014, the then Chairman had constituted a committee comprising ofShri D.K. Behera, President, ATC Guild, ShriSanjeev Jindal, GM (Civil) and Shri AK Bhardwaj, President, AAOA to explore the possibility of construction of quarters at Mumbai, Chennai and Bengaluru. The team along with RED, WR and representatives of ATC Guild and AAOA visited various sites and recommended the on the following to the AAI management : 1. Construction of quarters at the vacant land in Pawan Hans Colony, Juhu. 11. Densification of AAI residential colony. 111. Construction of quarters by MIAL. 1v. Possibility of construction of ANS complex and residential accommodations in AAI land at Andheri. The process of soil testing, technical specification and tending was inordinately delayed by the Mumbai office for Juhu proposal. Circular on construction of quarters-regarding

Dear Friends,

Of late, it is observed that such office bearers are trying to shirk off responsibility and shift the blame on Central Executive Council because of convenience and motive. Even though, it is unwarranted and unwanted, still being a responsible office bearer I feel it prudent to place an explanation to the members on the following issues:

1. Construction of quarters at Mumbai

This is a perennial issue in Airports Authority of India for which all employees including ATCOs suffer. As we remember, the only decisive action was taken by the then Regional

Secretary, WR, ATC Guild in 1995 for construction of quarters leading to serious conflict between Management and A TC Guild. Again, in 2008, ED (P&A), Shri M. Dey was deputed by the then Chairman to explore the feasibility of hiring group accommodation on lease. Many times, instructions have gone from CHQ to locate block lease at suitable locations and for that committees were also constituted locally in which A TC Guild members were associated. However, due to various factors, such exercise could not be accomplished.

� In 2014, the then Chairman had constituted a committee comprising ofShri D.K. Behera, President, A TC Guild, Shri Sanjeev Jindal, GM (Civil) and Shri AK Bhardwaj, President, AAOA to explore the possibility of construction of quarters at Mumbai, Chennai and Bengaluru. The team along with RED, WR and representatives of A TC Guild and AAOA visited various sites and recommended the on the following to the AAI management :

definitely definitely this delay cannot be attributed to the CEC. Even though the land was available at various locations, this type of proposal was never submitted by the regional council to RED for onward submission to CHQ for construction of quarters in the previous decades.

)' Possession of BSNL quarters on lease : CEC was in constant touch with the Regional Council for taking possession of90 single room quarters from BSNL after several meetings with Member (HR) and Chairman, certain procedural hurdles like deposit of 3 crores towards tax was accomplished by CEC. The next job was to convert these type 1 quarters to 2 BHK quarters, for which BSNL delayed the completion of the work. Again for this, Regional Council was making efforts to meet RED, WR for expediting the process, however for whatsoever reasons, there was delay and CEC is not responsible for this delay.

)' Densification of colony proposal was also submitted by CHQ team to management which

is under active consideration. Since MIAL is also supposed to construct quarters under densification proposal, that is why the densification in our land got slightly delayed.

)' CEC had requested for an appointment with Chairman on May 2 and December 18, 2016 also on 3 points, one of which was prevailing shortage of accommodation.

)' A meeting was also held between Chairman and Associations/union on October 14, 2016, the minutes of the meeting issued by the Chairman officer on November 17, 2016 is attested. It is evident from the minutes that A TC Guild had raised this issue of shortage of accommodation at Mumbai -the new recruitees are facing hardship in performance of duties. Chairman categorically assured in that meeting in response to A TC Guild submission that construction of quarters may take time but other options will be explored to mitigate this problem.

)' We are pleased to inform that on January 2, 2017, the entitlement of company lease for all executives were revised in which the entitltment has been based on 50% of the maximum of pay scale instead of earlier existing 50% of mid of scale. Also it is pertinent to mention that in the same order the entitlement for Mumbai has been made as 60% of maximum of pay scale.

)' It is also mentioned that in view of the Navi Mumbai project, it has been discussed with Chairman for construction of quarters along with the project. Chairman has intimated us that a portion of AAI land at Andheri will be swept with Government of Maharashtra for availability of land at Navi Mumbai for construction of quarters

MINUTES OF THE MEETING HELD WITH CHAIRMAN ON 14.10.2016 AT 1530 HRS. WITH ,ASSOCIATIONS,

RECOGNISED UNION & SC/ST ASSOCIATION

The repre entatives of various Associations and Unions formed a part of the

meeting wherein the Chairman accorded welcome to all the office bearers of

the Associations & Union. Chairman desired that this being the first meeting,

the Union & Association representatives may raise their issues priority wise.

Accordingly, the issues as discussed with the Associations are as under:

I. CNS Officers' Guild

(i) Post of ED (FlU) lying vacant since 09 months and the pos of GM

(CNS) is lying vacant at CATC, Allahabad.

(ii) 01 post of GM (CNS) is lying vacant at NER.

(iii) 10 posts of GM (CNS) were created in 2014 and a proposal is

pending for approval with MOCA. (iv) Guild desired manpower study be conduct.ed in Directorate of CNS.

ll. AAI SC I ST A sociation- Sh. A.K.. Harihar

(i) Quarterly meeting of SC ST Association is not being held.

(ii) Roster being maintained by HR Directorate be made open to the

Association for information.

Ill. AAI SCI fiT/ OBC (Non Executive} Association

(i) There is stagnation in th cadre of Airport Hostess and officials are

stagnating at one particular post in non-executive cadre for about

28 years.

IV. AAI SC/ST Association - Sh. Ramesh Kumar

(i) Association desired that the issues as raised by the Association are

not being settled in time and as such requested that the arne be

disposed off in a time bound manner.

V. Airnorts Authority Employees' Union (AAEUl

(i) The Union stated that the transfer policy especially in the

Directorate of Fire for Non-Executives b reviewed and the same be effected in accordance with the transfer policy. They categorically

(ii)

stated that at Mumbai Airport and within WR, there is a lot of

frustration amongst the employees as th transfer h s not been

effected in terms of th transfer policy. There appears to be a

communication gap betw en CHQ and RHQ, WR. . . . .

The above needs to be administered for smooth funcoomng Wlthm

(iii) the workplace in the region. . .

Performance Linked Pay for Non-ExecutiV'es (PLP) may be finahzed

(iv)

early in view of the festive season.

General Proficiency paid to all Executives and Non-Executives, with

due appro a1 of AAI Board earlier, to be continued as this amount is

paid for maintaining certain threshold performance by orgarilzation

and b ing paid much earlier then introduction of PRP I PLP Scheme

by DPE.

VI. IAAI Officers Association (IAAIOAI

(i) Manpower As essment Study of Engineering and Planning

Departm nt be made on priority. (ii) There is no transparency in the transfer policy.

(ill) Tenure transfers are not being implemented as per policy.

(iv) PRP and Superannuation Benefit Scheme needs to be implemented.

(v) The Association said that proficiency allowance may not be adjusted

against PRP payable as is being done in the case of rating allowance

to ATCOs and payment being made to them subject to submission

of an undertaking.

(vi) Quarterly m etings are not being held.

(vii} hri C.P. Singh, General cretary has stated that he is

uperannuating in January 2017 but so far his pension has not

started.

VII. AAI Engineers' Guild

(i) All Operational Cadres such as Engg. (Civil) f (Electrical), Ops, Fire

ATC and CNS to b treated at par in terms of OPA allowance &

compensatory off policy, as different Operational Cadres are being

treated differently and uniform policy is not beingjmplemented.

(ii) The Transfer Profile to be uploaded on website including tenure

posting.

(ill) Transfer Policy needs to be revamped.

(iv) The issue of CPF and regularization thereof, which has been

withdrawn by Government PF Authority, needs to be looked into.

(v) Re am ping of HR Directorate is required.

(vi) Training to all cadres be pro ided including induction level training.

(i) There is a shortage of officers in th CNS Directorate.

(ii) Shortage of accommodation at Mumbai as the new recruitees are

facing hardship in performance of their duties.

(iii) The issue of relaxation granted to ECPF and subsequent withdrawal

by PF Authorities needs to be looked into on priority.

IX. ATC Guild (India)

(i) R cruitment to be made on regular basis in order to overcome the

shortage.

(ii) The issue of relaxation granted in PF and subsequent withdrawal by

PF Authorities needs to b looked into on priority.

(iii) The existing policy for recruitment in the grade of Managers, having

02 years of experience has now been changed to 05 years, needs to

be looked into as a matter of policy since frequent changes from 02

to 05 years has created imbalance in ATM Directorate.

(iv) Shortage of accommodation at Mumbai - the new recruitees are

facing hardship in performance of their duties.

(v) The Rating to ATCOs i paid since 1976 onwards after TATA

Committee Report and therefore may not be equated with General

Proficiency paid to other employees.

X. Aeronautical Communication Officers Association of India (ACOAJ)

(i) The i sue of seniority in CNS Directorate within their maintenance

and operation wings needs to be se tled, this b ing a long pending

is ue.

The Associations and Unions - 10 nos. had raised various issues, as above, to the

Chairman for requesting to attend the said issues on priority. Further, the

Chairman stated as under:

(i} In view of the global competition all the employees of AAI may work in

cohesive manner for optimum utilization of manpower and resources.

(ii) All employee need to adopt today's challenges to work in the competitive

environment. Thus, this attitudinal change amongst the employees will

take the organization to a new height.

(iii) It was stated that since Delhi, Mumbai Bangalore and Hyderabad Airports

are privatized I leased and handed over to the JVCs, there are very less

no. of complaints with regard to passenger facilitie and management of

the airports and we should also work in the same manner to achieve the

results and for minimal complaints ari ing out of the improper passenger faciliti s.

(iv) Punctuality and Discipline should be given due importance, and mus be

adhered to by all th officers and staff, at CHQ, RHQs and all Airports / Units.

( ) [t was emphasized that the organization should be policy driven and not strictly manmade approach to achieve th goals of the organization and all of us should try to adopt the arne for future developm nt of AAI.

(vi) It was ated that what :ver explanations are required while dealing the issues of promotions and transfers and other related assignments let the same be fotwarded through the official channel with the clear recomm ndations of Member concerned and same will be dealt on the merit of the case.

{vii) It was also stated that transfer policy be strictly adhered-to and annual transfer be made as a policy dri en ct and needs to be completed in the stipulated time i.e. by 3Qtb March every year to avoid any hardship to the employees, facing while they join duti s at their new place of posting.

(viii) It wa also emphasized that recruitment schedule be followed strictly in a time bound manner and promotions hould also be effected latest by 30th March very year for timely issue of transfer order .

3.1 Tn view of DPE guidelines the lease amount shall not become a source of income for employees and hence, self-lease shall be stopped.

3.2 The deduction of the licence fee will be at the rate of 10% of the basic pay.

3.3 One month lease amount will be reimbursed as brokerage if the lease period is for three

years.

3.4 Six months rental as security in case of Mumbai, three months rental as security for other 'X' class cities and two months rental as security for 'Y' & 'Z' class cities shall be paid to owner of the property. It shall be the responsibility of the employee to get the refund of the security deposit amount on vacation of the accommodation I termination of the lease failing which the same shall be recovered from the employee in the monthly instalments.

3.5 The proposed entitlement will be valid for two years and will be reviewed on implementation of new pay scales due from 0 .1.0 1.2017.'

3.6 Other terms & conditions of the lease facility will be as per circular 2412010 dated 03.08.20 I 0 except to the extent modified above.
