GOVERNANCE CEO’s Message

This week Council strongly supported and adopted the Moyne Youth Plan 2020-2022. Councillors acknowledged the great work by staff and particularly the engagement with young people in the Shire. The final plan is a firm representation of how a municipality can support and address the priorities of young people, in our case, more non-sport activity, public art, environmental initiatives, community events and more opportunity for community involvement. Young people identified their key issues as, access to employment and training, physical and mental health, participation in decision making and safety and connection to the community.

From a personal perspective I am really proud that Moyne Shire is focusing on the needs of young people. In fact, my first role in Local Government was a ‘Youth Development Officer’ and at that time there was often debate about whether Council should be involved in services to young people. The debate I witnessed this week at Council was considered in seeking to use Council’s position to enhance the lives of young people locally. Well done to those who prepared and brought the report before Council.

On another positive note, the Koroit Youth Space project was nominated for 2020 LG Pro Awards for Excellence. While the project didn’t win the overall category (Community Project Under $2M) it is strong recognition for the teams involved in this project. Again well done.

Maternal and Child Health Moyne Shire Council has received State Government funding to assist families with sleep and settling issues and concerns. This funding is recurrent and currently for 2019-2020 we have received $9,560. Support will be provided through our Maternal and Child Health service in the form of parent information sessions, outreach support and improved access to the 24 hour MCH line. Enhanced MCH has received increased base funding for 2019-2020 to support vulnerable families in Moyne Shire of $23,203. This funding can be used to best suit the needs of the community. A Family Support Worker could be an option to support the EMCH service, to assist with home support, and the delivery of the new Sleep and settling program.

COMMUNITY & CORPORATE SERVICES Youth Development Events/Activities Schedule Sun 8 March Port Fairy Folk Festival Emerging Talent Stage - 2:30pm-6pm Sat 21 March Let’s Talk Mortlake Youth Showcase (Emerging Talent Stage) Sat 28 March live at Koroit – 6pm – 11pm, The Stables, Koroit Lead4innovation Lead4innovation supports young people to develop ideas to government, business and service organisations for tackling local challenges and improving life in their communities and is a new interface in Councils updated Youth Plan. Lead4innovation is a pilot program between Crazy Ideas College (CIC) and Moyne Shire Council to provide primary and secondary aged students the opportunity to lead change on issues that matter most to them. Staged over six months, this program will enable young people from different locations with varied life experiences to participate in community development activities. Participants will be guided through a 4 stage model, which includes structured workshops and team coaching sessions led by CIC for both young people and Agency Partners. Through the first two stages, young people will be supported to develop innovative ideas that respond to issues that matter to them and their community. Teams will then pitch their ideas to key agency partners at a Pitch and Partner event with promising ideas identified. Stage three and four will consist of workshops held with Agency Partners to advance the thinking of the young people’s ideas to design “Smart Start Experiments” (SSE) to test the ideas desired outcomes. SSEs will be trialed over approximately 12 weeks when they will be assessed for their effectiveness. Ideas that demonstrate desired change will move from the SSE to a case for investment to scale and embed. This pilot program will be delivered over two phases; phase one includes Mortlake P12 to Grades 4 & 5 and Year’s 7, 8 & 9, phase two includes the Moyne Shire Youth Council and Moyne Students attending educational facilities in Warrnambool. Lead4innovation will commence at Mortlake P12 in March. Let’s Talk Mortlake Emerging Talent Stage The inaugural Let’s Talk Music Festival will be held at Mortlake College on Sat 21 March. Planning Scheme Amendment VC160 Notice of approval of Amendment VC160 was published in the Special Government Gazette on 24 January 2020. Amendment VC160 changes the Victoria Planning Provisions (VPP) and all Planning Schemes in Victoria by to correct errors and omissions, clarify the operation of certain provisions, and implement planning reforms for extractive industries. In summary, the key changes implemented by this Amendment are: − Reinstatement of apiculture as a Section 1 (no planning approval required) use

in the Public Conservation and Resource Zone (PCRZ) as requested by the Victorian Farmers Federation.

− To clarify that the mandatory noise requirements specified in Clauses 52.32-4 and 52.32-5 do not extend to an application to amend a planning permit that will not alter the noise assessment of a wind energy facility.

− To ensure quarry permits provide a reasonable and appropriate time for the use to commence, a requirement has been introduced into Clause 52.09 for permits for extractive industry to include a condition which allows a commencement period of not less than five years.

ECONOMIC DEVELOPMENT & PLANNING Strategic Planning − The land use term ‘stone extraction’ has been changed to ‘extractive industry’

with some modifications to the definition to clarify and expand its scope by including reference to activities, which are normal or ancillary to extractive industry operations, rehabilitation, crushing and processing of stone, and the manufacture of asphalt products.

The planning reforms for extractive industry are intended to have a positive economic effect by providing more flexibility for quarry operators to respond to demand for stone resources and invest in developing stone resources to provide construction materials. Amendment VC170 changes the Victoria Planning Provisions (VPP) and all Planning Schemes in Victoria by introducing a new particular provision to facilitate the Level Crossing Removal Project (LXRP). Projects under the LXRP have been facilitated through separate planning scheme amendments, which have removed the need to obtain planning permits for different parts of each project. Forty-two planning scheme amendments have been approved for level crossing removals and at least a further 20 amendments would be required by January 2023 to facilitate the removal of the remaining identified level crossings. Clause 52.03 consolidates planning requirements that have generally been applied to previous projects to establish a standardised and more efficient planning approval process for the LXRP. This project is expected to have positive environmental, social and economic benefits including reducing road congestion and travel times, and contributing to a more efficient, safe and reliable road, rail and pedestrian network. ECONOMIC DEVELOPMENT & PLANNING Strategic Planning Amendment VC168 changes the Victoria Planning Provisions (VPP) and all Planning Schemes in Victoria by: updating the Planning Policy Framework and Operational Provisions to reference the Plan Melbourne 2017-2050: Addendum 2019 and introducing a new strategy and spatial framework at Clause 11.01-1R Settlement-Metropolitan Melbourne. Amendment VC168 seeks to facilitate the delivery of the Suburban Rail Loop (SRL) project, which will improve transport network capacity and connectivity, and support Melbourne's fast-growing population and employment corridors. The SRL includes a new orbital rail line connecting major railway lines from the Frankston line to the Werribee line, with a connection to Melbourne Airport. Amendment VC166 changes the Victoria Planning Provisions (VPP) and the Baw Baw, Latrobe, South Gippsland and Wellington planning schemes by: inserting Clause 14.03-1R (Resource exploration and extraction – Gippsland Coal Resource). A review of existing regional coal policy provisions across the four planning schemes in Gippsland was undertaken and identified inconsistencies between the Schemes. These inconsistencies reduce the effectiveness of regional coal planning policy objectives across the Gippsland region, and may result in conflicting interpretations and unintended planning outcomes. The Amendment seeks to address these inconsistencies by clarifying and improving the grammatical form of the regional coal policy and removing redundant content: The following link provides access to the approved documents and Explanatory Report: https://www.planning.vic.gov.au/schemes-and-amendments/browse-amendments#Amendments--VC166

INFRASTRUCTURE & ENVIRONMENT Environment Management Peterborough Foreshore Reserve Following a raft of correspondence and a site inspection, environmental consent was issued to the Peterborough Golf Club on 13 February 2020 for the relocation of an electricity pole within the golf course section of the Peterborough Foreshore Reserve. Pleasingly it appears that the golf club have listened to advice provided and are starting to commence relocation of the 7th tee away from the nearby eroding cliff edge. The chosen location is very close to patches of native vegetation and Council’s Environmental Unit has reminded the golf club in writing of its responsibilities in this regard. Mortlake Common Recreation Reserve Various works including woody weed control, fencing repairs, litter collection and removal of dumped scrap metal were performed on 6 February 2020. Mepunga Water Reserve Woody weed control works were performed by Conservation Volunteers Australia on 19 February 2020. Sungold Field Days The main theme at Council’s stall at the Sungold Field Days at Allansford 12 - 14 February 2020 was Waste Management, promoting the new fourth kerbside glass bins and recycling in general. With over 200 attendees, (including 60 of school age), attendees (Moyne shire residents or otherwise) were interested in changes to recycling, and congratulated Council on introducing the new ‘glass only’ kerbside bin. Port of Port Fairy The new Port Fairy Volunteer Marine Rescue vessel has been temporarily located at the Port Depot Wharf pending the updating of the Port Master Plan. The large slip upgrade tenders have gone out and close on the 28 February with work to be completed prior to the end of the financial year. Marking and identification of berths has commenced starting with the Marina and then working around to the alongside berths. This will be marked with a white background and black ID stencilled on the edge railing. Extra Security cameras have been installed at Martins Point along with an upgrade of the security software. This will allow for adding more cameras in the future for better coverage throughout the Port. The navigation light at the southern end of the breakwater has technical issues and has been removed for repair / replacement. A temporary light has been fitted for the interim. Griffiths Island lighthouse annual inspection and maintenance completed.

INFRASTRUCTURE & ENVIRONMENT Resource Recovery and Waste Management As of 29 July 2019, kerbside recycling has been sent to landfill. This is due to the recycling processors SKM being closed by the Environmental Protection Authority. To resolve this issue, and allow access to other processors, a separate ‘glass only’ collection has commenced with the first of the glass collections conducted in February. Contamination checks of glass and recycling bins will continue over the coming months to evaluate the effectiveness of the program and to enable targeted education. Glass only bins have been set up at transfer stations to allow for a separate glass collection. Residents will be able to use this service if they do not receive a kerbside collection, have additional glass or have stockpiled glass prior to the collections commencing. The glass from the first collections has been processed into a product similar to sand for reuse. In future bulletins data on glass diverted will be included in the following tables.
