The purpose of this publicity pamphlet is to provide you with informationabout the 2025 General Plan, which will appear on the November 4, 2014City of Coolidge Election Ballot (sample ballot included). The 2025 GeneralPlan WILL NOT INCREASE TAXES and is NOT a school bond issue ortax increase issue.

Under Arizona Revised Statutes (ARS §9-461-5), the City of Coolidge isrequired to update the General Plan once every ten years and to requestvoter approval of each update of the General Plan. This important planningdocument, created through extensive public participation, sets forth thevision, goals, policies, and strategies that will shape the development of theCity.

In compliance with the Federal Voting Rights act, this publicity pamphlet hasbeen prepared in both English and Spanish.

The information within this pamphlet describes the effects of a “yes” and “no”vote for the General Plan. In order for you to be prepared to fully exerciseyour right to vote on November 4, 2014, I urge you to carefully read theinformation contained within. WHEREAS, Arizona law requires that municipalities adopt acomprehensive, long-range general plan for the development of themunicipality; and

WHEREAS, in accordance with Arizona law, the General Plan isrequired to contain specified elements, some with subparts; and

WHEREAS, Coolidge has been actively updating its General Plan tocomply with Arizona law; and

WHEREAS, the General Plan amendment process included a far-reaching public participation plan; and

WHEREAS, Coolidge provided certain governmental authorities with anopportunity for official comment on the General Plan at least sixty (60) daysprior to giving notice of public hearings as set forth in Arizona law; and

WHEREAS, the General Plan adopted by this resolution replaces the2003 General Plan adopted by the City Council on November 10, 2003, andall successor amendments thereto; and

WHEREAS, all State of Arizona legal requirements for amending andadopting the General Plan have been met, including one public hearing heldby the Planning and Zoning Commission on May 7, 2014.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITYCOUNCIL OF THE CITY OF COOLIDGE, ARIZONA, AS FOLLOWS:

SECTION 1. That the final General Plan 2025 dated June 23, 2014, asrecommended by the Growth Management Department, is hereby adoptedto replace the 2003 General Plan, subject to voter ratification.

SECTION 2. That the ratification of the City of Coolidge General Plan2025, as adopted by this resolution, be placed on the general election ballotfor November 4, 2014.

COOLIDGE 2025 GENERAL PLAN UPDATE

What is the Coolidge General Plan Update?

The City of Coolidge General Plan Update is the fundamental policydocument that describes the future growth and development of the City thatis desired by City residents. It guides City decisions about futuredevelopment in the City and its planning area. The Plan was defined andcreated over the past two years, through extensive community participationamong citizens, businesses, the youth, community leaders, property owners,technical staff, and advisors. The Plan is based on community needs,existing development patterns, and desired vision. The Plan seeks toensure an orderly, balanced mix of employment, residential, and commercialuses while conserving the City’s rural and agricultural characters.

The 2025 General Plan Update is an update of the 2003 General Plan. Voter ratification of the City’s General Plan is one of many new mandatesunder the Growing Smarter Legislation adopted by the State Legislature. Under this mandate, the General Plan, and its subsequent ten year update,must be approved by the City’s electorate in a general election. The 2025General Plan Update includes eight (8) elements that address areasimportant to the future development of the City and include: Land Use,Circulation, Open Space, Growth Areas, Environmental, Water Resources,Cost of Development, and Goals.

To many residents, the rural and agricultural areas are among the mostattractive parts of Coolidge. The 2025 General Plan Update specificallyaddresses the conservation of rural and agricultural areas. The 2025General Plan Update also promotes a pedestrian friendly downtown,interconnected trail networks, and parks and open spaces. A “Yes” votewould have the effect of enforcing these (and other) protections, while a “No”vote would have the effect of keeping policies of the current 2003 GeneralPlan in place.

Why do we need to update the General Plan?

The Growing Smarter Legislation adopted by the State Legislature requirescities with a population of 10,000 persons or more to reevaluate theirGeneral Plan every ten years. This reevaluation process ensures that theplan meets the State requirements for Smart Growth and to effectively planfor the City’s current and future growth.

Will implementing the Plan bring added cost to taxpayers?

No. The location of facilities and levels of service indicated within the Planare general guidelines based upon the levels of service that the Citycurrently enjoys. Changes indicated by the plan exist only to guideCoolidge’s future development.

How is the Plan used?

The Coolidge 2025 General Plan Update is referred to by the City Counciland the Planning & Zoning Commission when examining all developmentprojects and land use changes. It is used by City Staff in reviewing buildingand development regulations and when preparing recommendations onprojects. A General Plan provides evidence to funding entities that the Cityis committed to a well-planned future. The policies, maps, and figuresincluded in the General Plan are used by Staff, appointed Boards andCommissions, and City Council to evaluate if a project is consistent with thedesires of the community.

What is the difference between a General Plan land use designation,and a Zoning Classification?

The General Plan Land Use Map depicts the general distribution of desiredland uses throughout the City and its planning area. The proposed LandUse Map contains six (6) land use classifications and has been greatlysimplified from the 2003 General Plan.

The Zoning Map provided a parcel-specific delineation of land use zones. Each zone has specific development standards and regulations governingthe land use (such as permitted uses, setbacks, lot size, etc.). The GeneralPlan does not affect the existing zoning, but will act as a guide indetermining the future zone changes. When a property is annexed into theCity, a comparable City zoning will be applied to the property based upon itsexisting County zoning.

What will happen if this Plan is not approved?

The Coolidge 2025 General Plan Update cannot be effective unlessapproved by the voters. Should the voters not approve this Plan, the current2003 General Plan will remain in effect until the City retains and pays for aconsultant to prepare a plan that the voters will approve, and that addressesthe needs of the community while conforming with the Growing Smarterregulations.

If approved, when would the Plan take effect?

The Plan would be effective soon after the official certification of the votes,which occurs within twenty (20) days of the election date of November 4,2014.

Where can I get additional information on the proposed 2025 GeneralPlan Update?

The Coolidge 2025 General Plan Update is available for review at theCoolidge Growth Management Office, the Coolidge Public Library, and onthe City’s website (www.coolidgeaz.com).

Coolidge 2025 General Plan Update Elements:

Land Use Element

The Land Use Element is the foundation upon which the other elements arebased. It identifies the intent and direction for future growth. The Land UseElement serves as the focal point for goals, objectives, and policies that willbe used by the City Council, Planning & Zoning Commission and Planningstaff to generally guide and direct development. The goals outlines withinthis element will help set the stage for present and future growth and shapethe pattern of the City.

Circulation Element

The purpose of the Circulation Element is:

! To provide an outline of existing street and roadway conditions,

! To provide guidance and goals for public transportation, multi-modalpathways, and other modes of transportation,

! To list and define the different street classifications,

! To map the existing and future roadway network,

! To show how the City’s streets relate to both existing land use andproposed future land use, and finally,

! To provide guidance to the City of where infrastructure should beupgraded to facilitate more efficient movement of people, goods andservices with the City of Coolidge.

Growth Areas Elements

The purpose of the Growth Areas Element is to provide the City of Coolidgewith objectives on new development and where to focus efforts to revitalize,rehabilitate, and redevelop areas of the City from an infrastructure, publicfacilities, and utilities investment in order to continue meeting the needs ofall residents and businesses. The City must also provide a framework,which will guarantee the provision of adequate services in response toincreased demands from new development.

Open Space Element

The Open Space Element focuses on providing passive and active openspace areas for recreation opportunities, a sense of openness and toimprove the aesthetics of the community. This element identifies existingand proposed parks, open spaces and trails that have enhanced and willfurther improve the City’s livability.

Environmental Element

The Environmental Element provides a critical evaluation of theenvironmental forces that shape our natural and built environments. Itprovides guidance in conserving, maintaining, and where necessary,restoring the natural environment of the Coolidge Planning Area.

Water Resources Element

The Water Resources Element provides an overview of existing conditionswithin the community and addresses future needs. Data included within thiselement provides guidance in determining the source, supply, and qualityavailable to the City’s existing and future residents. As water is a scarceresource throughout Arizona, information within this element should play animportant role in guiding sustainability of the City through applicable andviable goals and objectives.

Cost of Development Element

The purpose of the Cost of Development Element is to address three keyissues that will be used in conjunction with other elements of the GeneralPlan to guide the City’s physical growth. The three key issues to beaddressed include defining “fair share” of development costs for publicservices and infrastructure, outlining measures for “fairness”, and identifyingspecific funding mechanisms that the City may use.

ARGUMENTS FAVORING THE QUESTION

As central Pinal County begins its next growth period it is critical that the Cityof Coolidge properly plans for and manages the growth to make sure itreflects what our citizens want. The general plan update balances ourcurrent land uses with a broad plan that provides flexibility when identifyingdesired future land uses. An update, every 10 years, is mandated under theGrowing Smarter Legislation adopted by the State Legislature.

The plan was created by an extensive, two year public process that includedinput from citizens, businesses, community leaders, property owners, andtechnical staff, resulting in a modern, visionary, flexible, and unique plan.The plan also provides landowners in unincorporated areas some flexibilityby including their areas into the planning document; which was approved bythe Coolidge Planning and Zoning Commission and the Coolidge CityCouncil.

The plan is also a departure from traditional land use plans, as it utilizesvisual examples, supported by data that provides a very good representationof our vision, which was created by and belongs to the citizens of Coolidge.This plan addresses important land uses, such as employment, residentialand commercial uses, yet recognizes our rural agricultural heritage and allthe elements that currently make our community a great place to live andraise a family. This is why I will be voting yes on Coolidge’s 2025 GeneralPlan Update.

Gilbert Lopez is the current Vice Mayor of the City of Coolidge and hasextensive planning experience, having worked for Pinal County Planning andZoning, and both the City of Chandler and the City of Glendale'sDevelopment Services Departments, and is a past member of the CoolidgePlanning and Zoning Commission.

Voters in the City of Coolidge, as your Mayor, I support the 2025 GeneralPlan Update question on the General Election ballot. For the first time ever,since Coolidge now has a population over 10,000, we voters are beingasked to vote on the General Plan, and will be asked to do so every tenyears. This Plan was passed unanimously by the Coolidge City Council onJune 23, 2014, before being presented to voters in the City.

The General Plan is the document that describes the future growth anddevelopment in our City. It was developed over a two year period by theGrowth Management team of the City of Coolidge, along with communitymembers, advisers, and others in a series of many public meetings.Approval will have a positive impact on our community and surrounding areaby providing a balance of land uses that will preserve and enhanceneighborhoods, promote economic development, and encourage planneddevelopment.

This Plan expands the planning area from 143 to 183 square miles, toinclude the Coolidge Unified School District area 3 miles South of Highway287, along with land further south, adjacent to the Union Pacific Railroad.The City of Eloy has claimed the school district as their planning area foryears. To compare, Eloy has a planning boundary of 545 square miles, justunder three times our area, and one of the largest in Arizona. There aremany instances where planning boundaries of adjacent cities do overlapthroughout Arizona. The land owner or developer determines the City thatthey would like to be located in. The land along the railroad corridor willprepare our community to successfully locate new manufacturing andbusiness to create quality jobs.

Again, I support the Coolidge 2025 General plan Update.

Open Space Element

The Open Space Element focuses on providing passive and active openspace areas for recreation opportunities, a sense of openness and toimprove the aesthetics of the community. This element identifies existingand proposed parks, open spaces and trails that have enhanced and willfurther improve the City’s livability.

Environmental Element

The Environmental Element provides a critical evaluation of theenvironmental forces that shape our natural and built environments. Itprovides guidance in conserving, maintaining, and where necessary,restoring the natural environment of the Coolidge Planning Area.

Water Resources Element

The Water Resources Element provides an overview of existing conditionswithin the community and addresses future needs. Data included within thiselement provides guidance in determining the source, supply, and qualityavailable to the City’s existing and future residents. As water is a scarceresource throughout Arizona, information within this element should play animportant role in guiding sustainability of the City through applicable andviable goals and objectives.

Cost of Development Element

The purpose of the Cost of Development Element is to address three keyissues that will be used in conjunction with other elements of the GeneralPlan to guide the City’s physical growth. The three key issues to beaddressed include defining “fair share” of development costs for publicservices and infrastructure, outlining measures for “fairness”, and identifyingspecific funding mechanisms that the City may use.

ARGUMENTS FAVORING THE QUESTION

As central Pinal County begins its next growth period it is critical that the Cityof Coolidge properly plans for and manages the growth to make sure itreflects what our citizens want. The general plan update balances ourcurrent land uses with a broad plan that provides flexibility when identifyingdesired future land uses. An update, every 10 years, is mandated under theGrowing Smarter Legislation adopted by the State Legislature.

The plan was created by an extensive, two year public process that includedinput from citizens, businesses, community leaders, property owners, andtechnical staff, resulting in a modern, visionary, flexible, and unique plan.The plan also provides landowners in unincorporated areas some flexibilityby including their areas into the planning document; which was approved bythe Coolidge Planning and Zoning Commission and the Coolidge CityCouncil.

The plan is also a departure from traditional land use plans, as it utilizesvisual examples, supported by data that provides a very good representationof our vision, which was created by and belongs to the citizens of Coolidge.This plan addresses important land uses, such as employment, residentialand commercial uses, yet recognizes our rural agricultural heritage and allthe elements that currently make our community a great place to live andraise a family. This is why I will be voting yes on Coolidge’s 2025 GeneralPlan Update.

Gilbert Lopez is the current Vice Mayor of the City of Coolidge and hasextensive planning experience, having worked for Pinal County Planning andZoning, and both the City of Chandler and the City of Glendale'sDevelopment Services Departments, and is a past member of the CoolidgePlanning and Zoning Commission.

Voters in the City of Coolidge, as your Mayor, I support the 2025 GeneralPlan Update question on the General Election ballot. For the first time ever,since Coolidge now has a population over 10,000, we voters are beingasked to vote on the General Plan, and will be asked to do so every tenyears. This Plan was passed unanimously by the Coolidge City Council onJune 23, 2014, before being presented to voters in the City.

The General Plan is the document that describes the future growth anddevelopment in our City. It was developed over a two year period by theGrowth Management team of the City of Coolidge, along with communitymembers, advisers, and others in a series of many public meetings.Approval will have a positive impact on our community and surrounding areaby providing a balance of land uses that will preserve and enhanceneighborhoods, promote economic development, and encourage planneddevelopment.

This Plan expands the planning area from 143 to 183 square miles, toinclude the Coolidge Unified School District area 3 miles South of Highway287, along with land further south, adjacent to the Union Pacific Railroad.The City of Eloy has claimed the school district as their planning area foryears. To compare, Eloy has a planning boundary of 545 square miles, justunder three times our area, and one of the largest in Arizona. There aremany instances where planning boundaries of adjacent cities do overlapthroughout Arizona. The land owner or developer determines the City thatthey would like to be located in. The land along the railroad corridor willprepare our community to successfully locate new manufacturing andbusiness to create quality jobs.

Again, I support the Coolidge 2025 General plan Update.

UNA RESOLUCIÓN DEL ALCALDE Y DEL CONCEJO MUNICIPAL DE LACIUDAD DE COOLIDGE, ARIZONA, QUE ADOPTA EL PLAN GENERAL2025 QUE VA A REEMPLAZAR EL PLAN GENERAL 2003 COMOADOPTADO POR EL CONCEJO MUNICIPAL, Y TODAS ENMIENDASSUCESORAS A ESO, Y QUE ORDENA QUE EL PLAN GENERAL 2025DE COOLIDGE SE LES PRESENTE A LOS VOTANTES PARARATIFICACIÓN EN UNA ELECCIÓN QUE SE CELEBRARÁ EL 4 DENOVIEMBRE DE 2014.

VISTO QUE, la ley de Arizona requiere que las municipalidadesadopten un plan general completo de largo plazo para el desarrollo de lamunicipalidad; y

VISTO QUE, de acuerdo con la ley de Arizona, se le requiere al PlanGeneral contener elementos específicos, algunos con sub-partes; y

VISTO QUE, Coolidge ha actualizado activamente su Plan Generalpara cumplir con la ley de Arizona; y

VISTO QUE, el proceso de enmendar el Plan General incluyó un plande la participación de gran alcance del público; y

VISTO QUE, Coolidge proporcionó ciertas autoridadesgubernamentales con una oportunidad para comentarios oficiales tocanteel Plan General a lo menos de sesenta (60) días antes de ofrecer avisopúblico de audiencias públicas como se expone en la ley de Arizona; y

VISTO QUE, el Plan General adoptado por esta resolución reemplazael Plan General 2003 adoptado por el Concejo Municipal el 10 de noviembrede 2003, y todas enmiendas sucesoras a eso; y

VISTO QUE, se ha cumplido con todos los requisitos legales delEstado de Arizona de enmendar y adoptar el Plan General, incluyendo unaaudiencia pública que celebró la Comisión de Planificación y Zonificación el7 de mayo de 2014; y

AHORA, POR CONSIGUIENTE, ORDENA, EL ALCALDE Y ELCONCEJO MUNICIPAL DE LA CIUDAD DE COOLIDGE, ARIZONA,COMO LO SIGUIENTE:

SECCIÓN 1. Que el Plan General 2025 fechado 23 de junio de 2014,como recomendado por el Departamento de Administración de Crecimiento,por la presente se adopta para reemplazar el Plan General 2003, sujeto ala ratificación de los votantes.

ACTUALIZACIÓN DEL PLAN GENERAL 2025 DE COOLIDGE

¿Qué es la Actualización del Plan General de Coolidge?

La Actualización del Plan General de la Ciudad de Coolidge es eldocumento de política fundamental que describe el crecimiento y eldesarrollo en el futuro de la Ciudad que los residentes de la Ciudad desean.Guía las decisiones de la Ciudad tocante el desarrollo en el futuro de laCiudad y su área de planificación. El Plan fue definido y desarrollado sobrelos últimos dos años, a través de participación extensiva de la comunidadentre los ciudadanos, negocios, la juventud, líderes de la comunidad,propietarios, personal técnico, y consejeros. El Plan se basa en lasnecesidades de la comunidad, pautas existentes de desarrollo, y la visióndeseada. El Plan procura asegurar una mezcla metódica y balanceada deempleo, usos residenciales y comerciales mientras conservando el carácterrural y agrícola de la Ciudad.

La Actualización del Plan General 2025 es una actualización del PlanGeneral 2003. Ratificación por los votantes del Plan General de la Ciudades uno de muchos nuevos mandatos bajo la Legislación Growing Smarteradoptada por la Legislatura del Estado. Bajo este mandato el Plan General,y su subsecuente actualización de diez años, tiene que ser aprobada por losvotantes de la Ciudad en una elección general. El Plan General 2025 incluyeocho (8) elementos que se dirigen a áreas importantes para el desarrollo enel futuro de la Ciudad e incluye: Uso de Terreno, Circulación, EspacioAbierto, Áreas de Crecimiento, Ambiental, Recursos de Agua, Costo delDesarrollo, y Metas.

Para muchos residentes, las áreas rurales y agrícolas son entre las partesmás atractivas de Coolidge. La Actualización del Plan General 2025específicamente se dirige a la conservación de las áreas rurales y agrícolas.La Actualización del Plan General 2025 también fomenta un centro delpueblo amistoso a los peatones, redes de senderos interconectados, yparques y espacios abiertos. Un voto de “Si” tendrá el efecto de hacercumplir estos (y otras) protecciones, mientras que un voto de “No” tendrá elefecto de conservar las políticas del Plan General 2003 actual en vigor.

¿Por qué es necesario actualizar el Plan General?

La Legislación Growing Smarter adoptada por la Legislatura del Estadorequiere que las ciudades con una población de 10,000 personas o másreconsideren su Plan General cada diez años. Este proceso de reconsideraasegura que el plan cumpla con los requisitos del Estado de Smart Growthy planear efectivamente para el crecimiento actual y en el futuro de laCiudad.

¿Es que la implementación del Plan les costará costos adicionales alos contribuyentes de impuestos?

No. la localización de las instalaciones y los niveles de servicios indicadosen el Plan son pautas generales basadas en los niveles de servicios que laCiudad actualmente disfruta. Los cambios indicados por el plan existensolamente para guiar el desarrollo en el futuro de Coolidge.

¿Cómo se usa el Plan?

El Conejo Municipal y la Comisión de Planificación y Zonificación consultanel Plan General 2025 de Coolidge al examinar todos los proyectos dedesarrollo y cambios de usos de terreno. El Personal de la Ciudad lo usa alrevisar construcción y reglamentos de desarrollo y al prepararrecomendaciones sobre proyectos. Un Plan General ofrece evidencia paraentidades financieras con cuales se compromete la Ciudad para un futurobien planeado. Las políticas, mapas, y cifras que se incluyen en el Plan

General se usan por el Personal, Juntas y Comisiones nombradas, y elConcejo Municipal para evaluar si un proyecto es constante con los deseosde la comunidad.

¿Qué es la diferencia entre la designación de uso de terreno del PlanGeneral, y una Clasificación de Zonas?

El Mapa de Uso de Terreno del Plan General representa una distribucióngeneral de los usos de terreno deseados por toda la Ciudad y sus áreas deplanificación. El Mapa de Uso de Terreno propuesto contiene seis (6)clasificaciones de usos de terreno y se ha simplificado bastante del PlanGeneral 2003.

El Mapa de Zonas provee una delineación específica a parcelas de laszonas de uso de terreno. Cada zona tiene standards y reglamentos dedesarrollo específicos gobernando el uso de terreno (tal como usospermitidos, retallos, tamaños de lotes, etcétera). El Plan General no afectalas zonas existentes, sino funcionará como un guía al determinar loscambios en el futuro de zonas. Cuando se anexa un propiedad en la Ciudad,se le aplica una zona de la Ciudad comparable a la propiedad a base de suzona del Condado existente.

¿Qué va a ocurrir si este Plan no se aprueba?

La Actualización del Plan General 2025 de Coolidge no puede estar en vigora menos que se apruebe por los votantes. Si los votantes no aprueban estePlan, el Plan General 2003 actual permanecerá en vigor hasta que laCiudad retenga y pague por otro consultor para preparar un plan que losvotantes aprueben, y que considere las necesidades de la comunidadmientras cumpliendo con los reglamentos de Growing Smarter.

¿Si se aprueba, cuándo estará en vigor el Plan?

El Plan estará en vigor después de la certificación oficial de los votos, quetomará lugar dentro de veinte (20) días de la fecha de la elección del 4 denoviembre de 2014.

¿En dónde puedo recibir información adicional tocante el Plan General2025 propuesto?

La Actualización del Plan General 2025 de Coolidge esta disponible para surevisión en el Oficina de Administración de Crecimiento de Coolidge, laBiblioteca Pública de Coolidge, y en el sitio web de la Ciudad (www.coolidgeaz.com).

Elementos de la Actualización del Plan General 2025 de Coolidge:

Elemento de Uso de Terreno

El Elemento de Uso de Terreno es la base sobre cual los otros elementosde basan. Identifica el intento y dirección del crecimiento en el futuro. ElElemento de Uso de Terreno sirve como el punto central de las metas,objetivos, y políticas que el Concejo Municipal, y el personal de la Comisiónde Planificación y Zonificación usarán para guiar y dirigir generalmente eldesarrollo. Las metas descritas en este elemento ayudarán en establecerla base para el crecimiento actual y en el futuro y formar la pauta de laCiudad.

Elemento de Circulación

El propósito del Elemento de Circulación es:

! Proveer una esquema de las condiciones existentes de las calles ycaminos,

! Provee dirección y metas para transportación pública, senderos demulti-modal, senderos, y otros modelos de transportación,

! Enumerar y definir las diferentes clasificaciones de las calles,! Trazar la cadena de caminos actual y del futuro,

! Mostrar la relación de las calles de la Ciudad con ambos el uso deterreno y uso de terreno actual y del futuro, y finalmente,

! Proveerle dirección a la Ciudad de donde la infraestructura se debemejorar para facilitar el movimiento eficaz de la gente, mercancía yservicios dentro de la Ciudad de Coolidge.

Elemento de Áreas de Crecimiento

El propósito del Elemento de Áreas de Crecimiento es de proveerle a laCiudad de Cooldge objetivos tocante el desarrollo nuevo y en donde enfocaresfuerzos de revitalizar, rehabilitar, y desarrollar de nuevo áreas de laCiudad de la inversión de la infraestructura, instalaciones públicas yservicios públicos para poder continuar satisfaciendo las necesidades detodos los residentes y de los negocios. La Ciudad también tiene que proveerun marco, que garantizará el proveer de servicios adecuados comorespuesta a las aumentadas demandas del desarrollo nuevo.

Elemento de Espacio Abierto

El Elemento de Espacio Abierto se enfoca en proveyendo áreas pasivas yactivas de espacio abierto para oportunidades de recreo, un sentido delibertad y de mejorar lo estético de la comunidad. Este elemento identificalos parques, espacios abiertos y senderos existentes y propuestos que hanfomentado y continuarán mejorando lo habitable de la Ciudad.

Elemento Ambiental

El propósito del Elemento Ambiental es de proveer una evaluación crítica delas fuerzas ambientales que forman nuestros ambientes naturales yconstruidos. Provee dirección en conservar, mantener, y donde necesario,restaurar el ambiente natural de la Área de Planificación de Coolidge.

Elemento de Recursos de Agua

El Elemento de Recursos de Agua provee una descripción general de lascondiciones existentes dentro de la comunidad y considera las necesidadesen el futuro. Los datos incluidos dentro de este elemento proveyen ladirección en determinar la fuente, suministro, y calidad disponible para losresidentes existentes y del futuro de la Ciudad. Siendo que el agua es unrecurso escaso por todo Arizona, la información dentro de este elementodebe de hacer un papel importante en dirigiendo sostenibilidad de la Ciudada través de metas y objetivos aplicables y viables.

Elemento de Costo de Desarrollo

El propósito del Elemento de Costo de Desarrollo es de considerar trescuestiones claves que se usarán junto con otros elementos del Plan Generalpara guiar el crecimiento físico de la Ciudad. Las tres cuestiones claves quese van considerar incluyen definición de “reparto equitativo” de los costosde desarrollo de los servicios públicos y la infraestructura, describiendo lasmedidas de “imparcialidad”, y identificar mecanismos de financiamientoespecíficos que la Ciudad podrá usar.

ACTUALIZACIÓN DEL PLAN GENERAL 2025 DE COOLIDGE

¿Qué es la Actualización del Plan General de Coolidge?

La Actualización del Plan General de la Ciudad de Coolidge es eldocumento de política fundamental que describe el crecimiento y eldesarrollo en el futuro de la Ciudad que los residentes de la Ciudad desean.Guía las decisiones de la Ciudad tocante el desarrollo en el futuro de laCiudad y su área de planificación. El Plan fue definido y desarrollado sobrelos últimos dos años, a través de participación extensiva de la comunidadentre los ciudadanos, negocios, la juventud, líderes de la comunidad,propietarios, personal técnico, y consejeros. El Plan se basa en lasnecesidades de la comunidad, pautas existentes de desarrollo, y la visióndeseada. El Plan procura asegurar una mezcla metódica y balanceada deempleo, usos residenciales y comerciales mientras conservando el carácterrural y agrícola de la Ciudad.

La Actualización del Plan General 2025 es una actualización del PlanGeneral 2003. Ratificación por los votantes del Plan General de la Ciudades uno de muchos nuevos mandatos bajo la Legislación Growing Smarteradoptada por la Legislatura del Estado. Bajo este mandato el Plan General,y su subsecuente actualización de diez años, tiene que ser aprobada por losvotantes de la Ciudad en una elección general. El Plan General 2025 incluyeocho (8) elementos que se dirigen a áreas importantes para el desarrollo enel futuro de la Ciudad e incluye: Uso de Terreno, Circulación, EspacioAbierto, Áreas de Crecimiento, Ambiental, Recursos de Agua, Costo delDesarrollo, y Metas.

Para muchos residentes, las áreas rurales y agrícolas son entre las partesmás atractivas de Coolidge. La Actualización del Plan General 2025específicamente se dirige a la conservación de las áreas rurales y agrícolas.La Actualización del Plan General 2025 también fomenta un centro delpueblo amistoso a los peatones, redes de senderos interconectados, yparques y espacios abiertos. Un voto de “Si” tendrá el efecto de hacercumplir estos (y otras) protecciones, mientras que un voto de “No” tendrá elefecto de conservar las políticas del Plan General 2003 actual en vigor.

¿Por qué es necesario actualizar el Plan General?

La Legislación Growing Smarter adoptada por la Legislatura del Estadorequiere que las ciudades con una población de 10,000 personas o másreconsideren su Plan General cada diez años. Este proceso de reconsideraasegura que el plan cumpla con los requisitos del Estado de Smart Growthy planear efectivamente para el crecimiento actual y en el futuro de laCiudad.

¿Es que la implementación del Plan les costará costos adicionales alos contribuyentes de impuestos?

No. la localización de las instalaciones y los niveles de servicios indicadosen el Plan son pautas generales basadas en los niveles de servicios que laCiudad actualmente disfruta. Los cambios indicados por el plan existensolamente para guiar el desarrollo en el futuro de Coolidge.

¿Cómo se usa el Plan?

El Conejo Municipal y la Comisión de Planificación y Zonificación consultanel Plan General 2025 de Coolidge al examinar todos los proyectos dedesarrollo y cambios de usos de terreno. El Personal de la Ciudad lo usa alrevisar construcción y reglamentos de desarrollo y al prepararrecomendaciones sobre proyectos. Un Plan General ofrece evidencia paraentidades financieras con cuales se compromete la Ciudad para un futurobien planeado. Las políticas, mapas, y cifras que se incluyen en el Plan

General se usan por el Personal, Juntas y Comisiones nombradas, y elConcejo Municipal para evaluar si un proyecto es constante con los deseosde la comunidad.

¿Qué es la diferencia entre la designación de uso de terreno del PlanGeneral, y una Clasificación de Zonas?

El Mapa de Uso de Terreno del Plan General representa una distribucióngeneral de los usos de terreno deseados por toda la Ciudad y sus áreas deplanificación. El Mapa de Uso de Terreno propuesto contiene seis (6)clasificaciones de usos de terreno y se ha simplificado bastante del PlanGeneral 2003.

El Mapa de Zonas provee una delineación específica a parcelas de laszonas de uso de terreno. Cada zona tiene standards y reglamentos dedesarrollo específicos gobernando el uso de terreno (tal como usospermitidos, retallos, tamaños de lotes, etcétera). El Plan General no afectalas zonas existentes, sino funcionará como un guía al determinar loscambios en el futuro de zonas. Cuando se anexa un propiedad en la Ciudad,se le aplica una zona de la Ciudad comparable a la propiedad a base de suzona del Condado existente.

¿Qué va a ocurrir si este Plan no se aprueba?

La Actualización del Plan General 2025 de Coolidge no puede estar en vigora menos que se apruebe por los votantes. Si los votantes no aprueban estePlan, el Plan General 2003 actual permanecerá en vigor hasta que laCiudad retenga y pague por otro consultor para preparar un plan que losvotantes aprueben, y que considere las necesidades de la comunidadmientras cumpliendo con los reglamentos de Growing Smarter.

¿Si se aprueba, cuándo estará en vigor el Plan?

El Plan estará en vigor después de la certificación oficial de los votos, quetomará lugar dentro de veinte (20) días de la fecha de la elección del 4 denoviembre de 2014.

¿En dónde puedo recibir información adicional tocante el Plan General2025 propuesto?

La Actualización del Plan General 2025 de Coolidge esta disponible para surevisión en el Oficina de Administración de Crecimiento de Coolidge, laBiblioteca Pública de Coolidge, y en el sitio web de la Ciudad (www.coolidgeaz.com).

Elementos de la Actualización del Plan General 2025 de Coolidge:

Elemento de Uso de Terreno

El Elemento de Uso de Terreno es la base sobre cual los otros elementosde basan. Identifica el intento y dirección del crecimiento en el futuro. ElElemento de Uso de Terreno sirve como el punto central de las metas,objetivos, y políticas que el Concejo Municipal, y el personal de la Comisiónde Planificación y Zonificación usarán para guiar y dirigir generalmente eldesarrollo. Las metas descritas en este elemento ayudarán en establecerla base para el crecimiento actual y en el futuro y formar la pauta de laCiudad.

Elemento de Circulación

El propósito del Elemento de Circulación es:

! Proveer una esquema de las condiciones existentes de las calles ycaminos,

! Provee dirección y metas para transportación pública, senderos demulti-modal, senderos, y otros modelos de transportación,

! Enumerar y definir las diferentes clasificaciones de las calles,! Trazar la cadena de caminos actual y del futuro,

! Mostrar la relación de las calles de la Ciudad con ambos el uso deterreno y uso de terreno actual y del futuro, y finalmente,

! Proveerle dirección a la Ciudad de donde la infraestructura se debemejorar para facilitar el movimiento eficaz de la gente, mercancía yservicios dentro de la Ciudad de Coolidge.

Elemento de Áreas de Crecimiento

El propósito del Elemento de Áreas de Crecimiento es de proveerle a laCiudad de Cooldge objetivos tocante el desarrollo nuevo y en donde enfocaresfuerzos de revitalizar, rehabilitar, y desarrollar de nuevo áreas de laCiudad de la inversión de la infraestructura, instalaciones públicas yservicios públicos para poder continuar satisfaciendo las necesidades detodos los residentes y de los negocios. La Ciudad también tiene que proveerun marco, que garantizará el proveer de servicios adecuados comorespuesta a las aumentadas demandas del desarrollo nuevo.

Elemento de Espacio Abierto

El Elemento de Espacio Abierto se enfoca en proveyendo áreas pasivas yactivas de espacio abierto para oportunidades de recreo, un sentido delibertad y de mejorar lo estético de la comunidad. Este elemento identificalos parques, espacios abiertos y senderos existentes y propuestos que hanfomentado y continuarán mejorando lo habitable de la Ciudad.

Elemento Ambiental

El propósito del Elemento Ambiental es de proveer una evaluación crítica delas fuerzas ambientales que forman nuestros ambientes naturales yconstruidos. Provee dirección en conservar, mantener, y donde necesario,restaurar el ambiente natural de la Área de Planificación de Coolidge.

Elemento de Recursos de Agua

El Elemento de Recursos de Agua provee una descripción general de lascondiciones existentes dentro de la comunidad y considera las necesidadesen el futuro. Los datos incluidos dentro de este elemento proveyen ladirección en determinar la fuente, suministro, y calidad disponible para losresidentes existentes y del futuro de la Ciudad. Siendo que el agua es unrecurso escaso por todo Arizona, la información dentro de este elementodebe de hacer un papel importante en dirigiendo sostenibilidad de la Ciudada través de metas y objetivos aplicables y viables.

Elemento de Costo de Desarrollo

El propósito del Elemento de Costo de Desarrollo es de considerar trescuestiones claves que se usarán junto con otros elementos del Plan Generalpara guiar el crecimiento físico de la Ciudad. Las tres cuestiones claves quese van considerar incluyen definición de “reparto equitativo” de los costosde desarrollo de los servicios públicos y la infraestructura, describiendo lasmedidas de “imparcialidad”, y identificar mecanismos de financiamientoespecíficos que la Ciudad podrá usar.

ARGUMENTOS A FAVOR DE LA CUESTIÓN

A como la parte central del Condado Pinal comienza su siguiente períodode crecimiento es crítico que la Ciudad de Coolidge comience planes por yadministre el crecimiento para asegurar que refleje lo que los ciudadanosdeseen. La actualización del plan general balancea nuestros usos deterreno actuales con un plan amplio que provee flexibilidad al identificarusos de terreno deseados en el futuro. Una actualización, cada diez años,se ordena bajo la Legislación Growing Smarter adoptada por la Legislaturadel Estado.

El plan se desarrolló por un proceso extensivo de dos años que incluyóinformación de los ciudadanos, negocios, líderes de la comunidad,propietarios, y personal técnico, resultando en un plan moderno,, visionario,flexible y único. El plan también les provee a los propietarios de las áreasno incorporadas algo de flexibilidad al incluir sus áreas en el documento deplanificación, que fue aprobado por la comisión de Planificación yZonificación de Coolidge y el Concejo Municipal de Coolidge.

El plan también es una desviación de los planes de uso de terrenotradicionales, a como usa ejemplos de visuales, apoyados por datos queofrece una representación muy buena de nuestra visión, que fuedesarrollada por y le pertence a los ciudadanos de Coolidge. Este planconsidera los usos de terreno importantes, tal empleo, usos residencialesy comerciales, aun reconoce nuestra herencia agrícola rural y todos loselementos que actualmente hacen a nuestra comunidad un gran lugar encual vivir y crear una familia. Por esta razón es por la cual voy a votar si porla Actualización del Plan General 2025 de Coolidge

Votantes de la Ciudad de Coolidge. Como su Alcalde, yo apoyo la cuestiónde la Actualización del Plan General 2025 de la boleta de la ElecciónGeneral. Por la primera vez jamás, desde que Coolidge hoy tiene unapoblación de más de 10,000, se nos pide a nosotros los votantes votar porel Plan General, y se nos pedirá hacerlo cada diez años. Este Plan seaprobó unánimemente por el Consejo Municpal de Collidge el 23 de juniode 2104, antes de presentárselo a los votantes de la Ciudad.

El Plan General es el documento que describe el crecimiento en el futuro yel desarrollo de nuestra Ciudad. Se desarrolló sobre un período de dos añospor un partido de Administración de Crecimiento de la Ciudad de Coolidge,junto con miembros de la comunidad, consejeros, y otros en una serie demuchas reuniones públicas. La aprobación tendrá un impacto positivo ennuestra comunidad y áreas circunvecinas por proveyendo usos de terrenobalaceados que preservarán y fomentarán vecindades, fomentar eldesarrollo económico, y animar el desarrollo planeado.

Este Plan extiende la área de planificación de 143 millas cuadradas a 183,a incluir la área de Coolidge Unified School District 3 millas al Sur de laCarretera 287, junto con terreno más al sur, adyacente a Union PacificRailroad (Ferrocarril Union Pacific). Por años la Ciudad de Eloy hareclamado el distrito escolar como su área de planificación. En comparación,Eloy tiene un límite de planificación de 545 millas cuadradas, un poco

menos de tres veces de nuestra área, y una de la más grande de Arizona.Existen muchos ejemplos donde los límites de planificación de ciudadesadyacentes si se traslapen por todo Arizona. El propietario o promotordeterminan la Ciudad en cual les nacería esta localizados. El terreno a lolargo del corredor del ferrocarril va a preparar a nuestra comunidad localizarcon éxito fabricación nueva y negocios para crear trabajos de calidad.

Una identificación es “válida” a menos que se pueda determinar en ellamisma que se ha vencido.

LISTA 2 - Formas aceptables de identificación (sin fotografía) con nombrey domicilio del votante. El domicilio debe igualar razonablemente alregistro del distrito electoral (se requieren 2):

• Factura de servicios públicos de elector con fecha dentro de 90 díasprevios a la elección (puede ser de electricidad, gas, agua, desechossólidos, drenaje, teléfono, teléfono celular o televisión por cable)

• Estado de cuenta de un banco o unión de crédito con fecha dentro de 90días previos a la elección

• Registro vehicular válido de Arizona• Tarjeta censal india• Declaración de impuestos sobre la propiedad de la residencia del/la

elector/a• Tarjeta de registro tribal u otra forma de identificación tribal• Tarjeta de seguro vehicular• Certificado del registrador• Identificación válida expedida por el gobierno federal, estatal o local de los

LISTA 3 - Formas aceptables de identificación, una con fotografía, una sinfotografía (se requieren 2):
