This summary will review the reporting with emphasis on four (4) focus area crimes: Burglary of Residence or Building, Burglary of Vehicle, Theft, and Robbery. - “Burglary” is defined as the entry of any part of the body into a home or building not open to the public with the intent to commit a felony or theft. - “Burglary of vehicle” is defined as the entry of any part of the body into a vehicle with the intent to commit a felony or theft. - “Theft” is defined as the misappropriation of the property of another without the effective consent of the owner and with intent to deprive the owner of the property. - “Robbery” is defined as the use of force or implied force during the commission of theft. 2015 saw a total of 15 reports of burglary of habitation/buildings, 29 burglary of vehicles, and 41 thefts throughout the city. DISCUSSION: A summary of 2015 burglary, burglary of vehicle, theft, and robbery crime activities are discussed below. The Police Chief will be prepared to discuss the breakout of these crimes compared to previous years as required. Major Trends of 2015: The first half of 2015 was marked by numerous burglaries of buildings, mostly storage sheds. Unlocked vehicles were also targeted. Four distinct neighborhood areas were targeted, including Mossy Cup/Long Bow/Elm Springs, Pepper Bush/Painted Post/Bikeway, Happy Trail/Rock Squirrel/Tuscarora Trail, and Wagon Trail. Most of the reported burglaries during the first half of the year occurred on three separate nights. On each of the separate nights, one neighborhood was targeted with the exception of one night where burglars also struck on Wagon Trail. In each neighborhood the criminals targeted either vehicles parked in the driveway that were unlocked or backyard tool sheds. In each instance the thieves took only what they could carry, and in several cases left what they took nearby as if they were either interrupted or decided they did not want the items for whatever reason. It is believed that police patrols or homeowner activity may have interrupted the criminals causing them to abandon the items they had taken. In the case of the Shavano Estates activity, police officers stopped, identified, and arrested the two people involved as they attempted to flee the area. The second half of 2015 experienced burglary activity in the Bent Oak, Cliffside, and Wagon Trail area. These burglaries (home, vehicle, and building) were committed one or two crimes at a time and occurred over an extended period of several weeks. No suspects were reported, no vehicles were seen, and the crimes usually occurred during the day while residents were at work. Information received from other law enforcement agencies in the San Antonio metropolitan area indicate similar criminal activity throughout the area, and investigators have yet to identify the person/s responsible. Paesano’s Parkway remains a problem area for vehicle burglaries in 2015, notably at Paesano’s Restaurant and at building construction locations on the east end of Paesano’s Pkwy. Burglaries and thefts are higher in 2015 than in 2014, possibly due to the increased construction in the area and the higher number of available crime targets such as cars and storage buildings. In each of the vehicle burglaries in the Paesano’s Parkway area, preventative measures could have been taken to reduce vulnerability by removing valuables from the vehicle, removing the keys from the vehicle, and by locking the vehicle doors. The items most often stolen were purses left in cars and tools in work trucks. In 2015, there were two (2) robberies, both occurring at Starbuck’s Coffee, 16852 NW Military Hwy. Both occurred in the daytime with one at the drive-through and one on the patio. The first occurred on the afternoon of Sept. 27th in drive-through. This robbery, we later learned was retaliation for a narcotics transaction that originated on the west side of San Antonio between the victims and the suspects some weeks prior. One of the two suspects in this robbery has been arrested and confessed to the robbery. The second suspect has yet to be fully identified, although we have learned his “street name”. Northside ISD PD, San Antonio PD, and Bexar County Sheriff’s Office are assisting us in determining the second suspect’s identity. The second of the two robberies involved 2 males that jumped out of a parked SUV on the early afternoon of November 22nd and stole a purse from a woman seated at the patio. Similar robberies with similar suspects are being investigated by San Antonio PD. Our investigator is communicating with SAPD to determine the identity of the thieves. No arrests have been made yet.

Trend analysis of 2014-2015 show that theft is slightly up in 2015 over 2014. Combined burglary of residences and building is higher in 2015 and burglary of vehicles is slightly higher. Robbery is reported for the first time in several years. Trend increases may be attributed to city growth, both in population and building. Any time there is city growth, an increase in crime tends to follow. Community Awareness and Crime Prevention Directed patrol and public awareness campaigns by SPPD have been utilized in an effort to gain community awareness and provide crime prevention. Many of the targeted vehicles share the common factor; victims did not follow published safety recommendations to remove articles, take your keys, and lock the car. Police officers have focused patrols in each of these areas and continue vigilance throughout the city. The police department continues to issue timely i-INFO broadcasts as burglary or other significant crime events occur in an effort to alert citizens of recent criminal activity. Police officers continue rapid police response with average response times of two (2) minutes throughout the city. Officers continue to engage in citizen contacts while on patrol in an effort to inform and educate residents in crime prevention and to increase neighborhood awareness. Police investigators have contacted each of the residents at the crime locations in an effort to obtain any further information and continue to re-contact the victims as part of follow-up investigations. Investigators have also contacted surrounding police agencies as part of an effort to identify and coordinate any similar investigations. SPPD is a strong proponent of community-based policing and is working to strengthen the interaction between police and the community we serve.

COURSES OF ACTION: Shavano Park Police recommend that citizens assist police by removing valuables, removing the keys to vehicles, and locking both vehicles and homes, even while at home. Shavano Park Police also encourage citizens to call 9-1-1 if they observe suspicious activity.
