This year’s case study is Surrey City Centre. Prerequisites: UD Theory, UD Visual, UD Economics, cohort status.

UD: EcologicAl PlAnning AnD SUStAinAblE DESign CorE $600 / cohort: $525 / CITY 787 March 12–13, 9 am–5:30 pmExamine how to integrate ecological planning into the urban design process. The course provides an overview of the state of ecological planning and emerging trends such as sustainable urban design, green building, smart growth and alternative development standards. Alternative development approaches are evolving to explore land development standards that are less expensive, less wasteful, and more environmentally and culturally sensitive. This course explores current projects to discover the barriers and bridges to more innovative ways to develop our land, from policy to construction. mAking chAngE hAPPEn — bUilDing commitmEnt to crEAtE SUStAinAbility CorE $600 / CITY 913 January 22–23, 9 am–5:30 pmThis course enhances the ability of participants to be effective sustainability champions, regardless of whether they are newcomers, social-change enthusiasts or old-hand sustainability leaders. Participants benefit from the expertise of lecturers from the public and private sectors.

The first day moves from an exploration of what it takes to make change happen, to a hands-on workshop on facilitating effective change processes. The second day introduces key change ideas and leads into an interactive team exercise based on a real-life case study. In addition, participants will have an opportunity to create a personal plan for taking change ideas and tools forward in their work. However, the social dimension is still the poor relation. But legitimate social issues when denied can derail projects with even the most laudable environmental intentions. These include ‘soft’ issues such as race and ethnicity, class, culture, personal health, affordable housing, employment, individual identity and social cohesion. In this course, sustainability will be viewed not primarily as a product but rather as a process, where power and issues of social justice and equity are considered essential to successful outcomes. victoriA climAtE chAngE: USing thE nEw locAl govErnmEnt PowErS$295 (GST included) / CITY 233March 5, 9 am–4:30 pm Venue: Ambrosia Conference & Event Centre, 638 Fisgard Street, VictoriaThis course will examine new local government powers to deal with climate change (Bills 10 and 27 of 2008), and equip planning practitioners to put them to use. The focus will be on development permit area designations for water and energy conservation and reduction of greenhouse gas emissions.

The instructors will cover development permit area designations and justifications, and the preparation and application of development permit guidelines. The course will also touch on local building regulations, development cost charges, and off-street parking requirements, all in relation to climate change. The course provides a brief history of real estate development. It defines the process, identifies the players, and describes how they interrelate. It illustrates successes and failures, points out the hurdles developers must overcome and what makes them tick. The course also reviews case studies and outlines the difference between developing in Canada, the US and Europe. AnAtomy of A Zoning bylAw$240 (GST included) / CITY 211April 16, 9 am-4:30 pmA one-day intensive exercise in putting together and taking apart the essential elements of a conventional zoning bylaw. This advanced hands-on workshop on how to prepare and draft a comprehensive zoning bylaw will be accompanied by commentary and discussion on why the various parts of the bylaw scheme are necessary and how they are interrelated. This course is not a general survey of issues, nor an introduction to zoning bylaws. Participants should have some knowledge of the subject. kAmlooPS Pibc pre-conference course Acting locAl: mUniciPAl govErnmEnt rESPonSES to climAtE chAngE$325 (GST included) / CITY 236 Monday, May 31, 9 am–4:30 pmVenue: TBA, in KamloopsIn addition to development-permit powers, what can local government do to meet ambitious greenhouse-gas reduction targets? This course will use a “climate change” lens to review a broad range of existing local-government bylaws. For instance, do siting regulations prevent the positioning of a building to take maximum advantage of solar exposure? Is there still a bylaw on the books requiring the clearing of vegetation from vacant lots? Are there too many incentives in the zoning bylaw to demolish and replace existing buildings instead of adaptively re-using them?

The course will also explore new types of bylaw provisions — describing their scope and potential application to energy or water conservation as well as greenhouse-gas reduction; providing core bylaw wording; identifying typical bylaw drafting and enforcement issues; and providing links to existing local government bylaws. It will also explore what other jurisdictions such as the provincial government are doing, so that local government resources can focus on areas where they are uniquely positioned to achieve results.
