SYNOPSIS:

Council will conduct 13 interviews tonight: seven for the Parks and Open Space Advisory Commission (POSAC) and six for the Thornton Active Adult Board (TAAB). The following documents are attached to assist during the interviews.

- A full breakdown of each board and commission’s Ward distribution- A full schedule of interviews with questions submitted to be asked- POSAC applications information sheet including a second copy of questions- POSAC profile and criteria sheet- POSAC applications- TAAB applications information sheet including a second copy of questions- TAAB profile and criteria sheet- Recommendation from the 55+ Organization- TAAB applications

RECOMMENDATION:

Staff recommends Alternative No. 1, direct staff to bring forward a resolution, at a future City Council meeting, appointing and/or reappointing individuals to boards and commissions.

BUDGET/STAFF IMPLICATIONS:

None.

1) Direct staff to bring forward a resolution, at a future City Council meeting, appointing and/orreappointing individuals on boards and commissions.

2) Do not appoint individuals and direct staff to continue advertising.

Additional interviews and time for deliberation for other boards and commissions are scheduled for October 14.

Staff has been advertising for all boards and commissions since February 26, 2020.

Building Code Advisory Board. The Building Code Advisory Board has three positions available. No new applications were submitted and one person is seeking reappointment, Nelson Wolfmeier. Therefore, in accordance with Council’s advertising and appointing/reappointing policies, staff will continue to advertise for the two additional vacancies and will bring forward a resolution reappointing Mr. Wolfmeier for Council action. Development Permits and Appeals Board. There are five positions to fill and five applicants for the Development Permits and Appeals Board. One new application was submitted and four people are seeking reappointment (Paul Hepner, Leon Reed, Bruce Thomas, and Richard Zetterman). Therefore, in accordance with Council’s advertising and appointing/reappointing policies, staff will bring forward a resolution reappointing Paul Hepner, Leon Reed, Bruce Thomas, and Richard Zetterman (applications attached). The single new application from Val McDannel was forwarded to the board for an interview and appointment recommendation for the remaining vacancy. They conducted an interview and submitted a recommendation letter (application and letter attached). Judicial Appointment and Retention Advisory Commission. There are two positions to fill and two applicants for the Judicial Appointment and Retention Advisory Commission. Therefore, in accordance with Council’s advertising and appointing/reappointing policies, staff has forwarded the two new applications from Tracy Crespin and Stephanie Sickler to the commission for interviews and appointment recommendations for those two vacancies. Interviews are scheduled for October 8, 2020.

Parks and Open Space Advisory Commission Profile Responsibilities:

• Advises and makes recommendations to the Council on developing and updating the Parks and Open Space Plan

• Recommends projects to be funded from the proceeds of the .25% Parks and Open Space Sales and Use Tax

Thornton Active Adult Board Profile Responsibilities:

• Promote and facilitate communications between the Board and Council in matters impacting the needs and interest of citizens 55 years of age and older

• Assist the Council in being responsive and well advised as to issues of particular relevancy to active adults

• Makes recommendations for the most appropriate and beneficial use of the Thornton Active Adult Center and how to improve and expand Citywide services for active adults

Membership Requirements: • Eleven individuals • Representation from each ward • Representation from the business

community • One member recommended by the 55+

Organization, Inc. • One member recommended by the

Mayor • Four members appointed at-large • Nine of the members must be 55 or older
