The drafting of the new constitution started in January 2009 and has gone through intensive scrutiny by officers from the KPT, AG Chambers and USM representatives.
The draft formally submitted to AG Chambers on 25th
March 2010 for approval before gazzette.
The draft contains: USM’s requests on autonomy and empowerment USM’s own “wish list”
The Constitution is meant to be a preliminary measure pending the enactment of an Apex University Act or an Apex University Schedule.

The gap: Can a tick box approach to, or a rigid compliance with the guidelines or rules [set on old foundation] accelerate the laying of new foundation for RU? APEX?
