    CASE | Citizens Allied for Safe Energy, Inc.

    The CASE against Florida Power and Light, Inc. (FPL) and for

    a new business model for energy production and distribution

    in South Florida.

    Turkey Point is a Fukushima in waiting; they share

    common provenances.

    Both are among the worst possible sites for a power plant ofany type. Both reactor sites are seaside locations subject to

    storm surge and sea level rise. Though Turkey Point has low

    seismic risk, it has yet to experience a Category Five

    hurricane; Andrew in 1992 was a Category Three at Turkey

    Point, the strongest force documented there. The storm surge

    there in 1992 was only 5.5 compared to 17 feet up the bay.

    The nuclear plants at Turkey Point are engineered to

    withstand wind, but not water. If a storm surge were to meet

    height expectations, wind-driven seawater would flood the

    lower buildings, including the emergency generator room.

    Nuclear power in Japan and the U.S. both enjoy an unholy al-

    liance between the the regulators and the regulated. In the

    U.S., the Nuclear Regulatory Commission staff, the Adminis-

    trative Law Judges, the Florida Public Service Commission

    Staff and our Commissioners almost never find petitioners or

    critics to have a valid contention; they almost always support

    the power companies. Can citizens be wrong 98% of the

    time?

    Fukushima was not an accident. It was an actuarial event

    waiting to happen.Japan put six reactors in an area subject

    to tsunamis and seismic activity; it was just a matter of time.FPL has built reactors on a coastline subject to hurricanes,

    storm surge, and sea level rise; it is just a matter of time.

    It can happen here. Without cooling water, heat builds up

    causing record explosions and meltdowns. Since nuclear

    plants must have an offsite electrical power source, in an

    emergency, that connection can be lost, as in Fukushima.

    The emergency generators can fail, as they did recently in

    the U.S. and in Fukushima. Battery power can run down, as

    in Fukushima. Roads can be blocked by wave-tossed objects,

    as in Fukushima. Fukushima was said to be protected,

    unsuccessfully, with five levels of redundancy. FPL makes thesame argument for Turkey Point.

    The NRC and Florida PSC have refused to recognize:

    Emergency managers cannot evacuate the 200,000residents near Turkey Point in a timely manner.

    The distribution plan for potassium will not work and ispredicated on the assumpution that it will not be needed.

    Dr. Harold Wanless Climate Change study for SouthFlorida exists and is reality but is being ignored.

    The cost of building new nuclear reactors has becomeprohibitive; Wall Street will not finance them but theFederal Government, a.k.a. you, will underwrite them.

    FPL has made public statements that nuclear reactorsare too expensive to build, yet pursue licensing at our

    expense. The CEO of GE said Its just hard to justify

    nuclear, really hard. Gas is so cheap and at some point,

    really, economics rule.

    Turkey Point cannot be built economically. Florida

    power companies will have spent over $1.3 Billion ofour money in advance Nuclear Cost Recovery funds

    whether or not the plants are ever built; this was

    approved by the PSC..

    FPLs feasibility analysis for TP 6 & 7 was constructedfrom retrospective cost calculations (not prospective)

    that underestimated costs by 50-70%.

    FPLs determination of need was based on over-optimistic estimates of future power needs in Florida

    that have not come to pass.

    The Story of Turkey Point

    Nuclear Reactors 3 & 4

    Turkey Point 3 & 4 are 40 years old but they have been

    authorized by the NRC for another twenty years of use.

    Some nuclear scientists say the container is now as

    brittle as a potato chip and the NRC standards have

    been reduced twice.

    Hypersaline water from the cooling canals at TurkeyPoint are already salinating the local aquifer.Tritium

    studies show that Turkey Point saline has reached

    the well fields that supply water to parts of South

    Dade and the entire Florida Keys.

    168 miles of cooling canals for Turkey Point 3 & 4

    already have salinity twice that of sea water andFPL is increasing the energy production of Turkey

    Point 3 & 4 by 30% by increasing the operating

    temperature which will further increase thesalinity in the cooling canals.

    Nuclear is Unsafe, Costly, and Outdated.

    Turkey Point is in a flood zone and in a stormsurge zone in one of the most environmentally

    sensitive areas in the world located between two

    national parks, one on Biscayne Bay and the other,

    the unique and precious Everglades. Turkey Point

    sits atop the water supply for all of the FloridaKeys and most of South Miami-Dade County, all

    already on permanent water rationing.

    The proposed reactor for Turkey Point 6 & 7, the

    Westinghouse AP 1000, has never been used in

    actual production. The reactor cooling system will

    use 90,000,000 gallons of reclaimed water daily,

    equal to the daily consumption for Miami-Dade

    County.

    Under the Nulear Cost Recovery Act, FPL has

    already spent $248,000,000 and is asking for$196,000,000 for this next year in planning for

    Turkey Point 6 & 7 which will probably never be

    built, all monies to be paid by the rate payers.

    CASE is joining with others to repeal this Act.

    Recent epidemiological studies have shown that

    people living near transmission lines have twice

    the rates of Alzheimer's disease and childhood

    leukemia.

    CASE is a non-profit corporation dedicated tothe use of safe, economical, renewable en-ergy sources and to decentralized production

    and distribution of energy in Florida.

    CASE will use every legal means to stop thesiting, licensing and early cost recovery by

    FPL for Turkey Point 6 & 7 which will costevery homeowner about $6500 or 3% of thevalue of their home, if approved and built.

    CASE advocates the use of renewable alter-native energy sources instead of nuclear andfossil fuels; energy efficiency at the point of

    production and energy conservation at the

    point of use; and decentralization ofpower

    production.

    FPL's parent company is the largest producer of windand solar power in the nation yet FPL wants to build twonew nuclear reactors because they will not have to pay for

    them.YOU WILL!

    FPL says TP 6&7 will cost $18 Billion but the real cost will

    about $27 Billion or $6,137 per home or about 3% of yourhome's value, and then they own the reactors. Sweet.

    SAFETY: FPL received the largest fine ($25,000,000) ever

    imposed on a power company for failure to follow proce-dures during a substation repair causing a statewideblackout.

    NEED: If we reduce energy consumption by 10% we will

    not need Turkey Point 6 & 7 or any other new power plant

    in South Florida for the foreseeable future.There is nocurrent need for more power here.

    Creative ways of financing renewables on homes and

    businesses, such as PACE and solar leasing must be used

    and further developed.
