Introduction and Services

Organizational Description The Center for the Development of Recycling (CDR) is a non-profit organization providing recycling-related information to Santa Clara County residents, businesses, and local governments. CDR is contracted with Santa Clara County to operate its Recycling Hotline. The hotline is staffed 9:00 am-5:00 pm, Monday through Friday. Hotline information is also available at www.RecycleStuff.org. As part of San Jose State University’s Department of Environmental Studies, CDR organizes students to staff the hotline and to research and develop its information resources. The partnership between the County and SJSU provides residents and businesses with a cost-efficient information service while students gain valuable public service experience and develop project management and information dissemination skills. Independent companies can only collect recyclables if the waste generator is compensated for the materials.

RECYCLING PROGRAM INFORMATION PROGRAM ESTABLISHED October 1987 and updated in 2004 with garbage cart and recycling split-cart.

COLLECTION SCHEDULE Every other week, same day as garbage collection.

CONTAINER ISSUED SFD: Recycling split-cart. One side is newspaper and mixed paper and the other side is for metal bins, glass, plastic bottles, and jars.

MFD: Three carts (newspaper, mixed paper, and containers).

CLEAN-UP EVENT/ON CALL PLUS Spring Clean Up has changed to “On Call Plus” collection services including most large goods. Only properties with 8 or less units using individual garbage cans (or mobile homes, townhouses and condominiums) are eligible for “On Call Plus.” Residents subscribed to individual can services receive three On Call Plus appointments per calendar year for collection of trash, yard trimmings, and most large goods. “On Call Plus” appointments are exchangeable for a free “Extra SMaRT Day” voucher to the transfer station, which expires yearly.


The City of Mountain View has an exclusive franchise agreement with Recology to provide all residential, commercial and industrial garbage, recycling and debris box services. Independent haulers may only collect source-separated recyclables (e.g. cardboard only in one bin or compactor) from businesses provided they do so free of charge and are specially licensed with the City.

DEBRIS BOX INFORMATION Recology is the City’s exclusive franchised waste hauler for recycling or debris roll-off box services. If your general contractor subcontracts to and pays a roll-off box company, it must be Recology. No other roll-off box company may be used. Per City Code, no other roll-off box hauler may be used unless:

o The materials are self-hauled by a State-licensed contractor, working at the site, who owns and hauls their own box or truck, and the hauling is an incidental part of total services (e.g. roofers, landscapers); or

o The materials are sold or donated to a recycling hauler or processor, who does not require payment of any kind for the collection, transportation, transfer or processing; materials are kept source-separated on site (i.e. box of metal, box of drywall); and the hauler has both a City franchise and business license.

ELECTRONIC WASTE

Electronic waste (any item with an electrical plug or circuit board) may be brought to the SMaRT Station® for recycling at no charge. Limited to Sunnyvale, Mountain View and Palo Alto residents. Also accepted in on call and appointments.


Holiday tree collection program for single-family properties are offered for a four-week period following Christmas Day (exact dates vary from year to year). Contact Recology Mountain View at (650) 903-6317 for more information.

The Business Clean-Out Service is available for businesses that are temporarily generating more recyclables than their regular recycling service can accommodate.


The City of Palo Alto has an agreement with GreenWaste of Palo Alto. An independent recycling provider may collect only source-separated recyclables.


GreenWaste of Palo Alto is the only hauler that may provide debris box service for refuse or any type of mixed debris. Other haulers may provide debris box service for source separated recyclables only.

There are monthly reporting requirements for these franchised haulers. The City does not regulate independent recycling service providers collecting source-separated recyclables; that service may be provided on a fee-for-service basis.
