Immediate Past President of the NationalAssociation ofRealtors®,Mr.CharlesMcMillan.I have met him a few times in my meetings inthe states, but look forward anxiously tohaving him visit Guam. I believe this will bethe first time a past president has visited us andwe will be rolling out the red carpet for him, aswell, for our Regional Vice President AnnPettijohnwho lives inCalifornia, andwhowillalso be visiting us.

fter three consecutivequarters of stronggrowth in sales vol-ume, Guam's real es-tate market stalled

during the first quarter of 2010. Themost recent quarter reflected $63.7million in activity, down 28 percentfrom the prior quarter, but up 76 per-cent compared to the global financialcrisis-impacted first quarter of 2009.The stalled recovery is partially attrib-utable to the on-going confusion andmixed signals from Japan regardingthe military build-up.In the residential sector, the 135

single family units sold last quarter in-volves the second slowest quarterly ac-tivity in six years, and down by 17percent comparedwith the prior quar-ter. However, based on historicaltrends, Captain Real Estate projects20 percent growth for next quarter, ora more stabilized level of 162 unitssold. Although transaction activityhas declined, prices have remained rel-atively firm with the median houseprice of $221,000 reflecting the thirdhighest average on record. The high-end market reflected additional posi-tive results with seven houses sold atprices above $500,000. A combina-tion ofmore units sold and fewer unitsfor sale reduced the high-end marketinventory to 1.2 years, still relativelyhigh, but the lowest high-end inven-tory statistic in years.Condominium unit sales activity

also reflected mixed results with 48units sold during the first quarter of2010, approximating units sold lastquarter, but up 19 percent from a yearearlier. This sector recorded its fourthconsecutive quarter of growth sincethe market bottomed in Q1 09. The

condominium median price of$135,500 is effectively unchangedcompared with the first quarters of2006 and 2009. The high end condo-minium sector reflected additionalpositive momentum as 5 units sold atprices above $400,000.The commercial sector of Guam's

real estate market remains extremelyslow with only three recorded salesduring the past quarter reflecting $2.3million in aggregate transaction activ-ity including zero sales of multi-fam-ily residential properties. This sectoris dominated by a wait and see mind-set with most investors optimistic re-garding future market conditions.Land sales during the quarter werepositively impacted by the massive

GWAconnection fees that developersand owner-occupants rushed to beat.The negative impacts of these fees,which significantly increase the cost ofhomeownership, are likely to impactfuture statistics.Along with the dearth in commer-

cial sales, commercial real estate lend-ing plummeted in Q1 10. In a rareexample of prevailing forces in thissector, First Commercial Bank earned1st place with a $2.35 million dealwith Six D Enterprises. 2nd placewent to Bank Pacific with a $1.6 mil-lion deal and Bank of Guam recordeda $1.5 million mortgage. Otherlenders with $1.0+ million real estateloans closed in the first quarter in-clude First Hawaiian Bank, Coast

360, Community First, and ANZ.Overall real estate market condi-

tions are improving and our projec-tion of 25 percent growth in sales for2010 remains unchanged; however,potentially massive infusions of for-eign investment could impact finalfigures. Increased government feesand an end to the first time home-buyer tax credit are expected to nega-tively impact the residential sectoralthough the recovery in the high-endsector is expected to continue alongwith demand growth from the firstwave of military build-up related per-sonnel. The commercial sector willlikely remain soft until economicgrowth spurs increases in rent and oc-cupancy levels.

With the great new tax break on new homes, itseems that it’s definitely a buyer’s market. However,finding a new home that suits your needs may notalways be easy. Some people are taking the option tostay put and simply upgrade their current homes.According to the National Association of HomeBuilders, here are some reasonsmany people are optingto remodel.

• Remodeling allows you to customize your hometomeet your needs and desires. The only similar,but much more costly alternative, is to have abrand new custom home designed and built.

• Remodelingmeans that you don’t have to give upa familiar neighborhood and schools.

• Remodeling is a more efficient use of your finan-cial resources. According to theAmericanHome-owner Foundation, selling your home andmoving typically costs about 8 to 10 percent ofthe value of your current home. Andmuch of thisgoes intomoving expenses, closing costs, and bro-ker commissions— items that have no direct im-pact on your home’s quality.

• Remodeling can be stressful, but few experiencesare more stressful than moving.

While there are many reasons thatpeople choose to remodel, the bottomline is that remodeling makes yourhome a more enjoyable place to live.The intangible value of this pleasureneeds to be considered, alongwith anyresale value you hope to gain.But there is no doubt that, as far as

improving the sale of your home, allremodeling projects are not createdequal. The general rule of thumb is thatany remodeling project that bringsyour home up to the level of yourneighbors’ is a worthy investment. Butit doesn’t pay to be the most expensivehouse on the block — real estateexperts recommend that a remodelinginvestment should not raise the valueof your house to more than 10 to 15percent above themedian sales price inyour neighborhood.Remember that potential buyers

will compare your home to ones newlybuilt. Therefore, you’ll want to look atthe design trends and amenities beingbuilt into new homes. Great rooms,master bed and bath suites, and higher

ceilings are a few of the features soughtby today’s home buyers.

Making the DecisionIf your present home has features

that you are not really happy with butcould easily be transformed into thehome of your dreams, it may be abetter idea to remodel than move.There are a couple of things you cando to help you make the decision.Here are the most popular home-owner questions about decidingwhether to remodel or move:

1. How much would it cost toremodel? This question requiressome research on your part. Youcan get estimates in differentways. One way is to get anestimate on the cost per foot.Another way of getting anestimate is from a contractor orarchitect. They are trained toknow the cost of supplies anddetermine the man hoursrequired to complete a project.

2.What can I do if the project costsmore than my estimate? First,understand that an estimate isnot an exact science. It is simplyan idea of what a projectmay cost.Make sure you get severalestimates and that the contractorunderstands exactly what youwant from him. 7. Is remodeling risky? There is riskin all major decisions that youmake. This one is nomore or lessrisky than any other one. If you

Youshould consult your realtor,watch other homes in yourneighborhood to see how longthey are on the market and donot get too anxious.

9.Howdo I pick a real estate agent?Check with neighbors, friendsand family for recommendationsand then check each recommen-dations references. It is impor-tant to find a realtor you feel isgoing to hold your best interestsinmind and do a good job at try-ing to sell your home.

10.Which offer should I accept formy house? This decision shouldbe made carefully with otheraspects in mind. Are there otherperspective buyers, is the priceconsiderably less than what I amasking and is the buyer able toget the financing? These aresome questions to keep in mindbut consult your realtor as well.Just remember, the realtor getspaid when you sell.

Minor FixingsThere are many home improve-

ments you can make to your home tomake it more enjoyable while you livethere. However, the duration of yourstay will determine whether yourimprovements are recommended ornot. Some improvements are moreexpensive than others and thereforeare not feasible for short stays such asa year.However, if you plan on stayingin your home longer than a year afterimprovements has been made, there

are recommendations for the type ofimprovements to make.Sometimes repairs are needed to a

home and should be done accordinglybut others may only be improvementsyou would like to make to may yourhome feel more comfortable for youduring your stay. The longer you intendon living in the home, themore feasibleit is to make larger improvements.Some improvements are only

recommended for short stays such asnew windows or doors, paint andhardware fixtures and baseboardsand/or moldings. These will improvethe appearance of your home and adslight value to your home but they areonly recommended for short staysafter the work in completed.Take into consideration the cost of the

project before continuing any project.Make sure it is economical for yourintentions and a good investment beforeproceeding.Be careful not to spendmorethan your original plan so you are notlosing money when the time comes tosell.These recommendations assume you

will use economy supplies and materials

in the improvement project.

More substantial improvements

may be suitable for longer stays in a

home such as, new flooring, adding an

additional bathroom or finishing a

basement or attic. This type of

improvement should only be done if

they are in disrepair and take away

from your otherwise attractive home.

These improvements will greatly

improve the value of the home but are

more expensive for the family that has

decided to sell within a year. If making

these improvements, make sure you

use average or economy materials,

choose colors that are common to the

average buyer, and pay a reasonable

installation cost. Over spending can

eal estate wasn’t an industryin which Ryan Mummertopenly sought opportunities,but it’s something that always

left a door open for him.“I was working admin for amortgage

company inMenlo Park, Calif. and oneof themortgage brokers paidme on theside to do a little extra work for him,”Mummert said. “He saw I had a knackfor finance and a good rapport with hiscustomers, especially the irate ones, andhired me full-time as his assistant,mentoring me, and encouraging me toget licensed.”Mummert eventually became licensed

and became an independent mortgagebroker, working with a few differentcompanies.Then in 2004, he moved back to

Guam. “Notwanting towork for a directlender, I chose not to get back intofinance and instead worked for a localmarketing company for about a year. Iwas actually trying to garner interest andsolicit sponsors for the production of alocal TV showwhen I crossed pathswithAnthonyGodwin.”Godwin encouragedhim to re-enter the industry, and in2005, Mummert joined Today’s Realty.Of his experience, he said the entirety

of his career is memorable. “You dealwith somany different personalities andeach transaction has its ups and downs,challenges and successes. I get very closetomany ofmy customers and clients andmaintain personal relationships withthem that go beyond real estate,” he said.But his biggest challenge is an internal

one. “The biggest challenge in the fieldthat I encountered initially and I thinkmany agents encounter is self-doubt.Real estate has so many ups and downs,

especially for new agents, that at somepoint in your career you start to questionyourself and your abilities; wondering ifyou have what it takes to be a success.”For Mummert, he credits having

strong mentorsm strong fundamentals,such as calling people back promptly,following up, being on time were thekeys to success. “I was able to grow myreal estate business and eventually realizethat self-doubt was just another obstacleto recognize and overcome.”In the future, Mummert said he

would like to see more attention paidto providing more protection locallyfor real estate consumers. “The lack oflegislation with respect to agency lawand seller disclosure is a concern thatI’d like to see our industry professionalscome together to address.”He also wants a chance to give back.

“Professionally, I’d like to mentorsomeone and give them their start inthe industry, the same way I was givenmy start. Pay it forward so to speak. I’dalso like to take a larger role in thegovernance of the Guam Associationof Realtors to facilitate moreorganizational support for present andfuture agents and to ensure that ourprofessional standards remain abovereproach as the torch is passed to thenext generation of Realtors.”When not working, Mummert

Cutting and InstallingBaseboard Trim

nyone who has tried cutting and installing baseboard trimknows that it can be a difficult task. However, like mostDIY tasks, there are tricks that will help. By learning a fewguidelines and understanding how to cut baseboard trim

properly, the costly mistakes of an improperly cut section of baseboardtrim will be eliminated.

AnglesTrimof all types including baseboard requires exactmeasurements. Thereare different angled cuts for each type of corner. One simple trick is tocut your baseboard at least two inches longer than needed. This allows abit of play room for angled cuts if needed. The corners in older homestend to have odd angled corners. Allowing a few extra inches will providea margin of safety for any discrepancies of the wall, floor or the angle ofa corner.

MeasuringBefore cutting baseboard trim, you need to place the wood against thewall and draw a line in pencil on the back of the trim board to indicatethe corner. If the corner is a 90-degree angle, set the miter saw at 46 de-grees. This is a very effective trick to cutting molding and trim so that itfits properly.

CuttingIt is important to cut the board next to your pencil mark and not cuttingon the pencil mark. If you cut on the mark, the trim will not fit properlyandmay need to be replaced.With the finished side of the trim board to-ward you, make a 46 degree cut. Repeat on the matching section of trim.Occasionally these cuts will need to be adjusted to ensure a proper fit. It iseasier to shave someoff an improperly fitting piece than it is to add it back.

Other AnglesNot all corners are 90 degrees. Some corners are 45 degrees and others arein-between these sizes. By using the one-degree-above-half whenmakingcuts a tight fit will be ensured. Cutting baseboard trim for a 45-degreecorner would require a 22.5-degree cut. The equation is:The angle of the corner divided in half, plus one added to that amount.

Installing Trim BoardUse the correct type of nails when installing trim board. Nails that aretoo big can crack the trim board and be unsightly. Too-small nails willnot hold the trim board tightly to the wall or at the corner where twopiecesmeet. If you are unsure as towhat type of nails are needed, you canask a hardware dealer, construction contractor or ask online frommanydo-it-yourself websites. Often trim boards will bow outwards whenpressed into place. If you havemeasured properly and the cutsmadewereprecise, a gentle push will pop the trim board into place allowing it to beproperly secured.Installing and cutting baseboard trim does not need to be complicated.Patience and precise measuring combined with a few tricks will allow ado-it-yourself professional-looking installation.

A series of articles about “curbappeal” would not be completewithout writing about the mostpopular method of improving yourproperty’s value and appeal: exteriorpainting. Although not as quick oreasy, it is similar to you dressing upfor a night on the town. It makesyou feel good, gives you confidenceand, if done properly, draws wel-come attention.A fresh coat of paint will do won-

ders for your property and you canchoose to do it yourself (as so manyhomeowners do) or hire someone todo the job professionally.The first step is to choose your

colors. Typically, a property willhave a base color, covering most ofthe vertical walls, with a differentcomplimentary color for the “trim”(this would include the fascia, doorjambs, ballustrade railings, etc.).When choosing your colors, pick

a scheme that will fit into your sur-roundings. You want the colors ofyour property to be noticed and dif-ferentiated from the rest but you donot want the colors to “stand outlike a sore thumb.” In other words, ifyour neighbors have earth tones ontheir buildings then perhaps purpleis not the color to choose for yours.One of the trends I have noticed

is the use of darker colors for thebase and lighter colors for the trimand accent. This is a complete 180turn from the previous years wheremost buildings had a light base witha dark trim.Additionally, I havenoticed several

larger, newhomesusing another com-plementary color as an accent on awhole wall.Once you have selected the colors

it will be time to select the gloss ofyour paint. The gloss is simply the

amount of sheen/shine/reflectivitythe dry paint will have. You canchoose:

• high gloss• semi-gloss• eggshell (or satin)• flat

Bear in mind that the higher thegloss of the paint, typically, the eas-ier it will be to clean, although tech-nologies provided for greater dirtand mildew resistance within even

the flat paints. In the past year Ihave seen the eggshell and flat fin-ishes far outsell the gloss. One otherissue you will need to consider is ifyour existing paint is a high or semi-gloss (and you want to change toeggshell or flat) it may mean youwill need to either put on a coat ofprimer or an additional coat of thenew paint in order for the newpaint to properly adhere and hidethe existing coat. The same mayapply when painting a lighter colorover a darker one.

When done properly, a new coatof paint will do wonders for yourproperty’s curb appeal. With all ofthe choices available on the island, itwould be wise to shop around.Make sure the paint you choose hasa good reputation and has beenproven for Guam’s weather. All toooften we are told of new productsthat will last but when used in theproject, we wish we went with thetried and true. Happy painting.

Latest NewsIt wasn't pretty, and the debate went well into the evening, but on

June 30 the Senate passed a stand- alone bill that extended the date forclosing on a tax credit-eligible home from June 30 to September 30,2010. The bill passed the Senate on a voice vote in a process known as"unanimous consent." A stand-alone bill is a single issue bill thatcontains just one provision (and, if needed, its "pay-fors.") Stand-alonetax bills are a rarity in the Senate, but the urgency was well understood.Earlier in the week, the House had passed a stand-alone extension(HR 5623) by a vote of 409 - 5.The White House has said that President Obama will sign the bill,

although the timing for the signing is not yet known. The extension isseamless, so closings that occur between July 1 and the date the Presidentsigns the legislationwill satisfy the requirements of the credit. In order toget the benefit of this closing date extension, the parties must haveentered into a contract for the purchase on or before April 30, 2010.

About the Extended Home Buyer Tax CreditAs part of its plan to stimulate the U.S. housing market and address

the economic challenges facing our nation, in November 2009,Congress passed legislation that:

• Extended the First-Time Home Buyer Tax Credit of up to$8,000 to first-time home buyers until April 30, 2010.

• Expanded the credit to grant up to $6,500 credit to currenthome owners purchasing a new or existing home betweenNovember 7, 2009 and April 30, 2010.
