Brief

On the qualitative defects in the ATRs being received from different departments.

Now that majority of the ATRs are being received within the stipulated time frame, another problem regarding qualitative aspect of the action taken is a cause of concerned. By seeing the various reports being submitted the defects in the ATR received can be categorized (even though not exhaustively) into nine categories briefed.


CATEGORIES OF DEFECTS IN ATR’S RECEIVED

• Disposal on Interim reply. • Incomplete and vague replies. • Disposed off citing non availability of record or

persons or officers or complainant or the delinquent. • Non joining of the complainant • No action even then disposed off. • Wrong attachments / incorrect details or attachments

/ Absence of attachments mentioned to or referred to in the reply.

• Delinquent found guilty yet no action. • Overdue without any reason. • Enquiry marked to the same official against whom the

10098, 76894/2015 Faridabad Complaint of encroachment and tempering of record. Pending since Feb 2015.


008768/2016 Complaint of illegal bore well and R.O. plants in residential area. After this report, a number of clarification have been sought but no further action has been taken by MCF.


008583/2016 Complaint of illegal colonization (Area was specifically mentioned in the complaint) Moreover there are photographs attached with the complaint. Last reply that was received from MCF was in June 2016. Thereafter DC Faridabad sought clarifications from MCF but MCF failed to furnish any reply.


Faridabad Complaint of cleaning of drains. Complainant has made 7 complaints and on daily basis he sends e-mail to Hon’ble CM regarding this issue. When telephonically contacted he alleges that nothing has been done by MCG to clean the drains but report of the department suggests something else.

Complaint of unauthorized construction but till date Faridabad’s administration failed to decide the jurisdiction. Complaint was filed in march 2016.


025146/2016 Nuh IN July 2016 Tehsildaar says that yes there is encroachment as alleged by the complainant. But when DC Nuh sent the same to BDPO concerned for removal of the same the BDPO says there was no encroachment.

084694/2016 Encroachment over a government school. Education Department says action is to be taken by BDPO office and BDPO is shifting the onus on Education Department.


Palwal 108141/2015 Nothing what so ever has been done by the BDPO. Complaint of encroachment on Panchayati land.


PWD constructed a road over the complainants land in the year 1998 that too without any acquisition and till date complainant is yet to get the compensation for his land. The matter is pending since July 2015. And the department admits that they have constructed road over complainant’s land. Pending since Aug 2015. No progress at all.


Cases pending with Tehsildar Palwal for demarcation.


Encroachment on a government park. No action what so ever. Pending since May 2016.


Yet to be undertaken. Pending since July 2017
