Some of us were inspired modern day Michelangelos or Monets, while most of us were clearly refrigerator artists. The same goes for posters submitted annually in Shavano Park. Nevertheless, whether the works by our community’s children are inspired works or works in progress, our viewing them, along with our deep expressions of gratitude and love to the participants, delivers to each child the life- changing blessing of a loving community. As a community, we extend to the Blattman Elementary and Clark High School Applied Learning Environment (ALE) students what is now a vanishing opportunity. As a grateful community, we offer each child the occasion to be embraced by those who love them and want the best for them. In so doing, we offer up what so many communities have abandoned, and as we support our community’s children, our Council and staff encourage the young at heart to come and view the posters displayed at City Hall. Before we share some memories about September, our Council and staff want to lift up our annual National Night Out Celebration. Each October, we gather with neighborhood friends, and as we do, we celebrate our old community memories and produce new ones. This

celebration is one of our four distinctively Shavano Park communitywide events managed by our neighbors with the support of police/fire personnel and our other staff.

On October 3, 2017, we encourage you to join the celebration with other families. Our event organizers have many things planned for this wonderful evening gathering, including chances to meet new friends. Later in the Roadrunner, you will see an article that provides a full account of the evening’s events.

Poster Contest. As a vital aspect of our community’s National Night Out, we will again sponsor our Annual Fire Prevention Week Poster Contest. of the year (although I must admit that for me just about any Texas sunset is better than the best sunset anywhere else in the world).

There is just so much to love about September, and when we add in the many people, places and experiences we have loved throughout the year, September can be almost overwhelming. After experiencing the rush of September loves, how many of us, as kids, thought about our now passed summertime and everyday blessings - like mom and dad, our favorite pet dog/cat/turtle, and those lovingly prepared special Sunday lunches (so quickly gobbled down in September before watching Tom Landry’s Dallas Cowboys (or you may want to substitute in a team other than America’s Team)). And of course, there was and is so much more to September and love in general.

Love is a strange animal - comforting in its many forms and often both predictable and unpredictable at the same time. Any mother will recognize that it comes in more stripes than any five-year-old can paint on a rainbow, and like a five-year-old’s imaginary friend, it can be there one day and gone the next. For most of us, love is like a living creature that flourishes when well attended and suffers (or even dies) when left unattended. And then there is the question of measuring a mother’s love. Generally, the more we give of something the less we have to give, but with a mother’s love, the more she love gives the more love there remains to be shared by those all around.

As each of us starts September, please take stock of the love in your storehouse, and as you do, please also consider the example of Charlotte Narboni. Appearing on August 9 in a Nextdoor Shavano Park post is a wonderfully loving piece penned by Charlotte. In it, she relates her time with our dear neighbor, Dennis Carolin. Through her words, Charlotte shares with us what we have to miss when we fail to love family, friends and neighbors. Kudos to Charlotte!

Directed Police PatrolsRecently, City Council authorized the City to hire two new Police Officers and last month Chief Lacy created two new positions that will conduct directed patrols on the days and the hours of high risk activity.  These patrols will focus on safety of our major road networks, prevention of theft in targeted commercial areas, and prevention of crime in our neighborhoods.  The program is already a great success.  See more details of from Chief Lacy on page 11.

Public Input Surveys – Updating the “Town Plan”

OFFICE OF THE CITY MANAGER:

The Planning and Zoning Commission has been tasked to make recommendations for updating the 2010 Town Plan, which is the comprehensive planning document that assists in guiding the City’s future. Public hearing and surveys were conducted in both July and August and will continue through December. Each month a different focus area will be reviewed, which will be preceded by an update the month prior.  In parallel with the public hearings, the City will host an informal survey soliciting input on each topic area. National Night OutJOIN US ON TUESDAY,

OCTOBER 3, 2017 AT 6:00 PM

National Night Out (NNO) is an annual nationwide neighborhood watch campaign. The program builds strong partnerships between the police and community, promotes involvement in local crime and drug prevention activities, and encourages neighborhood camaraderie as part of our efforts to let criminals know that the City of Shavano Park is united and dedicated to building a safer, more caring community. National Night Out is scheduled for Tuesday, October 3, 2017 from 6:00 p.m. – 8:00 p.m.

The purpose of National Night Out is to build strong partnerships between the police and community to promote crime awareness programs such as Neighborhood Watch groups.

Along with traditional “lights on” and front porch vigils, cities and towns across the America celebrate NNO with a variety of events and activities such as:

~ Block Parties - Flashlight walks ~ Safety demonstrations~ McGruff, the Crime Dog ~ Visits from local Police and Fire Departments~ City Sponsored Events – Shavano Park City Hall

What Was Eve Thinking?by Vicky Maisel

So you are a beautiful naked woman standing in the Garden of Eden when this long tube like creature slithers up to you and says “ Hey baby want an apple ?” The thing has no arms or legs and crawls around in the dirt and Eve said “Yes”. What was she thinking? “Oh boy, some Jimmy Choo’s and a Birken bag?” Let’s be honest snakes are gross, they wiggle and squiggle really fast and scare the apple out of most women (and really smart men). Well, after eating that apple and getting nothing but some lousy fig leaves I’m fairly sure she thought “the only good snake is a dead snake”. How do you know if it’s a good snake or a bad snake or a dead snake? Well technically they all good snakes some are venomous and some are not. And despite the dust up with Eve, they are still God’s creatures and serve a useful purpose (unlike mosquitoes- which I am sure was just a terrible accident in laboratory somewhere).

Why are snakes good? Snakes eat rodents. Rodents have fleas and ticks. So when the snake eats the rat it also eats the fleas and ticks. If the tick has Lyme disease the snake eats the bacteria too Snakes have very strong digestive juices, capable of digesting bone, hair and tissue. So bacteria doesn’t stand a chance. The snake doesn’t get the disease it just kinda get swallowed up with rat and is dissolved. Snakes also eat insects. Snake will eat thousands of grass hoppers a year. So thank a snake that we haven’t had a plague of locusts.

Snakes are food for birds of prey and other snakes. But best of all. The venom from snakes are being used to to treat many human health problems. No seriously, venom is being used

to treat cancers, heart and stroke disease and Parkinson’s disease.

Texas has four species of venomous snakes. I know we think venomous and poisonous are pretty much the same thing but they are not. Poison can be delivered through air or ingestion. Venom – well you need a snake to actually bite you. Which apparently they would rather not do unless they are cornered. But more on that later. The Texas venomous snakes are Copperhead, Coral, Cottonmouth and Rattlesnake.

The copperhead is a pit viper. I thought that meant they lived in pits like in the movie “Indiana Jones -Raiders of the Lost Ark “(did y’all just say “snakes why did it have to be snakes ?”But I digress. They’re called pit vipers because they have a pit located between the eye and the nostril on both sides of their head. These openings are highly sensitive infrared detecting organs which allow the copperhead to find and

judge the size of warm- blooded prey. Be careful around down or decaying trees, sheet metal lying on the ground and rock or wood piles because that’s where copperheads like to hide.

Red and yellow kill a fellow red and black poison lack. That’s how to tell the difference between a coral snake and other non- venomous snakes. Basically the milk snake is uses the similar

coloring to the coral snake to fool predators. So if you see red and yellow. – That is the coral snake. Coral snakes tend to be shy hiding in deep leave litters, dens and burrows. They have the most potent venom of any snake in North America but thankfully count for less that one percent of the number of annual snake bites. There is no anti- venom manufactured in the United States available for people bitten by a coral snake.

You will hear the rattlesnake snake before you see it. Rattlesnakes like rabbits and small rodents. The rat snake closely resembles a rattlesnake but the rat snake is non- venomous. If you see a snake 20 feet above you in a tree it’s a rat snake. I don’t know about you but that kinda creeps me out and I don’t think I’ll be looking up at the trees when I walk anymore.

The cottonmouth or water moccasin is a semi-aquatic pit viper. They eat frogs and fish. All snakes swim on top of the water, however when they stop to rest venomous snakes will continue to float on top of the water and non- venomous snakes will sink with only their heads visible. If a water moccasin feels threatened it will stand its ground and flatten its body out to make itself look bigger. They will hiss and gape their mouths open revealing the light color mouth (hence cottonmouth)

So you see a snake stretched out warming itself in a sunny spot or lounging on a rock. What do you do? I have always found screaming “Miiiiiiiiiiiiiiiiike “and leaping tall patio furniture in a single bound works for me. But it helps to remember snakes (even venomous ones act more on defense than offense). You are not prey so the snake would really rather avoid you too. What you should do is stop where you are and slowly back away. (I think I’m going to stick with my method). While you are standing on the patio table trying to get on your roof you can think of this statistic- 90% of all snake bites happen to males between the ages of 18 and 28 and alcohol is involved. There are all kinds of things I can say about women being superior beings and Darwinian Theory but guys I think I’ll just let this one go. Sometimes it’s just too easy.

But if you should get bit by a snake assume the worst. Assume it was venomous. Do not try and catch the snake or kill the snake. Just dial 911 and let Chief Naughton and the fire department get you to emergency help. And because our fire department has smart folks they won’t try to kill it either. But do try to remember to describe the snake as best you can for the doctor. If you see a dead snake – do not touch it. A snake can strike up to one hour after its death. Doesn’t that make “Snakes on a Plane” seems even stupider?

So now don’t you wonder what Eve was thinking? She didn’t stand still. She didn’t slowly back up. Nooooo – she listened to the snake, ate the apple and look where it got us? We are afraid of all snakes and call really awful people snakes. Liars have forked tongues. And we have snake skin cowboy boots. Aside from the boots no good comes from chit chatting a snake.

BIG YEAR AHEAD FOR WOMEN’S CLUB!

Dust off your favorite tea party hat, find that feather boa, pile on the jewelry and join us at the first meeting of the year for members of the Shavano Park Women’s Club. Officers of the SPWC will welcome members at a fun filled, not-to-be-missed Festive Tea Party at our own City Hall. The party will begin at 10:00 am on Thursday, September 14th, so be sure to save that date for this entertaining event.

Yearbooks will be distributed and members will get an overview of the great programs planned for the year. There will be something for everyone, beginning with October’s cooking class at Central Market (fried green tomatoes, anyone?) and ending with the May meeting to be held at the beautiful Club Giraud on the banks of the San Antonio River. This is only a sampling of great things to come! Be sure to plan on attending and take the opportunity to be the first to sign up for programs and learn about our philanthropic endeavors for our community.

Co-hosts, Paula & Steve Peters and Barb & Sam Bowker did a spectacular job hosting and coordinating the July Bentley Manor Dining Out event held at Ruth Chris in La Cantera. Prior to the dinner, the hosts provided yummy appetizers and beverages at the Peters’ residence.

Now, let’s focus on Saturday, September 16, the next social event. Mark your calendars! Sandy & Phil Cooley will be our hosts; social hour at their home 6-7 pm, followed by dinner at a restaurant of their choice. Members will receive an email with the details in early September.

Two New Police Officers Serving Our Community

Ray Lacy, Chief of Police

After approval by our City Council, two additional police officers were added to the Shavano Park Police Force. These two officers are already on the streets, providing neighborhood

visibility, enforcement, and community service to the city.

The two officers have been assigned as a directed patrol team, with duty throughout the city as needed. A major part of their patrol duty is visible deterrence in areas where crimes are occurring, traffic enforcement, and neighborhood patrol. So drive slow, stop completely at that stop sign, and do not run the red light, as these officers, along with all the patrol staff, are on the street, enforcing the traffic and criminal code to keep you- our citizens safe!

SHAVANO PARK RESIDENTIAL BRUSH/BULKY PICK UP

The annual Brush/Bulky pick up is scheduled for September 4 – 8. There is a ten (10) cubic yard limit per household, any amount exceeding this limit will not be picked up and will be reported to the City. For comparison - One (1) cubic yard is two (2) 95 gallon carts. Citizens are provided one (1) 95 gallon cart.

In Neighborhood WATCH, we’re all about getting together with neighbors and friends to share good times and great food. So, Neighborhood WATCH partners with Shavano Park Police to celebrate NNO with block parties again this year. It’s a fun time to bring the neighbors outside to meet the new residents and visit with each other.

Neighborhood WATCH encourages the residents of Shavano Park, to “bring the grill out front”, or set up a table with refreshments or pot luck with the neighbors. Team up with another neighbor/s and invite your neighborhood to meet on your driveway for some laughs and a good time. Let’s have a block party for every neighborhood in Shavano Park. It’s an opportunity to thank our Police and Firefighters/EMS First Responders when they visit your block party.
