Addressed a calculation issue when pricing high-rise apartments (714) additions, high-rise hotel (713) additions, or high-rise office building (712) additions when strictly uppers is used and the building has more than five stories. UPDATE. Yard Extra, commercial swimming pools. Adjusted the extended description when only supporting structures (e.g., shower house, concessions, etc.) were priced. This update does not cause a value change.

UPDATE. The parcel calculation has been updated to verify Board land values (land res, land com) equal the stored board land total. In the unlikely event the values do not match, it will make the land total match. Users could see value changes.

UPDATE. Several door entrances have been added to the ag equipment table including: o Door - Metal Entrance o Door - Overhead (Manual) o Door - Overhead (Powered) o Door - Hydraulic Lift

UPDATE. Several partition types have been added to the commercial adjustments table: o Partition - Plywood or OSB/Stud - (PSFSA) o Partition - Drywall/Stud - (PSFSA) o Partition - Metal/Wood Fr - (PSFSA) o Partition - Metal/Steel Fr - (PSFSA)

UPDATE. Ensure all clients have a “Loading Dock – dock locks (each)” and “Basement Finish (Residential)” in their commercial adjustments table.

NEW. An alternate calculation (compounded adjustments) methodology has been added for ag soil adjustments. The existing pricing method for soil adjustments is to always adjust from the starting soil CSR (or CER). This new method allows soil adjustments to be compounded. Great care should be taken when changing this setting. A complete reanalysis of your soil and adjustment tables should be made prior to making this change. It requires a revaluation of all parcels and should not be changed for clients that already price ag soils in CAMAvision. It is not recommended in places where ag soils are priced based on productivity.

Pricing Tables UPDATE. Addressed issue where the program would not let the user disable and then re-enable

Reconciliation within in the system settings. NEW. A new multi-residential class type has been added to the Class table as a standard parcel class

type to the program. Iowa clients should refer to the Iowa specific section later in this document for more information.

NEW. New multi-residential base years have been added to the Depreciation Base Year table. This new line item with the addition of the new multi-residential class. Iowa clients should refer to the Iowa specific section later in this document for more information.

NEW. New multi-residential manual level entry in the Manual Level table. This new line item with the addition of the new multi-residential class. Iowa clients should refer to the Iowa specific section later in this document for more information.

NEW (IA clients). New multi-residential entries for the Reconciliation Class Change Reason table. Refer to Iowa specific section later in this document for more information.

UPDATE (User Request). Widened the symbol column of the ag land adjustments to 10 characters. It now matches the same width as the symbol column for ag land soil types.

UPDATE (User Request). Widened the description column of the FF/SS/Acres land table. It is now 30 characters instead of 15.

UPDATE. Updated the “Tank – Containment Area” extra (YTKCT) so it can be used as either a yard extra or a commercial building extra.

UPDATE. Changed the grouping of sales specific tables within the General table section. This makes them easier to find.

UPDATE. Added the “Additional sale code” table for all states. This table is surfaced as the “Code” dropdown list on the sales screen in parcel maintenance. Note: For South Dakota clients this table appears as the Abstract Class for Sale table.

NEW. Added a Minnesota Ag Preserve land pricing table. This table is used in Minnesota for calculating values for the ag preserve program assignment/classification.

UPDATE. Expanded the number of rates for Income and Expense tables. The restructure automatically populates the in-between rates using the difference between the “old” rates they come between.

NEW. Rate (of) Frequency column for Income and Expense tables. Every income and expense table has a new column called Rate Frequency. This column is for defining if the row is priced monthly or annually. By creating a column for it on the income setup tables, you can now have both monthly and annual rows in the same statement type set (which is perfect in the dual class scenario). NOTE: there is also a daily frequency. This was included for one row on the hotel statement type and should not be used anywhere else.

Parcel Search

ENHANCED (User Request). A parcel with its privacy status set will trigger a special note to be

displayed. This is in addition to the two other notices about parcel privacy that appear on the search screen: the red exclamation point that already appears near the deed field and 2) the note in the Notices tab.

ENHANCED (User Request). If the user-entered text description for a yard extra is blank (i.e., the user did not use it), the yard extra grid will show the pricing table description instead.

ENHANCED. Added a popup description of commercial building summary information. Simply click the line of the building to see additional information about the structure.

Parcel Maintenance

NEW. Unit Site Land Basis. A new land basis has been added to the program. Think of it like a

table-driven lump sum. It takes the number of “units”, entered by the user, and multiplies this by a rate chosen from the pricing table. The “unit” of measure can be Unit, Site, Lineal Feet, or Mile. As is the case with Lump Sum, the square-footage/acres can be entered but do not figure into the calculation and are for descriptive purposes only.

(Ctrl+J) buttons when adding/editing ag land. Additionally a right-mouse click popup menu with the same commands has been added to the soil list (see below).

ENHANCED (User Request). Changed how ag soils and adjustments are displayed in the treeview list within parcel maintenance. Previously the soils were simply listed as “Ag Soil” and adjustments as “Soil Adjustment.” Now they will appear with the soil type symbol and acres size.

ENHANCED (User Request). Surfaced the ability to reorder land records by dragging and dropping with land tabs, or with the new order dialog. As is the case when dragging and dropping other groups of tabs within CAMAvision, a solid black bar appears indicating where the selected tab is to be moved. This feature works for both standard land basis types and ag land records.

ENHANCED (User Request). Added an auto-lock feature to the Route Number field on the General

tab of parcel maintenance. If the route number is populated (something other than 000-000-000), when the user enters maintenance this edit field will be read-only. Only by pressing the padlock button next to the field and confirming the temporary editing, can the field be edited. If the route number is 000-000-000 upon entering maintenance, the field will be automatically editable. This new feature will prevent accidental editing of this field once it’s set.

ENHANCED. Added a quick switch button for swapping the address #1 and address #2 fields within the mailing address.

NEW. Address Manager. The parcel can now store multiple addresses for each parcel. This additional screen is accessible from General screen of parcel maintenance.

ENHANCED (User Request). Added a “tasks” button on the Status and Legal tab. It allows a user to quickly assign their initials and the current date to either the Lister or Reviewer. Note: To perform the action, the user must press the menu item for each parcel. It is will not automatically assign the initials or date.

ENHANCED (User Request). When the privacy status of a parcel is enabled, the PIN field at the top of the maintenance screen will change color.

NEW (User Request). Added a place to record and store the stall count for residential garages. This

is a descriptive field only and will not affect pricing.

ENHANCED. Added the ability to store a seller and a buyer address. At this time only one address

for each is stored with the sale. Technically the buyer address could be the same as the property or mailing address from the General screen. The purpose of these addresses is to store the primary address for the seller or buyer.

NEW (User Request). Surfaced the Computer ID field on the multi-parcel sale grid.

NEW. Signature Capture. For clients using Remote a new signature capture screen is available. The “signature” can be entered with a mouse (for non-touch enable devices), or with a figure or stylus. The captured image is stored within the DMS table and for viewing outside of parcel maintenance but a ProVersion (DMS) license is not required to use this feature.

ENHANCED (User Request). Added a quick tip for solid brick structures. This is an obsolete replacement construction methodology. It is suggested solid-brick buildings be priced as brick-on-block to achieve replacement cost rather than reproduction cost.

ENHANCED. Add a data verification wizard for the Master Occupancy field (located on the GENERAL tab). It is a parcel maintenance user preference and can be enabled or disabled by the user. It is enabled by default.

When the occupancy or pricing code for the first commercial structure is changed, a new confirmation box will appear suggesting a review of the Master Occupancy and changing it if necessary.

ENHANCED (User Request). Surfaced the commercial GBA in the toolbar for reference on all commercial screens.

ENHANCED. The commercial building reordering dialog has been reworked allowing the user to move additions to different buildings, “promote” an addition into a main building, and even “demote” buildings into additions. This can all be done with the drag-and-drop architecture of the new dialog box.

Sketch UPDATED. Surfaced the option, via the Marker Wizard, to scale Vertical Markers. By default this

type of marker does not scale when the sketch scale is changed and is done to preserve the legibility of marker. Existing Vertical Markers will not be changed with this update.

UPDATED. Turned off leader-lines for the build-in circle markers ❶❷❸❹❺❻❼❽❾. UPDATED. Surfaced the Bring-to-Front and Send-to-Back actions on the toolbar. Previously these

actions were buried in various menus and harder to access on touch devices. PhotoVision™ ENHANCED. Drag-n-drop image reordering has been added to PhotoVision. Users are able to use

the mouse (or finger with touch enabled screens) to drag images left and right, rearranging the order of the images. Only one image can be moved at time using this process.

Listing Form Data Entry (Parcel Maintenance) ENHANCED. Updated Toolbar look. The toolbar for the listing dialog has been reorganized in an

effort to reduce redundancies and save space. While the old toolbar had separate buttons for each of the building types, the updated toolbar has you select a type to work with and then all of the other buttons react for that building type (i.e. residential, ag building, or yard extra). All of the original toolbar actions are still available, just in a different spot or having a slightly different sequence to get to them. A snapshot of the new layout can be seen below:

The initial two buttons on the dialog remain the same: Generate All and Apply All. In the scenario above no listing forms currently exist causing the Apply All button to remain disabled. However, as you can see, a residential and ag building exist and have not yet been generated, so the Generate All button is enabled.

The next three buttons in the toolbar pertain to which group of listing forms you are dealing with: residential buildings, ag buildings, or yard extras. The numbers in the brackets indicate how many active and inactive listing forms are currently saved on this parcel for that particular building type. The next set of buttons would have (and did) exist multiple times on the old toolbar (once for each building type), but now they pertain to the selected building type (in the example above they pertain to residential buildings). From left to right they are: Generate existing structures (for this building type ONLY), Apply (the current listing form ONLY), Add a new structure, Switch the listing form being used (discussed more later in this document, it is a new feature in v19), and finally Delete (the current listing form ONLY). The next set of three buttons existed previously. They all still behave in the same manner: Zoom In, Zoom Out, and Size to Fit Width. They all pertain to how the listing form is being viewed on screen. The final set of buttons pertain to the selected building type and help with form selection. They include a toggle for shifting between Active and Inactive forms, and navigation buttons. All of these buttons existed previously, with the only change being one set of navigation buttons pertaining to the selected building.

ENHANCED. Yard Extra forms broken out into individual pages for easier data entry. Previously,

all supported yard extra items were contained in one form. This method was limiting and didn’t flow with how the other two structures work, so it was reworked to behave like them. This means all of the supported yard extras now have their own form and you will see a one-for-one relationship between the number of generated yard extra forms and the number of actual yard extra items. Please see the screen shot to the right for an example of this new form breakout. Not all yard extras have forms, for those who don’t (the extras more commercial in nature) an “everything else” form will be used to display everything about the extra. While it doesn’t allow much editing, it does allow you to know that item is there and what has already been captured about it.

NEW. Option to Switch Form. Once a form was created it could not previously be changed to a

different form. For instance, if you generated the full (four pages) form for a residential building, but later wanted to use the basic one-page form instead, you were out of luck. Not anymore. The Switch button will allow you to “switch” which form is used to display the data. It is only available for forms which have more than one version available (so initial residential structures), but will allow an infinite number of switches to occur. And as more alternative forms are added for other structures, more switching

opportunities will become available. ENHANCED. Generate Now Prompts for Which Form to Use. To further help users get the desired

listing form, the Generate action will now prompt for which listing form template to use when more than one template exists for the type of building being generated. This will allow residential structures to initially be generated in the template a user wants. And if later it becomes apparent this isn’t the listing form that should have been used? No problem, use the new Switch form functionality mentioned above to correct the issue.

NEW. 2-Page Residential w/Partially Complete. A new residential listing form has been added. It is based on the two page form currently in the program, but this template also contains a third page for tracking partially completed residential structures. Even better, when the form is applied back to the parcel CAMAvision will calculate out how much construction is left and put in the appropriate obsolescence automatically.

Residential Comparable Search UPDATE. For Market (Sale) searches, the module has been updated to use the first sale that

matches the selection criteria. Previously it would only use the sale date to determine if a parcel had a sale within the range but then fall back on using the most current sale.

Remote Parcel Maintenance UPDATE. Addressed a Listing Form data entry error that could occur when adding a lean-to and the

user tries to apply it back to the pricing.

Income Module NEW. Added a new option when land value is included with an income statement. When a land

record is linked to an Income Statement, the new Breakout Land option allows the user to if the income statement assumes the land value is built in (breakout = Yes)or if the land value is used from the pricing (breakout = No (default)).

NEW. Expanded the number rates for all income and expense pricing lines. Previously the rates

were: Low, Low/Avg, Average, Avg/High, High). The new rates are as follows: Low, Low/BA, Below Avg, BA/Avg, Average, Avg/AA, Above Avg, AA/High, and High.

ENHANCED (User request). Assign an income statement to multiple parcels. Income statements can now be assigned to multiple parcels. This is to address receiving only one set of data from a property owner which spans multiple parcels within your CAMA data. Up to ten parcels can be assigned to a single income statement. The associated parcels share one statement and therefore all of the parcels are recalculated and saved whenever a change occurs to this statement. The statement grid within parcel maintenance was reorganized to accommodate this change. It can be seen here:

The columns start as they always have with the statement Year and the Building Type of the statement. The value of the statement has been condensed into two columns, NOI (or net operating income) and Market Value. Next is the column indicating if a statement is a Multi Parcel statement and if it is what percentage of the statement is to be assigned to this parcel. Each of the associated parcels is included in the list in order to show the breakout of how this statement is being split between them. Following the multi-parcel indication is the Subtract Land toggle. This indicates to CAMAvision whether and linked land should be broken out and reported separately (Yes) or is to be included in the income statement value (No). The next column is the Percent of Use, which indicates

how much of income statement value to apply to the overall parcel value. Total Choice indicates where the statement value should be bucketed. The Total Stmt Value is the value being applied to the parcel. The final three columns are the same as in previous versions: Private, Include in Analysis, and Comments. In the example above, the parcel originally had an income statement in 2009 and at that time it included the two buildings on this parcel. However, the 2012 income statement includes five buildings which span across three parcels and requires a multi-parcel income statement. The associated parcels are shown along with their use of the income statement. They’re information is

only displayed and cannot be changed (with the exception of their multi-parcel percentage) within the current parcel. In order to make a statement a multi-parcel statement or to change the current statement distribution click on the ellipse button in the Multi-Parcel column. This action will bring up the dialog on the left. From this dialog additional parcels can be selected, the percentage of use distribution between the associated parcels can be modified, and or an entire parcel can be removed from the association (provided it is allocated to zero percent). NOTE: the current parcel percentage cannot be changed directly. As other parcel percentages are redistributed, the current parcel percentage will automatically be adjusted to ensure the total percentage of use always stays at one hundred percent.

As parcels are added to the list of associated parcels they are locked. If a lock cannot be obtained on a parcel it cannot be associated with this income statement until there comes a time when it can be locked. The locking of all associated parcels when loading ensures that any change to the income statement is immediately reflected on all associated statements. If one (or more) of the associated parcels for any multi- parcel statements on a parcel cannot be locked, the income tab will be shifted into a browse only mode. One last thing to note about multi-parcel income statements: a parcel which has been associated with a multi-parcel income statement cannot be the source parcel in a split, combine, or duplicate parcel action. It must first be removed from any associated income statements.

INCOME MODULE Reports ENHANCED (User Request). All the standard income module questionnaires have been enhanced to

let the users tailor the section headings and income and expenses section descriptions. This allows users to adjust the appearance of the reports to work with their own respective statement types.

Query Wizard ENHANCED. Continued refinement of the word wrap capabilities of the report designer. ENHANCED. When using the keyboard, pressing <Enter> in a field/filter column will open the Edit

Filter box. UPDATE. Addressed an issue with the dBase DBF export when the option to include the sequence

number is checked. The export would incorrectly count the number of fields and leave the last field in the export file blank. Previous workarounds would involve adding a dummy field as the last column (typically an SID field) that would be discarded, anyway. Other exports (by CSV, XLS, etc.) were not affected.

Remote Export / Import ENHANCED. Added a Checkout for Review mode. A package checked out in this manner is not

returnable to the Main. The parcels will not be locked on the Main and do lock on the Remote. This process is intended to save some time for the user by not requiring them to go through the processes of unlocking parcels.

Note: When a Review Only package is placed on Remote, the parcels will appear as unlocked from within the Check-out Manager. To completely remove them off the Remote, switch to the “Show Unlocked” packages view, and press the Delete button.

ENHANCED. Added settings to lock Sales and/or Permits on the Remote side so they could continue to be edited on the Main. The settings are located in the Advanced Checkout Options dialog.

ENHANCED. Added the Map range filter as an option for most parcel selection types (with the exception of the query driven options) when checking out parcels. Additionally, Sub-division filtering has been added specifically for the parcel by-PDF check out process. This will allow users greater flexibility when locating parcels within select PDFs and not require a user to lock an entire PDF for just a few parcels.

ENHANCED. Added Query-Lite as an option when selecting parcels for checkout. For those that

have used the Query-Lite on the parcel search screen, it works in an identical fashion. Some users find this tool simpler to use than the Query Wizard. The Query-Lite used here joins in the General and Permit tables so a person can locate parcels using any combination of the fields found within the two tables. Users can find parcels by edit date, check-tag, reviewer initials, permit tag – you name it. While the labeling indicates the Permit table is included a user is not required to use any of these fields nor does this mean a query built using this tool will only find parcels with permits. To locate parcels with permits, simply include a field from the Permit table. If you don’t care about permits, then don’t include any fields from the table.

Figure 2 is demonstrating the selection of parcels from the first PDF, and those parcels that have at least one permit marked for “recheck” and the permit date is older than June 1, 2014.

ENHANCED. When unlocking a package, an explanation from the user is now required. When the unlock button is pressed, the user provides a reason, from the list of options provided, that best fits why the parcels need to be unlocked. Additionally the user will enter an explanation why the parcels need to be unlocked. All of this information is stored in the system log. This dialog was updated so better information is recorded into the log about why parcels are unlocked plus it allows the user to stop and reflect if the parcels should be unlocked.

Reports REMINDER. This update incorporates all IA Dept. of Revenue Board of Review report updates and

changes for 2014. ENHANCED. The Display Pricing option on the Property Record Card and Review Summary reports

had been expanded to include the condition for residential, commercial, agricultural and yard extras. With Display Pricing turned off the reports suppress the printing of structure values, obsolescence, grading and now condition.

ENHANCED. Most reports have been enhanced to show a break out of land as ag/residential or commercial. State versions for IL, MO, SD, and NE would not be affected by this change.

State Specific Iowa NEW. Iowa multi-residential classification. Pursuant to the law changes adding multi-residential as a

class, this update tries to add a new line item to the Class table if it doesn’t already see an entry starting with “multi.” Some users may have already taken steps to add this class to the table. Whether an entry already exists or the restructure adds the line, it’s important to make sure multi-residential has a class type of 7.

Adding a new line to the Class table will likewise add new lines to the Depreciation Base Year and Manual Level tables. If the multi-residential class type is added by the restructure program, the years entered will from the commercial lines. Users should consider reviewing this table after the update to make sure the base years is correct for your jurisdiction.

The new multi-residential class appears in the dropdown on the General screen of parcel maintenance.

NEW. In accordance with the Iowa law changes, a new Dual class option has been added for commercial and industrial properties.

When the class of the parcel is commercial or industrial, a new classification toolbar button activates. All parts of the parcel need to be assigned to its appropriate class before saving the parcel. SD Export / Import

UPDATED. SD Sales Ratio Export. During a routine export, the SD Export uses the values of first

prior year record with a matching year of the sale. However in cases of an elderly freeze or veteran’s exemption, the first prior year is typically not the correct record – it is the second prior year (with the same sale year). The export has been updated to identify elderly freeze and veteran’s exemption when defined using district tables. If a parcel is seen to fall into one of these two categories it will look for the second prior year record with a matching year of the sale. If it fails to find a matching record it will fall back on using the first matching year found.
