Climate change adaptation and disaster risk reduction

PAC assists governments, donors and development practitioners to identify climate change impacts and risks and develop appropriate adaptation and disaster risk reduction strategies.

Our services in this area include:• Technical assistance at international, na-

tional and sub-national levels to support climate change planning, negotiations and preparation of communications, such as UNFCCC and National Adaptation Programme of Action (NAPA) processes

• Technical support and capacity building in mainstreaming climate change and disaster risk reduction into development planning and programming at the local, regional and national levels

• Technical assistance and capacity build-ing in assessment of climate vulnerability and M&E of adaptation processes

• Developing and disseminating appropriate technologies and innovative approaches for climate change adaptation and disaster risk reduction, including early warning systems, information sharing, resilient infrastructure and livelihoodsdiversification.

Low-carbon, climate compatible development

Our low carbon, climate compatible solutionsaremakingsignificantimpactsto the lives and livelihoods of millions of people around the world. PAC recognises the importance of energy to poverty eradication, and has expertise in clean energy technologies, small-scale renewables andruralelectrification.

Our services in this area include: • Delivery of pro-poor household,

commercial and institutional energy options (design, installation, training andfinancingofsmall-scaleappropriateenergy technologies) for cooking, lighting and other energy needs

• Technology assessments, feasibility studies, piloting and training in small-scale energy options for urban and rural contexts (solar, wind, micro-/mini-hydro, biomass, biogas, and biofuels)

• Advice services on low carbon development planning, based on research, analysis and case studies

• Technical assistance in energy policy development

• Developing and piloting local level climate-sensitive energy plans, as part of Local Adaptation Plan of Action (LAPA) processes

• Technical assistance on local and regional energy market systems development

Research, analysis and assessment PAC uses our climate change vulnerability assessment tools and methodologies to help development actors assess the impacts of climate change, understand the resulting implications on community resources and livelihoods, and mainstream these consid-erations into development planning. PAC develops medium- and long-term regional climate change impact scenarios and mod-els based on temperature and precipitation data, socio-economic data, anecdotal evi-dence and communities’ perceptions, to support local and national programming. Our services in this area include:• Local, regional and national climate

change vulnerability assessments • Environmental and economic assess-

ments of the impacts of climate change on various sectors (agriculture and food security, energy, forestry, livestock, water and infrastructure)

• Assessing organisational capacity to identify requirements for institutional strengthening

• Technical assistance on climate and environment impacts of development programmes

• Baseline studies on climate change im-pacts, scenario development, vulnerabil-ity mapping and identifying priority areas for national planning and intervention

• Facilitating participatory and commu-nity-driven research to identify context-specificadaptivecapacityframeworks

Drawing from over 40 years of international expertise, Practical Action Consulting (PAC) provides independent and professional consulting services in the use of technology for poverty reduction to governments, NGOs, donors and the private sector. We work with poor communities to develop more secure lives, reduce and manage risks and adapt their lives and livelihoods to meet the challenges of climate change.

PAC’s international team of climate change experts from across our regional offices allows us to deliver professional services to the highest standard in the following areas:

SNV District Climate Energy Planning in Nepal

PAC worked with a local partner to support SNV, an international development organisation, in developing the District Climate and Energy Plan (DCEP). The DCEP aims to create a planning process for accelerating the dissemination of renewable energy (RE) technologies at district level, which can contribute to the development goals at national and local level in Nepal.

The DCEP enabled the development of adaptive, decentralised renewable energy plans that ensure social inclusion, address gender issues and contributes to climate change mitigation. Assessing the institutional set up of the district in relation to requirements of accelerated dissemination of RE and recommendations on organisational arrangements needed are also important aspects of the plan. PAC provided energy, climate change and social development expertise to prepare the guideline document for district energy planners, and piloted this methodology in two districts in Nepal.

IADB (Inter-American Development Bank) Economic Impacts of Climate Change in Peru

PAC Latin America worked with local and international partners to deliver a study looking at the economic impacts of climate change in Peru for the Peruvian Government, funded by the IADB.

Thestudyidentifiedhowclimatechangewillaffectthewell-beingofsociety,byquantifyingthe impact of climate change on natural resources (land, water, biodiversity) and production activitiesinthekeyeconomicsectors(agriculture,livestock,fisheries,mining,infrastructure,energy, tourism and health).

Taking into account studies already implemented in other Latin American countries based in the Stern Report. The assessment considers resource modeling, sectoral economic studies and macroeconomic studies and includes a communications and dissemination plan at national and regional level.

Policy analysis and institutional development

We use our credibility and experience to informandinfluenceclimate-relatedpolicyand practice that promotes poverty reduc-tion, both nationally and internationally. Our policy briefs, reports, and publications are enhancing dialogue, building institu-tionalcapacity,andinfluencingpolicy.Our services in this area include:• Analysis and advice on policy and

• Authoring the Poor people’s energy outlook series, presenting a unique perspective on energy access in developing countries and the experiences of people living in energy poverty.
